City awaits FRA approval on object marker plans CNA staff reporter irichardson@crestonnews. com
The train whistles are still blowing in uptown Creston. That’s because progress on the traffic safety improvements required for the Quiet Zone has been at a standstill for nearly a month as the city of Creston awaits approval from the Federal Railroad Association (FRA) on potential object marker additions to the railroad crossing medians. These plans are the result of an FRA visit in December, in which officials advised the changes. Kevin Kruse, public works director in Creston, said object markers need to be added because some of the gates are too far away from the medi- Kruse ans. While it might only be a matter of inches, Kruse said, they are slightly farther apart than the maximum distance the FRA has established. He said the main problem area is a gate on the New York Avenue crossing that lowers at a slightly crooked angle. “Some of the gates in the down position don’t come down straight, so if the gate is a little ways off of the end of the median, we may have to put something on the end of that, like an object marker,” Kruse said. About three weeks ago, Kruse said, plans for installation of these markers were

submitted to the FRA, and he is not sure when to expect word back. Once the FRA approves the plans, the city can proceed to add the markers. The additions of the medians and now the markers are all part of a traffic safety improvement project, which Kruse said is a prerequisite— and the biggest hurdle—to gaining approval for the Quiet Zone. “It’s not actually part of the Quiet Zone,” Kruse said. “What’s been done out there so far is traffic safety improvements which we have to have in place for the Quiet Zone.” Following the improvements required by the FRA, Kruse said the city will need to meet with Burlington

Northern Santa Fe (BNSF). Kruse said BNSF may require some additional upgrades on switches. He said the railroad company has previously recommended the city use a specific type of switch on certain portions of the track, specifically the switch tracks. After all the necessary improvements are in place, the city will formally apply to the FRA for the Quiet Zone. Kruse said he does not have a timeline laid out at this point in time.
“This whole thing is just taking a long time,” Kruse said.

Creston Veterans of Foreign Affairs (VFW) Post 1797 is actively working with Afton VFW Post 8882 on merging the two posts together to help strengthen veteran activities in both communities. Denny Abel, quartermaster fro Creston VFW P o s t 1 7 9 7 , said the two organizations have dis- Abel cussed the potential of combining for several years. The main reason for acting now is because of the dwindling, active members in Afton. “Afton and Creston have worked together on a lot of parades and funer-
als,” said Bill Crittenden, a member of the Afton post. “We (Afton) need their help almost every time, especially if we are working a full funeral. The guys already get along great together.” The two posts will need to formerly vote on the merger after the state office approves the required paperwork. Abel said they hope to have the process complete by the start of the new fiscal year, July 1. Four other posts in the south central district have successfully combined their posts. Albia and Ottumwa now share a VFW post as well as Moravia and Centerville. “We didn’t want to just quit the post and let our membership go,” Crittenden said. “Creston has a pretty active VFW, so I think it is good for us.” Creston currently has 192 members in VFW Post 1797. Afton has about 30 members.
