Immigration subject of Durbin’s visit to Elgin

bschory@shawmedia.com ELGIN – Since the Mayflower landed, immigrants have been a subject of debate in the U.S., and now – under President Donald Trump’s immigration policy – they are in the spotlight again, U.S. Sen. Dick Durbin, D-Illinois, said.

Durbin met with local legislators, public officials and about 60 students Friday at Elgin Community College to talk about immigration issues.

He said as he has traveled around the country and the state, the level of stress and fear among immigrants has risen. And with recent deportation actions undertaken by Immigration and Customs Enforcement agents, they fear deportation even more.

Durbin said the way to deal with the situation is to pass comprehensive immigration reform.

“We have begun to see the impact Trump’s reckless executive orders [have had] – immigration raids that are tearing families apart and spreading fear in communities around the country,” Durbin said. “These executive orders are inconsistent with America’s heritage as a nation of immigrants and as a safe haven for those fleeing persecution.”

Comments from students were taken during the event. Elgin resident David Jones, 21, spoke about his Polish busia – pronounced boo-SHAH – who escaped the Holocaust.

“After the war, she came over here to America,” Jones said. “I listened to the countless things she encountered, and I said, ‘Wow, Busia. You went through [bad times].’ ”

His grandmother told him it was OK. “ ‘I have one thing to ask of you. Make what I went through worth it,’ ” Jones’ grandma told him.

“What makes America great is its cultural diversity,” Jones said. “There are so many people who still believe that immigrants are not a good part of our society or contribute. ... Our country was founded on immigrants.”

Durbin said immigrants – whether recent or several generations removed – should tell their stories in meetings with elected officials.

“We are all here as immigrants to this country – but for the Native Americans who were waiting for us,” Durbin said. “I believe immigrants bring something special to this country.”

Durbin, whose grandmother came to the U.S. from Lithuania when she was 2, said his story and the stories of all immigrants need to be told.

He said both Democrats and Republicans agree that undocumented immigrants who are a danger to the community need to be deported or jailed – but the vast majority are contributors.

Durbin has reintroduced bipartisan legislation known as the BRIDGE Act to offer temporary relief from deportation for young immigrants brought to the U.S. as children. It is similar to the Deferred Action for Childhood Arrivals program, where immigrants brought here as children can register and legally drive and go to school.

Durbin said he has spoken to Trump about maintaining DACA. “I do believe he is trying to find some way to protect DACA,” Durbin said.

Wreck happened Jan. 17 east of Peace Road

SYCAMORE – A St. Charles man accused of drunken driving in a January crash that killed a DeKalb High School student and seriously injured an Elgin man pleaded not guilty Friday in DeKalb County Court.

John A. Yanni III, 25, of the 100 block of South 18th Street, is charged with aggravated driving under the influence of alcohol and reckless homicide in connection with the fatal crash. He was a firefighter/paramedic with the Fox River & Countryside Fire/Rescue District at the time.

Yanni entered his plea during a preliminary hearing Friday.

Judge Philip Montgomery said if convicted of aggravated driving under the influence causing great bodily harm or permanent disfigurement, Yanni could face one to 12 years in prison and receive up to eight months of probation.

If convicted of reckless homicide, Yanni could face two to five years in prison and receive up to 30 months of probation, Montgomery said. If convicted of aggravated driving under the influence causing death, Yanni could face three to 14 years in prison.

Yanni has been free since Jan. 19, when he posted $1,000 bail and was ordered by a judge to be fitted with an alcohol-monitoring bracelet.

Police said that about 7:15 p.m. Jan. 17, the pickup truck Yanni was driving crossed the center line on Route 38 east of Peace Road and sideswiped an oncoming pickup truck before colliding head-on with a 2000 Ford Taurus driven by 18-year-old Johnathon R. Ode of DeKalb.

Ode was killed in the crash, and the passenger in Ode’s vehicle, 23-yearold Evan Cortez of Elgin, was taken to OSF Saint Anthony Medical Center in Rockford with serious injuries that required multiple surgeries.

seat belts at the time of the crash, police said.

Cortez is suing Yanni, claiming to have suffered permanent injuries.

A test administered more than

three hours after the crash, at 10:50 p.m. at Kishwaukee Hospital, showed Yanni had a blood-alcohol content of 0.125 percent, according to police reports, above the legal limit of 0.08 percent.

Yanni told police he was returning home from Schmidt’s bar in Elburn where he had two beers, according to police reports. After the crash, Yanni smelled of alcohol and his eyes were bloodshot and glassy, according to police reports.

Cortez was present in court Friday along with members of Ode’s family, including Ode’s parents, who wept as the judge recited the charges.

Yanni’s attorney, Liam Dixon, filed a petition with the court Feb. 21 to rescind the suspension of his driving privileges.

A hearing has not been set to ad-

dress the petition.

The petition alleges that the arresting officer did not have reasonable grounds to believe Yanni had been driving under the influence of alcohol and that the officer did not have an arrest warrant.

It also alleges that physical and testimonial evidence was seized from Yanni as a result of his “unlawful arrest,” and that Yanni was not properly advised of his rights to submit to chemical testing.

Dixon also filed a motion Feb. 24 for the preservation and production of evidence from police on the night of the crash, including Yanni’s testimony, video of the arrest and physical tests, and radio communications between officers.

Yanni is next scheduled to appear in court at 9 a.m. April 20.

DeKalb Cubs fan 1 of 20 to present World Series ring

dzimmerman@shawmedia.com DeKALB – Jeff Birtell was 9 years old when he went to his first Cubs game in 1968, a memory that still sticks with him almost 50 years later.

Birtell said the first time he walked into the stands with other members of his Little League team and gazed at the green grass of Wrigley Field was like walking through the gates of heaven.

“As a Cubs fan, that has been my most memorable experience to date,” Birtell said.

Without enough money for a proper Cubs jersey, Birtell would draw a Cubs logo on old T-shirts with a felt marker and he had an old cap with a felt “C” attached to it.

Birtell’s father, who died when he was 10, was an equally passionate fan who would write notes to Jeff’s school excusing his absence so he would be able to watch his favorite team on Opening Day. This lifelong devotion was eventually recognized by the team during their Championship Ring Bearer Fan Contest.

More than 1,500 people submitted videos on Twitter on behalf of loyal Cubs fans to give them the opportunity to present a 2016 World Series ring to a player or coach. Birtell was one of the 20 people selected.

“Being a part of this historic event is beyond words,” Birtell said. “This is something I’ll never forget, and I’m so thankful to my children and to everyone involved.”

Birtell’s son, Matt, and daughter, Jessica, helped to make the video, highlighting what makes their father a standout fan.

For Birtell, who works as an information technology technician for the city of DeKalb, attending as many games as possible or collecting the most prestigious memorabilia isn’t what being a Cubs fan is all about.

“Something that my father taught me was that being a Cubs fan isn’t just buying the gear and watching the games religiously,” Matt Birtell said in the submitted video. “It’s bringing those values you learned from the game into your own life: great sportsmanship and bringing those developed skills that you practice over and over. These things he’s given to everyone around him.”

During Game 7 of the 2016 World Series against the Cleveland Indians, Birtell was at home with his wife and friends.

“Being a part of this historic event is beyond words. This is something I’ll never forget, and I’m so thankful to my children and to everyone involved.”

DARRELL H. BECKER

Born: November 2, 1962; in Sycamore, IL Died: August 7, 2016; in Sammamish, WA Darrell H. Becker, 53, of Sammamish, WA, formerly of Genoa, passed away Sunday Aug. 7, 2016 in his home.

He was born November 2, 1962 in Sycamore, IL the son of Henry and Violet (Japp) Becker. Darrell was a graduate of Genoa-Kingston High School and Lakeland University. He worked in computer software for several different companies in the Midwest before joining Microsoft while in St. Charles, MO. He transitioned to corporate headquarters in Redmond, WA in 2000 and he worked for the company until 2007.

Darrell loved to travel and had visited much of the United States and Canada. In later years, his work took him to Europe and Asia. During the last 9 years he divided his time between Sammamish and Genoa, where he worked tirelessly to assist his family with various home projects.

He will be remembered for his hard work, love of adventure and keen sense of humor.

Darrell is survived by his mother; and three brothers, Fredric (Carolyn) Becker, Leslie (Robin) Becker, and Russell Becker; and well as 6 nieces and a nephew; and 8 great nieces and nephews.

He was preceded in death by his father; and brother, Michael (Helen) Becker.

A Memorial service will be held at 11:00 a.m. on Saturday, March 18, 2017 at St. John Lutheran Church, 6821 Main Street in Union, IL with Pastor Caleb Schauer officiating.

In lieu of flowers, memorial contributions may be directed to the family.

Born: July 24, 1943; in DeKalb, IL Died: March 9, 2017; in DeKalb, IL Mary A. Bray, 73, of DeKalb, Illinois, died Thursday, March 9, 2017, at her home.

She was born July 24, 1943, in DeKalb, Illinois the daughter of Harry and Loraine (Isham) Schyvincht, Mary married Samuel P. Bray in Kentucky. Mary was formerly employed at General Electric in DeKalb and Labor Union 109. She was a member of Ladies of the Moose.

She is survived by her son, Charles Grasty, Sr. of Savanna; daughters, Tina (Jeff) Moran of Sycamore, Teresa Grasty of Savanna; six grandchildren, Corey, Kelsey, Charlie Jr., Chayton, Megan, Justin; four sisters, Donna (Bill) Green, Harriet Olson, Bernice Johnson, Linda (Pete) Sutherland; and several nieces and nephews.

DeKalb’s Enharmonic Fusion plans New York return

news@daily-chronicle.com Students in DeKalb High School’s Enharmonic Fusion have their sights set on competing in New York City once again this spring.

After earning a first-place spot in the semifinals, they move on to April 21’s International Championship of High School A Cappella Finals in New York. Enharmonic Fusion has made trips to the finals in each of the past two years, and senior Katie Hagaman has been there for both of the previous trips.

“It’s weird because it’s also my senior year, so it’s like the senior threepeat,” Hagaman said. “I like to see the other groups perform, that’s really fun for me. We do a lot of stuff in New York.

We go to see a Broadway musical and there’s a lot of educational value for that because we have some students who want to go to Broadway for their major.

“I want to go into music education, so what I’m going to be doing in New York is watching Mr. Erikson and seeing how he wrangles kids in a large city and keeps things organized. This side of education is definitely important – taking trips to places where you can learn about different singing styles and different competition groups is important to do in a music class,” she said.

Senior Ian Panke also is excited about the opportunity to head to New York.

“What I’m looking forward to most is the competition – being out there with my best friends is a feeling like no other. No matter the result, performing on that stage is incredible,” he said.

Panke also is a middle infielder and catcher on the Barbs’ baseball team.

“Balancing the two has been tough at times, but with a director and coach who both understand being in multiple things is a great thing in high school

Enharmonic Fusion earned the first-place honors in the semifinal competition March 3 at the Auditorium Theater in Chicago. The 18-member group was awarded a score of 449 points. Second place went to Vocal

Point from Galesville, Wisconsin, and Niles West’s all-male group Echo Effect placed third.

The New York competition will be between nine first-place semifinal winners, and one wild-card group chosen from second-place and third-place groups who submit an audition tape.

At the competitions, groups sing sets of three or four songs with a 12-minute time limit. They are rated on various

aspects of their vocal performance and their visual performance.

The judges awarded Grace Klonoski a second Outstanding Soloist honor for her performance of Andra Day’s “The Light that Never Fails.” Klonoski was also recognized with the award at the quarterfinal competition this year, and the finals competition last year.

For the millions of people with mobility issues such as osteoarthritis, chair yoga can be beneficial in reducing pain and improving strength and quality of life. It’s also an effective alternative to popping a pill to relieve aching joints.

While yoga might bring to mind incredibly flexible people stretching and contorting their bodies, chair yoga can be an amazing exercise for older adults who suffer from osteoarthritis of the hip, knee, ankle or foot, according to a new study by researchers at Florida Atlantic University and published in the Journal of the American Geriatrics Society.

“Chair yoga is not just doing yoga while sitting in a chair. Participants also stand and use the chair for support. Using the chair, they feel secure enough to exercise,” said Juyoung Park, co-author and co-principal investigator of the study, Hartford Geriatric Social Work Faculty Scholar and an associate professor at FAU’s College for Design and Social Inquiry.

What is osteoarthritis?

The most common form of arthritis in older adults, osteoarthritis, a degenerative disease affecting the joints, affects more than 33 percent of people older than 65 in the United States. It accounts for more than 11 million physician and outpatient visits, 662,000 hos-

Sufferers experience not only aches, swelling and joint stiffness, “but the pain of osteoarthritis interferes with daily living activities, limiting functional and social activities as well as diminishing life enjoyment,” Park said.

There is no cure for osteoarthritis, but research has proven that exercise can help manage pain, Park said. The problem is that many people affected by osteoarthritis are unable to exercise because of the pain, while others have balance issues and are afraid of falling, Park said.

About the study

The randomized study assigned 131 older adults with osteoarthritis to either a Sit ‘N’ Fit Chair Yoga or a health education program.

Goal: Manage pain safely

The current treatment of osteoarthritis includes lifestyle changes and prescription drugs that are not without adverse effects, said Ruth McCaffrey, co-author and emeritus professor at Florida Atlantic University’s College of Nursing.

Researchers measured joint pain and “pain interference,” which is the level of pain that interferes with daily living activities – as well as balance, gait speed, fatigue and functional ability – before, during and after the sessions, Park said.

Results from the study found that participants in the chair yoga group, compared to those in the health education program, showed a greater reduction in pain and pain interference during their sessions, and that reduction in pain interference lasted for about three months after the chair yoga program was completed. The yoga program also was associated with reductions in fatigue and improvement in gait speed during the study session, but not after the session.

Both groups reported an easing of depression and an increase in social activity, which showed that “taking part in a social activity made them feel less depressed and lonely,” Park said.

Caterpillar denies skirting tax laws after raids The ASSOCIATED PRESS

WASHINGTON – Caterpillar, a week after its headquarters and other facilities were raided by a number of federal agencies including the Internal Revenue Service, denied that it had broken any federal tax laws.

“The IRS has challenged Caterpillar’s taxes for years 2007 to 2012,” the company said Friday. “We disagree with the IRS’ position, have cooperated for requests for information, and believe that we are compliant with tax laws and stand by our financial reporting.”

Caterpillar has been challenged for some time by federal agencies in regard to its accounting practices and last week the company said that the raids may have been related to a Swiss business called CSARL. In a filing with the Securities and Exchange Commission last month, Caterpillar said that the IRS had informed the company that it owed $2 billion in additional taxes for the years 2010 to 2012 because of profits from that Swiss unit.

“Caterpillar takes very seriously its obligation to follow tax law and pay what it owes,” the company said Friday.

SPRINGFIELD – Gov. Bruce Rauner’s office has filed paperwork to ensure a new deputy governor isn’t paid from an insurance fund that is $4 billion behind on medical payments.

A letter from Rauner’s fiscal officer arrived at the state comptroller’s office Friday morning. It requests that a portion of Leslie Munger’s $138,000 salary come from a professional services fund.

The letter, dated Thursday, was received more than two days after The Associated Press asked Rauner’s office to explain why the group health insurance fund was tabbed to finance half of Munger’s paycheck. After the AP reported the arrangement, the governor’s office indicated it was a “clerical error” and would be corrected.

Former carnival worker sentenced to 10 years for child sex abuse

HAMMOND, Ind. – A former carnival worker has been sentenced to 10 years in prison for using interstate communications to solicit sex with an underage girl.

Twenty-nine-year-old Brendan Theodore Coetzee was sentenced Thursday after pleading guilty to one federal count.

The Northwest Indiana Times reported federal prosecutors said the South African national met a girl who was under the age of 14 at a Wisconsin carnival in May 2015.

Revision shows job gains, not losses, in December

CHICAGO – Revised employment figures for Illinois show that the state didn’t lose thousands of jobs in December after all.

The Illinois Department of Employment Security had announced in January that preliminary figures showed the state lost 16,700 jobs in December. But revised figures released Thursday show Illinois actually gained 2,000 jobs that month.

Department spokesman Bob Gough acknowledged the change is “a big revision.”

But he told The Chicago Tribune Illinois still is working to return to its peak employment levels seen in 2000.

Gough said the state remains about 31,600 jobs short of its peak employment level recorded in September 2000.

Illinois’ jobless rate in January was 5.7

Advocates to lobby Congress for Great Lakes cleanup program

TRAVERSE CITY, Mich. – Supporters of a Great Lakes cleanup program are taking their case to Congress as preliminary budget figures suggest the Trump administration may try to cut nearly all its funding.

The Healing Our Waters-Great Lakes Coalition represents nearly 150 groups that favor the Great Lakes Restoration Initiative.

It has funded toxic waste removal, wetlands restoration and the fight against invasive species such as Asian carp.

The program has received about $300 million a year since 2009. But recently leaked documents said Trump’s soon-tobe-released budget might request only $10 million.

WASHINGTON – U.S. employers added a robust 235,000 jobs in February and raised pay at a brisk pace – signs that a resilient economy has given many companies the confidence to hire in anticipation of solid growth ahead.

With the unemployment rate dipping to a low 4.7 percent from 4.8 percent, the job market appears to be fundamentally healthy or nearly so.

Friday’s employment report from the government showed that more people began looking for jobs last month, an encouraging sign that they’ve grown confident about their prospects. Hiring was strong enough to absorb those new job seekers as well as some of the previously unemployed.

The picture of an economy on solid footing nearly eight years after the Great Recession ended has made it all but certain that the Federal Reserve will raise interest rates next week and signal the likelihood of additional rate hikes ahead.

February’s jobs report was the first to cover a full month under President Donald Trump. During the presidential campaign, Trump had cast doubt on the validity of the government’s jobs data, calling the unemployment rate a “hoax.”

But just minutes after the report was released at 7:30 a.m., Trump retweeted a news report touting the job growth.

Later in the day, his spokesman, Sean Spicer, quoted Trump as saying of the jobs reports: “They may have been phony in the past, but they are very real now,” a comment that incited laughter, including from Spicer himself, during a press briefing.

Economists were mainly encouraged by the employment data.

Credibility of Congress’ Russia probes questioned

WASHINGTON – As congressional investigations into Russia’s interference in the 2016 election are ramping up, so is the political division, raising questions about whether lawmakers’ work will be viewed as credible.

The House this week scheduled its first public hearing, which some swiftly dismissed as political theater.

Even as lawmakers began to review classified information at CIA’s headquarters, Democrats continued to call for an independent panel and special prosecutor.

Rep. Adam The dynamic under- Schiff scored the escalating concerns about whether the Republican-led investigations will have the funding, focus and, perhaps most importantly, bipartisan buy-in to produce findings that are broadly accepted and definitive.

“To be honest, we don’t know yet,” said Rep. Adam Schiff, the ranking Democrat on the House Intelligence Committee, which is conducting a probe in the House. “I can’t say for certain whether that will be possible.

I can only say it is very much in the national interest that we do so. Because we cannot allow this to become another Benghazi committee.”

Both Republicans and Democrats have their examples of misguided or failed investigations. For Democrats the cautionary tale is the years-long probe into the 2012 attack on the U.S. diplomatic compound in Benghazi, Libya. Congress spent millions on the

effort and the Benghazi committee held four public hearings. But Democrats consistently dismissed it as a political witch hunt aimed at Hillary Clinton.

In the end, the committee issued an 800-page report and found no new evidence of wrongdoing by Clinton, but it did reveal that she used a private email server for government business, which dogged her presidential campaign.

Other efforts – Watergate, Iran-Contra and the probe into Wall Street’s role in the financial crisis as examples – are generally viewed as having risen above the partisan fray.

“The only investigations which have credibility are the ones which are truly bipartisan,” said former Sen. Carl Levin, a Democrat from Michigan, who ran many congressional investigations during his decades in the Senate.

“The leaders of the investigation – the chairman and the ranking member – must trust each other. That’s No. 1,” Levin said of how to run a bipartisan investigation.

On the House and Senate intelligence committees, that trust was shaken when the White House enlisted the Republican chairs to help push back on reports about Trump campaign officials’ contacts with Russia, one of the elements lawmakers are tasked with investigating. Both Sen. Richard Burr of North Carolina and Rep. Devin Nunes of California said they did not do anything improper.

Nunes, who was a member of Trump’s transition team, declared he had seen no evidence of improper contacts between Trump associates and the Russians as the investigation was just getting underway.

A North Carolina district attorney said Friday that two assistant prosecutors no longer work for him amid charges they sabotaged investigations into abuse in their secretive religious sect.

District Attorney David Learner’s announcement came only two days after he asked the State Bureau of Investigation to look into allegations by former Word of Faith Fellowship members against Frank Webster and Chris Back. As part of an ongoing investigation by The Associated Press, nine ex-congregants had said the men, both of them ministers of the sect, provided legal advice, helped at strategy sessions and participated in a mock trial for four congregants charged with harassing a former member.

“I cannot allow the integrity of the office to be called into question,” Learner said in a statement. “My administration is dedicated to the fair and impartial administration of criminal justice.”

The ex-congregants also said that Back and Webster, who is sect leader Jane Whaley’s son-in-law, helped disrupt a social services investigation into child abuse in 2015, and had attended

Learner’s statement Friday did not say if the men resigned or if he fired them, and the district attorney’s office didn’t respond to questions. When the AP story about Webster and Back was released Monday, the DA said the two men still were employees, did not face pending criminal charges and that the matter was a personnel issue. On Wednesday, in asking for the SBI to investigate, he said the men would keep working for his office during that investigation.

The SBI, North Carolina’s state police, subsequently confirmed that it was investigating Back and Webster, but declined to provide any details.

Learner did not say what specifically prompted the change in his assistants’ employment status.

Under North Carolina law, prosecutors cannot provide legal advice or be involved in outside cases in any manner. Violation of those rules can lead to ethics charges, dismissal or disbarment. Offering legal advice in an ongoing investigation to help a person avoid prosecution could lead to criminal charges.

Thumbs-up to Women’s History Month

Thumbs-up: To Women’s History Month. Women from many different backgrounds have helped to shape our society, and it seems only now are we waking up to the contributions that many made behind the scenes. This year, the theme for Women’s History Month is “Honoring Trailblazing Women in Labor and Business.” Our area already has a great tradition of honoring women in business, including the DeKalb Chamber of Commerce’s 27-year-old Athena Award program.

On Wednesday, there was a march from the Northern Illinois University campus to downtown DeKalb – where people chanted “hey-hey, ho-ho” slogans against inequality. That’s one way to stand with women. Another way is to honor their contributions to our society and resolve to do what we can to ensure women are treated with the respect and fairness they deserve, not just in March, but year-round.

Thumbs-up: To those who participated in Bowl for Kids’ Sake. This annual fundraiser is the largest of the year for DeKalb County Big Brothers Big Sisters, and had a fundraising goal of about $60,000. Teams made up of local fire and police departments, area businesses, nonprofit groups and community members all bowled one game while raising money for the organization, which pairs adult mentors with elementary, middle school or high school students of the same gender. The pair meets once a week after school or on weekends to relax, have fun and develop a special bond that makes a positive difference in the child’s life. The organization has about 85 matches and will serve about 150 kids by the end of the year.

Thumbs-up: To political candidates sharing their views.

This week at the Egyptian Theatre in DeKalb, candidates for City Council and the DeKalb School District 428 Board spent time talking about their vision and answering questions from the public. There were two forums organized by the DeKalb Chamber of Commerce during which the candidates spent time answering questions on stage and mingling with voters afterward. There still are a few weeks until Election Day on April 4, but the quality of discourse has already markedly improved from some of the earlier events, as candidates seem to have become more in touch with the public’s concerns. We’re glad to see the public engaging with those who seek to lead its institutions and hope that carries over into a good turnout in the upcoming election.

Thumbs-down: To gambling expansion as yet another nonsolution to Illinois budget woes. There certainly are problems with what’s been described as a grand bargain, particularly a massive income tax hike, but it looked for a moment as if a solution to the lack of a state budget was at least on the horizon. Instead, the shiny object was new gambling licenses for Chicago, Lake County, Rockford and other locations around the state, which were approved by the Illinois Senate. This is no jackpot for weary Illinois taxpayers.

Rush to gut education rules hurts states In their ideological rush to slash red tape, congressional Republicans may end up making it harder for states to get money from Washington to turn around failing schools.

Sometimes regulations make it easier, not harder, to comply with the law.

The law in question is the Every Student Succeeds Act, the successor to President George W. Bush’s No Child Left Behind program. The new law is far less hands-on than the old one, leaving almost all big decisions to the states. It focuses mostly on standards for accountability and transparency, and vastly increases the amount of information states will be required to share in annual “school report cards,” which will give parents better data on school performance and help guide where federal education money is most needed.

After the law was passed in 2015, President Barack Obama’s administration issued a series of rules clarifying the statute’s language. Now congressional Republicans would remove all those regulations – even the ones that make sense.

In some cases, the rules give the states greater leeway – for

example, in how they design those report cards. Instead of focusing on how many students are rated proficient in a single year, as under NCLB, they could get additional credit for having high graduation or job-readiness rates. This would deter schools from paying too much attention to so-called bubble kids – those right above or below proficiency targets – at the expense of high-achieving and very low-achieving pupils.

Another imperiled rule would allow schools that are failing but aren’t operating under Title 1 – the main federal designation for districts with high numbers of poor students – to apply for some of the annual $15 billion school-improvement money that comes from Washington. Again, this would give states greater discretion in deciding best how to pay for improving vastly underperforming institutions.

And in cases where more uniform standards make more sense, the regulations require them. Republicans say they are staunch defenders of transparency in education. If so, why repeal a rule requiring education departments to use the same formula when reporting

per-student spending?

Another regulation lays out the tangible consequences for schools that fail to test at least 95 percent of eligible students.

Without this, some administrators will intentionally leave low-achievement students out of testing to artificially raise overall results. Unfortunately, many Republicans (in an odd alliance with teachers unions) are now supporting the parental “opt-out” movement, hurting efforts to get real apples-to-apples comparisons of school effectiveness.

Congress can either revoke all or none of these regulations – it can’t pick and choose – and once a rule is rescinded, the administration would be prohibited from issuing anything “substantially similar.”

Given that, a better option would be for Congress to leave the rules in place. Education Secretary Betsy DeVos would then be able to tweak those rules the administration objects to and, at any rate, will have her own enforcement priorities. And in the meantime, states will benefit from the increased flexibility and greater transparency the regulations provide.

VIEWS John Stossel grants tend to go to people who received previous arts grants.

Some have friends on grant-making committees. Some went to the same schools as the people who pick what to subsidize. They know the right things to say on applications so they look “serious” enough to underwrite. They’re good at writing applications. They’re not necessarily good at art.

Defenders of public funding say subsidies bring things such as classical music to the poor. But the truth is that poor and middle-class people rarely go to hear classical music, even when subsidies make it cheap.

Subsidies pay for art rich people like. As are so many other programs, government arts funding is a way for the well-connected to reap benefits while pretending to help the common man.

The Trump-hating left is incensed at the idea that government might stop funding the arts.

USA Today reported that “arts

groups” will “battle President Trump.” A Washington, D.C., lobby said it will mobilize 300,000 “citizen activists.”

We can count on the media to distort the issue.

The New York Times ran the headline: “Why Art Matters.” Of course it matters. But “art” is different from “government-funded art.”

New York Magazine ran a photo of Big Bird, or rather a protester dressed as Big Bird, wearing a sign saying “Keep your mitts off me!”

What New York doesn’t say is that the picture is 3 years old, and Big Bird’s employer, “Sesame Street,” no longer gets government funds.

We confronted the article writer, Eric Levitz. He said, “Big Bird has long functioned as a symbol of public broadcasting. ... Still, considering ‘Sesame Street’s’ switch to HBO, I concede that some could have been misled.”

You bet.

Big Bird doesn’t need government help. “Sesame Street” is so rich that it paid one of its performers more than $800,000.

Levitz also complains that Trump’s cuts (which include killing despicable subsidies for the

Export-Import Bank and the White House drug control office) “would trim a mere $2.5 billion from the budget.”

A “mere” $2.5 billion. That’s Washington speak. It’s another reason America’s going broke.

It is true that Trump’s arts cuts won’t reduce the deficit, especially since he plans to preserve much of Obamacare and spend billions more on things such as the military. But it would be a start – a dent in the foolish conceit that good things only happen if government funds them.

We will lose some propaganda if government money goes, but we won’t lose art.

We might lose things such as performance artist Karen Finley covering herself in chocolate, but most artists will keep doing what they do because they love it – and because sometimes other people love that work enough to pay for it voluntarily.

Let people pay for the art they really want instead of the art for which the government decides to make them pay.

Although this only translates to 16 years and is not as impressive as those who have been here for many decades, as a second-time DeKalb homeowner, I plan to continue to deepen my roots and want to see this community thrive in the years to come not only for myself, but for my family.

I believe that Jerry Smith is the mayoral candidate who can make DeKalb thrive.

When I met Jerry, I could sense that he was a genuine person with a passion for serving the DeKalb community. His qualifications are impressive with numerous positions on many boards and committees. However, what impresses me most about Jerry is his straightforward approach to problem-solving.

Jerry would be the mayor that DeKalb needs. He has the proven ex-

perience as a great leader, of commitment to the community as a lifelong resident and as an individual who can unite those with his innovative problem-solving abilities.

I am a young voter and have not had the experiences that many of you have had. To the Editor: If you, and your readers, have people in your life who truly inspire you, then you will appreciate the comments I am going to make about a man I have never met personally, but who is a wonderful example of what a public servant should be.

His name is John Rey – mayor of

DeKalb. John and I became friends back in 2011, after a front-page article ran in the American Profile magazine about our Conway Bookcase Project.

This magazine was bought out by another company and is no longer published, but at the time had a circulation of more than 10 million readers.

One of these readers was John Rey, who was a member of the local Kiwanis Club. John was interested in starting a bookcase project there in his hometown, patterned after the one we started here in Conway, Arkansas, back in 2005. Using the information in American Profile, he contacted me and we talked about how to organize the project and get it started. I soon discovered that he was a very special and unusual man. He began to contact other leaders in his community and soon had a great committee assembled that consisted of 16 members.

Following our copyright to the letter, your local residents had their first Bookcase Banquet in 2012 and later that year they had the awards ceremony to present 50 bookcases, and a

good number of books for each child.

As time passed, John would send me newspaper articles and photos, an update on their progress, which always included the good things that were taking place, especially the partnership they developed with the neighboring community of Sycamore.

Now in 2017, your city has had six successful years of building and presenting 50 bookcases, a total of 300, along with some great books, thanks to the leadership of John Rey, and his all-volunteer committee. Many people do not realize that the root cause for much of the crime we see in our society is illiteracy.

It has recently come to my attention that John is running for re-election as mayor of DeKalb. Over the past several years, I have truly come to appreciate John Rey, his character, leadership skills and his passion for serving others. I wholeheartedly endorse him to continue being your mayor.

Next week, Donald Trump releases his new budget. It’s expected to cut spending on things such as the National Endowment for the Arts, the National Endowment for the Humanities and the Corporation for Public Broadcasting.

Good!

Government has no business funding art. When politicians decide which ideas deserve a boost, art is debased. When they use your money to shape the culture, they shape it in ways that make culture friendlier to government.

As The Federalist’s Elizabeth Harrington points out, the National Endowment for the Arts doesn’t give grants to sculpture honoring the Second Amendment or exhibitions on the benefits of traditional marriage. They fund a play about “lesbian activists who oppose gun ownership” and “art installations about climate change.”

The grant-making establishment is proudly leftist. A Trump administration won’t change that. During the Bush II years, lefty causes got funding, but I can’t find any project with a conservative agenda.

It’s not just the politics that are wrong. Government arts funding doesn’t even go to the needy. Arts

Magic runs out on Spartans

Sycamore on the wrong side of 1-point decision

jseverson@shawmedia.com GENOA – For a moment, it looked as though the Sycamore boys basketball team was going to do it again.

In a postseason run that featured two straight nail-biting victories, the Spartans were on the wrong end of a one-point game and lost, 38-37, to Marengo in the Class 3A Genoa-Kingston Sectional championship Friday night at Genoa-Kingston High School.

The Spartans, who won their two previous games by one point, had a chance to win it at the buzzer, but Sycamore senior Jack Mizgalski’s last-second shot rolled off the rim.

“When Jack’s shot rolled in and rolled out, I told the guys I didn’t have anything but a smile on my face,” Sycamore coach Ryan Picolotti said. “To put ourselves in a situation like that and have a chance to win it at the buzzer ... I can’t be more proud of the guys.”

Sycamore (14-16) trailed by as much as 11 in the second half, but stormed back to cut it to one midway through the fourth quarter.

During the postseason, the Spartans had won on a last-minute 3-pointer by Mizgalski in a 37-36 victory over Kaneland in the regional championship, and then beat Belvidere in the sectional semifinal when James Marcinkowski’s free throws with 0.1 seconds remaining gave them a 36-35 win Tuesday.

All three games of the G-K Sectional were decided by one point, with Marengo beating Glenbard South, 5049, Wednesday in the other semifinal.

Marengo led Sycamore, 38-37, with less than seven seconds left when Indians star guard Mike Volkening missed the front end of a 1-and-1. Sycamore grabbed the rebound with no timeouts and raced up the floor.

Sycamore senior guard Ty Sulaver admitted that he was thinking that the Spartans were somehow going to pull out their third straight dramatic victory.

“Especially with Jack being as good of a player as he is, that would have been picture-perfect, and everybody on the team trusts Jack with the ball in his hands,” Sulaver said.

However, there wasn’t enough magic left for the Spartans as Mizgalski’s midrange jumper from the right side fell off.

Like the win against Belvidere, Marcinkowski grabbed an offensive rebound and went to the line for two free throws, but the senior split the pair with 6.9 seconds remaining to trim the deficit to 38-37.

Sycamore senior Keyshawn Stallworth finished with 10 points (eight in the second half) and 10 rebounds, and Sulaver added 10 points and five rebounds. Sulaver also hit a 3-pointer with 1:05 left in the game to trim Marengo’s lead to 38-36.

Volkening scored a game-high 24 points for the Indians.

Sycamore put on a strong defensive effort in the first quarter, taking a 12-4 lead and holding Volkening scoreless in the

quarter. However, he scored 13 of Marengo’s 18 points in the second quarter to give the Indians a 22-18 lead at halftime.

Marengo (25-7) ballooned the lead to as much as 11 when a layup by Alexander Schirmer put the Indians ahead, 29-18, with 3:10 left in the third quarter.

Then Stallworth took on the scoring load.

The senior post scored six straight points – including a three-point play – late in the third quarter to cut it to single-digits. Sycamore junior guard Ethan Heinrich made two 3-pointers, including on the first possession of the fourth quarter, to cut Marengo’s lead to 32-30.

“It was Keyshawn, he brought that momentum back,” Mizgalski said.

“During a timeout, we told him he has to take over, and he did. ... He brought us back in the game.”

The Spartans cut the deficit to one on two occasions in the fourth quarter but couldn’t take the lead.

For Sycamore, the loss ended an unexpected playoff run for a team that was 1015 heading into the regular-season finale.

For Sulaver, who plans to study at Iowa State, it closes the chapter of his prep athletic career that included a regional title

in basketball and a trip to the Class 5A semifinals in football this past fall.

“I don’t look back at football and still cry about it; I’m so happy about it,” Sulaver said. “It’s a sense of accomplishment, and that’s how basketball is. I know that I’m going to look back on it in a week and know how awesome it was and how nobody expected to go on this run.”

By the numbers: Heinrich finished with nine points, Marcinkowski had six points and six rebounds and Mizgalski added two points. The Spartans shot 13 for 41 (31.7 percent) from the floor. The Indians were 14 for 32 (43.6 percent).

Beyond the stats: The Spartans had a tough shooting stretch in the middle of the game. Spanning the second and third quarters, they went 9:44 without a field goal. Mizgalski made a jumper to give the Spartans a 17-13 lead with 4:23 left in the second, and they didn’t make a basket until a layup by Stallworth cut the Marengo lead to 29-21 with 2:16 left in the third.

They said it: “In 10 years, you’re not going to think about the shots you missed or the things you did wrong, you’re going to tell your kids about the things that went right on that run,” Picolotti said.

Decision to retire ‘tough’

Should he go back for his third season as a backup quarterback for the Edmonton Eskimos in the Canadian Football League or should he take the job as the running back coach for Northern Illinois?

At 26 years old, he decided to walk away from his playing days.

“I was kind of on the fence with everything, and I talked to some people and weighed my options,” Lynch said at

NIU’s pro day Friday morning. “I made a pros-and-cons sheet. It came down to, getting into (coaching) this young is a good deal. It’s tough to walk away, but being 26 and getting a full-time job at the place I had some of my greatest memories at, it’s hard to turn down.”

After finishing his second season with the Eskimos, Lynch came to NIU in January to temporarily help with the quarterbacks – a position he joked that made him an “intern.” The Huskies had some vacanies to fill on the coaching staff – Kelton Copeland went to Iowa

This time, the Huskies didn’t wait until they were down 22 points to start a comeback.

The Northern Illinois women’s basketball team scored 14 straight in the first quarter, taking command in an 83-55 win in a Mid-American Conference tournament semifinal win over Western Michigan on Friday at Quicken Loans Arena in Cleveland.

The Huskies (21-10) advance to face Toledo at 10 a.m. Saturday for the title and a trip to the NCAA tournament, which the Huskies last made in 1995.

“An opportunity to play in the championship game for any team is great, but like you mentioned, it’s not a place that NIU has necessarily found themselves very often,” NIU coach Lisa Carslen said. “We have talked about restoring the glory. I’ve had the opportunity to talk to some of the alums who were part of the good times, especially in the ’90s, and it means a lot to them to see us play well.”

Injuries put Hare in difficult spot to continue career

Although the two-time second-team all-Mid-American Conference lineman has garnered attention from teams around the league, he said that if he doesn’t get hooked up with an NFL team, he plans to use his marketing degree to get into advertising.

“I feel like I’m in a good spot where I know what I want to do,” Myers said.

“It takes a lot off my shoulders, knowing if it doesn’t work out, I’m still going to be all right, and I have faith that God has a plan for me that whatever happens, I’m going to be OK.” The 6-5, 309-pound Myers finished with 24 reps on the 225-pound bench press Friday, saying he was happy about his performance and that he didn’t help or hurt his draft stock on the day.

Although Golladay only ran routes Friday – he tested his measurables at the NFL combine last week in Indianapolis – he showed off a trait that many Huskies fans have seen before.

He hauled in a one-handed catch on the sideline, which brought plenty of cheers from those inside the Chessick Center.

“Coming from the combine and

then coming back here to my stomping grounds, it was a lot more calm, cool and collected,” said Golladay, who is getting plenty of attention leading up to the draft. “At the combine, it’s stressful. You have those long nights and early mornings.

“It’s a buzz right now, and I just have to embrace it. I’m taking it all in.

It’s fun.”

Turner, who ran a 4.57-second 40yard dash, said he keeps in regular contact with former Huskies wide receiver Tommylee Lewis, who also was on hand Friday. Lewis went undrafted last season before being picked up by the Saints and finishing the year with seven catches for 76 yards.

For Turner, the 2015 MAC Special Teams Player of the Year, his versatility might be one of the biggest attributes heading into the NFL draft.

“It’s not about what I think, it’s where they want me,” Turner said with a laugh. “If they want me to play tackle, I’ll go play tackle. I can do a lot of stuff. I can catch punts, catch kicks, play wide receiver, play running back.

Wherever they need me, I’m willing to play.”

DeKALB – In his final two years as quarterback of the Northern Illinois football team, Drew Hare’s season ended with an injury.

With the NFL draft less than seven weeks away, Hare acknowledged that his stock might have taken a hit because of the injuries.

“For sure, it effects it,” Hare said.

“Guys are going to invest millions of dollars into these people and they think they’re getting somebody who’s injury prone, and that’s not who I am. I had two freak injuries that were totally unrelated. It could have happened to anybody.”

Hare suffered his knee injury in the second game of 2016 and missed the rest of the season. That came a year after a ruptured Achilles ended his junior campaign, and he missed the final five games of the 2015 season. A business management major, Hare said he wants to play football somewhere as he doesn’t want the last football memory being the back-to-back season-ending injuries.

“Right now, I’m focused on making an NFL team,” said Hare, who threw passes while wearing a backward hat.

“Obviously, I have backup plans if that doesn’t work out, like the CFL. I’d do that. I’d go international. Whatever. I want to play football as long as I can.”

While Hare said he is open to any sort of football opportunity, offensive lineman Levon Myers has set himself up with a strong backup plan.

DETROIT – Tomas Tatar had two goals and an assist, Jimmy Howard made 24 saves in his return and the Detroit Red Wings beat the Blackhawks, 4-2, Friday night.

Howard saw his first NHL action since injuring a knee Dec. 20 at Tampa Bay. Tatar scored what proved to be the winner late in the second period and added an insurance goal in the third period to end Detroit’s three-game losing streak.

In his two years in Edmonton, Lynch was 6 for 9 with 48 passing yards and a touchdown and rushed 53 times for 228 yards and five touchdowns – including the game-winning score in the 2015 Grey Cup. Although he had coaches tell him that when he’s done playing to give them a call, everybody assumed he would return to Canada, he said.

However, Lynch said the time as a backup with the Eskimos forced him to come to the realization that maybe his chance to get back to the NFL had come to an end.

“When I got done with my last season in the CFL, I planned on coming back for another year,” Lynch said. “I planned on playing my third season until this hit me in the face, and I started thinking about it, like, the CFL has never been a dream for me. I always wanted to play in the NFL, that’s been the dream of anybody who played in the States.

“That opportunity wasn’t knocking anymore, and it was hard to come to the realization of it. Being in the CFL and being a backup, I felt like I was better than that.

My two years in the CFL were great, being a role player and all that and in the Grey Cup, but this is too good to pass up.”

Lynch, who was a part of the Chicago

Bears primarily as a running back in the 2014 preseason before being released, admitted the decision to hang up the cleats was a difficult one.

“Playing football my whole life, I’m not going to say it’s the only thing I know how to do, but it’s one of the things I know how to do really well. For me to walk away, it was tough. I’m not going to lie, it was tough,” he said. “I think the first year will be hard a little bit. I think I’ll miss it a lot the first year, but after that, just like anything, it takes time to get over it.”

Now Lynch returns to the place where he became a star.

During his two years as the starting quarterback for the Huskies, he was a twotime Vern Smith Leadership Award winner in the Mid-American Conference, was a first-team All-American, led NIU to the Orange Bowl and finished third in the 2013 Heisman Trophy voting.

His image – along with several trophies that he helped the Huskies win – is plastered across the Yordon Center.

“My name is all around this building, so that probably helps out,” Lynch said. “I like it, to be honest. I like it, not for a cocky reason. I like it because every time I see it and every time people see it and people who know me know that I put my work in.

They know I did things the right way, and that’s the only way you’re going to get up on that wall is do things the right way. It’s a motivation factor for some of those kids who want to be up on that wall one day or want to go on to bigger and better things.”

Glennon’s performance Friday in front of the cameras means nothing compared to what he does on the field in September, but he and Pace set the tone. The Bears still probably will draft a quarterback, but for 2017, this is Glennon’s team.

LAKE FOREST – When Mike Glennon began his news conference at Halas Hall with an opening statement, it caught some off-guard.

Maybe it was because media members aren’t used to that from a Bears starting quarterback. Or that no one outside Tampa really has heard Glennon speak to the media in the past few years.

It served as a reminder that Glennon is indeed the Bears’ starting quarterback, something general manager Ryan Pace confirmed in his news conference. Glennon hasn’t started a game since Nov. 2, 2014, but now he is in charge of the Bears’ offense, and he wanted to show command from the getgo.

Pace said the first thing Glennon did – after asking to dive into the playbook and get tape downloaded to his iPad – was ask for photos of “everybody in the building” whom Glennon would interact with and the cellphone numbers of “every single player on offense and certain guys on defense.”

“So right away I think that tells you something about a guy when that’s kind of his mindset before he walks in the building,” Pace said.

Glennon never has had this opportunity. He never has been named a starter so early in the calendar year.

He took over the starting job in Week 4 of his rookie season after Josh Freeman flamed out, then lost it in 2014 when coach Lovie Smith came in with Josh McCown, and Glennon remained the backup for 2015 and 2016 behind Jameis Winston.

Now, for the first time since his days at North Carolina State, Glennon has the keys to the offense before the season is underway.

“It’s exciting to go into the season being the starter. Because in the past that hasn’t been the case for me,” he said. “I think it gives you a sense of ownership, that this is … I’m in charge and I’m excited for that opportunity that I really haven’t had before. 30 Infant’s sleep patterns worries parents Dear Doctor: We brought our first baby home from the hospital, and it seems as though all he does is sleep. Is this normal? How much sleep should a newborn be getting?

Dear Reader: First, let us reassure you – as long as your son is feeding, urinating and eliminating regularly (about eight diapers a day) and is gaining weight, all is well.

Newborns sleep a lot – anywhere from 14 to 18 hours in a 24-hour period. Some super-sleepy babies may clock as much as 20 hours a day.

Even experienced parents who bring a newborn home can be surprised all over again by how much time their newest addition spends in sleep.

In the beginning, your newborn’s sleep patterns can be unpredictable. Day and night are meaningless concepts and can easily become interchanged.

Whether your son sleeps in short stretches of 30 to 45 minutes each, or drops off for three or four hours at a time, it’s all perfectly normal.

Thanks to his tiny stomach, hunger will often push your sleepy infant to wakefulness, probably every three hours.

Newborns feed anywhere from eight to 12 times in a 24-hour period.

However, it’s not uncommon, particularly in the early weeks, to have to wake your baby for a feeding.

We recommend that you don’t let your newborn go for more than five hours between feedings.

Likewise, don’t be surprised if he drifts off to sleep in the middle of a meal.

Sometimes this is just for a 10- or 30-minute nap and he’ll be ready to eat again.

Other times he’s down for the count and will go for another few hours before hunger awakens him.

If your son is consistently sleeping

For the best results, it helps to recognize his sleep cycles. Just as for an adult, waking from a deep sleep is both difficult and unpleasant. Interrupting sleep during a lighter cycle is less stressful for all involved.

When a newborn falls asleep, he enters what is known as “active” sleep, a cycle similar to REM sleep in adults, the stage in which we dream. That is followed by a “quiet sleep,” a cycle in which deep sleep takes place. When quiet sleep ends, typically after an hour or so, the baby either wakes up or starts a new cycle of active sleep.

For the best results in waking your sleepy boy, watch for his active cycle. It’s a somewhat restless sleep with the same physical motion and rapid eye movement seen in adult REM sleep. When you see the signs of active sleep, you can begin to wake him.

If he’s swaddled, loosening the blanket may rouse him. Use your voice and your touch to draw him out, easing him into the conscious world.

Even if he’s still sleepy, he can begin to feed. Meanwhile, know that within three months, the quiet life with a sleepy newborn will have become a faint memory.

There was a sizable entry to last year’s Christmas Competition. Several got the card-play problem right, some with variations on my recommended sequence. However, each made errors in the supplemental questions. This week, we have been looking at splinter bids, which not only help you to find a slam with low pointcount when the fit is good and the short suit well placed, but can also allow you to stop in game when there is duplication of assets.

In today’s deal, opener made a splinter bid. His four clubs showed four-card heart support, game-going strength (five losers) and a singleton (or void) in clubs. South, with two aces and a singleton he hoped would be useful, jumped optimistically to six hearts.

After West led the diamond king, how did declarer plan the play?

Obviously, South might have bid with more circumspection, but he decided to keep the opponents in the dark.

South saw that the deal was set up for a crossruff. But he knew before commencing a crossruff that one cashes the side-suit winners first. Therefore, after winning with dummy’s diamond ace, declarer took his club ace and dummy’s two top spades. Then he merrily ruffed four diamonds in his hand and three clubs on the board to give 12 tricks: two spades, one heart, one diamond, one club and those seven ruffs.
