City council suggests cuts for 2016 budget By KYLE WILSON

Creston City Council has gone through the proposed 2016 budget with a fine-tooth comb and Thursday evening brought concrete suggestions on how to slice $216,000 from the general fund in that budget. City officials told the council Tuesday that $216,000 needs cut in order for the general fund — which currently stands at about

$550,000 — to remain at a safe operating level of $750,000. The council’s suggestions for cutting that amount were as follows: • Consolidating park/cemetery: A full-time employee with the city’s cemetery department is reaching retirement age. The council discussed — when said employee does retire — not replacing him and consolidating the park and cemetery departments under one manager. This would save between $60,000 and $80,000 in the

general fund. Mike Taylor, city administrator, said there would be challenges with this consolidation, but nothing that couldn’t be ironed out. • Freezing wages: The council discussed freezing wages for all non-bargaining employees. This would save approximately $22,000 in the general fund for FY2016. Rich Madison, ward 2 city councilman, was also in favor of cutting the council and mayor’s wages in half, which would save about $9,000 in FY2016 and a total of

$18,000 each year following. “That may be a small amount, but we need to make the gesture that if you guys are going to hurt, we’re going Madison with you,” Madison said. • Hotel/motel money: The city receives about $140,000 in hotel/ motel funding each year. That funding comes from taxes assessed

on those who stay in Creston hotels. Taylor said about 75 percent of the $140,000 is used each year for events/activities that promote area tourism with the council rarely saying “no” to any project or event. However, it’s only required that 50 percent of hotel/motel money be used for tourism and the remaining money can be used in the general fund. This move could Please see BUDGET, Page 2

‘Murder at the Auction’ to fund Carson claims scholarships for Creston YMCA self-defense in

The Supertel Inn and Conference Center will be wrapped up in mystery on Feb. 7, and the sleuth who solves the case could be you. The event, titled “Murder at the Auction,” will benefit the Southern Prairie YMCA’s scholarship fund, which helps provide Y memberships to people and families who can’t afford them on their own. Beginning at 5 p.m., activities will include a dinner catered by Upper Crust, a cash bar, an auction and an evening-long audience-participation murder mystery produced by members of the Southwestern Community College Drama Club. As the night progresses, guests will attempt to unravel the clues of who the murderer—or will it be murderers?—really are. Kelly Franklin, SWCC Drama Club adviser, said the club will begin the act as soon as the evening starts. “We will all be getting there about the same time everybody else is, and we will be letting things slip about our characters,” Franklin said. audience will begin cracking the clues and cornering the culprit. During the auction at the end of the night, the audience will submit their theories on who committed the crime, and those who guess correctly will be put in a drawing for a gift basket. Franklin said the Drama Club designed the evening’s mystery themselves, and the creativity and improvisation of a performance like this is a welcome change of pace

for the students, who usually must fit into pre-written roles. The mystery is also fun because of the improvisational element involved, Franklin said, which makes no two practices exactly alike. “There’s no written script,” she said. “The play evolves as to how the audience reacts to it. An Osceola man charged with double homicide is claiming self-defense. Richard Ryan Lamb Carson, 38, has been charged with two counts of first-degree murder in the d e a t h s Carson of Erick Reyna, 22, and Noe Flores Rascon, 27, both of Osceola. On Saturday, Jan. 24, at approximately 9:30 p.m., Osceola Police Department received a report that Reyna and Rascon had gone missing during the evening hours on Friday, Jan. 23. After further investigation, the two men were located Sunday, Jan. 25, in a vehicle at 1305 255th Ave., Osceola, in rural northern Clarke County. They were deceased. It appears both victims died of gunshot wounds. Court report According to court documents, a female reported,

“Carson spoke of beating up her two friends and taking them into the county to dump them off.” The documents show Carson told state investigators that he did get into an altercation with Rascon while in a vehicle outside of a residence in Osceola. Carson said that during the altercation, a gun was presented and discharged. Carson later told state investigators, “It was self-defense.” Three other Osceola residents have been charged in connection to the double homicide: • Lynn Ranean Sutton, 47 — one count of accessory after the fact. • Tracy Kay Johnson, 43 — one count of accessory after the fact. • Christopher Martin Elben, 42 — one count of accessory after the fact. Accessory after the fact is a result of the suspects helping the perpetrator after the crime had occurred.
