on Maness thinks that an iconic, local monument sitting vandalized for years in front of the DeKalb County Courthouse is a problem that needs to be fixed. “Walking around the monument, you look up at the statue and see that the musket is just a stick of sorts,” Maness said. “The sword was obviously missing, too. But many people see the monument but never look at it closely.” Maness, an associate member of the Sons of the Union Veterans of the Civil War, is working with the group to fix up the Civil War monument on the courthouse lawn in downtown Sycamore. JERUSALEM – Egypt presented a cease-fire plan Monday to end a week of heavy fighting between Israel and Hamas militants in the Gaza Strip that has left at least 185 people dead, and both sides said they were seriously considering the proposal. The late-night offer by Egypt marked the first sign of a breakthrough in international efforts to end the conflict. Hamas’ top leader in Gaza confirmed there was “diplomatic movement,” while Israel’s policymaking Security Cabinet was set to discuss the proposal early today. Arab foreign ministers discussed the plan Monday night at an emergency meeting in Cairo, and U.S. Secretary of State John Kerry was expected in the region today. Egypt’s Foreign Ministry announced the three-step plan starting at 3 a.m. CST with a cease-fire to go into effect within 12 hours of “unconditional acceptance” by the two sides. That would be

Council OKs $56K deal to review salaries City of DeKalb to take closer look at employee compensation By KATIE DAHLSTROM kdahlstrom@shawmedia.com DeKALB – The city of DeKalb is going to take a closer look at employee salaries and benefits. The DeKalb City Council on Monday unanimously approved a $56,000 contract with the firm Sikich LLP to complete a pay, compensation and classification study that will examine the salaries, benefits and performance reviews for the city’s 35 nonunion positions and review job descriptions for all 196 full-time city positions. The city last reviewed nonunion employees’ pay in
2003 and its performance review system in 2006. Job descriptions have been subject to even less change. Some job descriptions have been updated in recent years while others haven’t been DeKalb Mayor touched since John Rey 1998, said Assistant City Manager Rudy Espiritu.
