STERLING – The clock is ticking on the state’s fiscal year, and without a budget by July 1, one local social services agen-

cy said it will be forced to halt services. The Northwestern Illinois Center for Independent Living found itself in the same situation at this time last year. No budget came, and on July 1, the agency announced it would temporarily close its office at 412 Locust St. in Sterling. NICIL is again operating, but staffing

and its reserves have been depleted. “Realistically, we need 15 people to carry out our contracts, but today we have five, and if we don’t get a budget, we’ll have to lay off two more people,” Executive Director Michele Miller said. That would leave the agency with Miller, a home services worker, and

someone who just works a few hours a week to do bookkeeping to fulfill the state contracts in five counties. “This isn’t about somebody’s paycheck for us, it’s about someone’s life,” Miller said. SERVICES continued on A44

Water Polo! Rylie Woodin, 9, of Dixon was on her way to making a splash at the Polo Pool on Wednesday. Woodin was one of many kids enjoying the games and races during the Polo Town and Country Days Pool Party. The party will really get started today, when Polo Town and Country Days gets underway and runs through Sunday in downtown Polo. This year marks the 50th anniversary of the event, which features a carnival, parade, fireworks, beer garden, food and much more. The event was first organized in 1966 by the Polo Jaycees to raise money to build a city pool. It started as a 3-day festival and has since grown into a 4-day event that gets started with a bang – “one of the most amazing fireworks display in the area,” according to the event’s website.
