AFTON — Afton City Councilwoman Sherry Parrot expressed disappointment Tuesday that Union County Development Association (UCDA) will not be building a new house on an empty lot in Afton this year. The city has owned that lot — located at 409 W. Fillmore St. — since May 8, 2012. UCDA began having conversations with the council about building a house on the lot in 2013, but in April, the UCDA told the council the resources to do so won’t be available. “What makes the home feasible for us to build is to use the high school carpentry program (through Southwestern Community College),” said Wayne Pantini, UCDA executive director. “That would put that home price out of the range we are
looking at.” Pantini said to build a structure on the lot is dependent upon the enrollment of students in Southwestern Community College’s (SWCC) carpentry program, which is largely made up of high school junior and senior students. C u r rently, en- Pantini rollment in the carpentry program at Creston and East Union high schools is down. Pantini said enrollment of students is higher in places like Corning and Nodaway Valley, however, the commute is an issue. Toni Landers, Afton city clerk, said Afton paid about $3,000 annually for more than 10 years to be a member of the UCDA, but
dropped membership approximately five years ago because “some people felt the UCDA was more of a Creston development association than a Union County development association.” The city reinstated their membership in 2012. Last month, Pantini recommended Afton write a new resolution allowing them to sell the lot to another individual, which, he said would allow Afton the “flexibility” to offer the property to another organization. Pantini said the original resolution gave the UCDA a five-year timeframe to construct a house on the land. “That was part of the negotiation,” Pantini said. However, UCDA is still interested in building on the lot, it just might take time. Parrot is scheduled to meet with UCDA again Wednesday to learn more about a timeline for when UCDA might begin building a home on the lot. The city is considering putting the lot on the market or offering it to another organization based on what Parrot finds out. In other council business: • Afton Police Chief John
Coulter updated the council on efforts to amend provisions pertaining to speed r e g u l a - Coulter t i o n s . Coulter said Afton Police are still waiting on information from the Iowa Department of Transportation (IDOT) to decrease the speed from 45 to 35 miles per hour in two locations on North Douglas Street — between Casey’s General Store and Highway 34, and from Scott Street, south, to Browning Street. • Afton Splash Pad efforts are stalled as the council holds off on removing a slab of concrete pending a drainage and water treatment report for the Department of Natural Resources (DNR). City Clerk Toni Landers said the report is being prepared by Engineer Forrest Aldrich, Veenstra & Kimm. To date, Afton has raised $93,000 of their $107,000 goal. A start date for the construction of the splash pad is to be determined.

IOWA CITY — Podium Ink in Mount Ayr did not win the $10,000 grand prize Thursday evening in the Dream Big, Grow Here state pitchoff competition at EntreFest in Iowa City. That prize went to Tipton Adaptive Daycare — a private daycare center for children in northeast Iowa who have special medical needs, disabilities and development delays.
