Letter from the CEO

It’s hard to believe that I have completed my second year with Children’s Fund. Together we have accomplished so much over the last 24 months.

I know firsthand what it’s like to experience crisis as a child; not knowing whether or not you would have dinner, not knowing where you would sleep at night, not knowing if today was the day that you would be rescued from an abusive home. Unfortunately, there are thousands of children out there experiencing those same unknowns and fears. They need a Champion to speak up for them, a Champion to give them Support, Opportunity, and Hope. Because of partners like you, Children’s Fund is that Champion. This past year alone we positively impacted the lives of over 57,000 children. That is 57,000 children who were experiencing crisis and are now in a better situation.

Because of your support, this past year we successfully expanded our programming and services, securing new contracts and foundational support to meet the growing needs of our children throughout San Bernardino County. Children’s Fund went from a staff of six with a budget of $4.3 million, to a staff of 14 and a budget of $5.3 million in 24 months.

I am confident that the Children’s Fund team will continue to build on its legacy and become a household name throughout San Bernardino County and neighboring counties ensuring that no child ever feels unheard, unseen, or unwanted.

Letter from the Board Chair

To me, Children’s Fund represents legacy, the long-lasting impact that we have been able to make in the lives of children since 1986. As a second-generation Board Chair, and the President and CEO of Century 21 Lois Lauer Realty, I am proud to be part of that legacy in more ways than one. As many of you may know, my father Vaughn Bryan was Children’s Fund’s Board Chair from 1996-1997. I am currently serving my second-year term as Board Chair, and I cannot say how proud I am of our team and partners.

Throughout our history, Children’s Fund has been a model of a public/private partnership, working hand in hand with our local county agencies, nonprofits, faith-based organizations, community-based organizations, and private businesses to meet the ever-evolving needs of our children throughout San Bernardino County. Because of this unique and successful model, we are able to leverage the support we need to fill the gaps in services our children experience to maximize our impact. Through our collaborative approach, we served 57,681 children this past year with an average cost of $85.34 per child. That is less than $100 to move a child from experiencing crisis and instability to stability and relief.

Our History

Realizing that children “in the system” were not always getting their needs met, the idea of Children’s Fund was recommended in 1985 as a better way to deliver services to at-risk children that fell under the responsibility of the respective County departments. Led by Patrick J. Morris, the then presiding Judge of the Juvenile Court, a Policy Council was formed. After reviewing many scenarios, the endorsement was made to add a non-profit 501(c)3 component to the San Bernardino County Children’s Network. Children’s Fund was founded in 1986 as a 501(c)3 organization by the Honorable Patrick J. Morris, the Jack H. Brown, and Co-Founder A. Gary Anderson. Children’s Fund is a public/private partnership with San Bernardino County and its partner agencies and other community based organizations that fills the gaps of support for children experiencing poverty, abuse, and neglect throughout San Bernardino County. Children’s Fund works collaboratively with over fifty community-based organizations and school districts across San Bernardino County ensuring a brighter future for every child.

What We Do

Since inception in 1986, Children’s Fund has assisted more than 1.9 million children and youth experiencing poverty, abuse, and neglect. We work collaboratively with over 50 agencies, nonprofits, and school districts across San Bernardino County, partnering with a child’s primary advocate such as their social workers, counselors, and case managers to identify and meet their needs through our program pillars - Support, Opportunity, & Hope.

The Need

In many instances, poverty and abuse intertwine. Poverty creates real challenges in the life of a child and is a significant issue for our region. San Bernardino County has the troubling distinction of having one of the highest poverty rates among all our nation’s large metropolitan areas. Children growing up in impoverished households are at an increased risk for lower cognitive abilities, lower school achievement, and more deficient development. Children experiencing poverty are in crisis mode and do not have the resources to take part in new opportunities and life-enriching experiences that have the potential to change their trajectory. Their number one priority is safety and stabilization.

In 2023, 17.1% of children in San Bernardino County lived in poverty; In 2022-23, 27,066 students in San Bernardino County were identified as homeless; in 2023 there were 6,865 children in foster care; between 2020 and 2021, there was a 20% increase in the number of substantiated child abuse and neglect allegations, from 4,649 to 5,571 reports, respectively.

San Bernardino County has the troubling distinction of having the highest poverty rate among all of our nation’s large metropolitan areas. Poverty and homelessness are increasing problems in San Bernardino County. Average rents grew over 21% over the pandemic making it harder for low wage earners to find housing. This is forcing many families into living conditions they would not otherwise choose. Living double-or-tripled-up due to economic constraints can place stress on personal relationships and family dynamics that can lead to additional stressors.

Child abuse and neglect can literally change the course of a child’s life. While these occurrences take place during childhood, the effects of child abuse and neglect are deep and long lasting.

A child who has experienced abused and neglect may experience, over a lifetime…

• a decline in mental, motor, socio-emotional development

• an increase in risky behavior such as criminal activity, sexual promiscuity, illicit drug use

• depression, self-harm, sense of low self-worth

Child abuse and neglect impacts OUR community, this is OUR concern, and these are OUR children who represent OUR future.

Meeting the Need

Three of the most significant symptoms of a distressed community can be found in the economic stability of families, the opportunity for educational attainment, and the wellbeing of children. If even one of these symptoms is in peril, the probability of destructive cycles prevailing is imminent. To elevate the impact and effectively break cycles, each attribute must be addressed cohesively. Children’s Fund has established an approach that models a continuum of care under our three program pillars: Support, Opportunity, and Hope.

Support

Through our Support pillar, we provide the services that our children need to meet their basic needs and create stability through; our emergency needs program, educational support program, and the attentive care provided by the physicians at the Children’s Assessment Center. Last year, 6,136 children were supported with tangible items such as food, new clothing, shoes, personal hygiene-care products, beds/bedding, rental and utility assistance, orthodontic care, baby-care items, backpacks, school supplies, and other essentials to meet their vital and immediate need.

Opportunity

Through our Opportunity Pillar, over 250 youth and young adults are awarded recreational and post-secondary educational scholarships each year. Children’s Fund awards scholarships at CSU San Bernardino, Cal Poly Pomona, and four local Community Colleges. Recreational scholarships include sports and extracurricular scholarships, computer camp, summer camp, and other life enrichment opportunities. Through these programs, we create opportunities for children and youth to meet and exceed their promise.

Hope

Our final pillar, Hope, allows us to inspire, challenge, and motivate our children and youth to dream. We do this through our Celebration of Giving and birthday gifts program, and by celebrating life’s milestones like; graduation, entering post-secondary education, and adoption. Last year, our Celebration of Giving distributed over 60,000 toys to during the holidays. A meaningful gift can mean the world to a child to nurture their hope.

Today, Children’s Fund is positioned to uniquely respond to the needs of vulnerable children residing in our region.

SUPPORT

SUPPORT

Through our Support Pillar, we provide the services that our children and youth experiencing crisis need to meet their basic needs to create stability.

• Emergency Needs Program: Provides goods and monetary support to cover the basic needs of children and their families to move them past crisis: rental assistance, utility assistance, food, clothing, beds, bedding, personal care items, baby care items.

• Educational Support Program: Provides school and educational supplies to support learning; improve academic performance; support life and social skills; to enable educational achievement and success.

• Orthodontia Care: Assists families with affording invaluable yet costly orthodontic work for their children.

• Family Fair: An annual resource fair that provides participating families with new clothes, shoes, household items, employment opportunities, housing information and more.

• Project SAFE: Assists families who are homeless and or at risk of becoming homeless to secure and maintain safe, permanent housing.

• Prevention and Support of Victims of CSEC: Provides preventative and educational training about Commercial Sexual Exploitation of Children (CSEC) and supportive services for survivors.

• Dorm Kits: Provides graduating seniors entering college with the essentials for their dorm.

• Partnership with Loma Linda and the Children’s Assessment Center (CAC) and the Resiliency Institute of Childhood Adversity (RICA): Provides comfort items and basic needs items for child victims of physical and or sexual abuse and or severe neglect to provide a warm experience and assure their feelings of safety while undergoing a forensic evidentiary medical examinations and receiving ongoing regular overall medical and wellness attention.

Children’s Fund partners with over 50 different organizations each who submit Emergency Needs Requests on behalf of a family in need. Requests often times include rental assistance, utility assistance, food, beds and bedding, clothing, school supplies, whatever the children in a household may need. One of our partners shared the following story.

I am writing this letter as a thank you to Children’s Fund of San Bernardino on behalf of one of my families here at South Redlands Head Start. The family received a Children’s Fund voucher in December of 2023 for, clothing, bedding, beds, and food. On December 20, 2023, the mother arrived at my office to sign for a voucher that she had received that would help her deal with her financial difficulties. She arrived with her son and she informed me that she had to take him to the doctor because he had been ill the night before. That same day she was informed that her 9-year-old was dealing with leukemia and had to have emergency surgery the next day. She is a single parent of four children and has very little outside support. It was awful that she had to deal with this news and the vouchers at the same time. Between hospital visits she was making trips to stores to try and complete the voucher. When it came down to the clothing voucher she didn’t think she would be able to complete it. Her mother assisted her by bringing the other children to her so that she could complete the voucher. The son remained in the hospital for a little over a week, but when he arrived back home and saw his new bed and new clothing, he was very happy. The siblings also enjoyed everything they received, and they were able to experience some joy while their mother gave most of her time to the son at the hospital. This was a true blessing in disguise. Not knowing what the future holds for any of us the little money that she did have coming in was directed towards gas money for her trips to the hospital to visit her son. She is so grateful and appreciative of the blessing that she received by Children’s Fund, it was one less worry. She would like to say Thank You to the Children’s Fund for helping her and her family in their time of need.

OPPORTUNITY

The Opportunity Pillar creating the opportunities our children need to meet and exceed their potential. The Opportunity Pillar programming consists of:

• Post-Secondary Educational Scholarships: The Ramos Family Endowed Scholarship Fund, the Shine-A-Light scholarship, A. Gary Anderson Endowed Scholarship and endowed scholarships with CSU San Bernardino, Cal Poly Pomona, San Bernardino Valley College, Chaffey College, Crafton Hills College, and Victor Valley College.

• Recreational and Extracurricular Scholarships: Provides scholarships covering enrollment and equipment fees so vulnerable youth can participate in extracurricular activities.

• Summer Leadership Camp Scholarships: Sends vulnerable youth to a renowned summer camp once attended by Children’s Fund founder Jack H. Brown.

• Computer Camp: Provides personal technological devices for youth aging out of the foster care system to prepare them for their next stage of life.

• Life Enrichment Programs: Supports the Independent Living Program and Renaissance Scholars Program to provide enriching and educational opportunities to youth in the foster or juvenile justice system.

• Sports Faire: Students participate in an annual day-long program designed for youth in the foster or juvenile justice system to explore different sports and activities.

I am writing to express my deepest gratitude to you and the entire team at Children’s Fund San Bernardino for the monetary scholarship I was awarded during last Thursday’s Shine A Light Children’s Network Awards Ceremony. Additionally, I want to convey my heartfelt appreciation for being named the recipient of the IEHP HEART AWARD. Receiving this scholarship is an immense honor, and I am truly grateful for the consideration shown to me. Altogether in 2023/24, Children’s Fund awarded 50 post-secondary educational scholarships totaling $67,400, which included the inaugural A. Gary Anderson Scholarship and IEHP Heart Award Scholarship, and 18 endowed scholarships at CSU San Bernardino, Cal Poly Pomona, San Bernardino Valley College, Chaffey College, Crafton Hills College, and Victor Valley College.

HOPE

Our Hope Pillar allows us to inspire, challenge, and motivate our children to dream. We do this through the:

• Celebration of Giving: Our annual toy drive, in conjunction with San Bernardino County Fire Spark of Love, provides tens of thousands of gifts to vulnerable children throughout San Bernardino County.

• Celebrating Life’s Milestones: Supports programs that celebrate adoptions, graduations, high school senior year, attending prom, moving into their college dorm, and more.

• Court Playroom: Provides a gift to each child to play with as they wait for their court hearing.

There are many reasons why a family becomes homeless. The loss of the head of the household, the loss of a job, a financial emergency, health challenges, and fleeing an unsafe environment.

Children’s Fund met a resilient family of 10 that was fleeing an abusive partner. The family of 10 included the mother and her six sons, her daughter, a granddaughter, and a daughter-in-law. They fled and were homeless for over 6 months. The family was referred and Children Fund stepped in right way, we were able to provide temporary housing for 28 nights in a hotel room. We also assisted the household with additional resources to find permanent housing and the move-in cost along with a monthly subsidy for eight months to help the family save.

With support and peace of mind, the mother was able to get a full-time job along with her eldest son. Children’s Fund Staff assisted the household with resources for the grandchild and daughter-in-law to receive Cal Works. The family has been in permanent housing for over ten months now. This particular family also participated in the 2024 Toyota NAPCC Adopt A Family event. The children were extremely ecstatic for all the gifts that they had received. All the younger children received bikes, the daughter received a lot of clothes, shoes, and gift cards. The children also received a PlayStation 5 gaming console. The mother received gift cards for food, household items, and self-care. The grandbaby received clothing, boxes of pampers, and wipes. The mother was extremely grateful for all the assistance and great memories that Children’s Funds was able to provide her household. To this day the children are still talking about all the gifts they received during Christmas.

Through the help of our partners and donors, Children’s Fund was able to provide Support, Opportunity, and Hope to this amazing family. Today the mother has started a savings account, and she currently has over $1,000 saved.

The 31 st Annual Children’s Fund Golf Classic & Awards Banquet was hosted on Monday, June 3, 2024 at Redlands Country Club. Thanks to our incredible sponsors and donors, this year’s Golf Classic garnered an extraordinary $397,735 .

Thanks to the dedication and passion of Erin J. Anderson, President of the A. Gary Anderson Family Foundation, we established the A. Gary Anderson Endowed Scholarship Fund in memory of her father. The A. Gary Anderson scholarship was designed to “Shine-A-Light” on graduating seniors and young adults who have experienced foster care, poverty, homelessness, abuse, and or neglect in San Bernardino County to pursue and continue their post-secondary education and training. This past year we awarded three, $3,000 scholarships to deserving and resilient youth at the 31 st Annual Children’s Golf Classic.

Auxiliaries

Bonnes Meres Auxiliary of Children’s Fund Contribution: $102,127

Bonnes Meres Auxiliary was founded in Redlands, CA in 1958. Their original purpose was to raise funds to assist Children’s Home Society with the successful placement of adopted children. Today Bonnes Meres operates as an auxiliary of Children’s Fund, supporting Children’s Fund’s mission by raising funds and volunteering time organizing a variety of events and special projects each year. The money raised goes toward supporting children and youth in foster care and at-risk youth throughout San Bernardino County.

This past year, Bonnes Meres:

• Hosted the annual Auction on Friday, November 3rd, 2023

• Hosted a Birthday Luncheon to celebrate 65 years of serving at-risk children on April 9, 2024

• Made and donated 600 blankets.

• Contributed over 3,100 volunteer hours (Monetary value of volunteer hours = $119,691).

West End Auxiliary Contribution: $105,500

The West End Auxiliary of Children’s Fund was originally founded in 1958 and supported the Children’s Home Society. Today, West End Auxiliary raises funds for Children’s Fund to provide Support, Opportunity, and Hope with activities like an English Tea, Champions for Children Gala, blanket making and through benevolence.

This past year, the West-end Auxiliary ,

• Hosted the Mad Hatter’s Tea on October 12th and 14th, 2023
