DIXON – A Sterling elementary school teacher is charged with attempted murder after, police say, he beat his boyfriend and cut his throat.

Dixon police arrested Mario Garnica Jr., 26, of Sterling, Tuesday afternoon. He is accused of stabbing his 29-year-old boyfriend in the neck, and beating him about the head, shoulders and arms with a metal pipe Jan. 19, just before 10 p.m. Garnica, a bilingual first-grade

teacher at Jefferson Elementary School, is charged with four counts of attempted first-degree murder, two counts of armed violence, four counts of aggravated domestic battery, and two counts of battery. He is being held in Lee County Jail on $300,000 bond. Ben Brainerd was found bleed-

FULTON – The only medical marijuana dispensary permit awarded to the northwestern corner of Illinois is going to Fulton, Gov. Bruce Rauner announced Monday afternoon. Of four applications for dispensaries in District 1, The Dispensary LLC received the highest ranking, according to recommendations by former Gov. Pat Quinn’s administration. It also was the fifth-highest scorer in the state. The Dispensary is represented by Canna Consultants, a medical marijuana consulting firm in Chicago. The firm also worked with the Fulton group’s cultivation center applicant, NuMed Farmacia LLC, which didn’t receive a permit. Instead, the District 1 cultivation center permit went to GTI Clinic Holding LLC, which plans to plant in Dixon. Fulton Mayor Larry Russell said he’s expecting a sizable fee to come from the dispensary, and is proposing $60,000 a year – money he wants to go toward youth education and drug awareness programs. “It’s something that the City Council thought hard on,” Russell said. “We are certainly all in on the idea of a highly regulated marijuana industry, and this is part of it. “We already have a tremendous increase in traffic because of the Thomson prison, and this will certainly bring in more traffic. I think the highway corridor will certainly benefit from more visits and in the retail business, that’s certainly important.”
