Elmhurst hired its first Constable on Patrol (or COP) in 1882, changed the tle to Marshal in 1892 and named its first Chief of Police in 1925. A volunteer Fire Department was established in 1893, the first Fire Staon was built on Schiller Street in 1884 and 1924 brought the first paid fireman. Since 1941, the city has operated at least two Fire Staons.

Elmhurst residents enjoy their community thanks to its low crime rate thanks to the efforts of full-me and part-me sworn officers, K-9 unit, community service officers and civilian support staff are focused on problem solving with strong input from residents. Officers patrol around the clock in marked and unmarked cars, and on foot. Operaonal since 1992, the C.O.P.P. unit (five officers, one supervisor) works with residents on a proacve partnership to prevent crime and resolve community problems. Programs range from a Peer Jury for non-violent, first-me juvenile offenders to SALT, which brings senior and lawmen together.

Elmhurst is among select group of Illinois communies and municipalies naonwide with an Insurance Services Office (ISO) Class I protecon rang, thanks to its 11 paid officers, 33 firefighters and 12 contracted paramedics. At least 11 firefighters and four paramedics on duty daily, providing Advanced Life Support services and manning firefighng equipment. They are also trained to respond to to medical, hazardous materials, technical above and below grade rescues, and vehicle extricaon. Fire prevenon is emphasized through building inspecons, construcon reviews, public educaon programs, and the sale of smoke detectors and fire exnguishers.
