Supervisors have reworked all pay plans for Jasper County employees in hopes to simplify the system, attract more workers and save tax dollars in the long run. Dennis Simon, director of human resources for Jasper County, said the new pay plans had been formulating over the past several months. Supervisors had been meeting with Simon and other department heads during work sessions to hash out the details. They looked at everything from step

programs to merit systems. “Came down to making the recommendation to move forward with the five-step pay plan,” Simon said at the Aug. 12 meeting. “It achieves everything I believe the board wanted. It increases our hiring rate, it also gets the employee to the top rate of scale; both would be very effective for recruitment tools and retainment.” The supervisors approved five different consolidated pay plans, including plans for the RETAIN | 3

Student absence reporting now available in Infinite Campus PCM’s new system allows future absences to be scheduled along with day-of absences By Jamee A. Pierson PCM Explorer PCM has moved to a new way to report absences for students. Instead of directly contacting the school, parents can fill out an absence request form by logging in to Infinite Campus, a digital platform used by the district as a central hub for managing student data, streamlining administrative tasks and facilitating communication between schools, parents and students. “With the new absence request form in Infinite Campus, you can quickly let us know if your child

will be gone, late or leaving early,” the district said. “You can even enter multiple days at once and upload a doctor’s note all in one place.” To submit an absence request form, log in to the Infinite Campus Parent Portal either through the app or in a web browser. Then, scroll down to Shortcuts and select Absence Request. Select which student will be absent and select the excuse reason. Select Absence Type, either full day, arrive late or leave early, and enter dates and time, if applicable. If the student will be ABSENCE | 3

Aug. 17, 2025 Kay Frances (Kading) Terpstra, age 85, passed away on Sunday, August 17, 2025, at her home in Monroe after battling pancreatic cancer. The daughter of Paul and Agnes (Carroll) Kading, Kay was born February 26, 1940, in Knoxville, Iowa. She attended Franklin Center Country School from Kindergarten through 8th grade in rural Knoxville. She then went on to attend Pleasantville High School graduating in 1958. She enjoyed playing the saxophone in the high school band and participating in the local 4-H club. 4-H is where she learned to refinish furniture, sew and bake (must be where she learned to make her most famous almond bars).

After graduation, she began her nearly 40-year career with Equitable Life of Iowa Insurance Company in Des Moines. While there, she held many different positions with her last one being Supervisor in the Actuarial Department. On February 5, 1982, Kay was united in marriage to Vernon Terpstra at her cousin’s home near Pleasantville. To this union Vernon brought four children: Todd, Krista, Jodi and Jill, which she lovingly welcomed as her own. The couple lived on a dairy farm west of Monroe all their married life until moving to town a little over one year ago. The couple enjoyed many activities together including playing on a co-ed volleyball league, a co-ed bowling league, attending all the “Kading Kousin” reunions and playing various card games with several different family members and friend groups. Her greatest enjoyment came from her interactions with her grandkids and great grandkids. She made sure their mail-

box was never empty on a birthday or holiday, could never tell them “no” and saved all the newspaper clippings their name and/or photo was ever mentioned in. Kay was also a tremendous help to Vernon in the dairy barn feeding the newborn calves and all her numerous farm kitties. Kay grew up going to Sacred Heart Catholic Church in Melcher, Iowa. She attended Otley Reformed Church all her married life where she enjoyed serving in many capacities including Vacation Bible School, the Tulip Time food stand and Linger Longer coffee time every Sunday morning serving coffee and all the sweets one could eat. Those left to cherish her memory include her husband of 43 years, Vernon of Monroe, and his four children and their families: Todd (Bonnie) Terpstra, Krista (Ron) Van Wyngarden, Jodi (Mike) Lanphier, and Jill (Cameron) McGinley She is also survived by her brother Charles Kading, sister Judy (Wil)

Becker, brothers-in-law Rich (Mary) Terpstra, Virgil (Bertha) Terpstra, Ivan (Nancy) Terpstra and Larry Rumer, sisters-in-law Viola Goemaat and Twyla Meyers and nieces and nephews, as well as their beloved dog, Pete. Kay was preceded in death by her parents, Paul and Agnes Kading, her sister, Mary Ellen Kading, sister-in-law Marianne Kading, parents-in-law Dick and Minnie Terpstra, brothers and sisters-in-law Alberta (Marion) Pol, Irene (Raymond) Bennink, Donna (Lee) Asher, Ed Goemaat, Marily (Marvin) May and Julia Rumer. Visitation will be held from 5:00 to 8:00 pm, Thursday, August 21, at the Otley Church. The funeral service will be held at 1:30 pm, Friday, August 22, also at Otley Church. In lieu of flowers, memorials may be given to Monroe Senior and Community Center - The Gathering Place. The Garden Chapel Funeral Home is in charge of arrangements.

September Social Bike Ride Corn Spokes Bike Co. in Monroe, will be hosting a September Social Bike Ride beginning at 4 p.m. each Sunday in September. Drive sober or get pulled over From Aug. 15-Sept. 1, agencies are participating in the NHTSA Drive Sober or Get Pulled Over project Last year, in the final four weeks of summer, 45 people died on roadways in Iowa; Nearly 30 percent of those fatalities were caused by impaired driving*. The Governor’s Traffic Safety Bureau (GTSB) is partnering with law enforcement statewide to support enforcement efforts aimed at decreasing impaired driving. From Aug. 15-Sept. 1, agencies are participating in the National Highway Traffic Safety Administration’s (NHTSA) Drive Sober or Get

During this time, the public will see an increased presence of officers working together to remove impaired drivers/ motorcycle riders from the road. “Impaired driving can take many forms, and our law enforcement officers and Drug Recognition Experts (DRE) are trained to identify all kinds of impairment. Whether it’s alcohol or drugs, law enforcement can and will identify

and stop impaired drivers when they see them,” DRE State Coordinator Todd Olmstead said. Making a plan for a sober ride can be a lifesaving decision. Designate a sober driver if you need a ride, or call a taxi/ rideshare service. If available, use your community’s sober ride program. If you see or suspect an impaired driver/rider on the road, contact local law enforcement. GTSB works with city, county, state, and local organizations to develop and implement strategies to reduce deaths and injuries on Iowa’s roadways using federally funded grants.

sheriff ’s office, courthouse/ maintenance/elderly nutrition, secondary roads, conservation, hourly non-bargaining and non-department heads. In addition, the board also increased the base rate of pay for AFSCME and PPME. All of the pay plans go into effect Aug. 23 and they will sunset on June 30, 2026. Supervisor Thad Nearmyer, who served on the wage committee, thanked everyone involved in creating the new plans. As the newest supervisor on the board, the process served as an insightful learning experience. It seemed like it would be an easy task at first, but he soon found out how complicated it could be. “It was a long and some-

times painful process,” Nearmyer said. “And it didn’t totally work out the way we thought it was going to work out, but it did work out.” Supervisor Brandon Talsma said the pay plan was not accomplishing everything he was hoping for, but he was relatively satisfied with the result. The new starting pay, for instance, makes Jasper County more competitive with similar counties. The plans also speed up the process for employees to climb their pay scales. “To where they’re not having to take 10 years or eight years to get to the top of the scale,” Talsma said. “The raises also between the steps are considerably higher. So essentially we kind of took our eight-step down and consolidated steps into this new five-step plan.” Back in March, the board of supervisors created a wage

committee to analyze employee pay plans. Initially, the board had wanted to move towards a more merit-based system. The wage committee spent the next several months trying to form a system that worked best for Jasper County. Newton News previously reported that supervisors wanted to make the pay plan simpler. Talsma argued back then that many of the pay scale ranges weren’t being used. He also disliked the idea of a county employee having to work eight years before maxing out their step increases. In a follow-up with Newton News, Talsma confirmed the change will save taxpayer dollars in the long term. Talsma said the previous pay plans — with their cost-of-living adjustments compounding annually with eight years of step increases — were starting to
