Redland City Council acknowledges the Queensland Supreme Court’s decision on 4 June 2025 where Final Orders were made in relation to the Class Action against Council regarding the historic canal and lake maintenance charges.
Following the High Court decision in March 2024, Council refunded the special charges that were collected from the class action members and spent on the works at the three estates (Raby Bay, Aquatic Paradise and Sovereign Waters) during the six years of the claim period from 2011/2012 to 2016/2017. This amounted to $3,791,536.80 and was paid to the plaintiff’s lawyers on 29 May 2024.

As then anticipated, the parties returned to the Supreme Court on 30 April 2025 for Final Orders to be made by Justice Treston where judgment was reserved on the day.
The following Final Orders were subsequently made on 04 June 2025:
1. The interest portion of the refunded special charges amounted to $1,950,000.00.
2. The Plaintiff’s legal costs:
• incurred up to 14 March 2024 – $1,410,419.92.
• incurred from 14 March 2024 to 30 April 2025 – $300,000.00
3. Council will be held responsible for paying the costs of administering the Distribution Scheme which is not to exceed $200,000.00.
The following deductions will also be taken from the Common Fund:
4. The remainder of the Plaintiff’s legal costs:
• incurred up to 14 March 2024 – $1,071,123.26.
• incurred from 14 March 2024 to 30 April 2025 – $124,151.76
5. The amount in which will be distributed to the Funders of the Class Action, totalling $2,627,448.20; and
6. $20,000.00 forming the payment to be distributed amongst the Group Members.

Redland City Council is urging the community to be on the lookout for young koalas moving across the city as the annual koala dispersal season begins this month.
Aldwyn Rostant, known as Alvin, is a professional musician, pannist, award winning steel pan composer and arranger, MC and entertainer residing in Australia. The steelpan is a musical instrument originating in Trinidad and Tobago.
“Carnival is Me” begins at Trinidad’s Carnival in 1952 and finishes with Alvin’s original musical composition Carnival is Me which was released 2021 with the Supernova’s Steel Orchestra, doing a Steelband arrangement of the song.
Mayor Jos Mitchell said koalas were known to travel long distances during this period and would sometimes appear in unexpected places such as car parks and CBD areas.

“We also know they tend to travel across roads, so it’s absolutely vital that all motorists keep an eye out for koalas, particularly at night and when travelling through signed koala zones,” the Mayor said.
Alvin has toured the USA, Canada and the South Pacific with Amral Khan’s Trinidad Calypso Cavaliers. He also held an Intercollege Soccer Record which was only equalled in November 2020. He was the only person to have scored in two inter-college soccer finals in 1969 and 1971, which makes him part of a rare group of players to have accomplished this feat.
“Council is also calling on all residents to ensure their yards are koala safe by setting up fence and pool escapes, and ensuring dogs and cats are either confined inside a property or restrained at night.
“Attacks from dogs and vehicle strikes are some of the biggest killers of koalas, and given their vulnerability during dispersal season, we all need to play our part in keeping the local population safe.”
Alvin received the Australian Prime Minister’s Award for Community in 2001 for Mission Australia’s project ‘Beat of the Drum’, which was written and coordinated by Alvin.
Young koalas are normally aged just 18 months and weigh as little as 3-5 kilograms when they venture out on their own, away from the safety of their mothers, in search of new habitat during dispersal season.
He has sung the West Indie’s cricket anthem in some of Australia’s biggest stadiums - the M.C.G. (Melbourne Cricket Ground), W.A.C.A. Ground (Western Australia Cricket Association), The Gabba (Brisbane Cricket Ground).
The Mayor said the koalas would not limit themselves to travelling through bushland when exploring new terrain.
“The young koalas are known to appear in urbanised areas such as car parks, backyards and even CBD locations during this period,” she said.
“Dispersal season usually occurs between June and July but can sometimes stretch into breeding season, which is between August and December.
Alvin represented the Caribbean at the 2018 Commonwealth Games Opening Ceremony and remains Australia’s Ambassador of the Steel Drum. “The more of Alvin’s story I heard the more I could see the reflection of his story in a rapidly changing societal landscape that provided a backdrop to each part of his life, the opportunity, the expansion, the serendipity he experienced all reflect the greater changes in the world at that time.”

Pedal power has taken over at the newest section of the popular Slacks Track pathway.
Young artist Emma-Lee Boniface from Park Ridge has been chosen as the recipient of this year’s Robyn Daw Young Visual Artist Scholarship.
The first riders have used the route linking Reserve Park and the Pacific Highway service road, via Rowland Street.
Logan City Council Infrastructure Chair, Councillor Teresa Lane, joined Division 3 Councillor Mindy Russell and Federal Treasurer Jim Chalmers to officially open the new section of the track today (Friday, July 28).
The centrepiece of the route is a 35-metre, 30-tonne bridge which carries the 2.5m wide pathway over Slacks Creek.
The bridge was lifted in during a complex operation in May.
Spans were transported to the site, then assembled, joined and lifted into place.
The scholarship program, now in its second year, aims to support young artists in the City of Logan whose practices relate to their cultural background, through professional development, exhibition exposure and financial assistance.
The new section provides riders and pedestrians with an alternate and scenic commute to and from the Slacks Creek industrial and commercial precinct.
It will also be part of a future connection to the Veloway (V1) into Brisbane.
The program honours former Logan City Council employee, the late Robyn Daw, who led the Creative Industries Program from 2012 until the time of her passing in January 2022.
Cr Russell said the link would improve safety for a range of users.
City of Logan Mayor Jon Raven said the judges found it difficult to decide on a winner as all finalists had produced thoughtful and meaningful work.
“I’m glad we have built this link, which is helping riders, walkers, joggers and skaters get around the city without the need for a car,” Cr Russell said.
“There were 8 incredible finalists aged between 18 and 35 whose stories were all different but very inspiring,” Mayor Raven said.
Cr Lane said an important piece of transport infrastructure was now in place for those looking to lead healthier lives.
“They include a refugee from Syria, an immigrant from Afghanistan, a New Zealand-born fashion designer and someone living with autism.
“I am proud to be involved with this Council-driven project. We are embracing active transport across the city, and this is proof of that,” Cr Lane said.
“But in the end it was Emma-Lee’s entry that shone because of their creative representation of multicultural themes through the different layers of their artwork.”
The new work also includes lighting across the bridge and in Reserve Park along with a number of safety cameras.
Emma-Lee plans to use their scholarship funding to establish a studio space to develop work at scale.
The $4.2 million project was jointly funded by Logan City Council and the Australian and Queensland governments.
Council’s contribution includes $100,000 from the Division 3 Local Infrastructure Program. Federal Treasurer and Member for Rankin Jim Chalmers said the project was an example of what could be achieved when all levels of government worked together in the best interests of locals.
Honourable mentions were also awarded to Marsden resident Bea Harrison and Ayla Sayemuddahr from Woodridge who presented artworks which communicated important social and cultural themes, such as the Syrian revolution and The Treaty of Waitangi, which were both personal and universal.

The City of Logan’s aquatic centres will continue to be in safe hands after Logan City Council appointed City Venue Management (CVM) to operate the muchloved recreational facilities from July 1.
Mayor Jon Raven said the arrangement would be a better deal for pool users and ratepayers.
“City Venue Management is an expert in the day-to-day running of pools and fitness centres,” he said.
“This means Council can better focus its efforts and resources on the other important services and programs we deliver to the Logan community.
“CVM’s hands-on experience and knowledge of what makes aquatic and fitness centres fun and safe will ultimately lead to better experiences for members and
visitors, especially as they expand what’s already on offer.
“With one membership, Logan residents can access six centres across the city, as well as CVM’s facilities around South East Queensland – this is not only great value but also supports our community in being active and healthy.”
Council will continue to operate the four centres until June 30.
