Anti-Illiana groups hope to sway Rauner with petitions

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Leading up to Gov.-elect Bruce Rauner’s inauguration Monday, opponents of the Illiana Expressway are busy getting petition signatures in hopes of persuading Rauner to put a stop to the $1.5 billion tollway project.

Environmental groups – including the Sierra Club, Openlands and the Environmental Law & Policy Center – began promoting the petitions on social media, via email, and in newsletters last month, said Erica Dodt, with the Sierra Club’s Illinois Chapter.

In all, the groups have collected more than 1,200 signatures so far and hope to have more by the self-imposed Jan. 20 deadline. Members of the No Illiana 4 Us group are also circulating a printed-out version of the Sierra Club’s petition, she said.

“We want to show him

there’s a lack of support for this,” Dodt said, speaking of Rauner. “The petitions lay out that there’s been resounding opposition, from newspapers and editorial boards to taxpayers. We’re trying to drive home the point that this will burden the taxpayers.”

Critics have called it a “boondoggle” that could leave taxpayers with the short end of the stick if toll revenue projections fall short. But supporters argue the planned tollway, which would connect Interstate 55 in Wilmington to I-65 near Lowell, Indiana, would relieve congestion on local roads and promote economic growth.

The Sierra Club’s petition states that the project “will be a major economic burden to taxpayers, is inconsistent with the region’s plan, will negatively impact the agricultural economy [of the region] and will destroy globally rare native habitats and public land.”

Rauner won in the November election against outgoing Gov. Pat Quinn – a major supporter of the Illiana. Opponents hope Rauner will be the one to hang up the towel, said Anthony Rayson, a leader of No Illiana 4 Us. “I think we’re all anxious to find out what he’s going to do,” Rayson said.

Since winning the November election, Rauner has been tight-lipped on whether he would support or object to the Illiana project moving forward.

A Rauner spokeswoman told The Herald-News in November that the governor-elect believes the project “may have the potential to be an economic development engine,” but that the state needs to make sure any potential public-private partnership deal doesn’t leave taxpayers “holding the bag.”

Rialto going to trial with special prosecutor over $6K rent dispute

By FELIX SARVER fsarver@shawmedia.com JOLIET – The Rialto Square Theatre and a special prosecutor for the Illinois Attorney General’s Office are headed to trial in March over a sevenyear-old rent dispute.

The Will County Metropolitan Exposition and Auditorium Authority, which governs the Rialto, is suing David Neal for allegedly not paying $6,000 in rent for office space, according to a 2013 Will County lawsuit. The Rialto has office space in addition to the theater.

A March 5 trial date was set Thursday during a court hearing.

Neal works as an Illinois state’s attorney special prosecutor on cases in Will County.

His cases include the pending murder trial of Kenneth G. Edwards for a 2012 shooting outside of a Joliet boxing gym. He also is the former state’s attor-

ney of Grundy County.

Calls made to Neal and his attorney were not immediately returned Thursday. The matter also was mentioned at a Thursday meeting of the Will County Metropolitan Exposition and Auditorium Authority Board.

Rialto General Manager Randy Green told the board that a trial date was set “in order to hopefully get a final determination on the action against Dave Neal.”

According to a 2013 board memo, the WCMEAA entered into a monthly lease agreement in 2005 with Neal for Rialto office space at 116 N. Chicago St. The memo stated the office space was called Law Offices of David Neal & Associates and the lease was $1,027 a month.

WCMEAA members sued Neal in 2007 with the intention of evicting him to recover all unpaid rent, as well as any reasonable attorney and court expenses. According to the

memo, unpaid rent was $13,304 and legal fees were $500.

In an out-of-court settlement in 2010, WCMEAA members and Neal agreed he would pay $12,000.

However, WCMEAA alleges there is an unpaid balance of $6,000.

Neal has given his own payment plan to the board, according to the memo, in which he would pay $3,600 in 12 bi-monthly installments of $300 to the WCMEAA. Another $4,000 would be paid in annual installments of $1,000 to the Rialto Square Theatre Foundation STAR program.

In August 2013, the WCMEAA directed Green to reject the settlement proposal and pursue court action to collect $6,000 from Neal, along with legal fees.

NEW LENOX – In a new initiative to raise awareness about preventing dryer fires, Dryer Vent Wizard recently awarded grants of $500 each to fire departments in New Lenox, Detroit and Newmarket, Ontario, Canada.

Dryer Vent Wizard, which specializes in dryer vent repair, replacement, cleaning and maintenance of dryers, invited its franchisees to nominate fire departments that conduct outstanding fire prevention education programs in their communities, according to a news release from the company.

The New Lenox Fire Protection District, which serves a community of about 40,000 people, was nominated by DVW franchisee Joe Enzenberger. The award will help the department buy hands-on resources that can be used during safety presentations.

Czerkies asks for his $350K back from Rialto following marquee dispute

OLIET – After more than a month of at times heated debate over a proposed new marquee for the Rialto Square Theatre, the man who donated $350,000 that was to be used for the project has asked for his money back.

James Smith, president of the Rialto’s board, said Ed Czerkies has asked for his donation to be returned, a request that will be honored.

“I’m tremendously sorry for what Ed and his whole family had to go through,” Smith said. “I’m especially sorry because I think the idea of a new marquee is not only needed, I think it’s a good thing we tried to do.”

Czerkies made his request immediately after the Thursday decision by the theater’s governing body, the Will County Metropolitan Exposition and Auditorium Authority Board, to table a resolution that spelled out the Rialto’s commitment in principle to the donation from the Joliet-area businessman.

The proposed agreement stated the marquee would bear the inscription “In Memory of Michael & Mary Czerkies” and the inscription would remain on the marquee for at least 25 years.

The agreement also would have ensured the marquee “shall be kept in good order and repair for the life of the marquee” and that the assurance was being given “in consideration of the generous gift made by Edward M. Czerkies, and is a contractual right given Edward M. Czerkies, his heirs and assigns to enforce for the duration of the assurance given herein.”

“Ed was fairly emphatic.

I tried to convey that to my board as diplomatically as I could, he’d like to see this agreement tonight,” Smith said.

Smith said he spoke with Czerkies, who was at the meeting, shortly after the motion was tabled.

“And he said, ‘I’m sorry, I know you did your best, but I want my money back. I’m done with this,’ ” Smith said.

Smith said the donation will be returned.

“I know the honorable thing is to give it back, and I want to do the honorable thing,” he said.

“It was something along the lines of you are a generous man. I’m sorry you had to go through this. I know you had the best of intentions,” Smith said when asked about his response to Czerkies.

Attempts Thursday evening to reach Czerkies were not immediately successful.

Weeks of controversy

Criticism of the marquee began almost immediately following its Nov. 24 unveiling during the annual Festival of Trees, with the main concern being the prominent memorial inscription to the donor’s parents, “In Memory of Michael & Mary Czerkies.”

Some argued the design didn’t fit with the 88-year-old building’s character, while others raised complaints as to why public input wasn’t sought and questioned if the process was transparent enough.

It prompted an online firestorm of criticism from many area residents on Facebook, a request for the Illinois Attorney General’s Office to determine whether the Historic Preservation Commission violated the Illinois Open Meetings Act, a call to city officials to withhold funding from the historic theater, and a protest outside the theater during an event.

The negative reaction Czerkies personally received prompted him to write a letter sent to The Herald-News and other local media that he would be happy to have his money back.

“Over the past few weeks, I have become aware of numerous negative and unkind comments made by concerned citizens about both myself and my three sons. This public reaction was completely unexpected,” he wrote in the letter sent Dec. 22.

The letter also stated donors want to know their contributions would be appreciated, but he had “come to the conclusion that the donation made to the Rialto Square Theatre and the city of Joliet will not be viewed in a positive way.”

The board was supplied during Thursday’s special meeting with an updated draft design from Indiana-based Landmark Sign Group. It showed the font for the memorial inscription was reduced by 20 percent. However, the rest of the memorial remained the same.

Broken Arrow plan gets initial OK Officials want several issues addressed

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – The Lockport City Council on Wednesday approved a controversial concept plan for developing duplexes and other facilities at the Broken Arrow Golf Course.

The council voted 6-3, with the condition that its vote was not a “rubber stamp” for the development, saying it wanted to see issues raised by neighbors addressed. The concept plan includes building 26 duplexes and a banquet hall and cultural center near Broken Arrow Drive.

The concept plan outlines the site development; additional votes would be needed to approve the preliminary and final plans. Broken Arrow Golf Club owners intend to redevelop the par-3 golf course, but it only has one entrance and exit access road.

Many residents who live in the subdivision near Broken Arrow and Apache drives were concerned that development would increase traffic congestion, which would pose a safety hazard and delay emergency vehicles.

Besides traffic congestion, neighbors expressed concerns about overcrowded schools, a drop in property values and

Michael Chen, the golf club’s general manager, said the owners want to develop the land for financial gain, but declined to give further details on what those gains could be.

“The original plan back several years ago, a long time

ago, was to put up a convention center. We have scaled down,” he said.

He said a traffic study is being done by a separate company and he expects its completion by mid-January.

While the owners do not intend to have another road in the new development, he said emergency vehicles will have access to another roadway not accessible by the public.

Fourth Ward Alderman Robert Perretta, 4th Ward Alderman Denise Marynowski and 2nd Ward Alderman Kelly Turner voted against the concept plan.

Marynowski said it’s not the city’s responsibility to make a business profitable and asked Lockport officials how they could justify increasing the density of a subdivision with one entrance and exit access road.

Turner said the subdivi-

“We’ll have [the Chen family’s] needs versus the needs of 440 families. This is not like developing something in the downtown,” he said.

He also was concerned that once the concept plan was approved, the developers could sell the property because its value will go up with the new zoning. Developers also can use concept plans in court to resist further changes to the plans, he said.

City Attorney Tom Thanas said the concept plans would not be binding, as long as the record showed that approval is not the final decision.

Alderman Darren Deskin, 2nd Ward Alderman Brian Smith, 1st Ward Alderman Pete Colarelli and 1st Ward Alderman Kris Capadona approved the concept plan, and Mayor Steven Streit also threw in his support.

Many of them said they wanted to see safety issues raised by residents addressed later, as well as specifications from Lockport’s Planning Commission.

“There is no doubt this is not going forward unless you guys meet a lot of these requirements,” Streit said.

Colarelli said it’s necessary to hear all sides in the debate and more research must be done.

Joliet man dies after 2-vehicle collision on icy Elwood bridge ELWOOD – A 31-year-old Joliet man died after a collision Thursday morning on the Arsenal Road bridge.

Richard Wood lost control of his 1998 Ford Explorer and crossed the center line into the path of an oncoming SUV, Elwood Police Chief Fred Hayes said.

The accident happened shortly before 7 a.m., and the bridge was icy, Hayes said.

A T-bone collision occurred. Wood’s SUV was struck on the driver’s side,

Hayes said. Wood had to be extricated from the SUV and was taken by helicopter to Advocate Good Samaritan Hospital in Downers Grove, where he was pronounced dead at 9:15 a.m.

The other driver, Larry Buell, 63, of Naperville, was taken to Presence Saint Joseph Medical Center in Joliet with injuries that were not life-threatening, Hayes said.

Buell was driving a 2013 Ford Explorer.

The Arsenal Road bridge is about a half-mile east of Interstate 55.

COAL CITY – The Coal City School Board approved Wednesday having an interim superintendent if needed to fill in as Superintendent Kent Bugg deals with a family medical issue.

Bugg said in a phone interview Wednesday night that his daughter, Megan, was diagnosed Dec. 30 with cancer and has started chemotherapy.

“During the next 30 days or so, Dr. Bugg will primarily be Kent Bugg with his daughter,” Coal City School Board President Ken Miller read from a statement at Wednesday’s meeting. “He may work from time to time, either in the district or at the medical facility, as he is able. But Dr. Bugg’s focus right now needs to be with his daughter.”

The board approved the appointment of Tammy Elledge, director of curriculum and assessment, to serve as acting superintendent on days when Bugg is unable to work.

Miller said there are certain things only a superintendent can do, so the board needed to appoint someone to be acting superintendent when Bugg is not available.

“That was the hardest thing I’ve had to read,” Miller said after the meeting.

Bugg said he was aware of the situation and appreciates the board has given him a 30-day leave of absence if he needs it.

“I don’t know if I will need it, but I’m glad they offered it to me,” Bugg said.

He said someone with a superintendent’s endorsement was needed for the interim post, and Elledge has one, so he is confident in the decision.

MORRIS – Crews put out a small fire Thursday morning at First Midwest Bank in Morris.

Morris Fire Protection and Ambulance District Chief Tracey Steffes said an engine arrived at the bank, 220 W. Main St., within minutes of receiving a call that reported smoke in the building.

“A small fire was on the stove in the basement of the building,” Steffes said. “The first engine on the scene ex-

tinguished the fire. We were at Station One, so basically when we walked out the door, we were on-scene.”

First Midwest Bank President Tom Tesdal said the commercial division on the second floor remained open for business, but smoke on the first floor and basement caused them to close the teller line all day Thursday. Safety deposit boxes were still accessible to customers throughout the day.

The legislation would apply to other vacancies that might occur in statewide constitutional offices going forward, except the govRep. Natalie ernor’s office.

Rep. Natalie Manley Manley, D-Joliet, said the special election is about “letting the voters decide.”

“Honestly, and it has nothRep. Margo ing to do with McDermed a Republican governor getting to decide, it’s about giving the people a chance to decide. I always air on the side of letting people decide,” Manley said.

The Illinois Senate approved the measure by a 37-15 vote. The Illinois House approved the measure 66-40.

Sen. Pat McGuire, D-Joliet, Rep. Larry Walsh Jr., D-Elwood, Jennifer Bertino-Tarrant, D-Plainfield, and Manley all voted yes. McDermed voted no, while Sen. Sue Rezin, R-Morris, and Anthony were out of state and did not vote.

A second piece of legislation related to the comptroller’s office didn’t move Thursday, but was discussed, involved the merging of the comptroller and treasurer’s offices. Before her death, Topinka often talked about how such a move would save the state money.

The comptroller’s office was created in the wake of a 1950s scandal, in which then-Auditor of Public Accounts Orville Hodge embezzled more than $6 million from the state.

SPRINGFIELD – Local lawmakers were split along party lines on legislation approved Thursday requiring a special election in 2016 to replace the late Comptroller Judy Baar Topinka.

Some local lawmakers, including newly sworn-in State Rep. Margo McDermed, R-Mokena, questioned the timing of the bill’s passage. The legislation passed both the Illinois House and Senate down party lines, but not before heated Rep. John debate.

Anthony Many Republican lawmakers argued Democrats were attempting to strip power from incoming Gov. Bruce Rauner and that the special election in 2016 is a political move designed to help Democrats secure the position.

“Why have a special election when we’ve never needed to do this before? Why do it now, as a Democratic governor is on his way out? Suddenly, it becomes an emergency,” McDermed said. “There was no reason for doing this last-minute.”

Topinka died last month after complications from a stroke, just weeks after winning a second four-year term.

Rauner has said he’s opposed to the idea of a special election.

But the person he recently appointed – Joliet native Leslie Munger – said she doesn’t mind at all.

Munger, who lost in November to Democratic state Rep. Carol Sente for a seat in Chicago’s northwest suburbs, said “assuming she’s in good standing,” she plans to run for comptroller in 2016.

“I’ve got big shoes to fill. I look at this as I’ve got a very big job to do,” Munger said.

“I’m going to focus on doing a great job, and I’m going to hit the ground running. I’m not worried about 2016 right now.”

The ASSOCIATED PRESS ST. PAUL, Minn. – J.P. Parise, a Minnesota North Stars standout who helped Canada beat the Soviet Union in the landmark Summit Series in 1972, has died. He was 73.

Parise died Wednesday night at his home in suburban Prior Lake, the Parise family said Thursday in a statement. He was diagnosed with lung cancer a year ago and was in hospice care.

“We appreciate the outpouring of support we have received from family, friends and the entire hockey community during this difficult

time,” the family said. “J.P. was a great husband, father and grandpa and will be greatly missed by all of us.”

NHL Commissioner Gary Bettman issued a statement calling Parise “a consummate player, teacher and administrator in the game” and recognizing his “commitment and passion for the NHL” living on through son Zach, a star for the Minnesota Wild.

Parise had 238 goals and 356 assists in 890 regular-season games from 1965-79 with the North Stars, Boston, Toronto, the New York Islanders and the Cleveland Barons.

He made two All-Star teams while with the North Stars.

Board Vice Chair Daniel Vera made a motion to table the agreement “until the questions raised today are answered and having seen [the new design] for the first time, that this come back before the board on Jan. 28.”

What’s next

The withdrawal of the donation means a hit financially for the theater. The theater now owes $350,000 to Czerkies, and is in contract to the sign company for about $200,000, as the marquee already was under construction. About $120,000 of that is paid, Smith said, so the theater is in the hole for about $430,000.

When asked if the city

could bail out the Rialto, Mayor Tom Giarrante said no.

“I thought I made it pretty clear, don’t come to the city because we don’t have it,” he said. “If in fact this stands, they’re going to have to go out and find a way to raise the money.”

When asked what’s next, Smith said it was “back to the drawing board” when it came to the marquee.

“Several people in the business community that I respect say finish the sign and work on some sort of some of fundraising campaign to pay for it,” he said.

If the board decides to continue down that path, Smith said the first focus would be on fundraising, and the second would be the design.

“I’d love to have another donor, either private or corporate,” Smith said when asked how the Rialto would go about raising the money.

“Quite frankly, I’ve heard from a number of corners of the community, and even some of the opponents, who have said they wouldn’t be adverse to some sort of company or corporate name up there. The main contention was this ‘In memory of Michael and Mary Czerkies.’ ”

Ill. man in terrorism case negotiating possible deal

CHICAGO – An attorney for a suburban Chicago man accused of trying to join al-Qaida-affiliated fighters in Syria says the defense has begun negotiations with prosecutors on a possible plea deal.

Abdella Ahmad Tounisi’s attorney, Molly Armour, disclosed the development at a Thursday status hearing in U.S. District Court in Chicago. She told the judge the sides are in “preliminary plea negotiations.”

The 20-year-old was arrested in 2013 at O’Hare International Airport trying to board a plane for Turkey. Prosecutors say the then-teenager from Aurora hoped to join Nusra Front.

Tounisi pleaded not guilty to attempting to provide material support to a terrorist group. His maximum prison term would be several decades. Prosecutors typically recommend lower sentences if defendants agree to plead guilty.

Tounisi’s next hearing is set for March 25.

Incoming Illinois treasurer Frerichs wants office audit

ARLINGTON HEIGHTS – Illinois’ next state treasurer says he plans to run an audit of his new office after he’s sworn in on Monday.

Democratic Treasurer-elect Mike Frerichs told the Daily Herald editorial board Wednesday that he’ll also consider releasing at least part of an internal report about allegations against GOP Treasurer Dan Rutherford.

Rutherford had the report done after former staffer Edmund Michalowski filed a lawsuit last year. Michalowski claimed Rutherford made

Illinois medical marijuana patients now number 650

CHICAGO – Illinois approved 50 new patient applications for medical marijuana during December, bringing the total to 650 patients with complete paperwork.

Illinois Department of Public Health spokeswoman Melaney Arnold said Wednesday almost 13,000 have registered online

and started an application. She says about 1,800 people have submitted at least part of the application.

She gave no explanation for the apparent slow pace of submissions and approvals.

Qualifying patients pay an annual fee of $100 for a marijuana card. Patients aren’t allowed to grow their own cannabis, and, for now, are waiting for the legal industry to start up.

Gov. Pat Quinn’s administration hasn’t yet revealed which businesses will be authorized to grow and sell marijuana.

FBI searching for man suspected in 4 bank robberies

CROWN POINT, Ind. – Federal officials are searching for a man suspected of robbing four banks

in Illinois and Indiana within the past several months.

FBI officials say the most recent robbery happened Wednesday at a BMO Harris Bank branch in Crown Point, Indiana. The agency says the same man has robbed three other banks since November.

The agency says at least one of those banks was robbed at gunpoint.

The FBI says the robbery spree began on Nov. 21 when the man robbed a BMO Harris Bank branch in Carol Stream. It says he used a gun to rob a Fifth Third Bank branch in Cary at the beginning of December.

The agency says the man also robbed a Chase Bank branch in Grayslake on Dec. 26, three days after he attempted to rob a branch in Valparaiso, Indiana.

Starved Rock State Park saw highest attendance in 2014

UTICA – New data show Starved Rock State Park had its highest-ever attendance in 2014.

The LaSalle News-Tribune reports the northern Illinois state park had 2.3 million visitors last year. That breaks the previous high by more than 100,000 visitors.

It was an unlikely year for the park to mark the milestone. A storm had closed trails for a month.

Nearby, Matthiessen State Park recorded its best attendance year since 2003. The park finished 2014 with nearly 380,000 visitors. That’s a 53 percent increase over 2013.

Dad accused of killing his child called lawyer ‘God’

ST. PETERSBURG, Fla. – Just 12 hours before police said John Jonchuck threw his 5-year-old daughter off a bridge – perhaps while she was still alive – the father calmly told a sheriff’s deputy he didn’t want to hurt himself or his little girl and had “new clarity in his life.”

The officer had made a point of interviewing him in person because Jonchuck’s own attorney called 911 to report that he was acting “strange.” The attorney, Genevieve Torres, said Jonchuck had called her “God” and asked her to translate a Bible in Swedish when they met Wednesday to talk about Jonchuck’s custody case for his daughter, Phoebe.

Police found him a short time later at a church, and everything seemed fine. Officers decided they didn’t have enough evidence to commit Jonchuck.

How lower oil prices could fuel more hiring in U.S. WASHINGTON – In June, when oil cost $107 a barrel, U.S. employers added a healthy number of jobs – 267,000. Now, with oil below $50, hopes are rising that hiring in the United States is poised to intensify.

Goldman Sachs forecasts that if oil stays near its current price, the economy will add 300,000 more jobs this year than if the price had remained at its June level. Stronger job growth is foreseen at retailers, auto dealers, shipping firms, restaurants and hotels – all of which will likely show gains in Friday’s jobs report for December.

That stronger demand will likely require some businesses to step up hiring, which would circulate more money through the economy and perhaps fuel further job growth.

Just as critically, cheaper gas is suppressing overall U.S. inflation. Lower prices keep down yields on U.S. Treasurys. Lower yields, in turn, serve the housing market by reducing mortgage rates and potentially producing more construction jobs.

This week, for example, the average rate on a 30-year fixed mortgage sank to 3.73 percent, its lowest point since May 2013.

GOP moves veto-bait bills on health care, oil pipeline

By ALAN FRAM The Associated Press WASHINGTON – In command and ready for a fight, defiant Republicans ignored two White House veto threats and advanced bills in Congress Thursday curbing President Barack Obama’s cherished health care overhaul and forcing construction on a proposed oil pipeline. The top House Democrat predicted her party would uphold both vetoes.

On the new Congress’ third day of work, a Senate committee approved a measure dismantling Obama’s ability to block the Keystone XL oil pipeline, which has become a flashpoint pitting the GOP’s jobs agenda against Democrats’ environmental concerns. The Senate planned to begin debate next week and passage there seemed likely, while the House was poised to approve its version Friday.

Meanwhile, the House approved legislation narrowing the definition of full-time workers who must be offered

employer-provided health care from those working 30 hours weekly to a 40-hour minimum. The vote was a mostly party-line 252-172 – short of the 290 needed, assuming all members voted, for the two-thirds majority required to override a veto.

On both bills, GOP leaders would face uphill fights mustering the two-thirds House and Senate majorities needed to override vetoes. But both measures had some support from Democrats, and Republicans could use them to portray themselves as championing bipartisan legislation, only to be thwarted by Obama and his Democratic allies.

“Given the chance to start with a burst of bipartisan productivity, the president turned his back on the American people’s priorities,” House Speaker John Boehner, R-Ohio, told reporters Thursday, adding, “We were taking our oath of office when they were issuing veto threats. Come on.”

House Minority Leader Nancy Pelosi, D-Calif., said

Democrats would sustain Obama’s vetoes on both bills and said it was Republicans who have blocked progress.

“The president has always extended the hand of friendship. Some say too much,” she told reporters.

She said Democrats would uphold a promised Obama veto on a third measure rolling back some regulations on the financial industry enacted after the 2008 economic crash. That bill fell short in the House this week but is expected to pass on a re-vote next week.

Obama’s 2010 health care law, a perennial GOP target, is phasing in a requirement that companies with more than 50 full-time workers offer health care coverage or face penalty payments to the government.

Backed by the U.S. Chamber of Commerce and other business groups, Republicans say defining full-time employees as those working at least 30 hours is pressuring firms to save money by cutting workers’ hours or jobs.

By ELAINE GANLEY and JAMEY KEATEN The Associated Press PARIS – Police SWAT teams backed by helicopters tracked two heavily armed brothers with al-Qaida sympathies suspected in the newsroom massacre of a satirical French weekly that spoofed Islam, homing in Thursday on a region north of Paris as the nation mourned the dozen slain.

Authorities fear a second strike by the suspects, who U.S. counterterrorism officials said were both on the U.S. no-fly list, and distributed their portraits with the notice “armed and dangerous.” More than 88,000 security forces were deployed on the streets of France.

They also extended France’s maximum terror alert from Paris to the northern Picardie region, focusing on several towns that might be possible safe havens for the two – Cherif Kouachi, 32, and Said Kouachi, 34.

A senior U.S. official said Thursday the elder Kouachi had traveled to Yemen, although it was unclear whether he was there to join up with extremist groups like al-Qaida in the Arabian Peninsula, which is based there. Witnesses said the attackers claimed

In all, 90 people, many of them witnesses to the grisly assault on the satirical weekly Charlie Hebdo, were questioned for information on the attackers, Interior Minister Bernard Cazeneuve said in a statement.

The minister confirmed reports the men were identified by the elder brother’s ID card, left in an abandoned getaway car.

A third suspect, 18-year-old Mourad Hamyd, surrendered at a police station Wednesday evening after hearing his name linked to the attacks. His relationship to the Kouachi brothers was unclear.

NATION BRIEF Obama proposes free community college

WASHINGTON – The White House on Thursday announced a proposal that President Barack Obama said would make community college “free for everybody who is willing to work for it.” But administration officials provided no details about the program’s costs or where the money would come to pay for it.

Obama planned to formally announce the plan Friday at Pellissippi State Community College in Knoxville, Tennessee. He gave a preview in a videotaped message shot aboard Air Force One and posted on Facebook.

“It’s not just for kids,” he said. “We also have to make sure that everybody has the opportunity to constantly train themselves for better jobs, better wages, better benefits.”

Obama provided few specifics, and White House and Education Department officials said Thursday evening that the details would come out later with the president’s budget.

Thumbs-up: to Channahon officer for aiding woman The Herald-News Editorial Board offers this week’s thumbsup and thumbs-down: Thumbs-up: to Channahon Police Officer John Blough, who during what he thought was a routine traffic stop Dec. 22 realized something else was going on. The more he talked with the driver and his passenger, the more red flags he saw. The passenger turned out to be a Joliet woman who allegedly had just been thrown off a second-floor balcony and forced into the vehicle to be taken to an unknown location. The driver was arrested and charged with several counts, including aggravated domestic battery. Who knows what the woman’s fate would have been had Blough not noticed something was amiss? Police officers have a difficult, often dangerous job, and Blough is to be commended to putting this woman’s safety first.

Thumbs-down: to Joliet Mayor Tom Giarrante, for this gem of a statement earlier this week: “You’ll get transparency if and when I bring his name up.” For a mayor seeking another term in office, this is a particularly tone-deaf way of saying he doesn’t want to discuss a potential candidate for the Will County Metropolitan Exposition and Auditorium Authority. We understand the Rialto marquee controversy must be a source of frustration. But we expect our public officials to be transparent; the name of a person seeking to sit on a board isn’t asking too much.

Thumbs-up: to area teens Katelyn Dombrowski of Lockport and Ravina Thakaar of Plainfield for tackling projects that daunt even many adults – writing and publishing full-length books. Although many teens engage in activities that require drive and determination, the process of making and perfecting art is a solitary, behind-the-scenes endeavor and often lacks the encouragement from others that is built into more-visible projects. To persevere to the end requires inner strength and a solid commitment. These teens showed they have both.

Thumbs-down: to another state mandate that appears to have been enacted without any consideration for the cost to local government. Will County Clerk Nancy Schultz Voots said this week it will cost the county $1 million to put into effect a new state law that allows voters to register to vote on Election Day. Making it easier to vote is always a worthy cause; however, someone in this state has to start thinking about the cost of doing things that are politically popular. This convenience to some – and only 628 people registered on Election Day in November – comes at a high price to all.

Thumbs-up: to Will County Deputy Auditor Cathy Pleasant for taking a closer look at a system that now puts county money in 65 different bank accounts. Some separate accounts are required by state law. But the county does not even have a grasp right now on why all those different accounts exist.

And, Pleasant told the county’s Finance Committee this week, not enough safeguards are in place to prevent fraud. We hope nothing is amiss. But it’s sure worth making sure.

Another day, another comptroller We don’t know what shoe size the late Illinois Comptroller Judy Baar Topinka wore, but her replacement has some big shoes to fill.

That goes for her 24-day replacement, Jerry Stermer, named Dec. 19 by outgoing Gov. Pat Quinn to fill the remainder of Topinka’s first term.

It also goes for her fouryear replacement, Leslie Munger of Lincolnshire, named Monday by incoming Gov.-elect Bruce Rauner to fill all of Topinka’s second term, which will begin Monday.

Whether Munger, 58, a former corporate executive and unsuccessful 2014 legislative candidate, serves the full four years won’t be immediately known.

For one thing, lawmakers, during a special session of the Illinois General Assembly on Thursday, approved legislation to have a special election for

comptroller in conjunction with the 2016 election. The winner would serve out the remaining two years of Topinka’s second term.

For another, Rauner and Munger support the consolidation of the comptroller’s office with the state treasurer’s office, so that the check-writing duties and investment duties are combined in one streamlined office – a stance, by the way, that Topinka supported. It would take a constitutional amendment, approved by voters in 2016 or later, to become a reality.

Be that as it may, Topinka’s strength as an elected official was derived from her extensive experience in state government and her independence. She knew what she was talking about, and she wasn’t afraid to speak her mind.

Munger, who grew up in the Joliet area, and is a graduate of the University

of Illinois with a master’s degree in business administration from Northwestern University, has experience in director and management positions at Proctor & Gamble and Helene Curtis Industries. That experience, while different from Topinka’s, should serve her well.

But Topinka owed her position to the voters. Munger will owe hers to the new governor.

Whether that relationship works to the advantage of the people won’t be known for a while.

Rauner had this to say about his appointee: “Leslie has always been laser-focused on fiscal and economic issues; and as comptroller, she will do everything within her power to help fix our state’s broken finances.”

Here’s hoping the new comptroller can fill Topinka’s shoes with similar competence and independence.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

By CURT HERRON cherron@shawmedia.com LOCKPORT – Thursday’s dual meet between Lockport and Lincoln-Way Central featured just about everything a wrestling fan would want.

Those included several matches that went down to the wire, the return of one of the nation’s top individual wrestlers, a big comeback by one team to force a dramatic finish, and the other side capping off its win with a pin in the finale.

The Porters wound up prevailing, 32-30, over the Knights when Abdullah Assaf recorded a fall in the final match.

Lockport, which had Tyler Johnson in the lineup for the first time this season, took a 23-6 lead at the midpoint. But Central stormed back to go up, 30-26, heading into the last bout.

“We won eight matches, but we didn’t get enough bonus points, and we gave up way too many bonus points,” Porters coach Josh Oster said. “We couldn’t have ended in a better place since Abdullah has been spot-on for this year. One thing that you can expect from him is that he’s going to 100 percent and keep attacking, and he can score from anywhere.”

The Porters only needed a major decision at 113, which Assaf was in a good position to do. But he prevented the need for criteria to determine the outcome by recording a fall in 2:46.

“I like securing wins for my team,” Assaf said. “We knew

After Lockport grabbed a 17-point advantage, the Knights needed to get some wins in a hurry, and that’s just what happened when Brandon Dominski got a fall in 3:39 at 170 and Jake Dudeck followed with a win by technical fall to make

the score 23-17.

At 195, Joe Brandt got a takedown with six seconds left to beat Chris Murino, 6-4, to pull Central to within three points, and then Johnson captured a 7-4 victory over Sean Kelly in his return.

“I felt like I was ready before the match, but I was facing a good opponent in Sean Kelly,” Johnson said. “I thought that I could handle it, but I’m still a little out of shape after coming back since I only got cleared two days ago. It felt good, but I was a little embarrassed since I didn’t pick up the slack for the

team – but I thank Abdullah for helping me out on that.”

Lockport owned a 26-20 lead after Johnson’s win, but that was gone after top-ranked heavyweight Bryan Ditchman recorded a fall in 1:28 in the very next match.

Austin Rudsinski put the Knights in front for the first time since the opening match when he won, 9-0, over Dalton Dwyer at 106, but the Assaf got his team’s lone pin to end things.

“We can’t put the dual on our last guy – that was our biggest problem,” Ditchman said. “But

coming back from a 23-6 deficit was really good for us. Our team is getting better every day.

From 132 to 160, we used to give up three to four pins – and now we’re giving up maybe one, if that, in each dual. We’re definitely wrestling as a team.”

Central got a fall from Vinnie Piunti in 1:42 in the opener at 120, but the Porters responded with three straight one-point wins to grab a 9-6 advantage.

Sam Fuentes got a takedown with six seconds left to win, 5-4, over Matt Crnich; Cameron Roat used a third-period reversal to claim a 4-3 win over Brian Renfro; and Zach Reese got a third-period takedown to help him to a 4-3 win over Nick Olson.

After Shayne Oster captured a 16-2 victory at 145, Trevell Timmons and George Wolfe followed with wins by technical fall for the Porters.

“It was a lot of fun,” Knights coach Jason DePolo said. “Other than the pin at the end where we [got] caught in a headlock, we didn’t give up any pins. We were giving up four or five pins earlier this season, and now we’re giving up one. That’s something we can build on.”

Reinhart and Brawner-Henley give Carlsen and the Flyers a post tandem that can play around the basket and step out and hit the mid-range jumper.

“Both of them are versatile.

They can shoot it from 15 to 18 feet,” Carlsen said. “It’s a nice luxury.”

“I was just hitting my shots,” Reinhart said. “I’m only about 5-9, and I had big post players on me, so I stepped out and I hit a few jumpers.

“Our defense struggled for a bit tonight, but in the second half, we shut them down.”

The game was tight for the first 10 minutes. But sparked

by Reinhart, Lewis went on an 18-5 run to lead, 33-19, with 4:22 left in the half.

Missouri-St. Louis then ran off eight straight points to get within 33-27 before Brawner-Henley closed the first-half scoring with a 3-pointer for a 36-27 lead.

Reinhart hit 5 of 8 shots for 10 points and had five rebounds and three assists in the first 20 minutes. She provided a spark as Brawner-Henley and Johnson, who are averag-

ROMEOVILLE – A women’s basketball team is not ranked No. 2 in NCAA Division II without having a multitude of weapons.

Lewis 5-foot-10 senior forward Jess Reinhart stepped to the forefront Thursday night at Neil Carey Arena, leading the unbeaten Flyers to a historic, 78-59 Great Lakes Valley Conference victory over Missouri-St. Louis. The Flyers (140, 4-0) established a school record for consecutive victories in a season.

Reinhart finished with 19 points on 9-of-13 shooting to go with six rebounds, three assists and two steals. More importantly, she accumulated her statistics at a time in the game when the pesky Tritons (6-5, 2-1) were refusing to go away.

“They’re a scrappy team,” Lewis coach Lisa Carlsen said.

“There were times when they outworked us. They took away our touches in the paint, which is something we rely on.

“But we’re a team that goes on spurts and can put teams away. Jamie [Johnson] hit those two big 3s in the second half to get us a little bit of a cushion.”

Johnson, averaging a team-leading 19.9 points coming in, finished with 13. UMSL had crawled back within 38-37 early in the second half when Johnson’s consecutive 3-pointers re-established which team was in control. After the second 3-pointer ignited a 12-0 run, Lewis (14-0, 4-0) led, 53-39, and the Tritons never seriously threatened again.

“Coach has confidence me, and I have confidence in me,” Johnson said of stepping up and draining the key 3-pointers on a night when she struggling to generate her usual offense.

Alyssa Dengler came off the bench and chipped in 13 points for Lewis. Mariyah Brawner-Henley had 11 points and 13 rebounds, and Kristin Itschner scored 10.

Every month, about seven out of every 100 renters will submit their rent payment days late. Being past due isn’t awful. Ignoring it, however, is, according to Donna Barnett, manager, Celtic Property Management.

Barnett manages about 425 properties, and only about two percent of her renters need reminders to pay their rent. She credits a careful tenant screening process, checking on past payment performance, and confirming that potential tenants can afford the rent. Clearly stating payment deadlines in the lease, and reviewing it faceto-face, is critical.

However, she concedes, “No one’s perfect. Missing a payment deadline happens to the best of us. People just forget to send a check in one month, or may have sudden financial difficulties.”

The solution: communication with the landlord, before the rent is past due.

“The biggest mistake is not

contacting the landlord. We’ll work with tenants who are upfront with us. If they tell us their problem, we’ll find a solution,” Barnett says. Options include making partial payments, or establishing a payment plan.

For many landlords like Barnett, rent is due on the first day of the month. Renters may have a five-day grace period to submit their payments by check or electronically. Between days six to 10, renters receive phone calls and emails reminding them that their rent is past due, plus late fees. With no response, another set of calls and emails are sent.

Experts say that landlords are motivated to keep their tenants despite occasional mishaps in payments, as it’s time-consuming and costly to evict and replace a tenant.

However, landlords rely on rent to pay their bills on time, and missing payments are costly.

You look for the best credentials possible to get there, and I’m told by a lot of folks around the league that Pace has them.

Second, forget everything you’re about to hear from “various sources” about why Ballard, Brian Gaines and Lake Dawson didn’t get the job.

They now have to spin the story to make it seem it was the Bears’ mistake and not their fault that they didn’t get the job so it doesn’t follow them to their next interview for the next open GM spot – and their agents will be working overtime to get those stories out.

Let’s start with this – George McCaskey is on a hot streak.

First, he stepped up against long odds and did the hard job of cleaning out his front office at the cost of millions of dollars and the reputations of two good men in Phil Emery and Marc Trestman, because it had to be done if Bears fans were to have any hope of championships.

Now he’s gone against the grain again, ignored the obvious candidate for general manager in Chris Ballard – in spite of his excellent credentials and strong ties to the organization – to hire a fresh face from outside the building in Ryan Pace to guide his family business forward.

Forget Jay Cutler; forget the head coaching vacancy for the moment; don’t worry about whether Pace will be a 4-3 or a 3-4 guy – or any of the other minutiae we’ve all been forced to wallow in thanks to the Bears’ front-office dysfunction over the past three decades.

More than anything, the Bears need a change – a complete redesign and refurbishing of their football operation.

Ballard is an excellent candidate for a general manager job, and I expect he will get one soon.

He was just the wrong candidate for the Bears job.

At the end of the day, Emery got the job more than anything because he was the guy Ted Phillips knew. Doing it again with Ballard would have been a huge mistake, and I believe McCaskey knew it.

We need to understand a

Ryan Pace isn’t here to figure out how to work within the Bears’ existing football operation – he’s here to tear it down and build a brand new one.

What is there to like about Pace?

He started as a gopher in New Orleans and has done every job there is to do in an NFL front office operation.

He’s learned from an excellent general manager, as Mickey Loomis is one of those rare Super Bowl team builders – and he couldn’t speak more highly about him or more dejectedly about losing him.

The Saints were one of the laughingstocks of the league when he got there, and unfortunately the Bears are now.

With the Saints management team, he went through Katrina, built that Super Bowl team, went through Bountygate and the attendant suspensions, and helped them get back to the playoffs and Super Bowl contention again.

Are you worried he’s now the youngest GM in the league by three years at the age of 37?

Three years ago, Ryan Grigson was hired by the Colts as the league’s youngest GM at 39, and so far he’s got three 11-win teams, three playoff trips and an executive of the year award – and he took over a 2-14 team.

Is Ryan Pace a good hire?

Check back in three years, and we’ll have some real evidence to judge.

In the meantime, it’s OK to smile if you’re a Bears fan, because Pace is the right hire.

By DAWN AULET Shaw Media Correspondent BOLINGBROOK – Like wine, whiskey comes in many varieties: bourbon, rye, Scotch and Irish.

On Thursday, attendees to the whiskey pairing dinner at Sage Kitchen + Bar will learn about the differences during a four-course meal with a variety of whiskeys prepared by Sage Kitchen + Bar Executive Chef Camila Elias-Boyer.

“I did have to do a little bit of research,” Elias-Boyer said. “I am definitely not a whiskey expert, at least not like I am with wine.”

Elias-Boyer will give diners details about the food while a guest representative at the event will provide details about the whiskey.

Attendees will learn how whiskey is made, the aging process, the coloring of whiskey and the type of grains used, Elias-Boyer said. They also will learn a little on balancing the tastes of whiskeys with various foods.

A whiskey tasting dinner is a lot like a wine pairing dinner, which Sage Kitchen + Bar has hosted in the past but is only just starting to catch on.

“It’s not so popular in the suburbs yet,” Elias-Boyer said.

Elias-Boyer said experimenting to find the best matches was a great experience. Her selection of shepherd’s pie to pair with the Scotch was based not only in taste but in history.

“I know [shepherd’s pie] plays very well with the flavors of [Scotch],” Elias-Boyer said, “but with the rye, I am doing something lighter ... something creamy that is going to cut through the bitterness of the rye.”

Paired with the rye is a smoked salmon chowder.

For Elias-Boyer, deciding on what foods to pair with what whiskeys had another element of enjoyment.

“It’s a lot of fun for me because it gets me out of the routine of doing the same dishes we do for the winter menu,” Elias-Boyer said.

That winter menu itself is new, having launched Tuesday.

“We change it with the seasons because they like to use the ingredients that are fresher during the season,” Elias-Boyer said.

The event will boast a cocktail hour with passed hors d’oeuvres beginning at 7 p.m.

MANHATTAN – Ten Will County 4-H members honed their cake decorating and cooking skills Dec. 6 at the 2014 Will County Gingerbread Decorating Workshop.

Each participant learned how to make, measure, mix and tint royal icing, and to fill and use an icing bag with various decorating tips. They adorned their creations with a buffet of candies and other snacks – Necco wafers and mini shredded wheat for roofs, pretzels for siding, spice drops for holiday lights and marshmallows turned into shrubs, trees, snowmen and even farm animals.

The instructor was Master Gardener Nancy Eleder, who also is known for her baking and decorating skills. Master Gardener Tim McPherson assisted.

In bridge, though, you do have to worry about second things, especially second suits. In this deal, for example, how should South play in four hearts after West leads the spade king and continues the suit when his partner encourages with the ten?

In the auction, South’s two-club rebid was New Minor Forcing, which artificially announced at least game-invitational strength. Without three hearts, North rebid two diamonds.

South mentioned his second suit, which instigated a game force. And when North bid three hearts to show high-honor-doubleton, South decided to play in four hearts. (If he had continued with four clubs, North would have raised to five clubs, a contract that would have made easily with the trumps 3-2.)

Four hearts needed careful handling. After ruffing the second spade, if South had drawn trumps, he would have turned it into a no-trump contract and gone several down.

When declarer has a two-suiter and needs to gain tricks from the second suit, it is usually correct to play on the side suit first. So South led a club to dummy’s king, returned a club to his ace, and played a third club to West’s queen. East discarded a diamond.

When West led his spade queen, South ruffed and played off dummy’s top diamonds. East ruffed the second, but had no riposte.

If he had returned a heart, declarer would have drawn trumps and cashed his club winners.

When East played another spade, South crossruffed home.

The delight other kids took in these foods made their kids feel they were missing out on the fun. So the kids began to complain.

I advised these parents to get involved in their local PTA. One reason many school lunch programs have improved is the action of PTAs all around the country.

Dear Doctor K: How can I encourage my daughter to eat a healthy lunch at school, whether she buys lunch or brown-bags it?

Dear Reader: Children need a healthy lunch to refuel after a long morning of working hard. The midday meal also provides energy and nutrients for kids to stay healthy and grow as well as possible.

If your daughter is going to buy lunch at school, encourage her to: • Eat items from each of the five food groups.

If your daughter selects a hamburger, she can accompany it with a salad, an apple and low-fat milk.

• Choose more fruits and vegetables. Salads aren’t the only way to do this. Your daughter can add lettuce and tomatoes to her sandwich, or ask for extra tomato sauce on her spaghetti.

• Avoid unnecessary fats and choose lower-fat options. For example, spread mustard on a sandwich rather than mayonnaise, and choose pretzels over potato chips.

When packing lunches at home, a nutritious lunch would typically include: • One serving of fruit • One serving of vegetable • Two servings of grains (bread, cereals, rice, pasta) • One serving from the meat group • One serving from the dairy group Here are some suggestions for packing lunches: • Sandwiches travel well. Make them with a variety of breads. Fill sandwiches with lean meats, egg salad, tuna salad, peanut butter, cheese, hummus or vegetables.
