Technology helping prevent bad checks By JAKE WADDINGHAM
CNA associate editor jwaddingham@crestonnews.com
Technology can put two marks in the win column against preventing theft. Union County is experiencing record low numbers of bad checks, which Union County Attorney Tim Kenyon credits to stores electronically transmitting the check as soon as it comes in. “So far this year for bad checks, we have had less than a dozen complaints filed in Union County,” Kenyon said. “There were

times in the past where we would file more than a dozen a month.” But with the decline in bounced checks, there has been an increase in shoplifting cases for 2014. Thanks to video surveillance, most retailers in Creston have strong evidence for Kenyon to prosecute shoplifting cases. “People do not realize that a
number of merchants have video surveillance systems,” Kenyon said. “We can use it if there is a problem. It makes prosecuting the case relatively easy when I have a video.” According to Iowa Code 714.2, shoplifting is the theft of a property not exceeding $200. Writing bad checks and physically taking

It is at the officer’s discretion.” Fifth degree theft is defined as a simple misdemeanor and consists of two potential penalties. The first is up to 30 days in jail, or because there is no mandatory sentencing, it is possible that no jail time will be served. There is a mandatory fine of at least $50, but not exceeding $500. Creston head baseball coach Steve Birchard and the current Panther team hosted a ceremony Wednesday evening honoring the five consecutive conference championship teams at Creston from 1989 to 1993. Vic Belger, coach at Creston for 21 years, was the guest of honor and threw out the first pitch. (See photo, left). Belger ranks seventh on the state’s all-time career wins list with a record of 920-319 at Creston and three other schools. He retired as Creston’s coach after the 2003 season. About 20 players from the teams from 1989 to 1993 were in attendance last night. These players and their families were guests at a cookout during the 5:30 p.m. junior varsity game. It has been 25 years since the 1989 team began that run of league championships . All players were honored on the field prior to the Creston varsity game against Southeast Polk. (See group photo, below.) Southeast Polk is coached by two former Panthers, Scott Belger and Dave Hartman. Southeast Polk defeated the Panthers 15-1 in five innings. The Ram victory was fueled by two, three-run homeruns. For more details from the game and additional photos, see page 7A.
MURRAY — Residents north of Fifth Street in Murray are under a boil advisory from the Iowa Department of Natural Resources after a water main break Wednesday. The break caused a loss of water pressure which can potentially allow bacteria to enter the system. Repairs were made today and the system is being flushed. IDNR said to bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. The water may be used for bathing. Check www.crestonnews.com or the Creston News Advertiser’s Facebook page for updates on Murray’s boil advisory.
SWCC to increase tuition for 2014-15 By BAILEY POOLMAN
CNA staff reporter bpoolman@crestonnews.com
An increase in college tuition was proposed and approved during Southwestern Community College’s regularly scheduled meeting Tuesday. The proposal covers fee increases for resident and nonresident credit hours, changed fees for embedded online content, billing changes for registered nurse (RN) and licensed practical nurse (LPN) fees and new fees for CPR for commercial electrical and carpentry classes. Krejci The changes will go into effect fall 2015. The increase will add $6 per credit hour for both resident and nonresident. “That’s a 3.9 percent increase in resident, and it would bring our total tuition fees for next year to $160 per credit hour,” said SWCC Chief Financial Officer Teresa Krejci. For nonresident students, the increase is 3.7 percent, which would increase total tuition and fees to $167 per credit hour. According to the proposal, the increases are based on several criteria. The criteria include attaining standards set to attract and retain quality instructors, benefits from technology and providing a quality learning environment. Another criteria is the “rate will allow
