The S.C. Ports Authority’s annual fiscal year 2022 report shows a total statewide economic impact of $63.4 billion. While the majority of port facilities naturally are situated along the coast, the port’s impact reaches across the Palmetto State. The Upstate, with its diverse, expansive manufacturing base, experiences a $32.8 billion economic impact out of that total, with more than $5.5 million in capital expenditures poured into Inland Port Greer.
S.C. ports also bring in $1.1 billion in annual state tax revenue and account for nearly 117,000 jobs in the Upstate alone because of port-dependent businesses, including recent investments from companies such as BMW, Bosch and Walmart. The SCPA is ex-
panding Inland Port Greer to add more cargo and rail capacity to the rail-served inland terminal, helping to speed goods to market, according to the report. The expansion involves building additional rail processing and storage tracks within the terminal, expanding the container yard to the east and west, enlarging the existing chassis yard, and building new facilities for port operations.
City of Greer Mayor Rick Danner said Inland Port Greer is sort of a “hidden treasure,” an enigma for residents.
“From a statewide standpoint, there is undeniable impact the inland port has on the state, the Upstate, and the city,” said Danner. “It’s changed the ways we do business here and the growth of distribution models we see in the Greer area. We know there is direct impact to the city in regard to its presence here. But if you tell people there is an inland port in Greer, you typically get a blank stare. “Most people don’t know what it does or what it’s about or that it’s even here,” he added. “The port is industry-specific and while it propels a lot of what goes on in the Upstate, there is still a lack of understanding the importance it plays in commerce in the
region and the state.”
SCPA promotes, develops and facilitates waterborne commerce to meet the current and future needs of its customers, and for the economic benefit of the citizens and businesses in the state. Through creating jobs on the waterfront and supporting indirect jobs at port-dependent businesses around the state, the ports authority has a worldclass port that attracts many companies to invest in new facilities and expand existing operations, which in turn, creates more jobs for South Carolinians, driving economic growth in the state, according to the report.
SCPA President and CEO Barbara Melvin said in the report, “Every container we move represents an economic opportunity. We are so grateful to our state leaders for their bold vision and for understanding what South Carolina businesses need to be successful. Because of their support, our strategic investments in critical port infrastructure will yield dividends to South Carolina for decades to come.”
Following the most successful fiscal year in SCPA history, it continues to thrive as a “smarter port operator” and strong maritime community, Melvin added.
Record volume in 2022
S.C. ports handled unprecedented cargo volumes in fiscal year 2022, according to the report, setting twenty-foot equivalent unit records for 11 months out of the year. A TEU is a unit of measurement used to determine cargo capacity for container ships and terminals. The Port of Charleston moved a record 2.85 million TEUs in the previous fiscal year, which is up 12% from the prior year.
“Record imports drove this growth, while ongoing pandemic disruptions revealed constraints in the global supply chain,” Melvin said in the report. “Our port team was put to the test, working tirelessly to deliver goods to communities, hospitals, manufacturers and retailers. We implemented creative solutions, including prioritizing vessels, leasing new S.C. ports’ chassis, hiring 150 people in operations and extending gate hours. These measures benefited customers and improved the lives of motor carriers.”
The critical infrastructure in place at S.C. ports is possible with the support of the South Carolina Legislature and S.C. Gov. Henry McMaster, the report said.
The Legislature and McMaster approved $550 million to fund key infrastructure projects, according to the report.
“Through well-planned, targeted investment, South Carolina Ports has positioned itself as a top driver of South Carolina’s economy,” said McMaster. “Our investments into critical port infrastructure have attracted world-class companies to South Carolina and helped our existing businesses thrive. S.C. Ports keeps South Carolina globally competitive and creates great jobs for our citizens. We look forward to the continued growth of our port.”

Also, most jobs in the Upstate have a direct correlation to the port, Danner added. It’s an economic driver that most people don’t realize how important it is to the economy of the state, he said.
“We are fortunate that our state leaders understand that S.C. Ports is a tremendous economic engine for South Carolina,” the report added.
SCPA Board of Directors Chairman Bill Stern said having a top U.S. container port in the state is an economic advantage.
“South Carolina Ports attracts companies to establish new operations, bringing billions of dollars and thousands of jobs to our state,” he added. “Port operations also support our wellestablished partners, many of whom have moved goods through the Port of Charleston for decades and continually grow their workforces. Performance Team, a Maersk company, and RL Cold, a cold stor age company, teamed up to build a 300,000 square foot facility on 37 acres in Santee Cooper’s Camp Hall Commerce Park, scheduled to open in the first quarter of 2023.
Lineage Logistics, a logistics solutions provider that moves more than 30% of the temperature-controlled food products across the US, expanded its Charleston facility to 316,357 square feet with 38,000 pallet positions.
Arcadia Cold Storage & Logistics, a third-party cold chain services provider, announced plans to establish operations in SC Ports’ Rid geville Industrial Campus, scheduled to open in early 2024.
E & J Gallo Winery, a global wine and spirits company, completed the first phase of its 1-million-square-foot distribution plant in Chester County.
Northwest Grains International has established an agricultural trans load operation next to Inland Port Dillon to provide farmers in South Carolina and surrounding states better access to global markets.
Mega retailers benefit from SC Ports’ cargo capacity, efficient operations and rail connections. With sustained fluidity at the Port of Charleston, mega retailers can swiftly move goods to near-port import distribution centers.
Furniture distribution companies are also flocking to the Charles ton market to take advantage of the first in-call services between
Charleston and Asia and gain access to the Southeast market.

Twin Star Home — a designer and manufacturer of indoor and outdoor living products — occupies a 1-million-square-foot specu lative industrial building in the Charleston Trade Center, tripling its warehouse capacity in the Charleston region.
Sagebrook Home, a California-based home decor company, estab lished its first East Coast distribution center in a 430,000-squarefoot building in the Charleston Trade Center.
Visual Comfort & Co., a manufacturer of designer lighting, an nounced plans for their new distribution facility in Greer’s Smith Farms Industrial Park that is set to start operations in January 2023.
SC Ports moves retail goods for Walmart’s new 3-million-squarefoot import distribution center, which opened in SC Ports’ Rid geville Industrial Campus in April 2022.
BMW announced in October a $1.7 billion investment in EVs at its plant in Spartanburg and a new high-voltage battery assembly facility in Woodruff.
By 2025, Bosch will have expanded its current building in Dorchester County by 75,000 square feet to accommodate for its launch of electric motor production in SC. Bosch is also expanding its Anderson County facility to include the production of fuel cell stacks to drive hydrogen-powered Class 8 trucks.
SC Ports continues to handle record amounts of retail goods for mega retailers and e-commerce sites with on-terminal and near-port transload facilities, , as well as support advanced manufacturers’ sup ply chains.
South Carolina Ports’ Barbara Melvin became the president and CEO of the maritime agency in July 2022, making history as the first woman to lead a top 10 U.S. operating container port.
Over the past 24 years, Melvin has served SC Ports in a variety of roles and led major infrastructure projects. She has served as the port’s chief operating officer since 2018.
Melvin now leads the nearly 1,000-person SC Ports team, who is responsible for keeping freight moving through the Port of Charleston, Inland Port Greer and Inland Port Dillon.
“I am truly honored to lead our amazing team at SC Ports, who I have had the privilege of working with over the past two decades,” Melvin said. “We will work together to achieve operational excellence, deliver bold new infrastructure, grow and anchor our cargo base, and wildly care for our port teammates and maritime partners. Melvin is the sixth leader in the history of SC Ports. She succeeds Jim Newsome, who served as president and CEO of SC Ports for the past 13 years.

SC Ports is now developing the Navy Base Intermodal Facility. This is made possible by a $400 million investment from the SC Legislature and Governor Henry McMaster. The modern cargo yard will be served by CSX, Norfolk Southern and Palmetto Railways. When it opens in July 2025, it will bring near-dock rail to the Port of Charleston, enabling goods to quickly move to and from the port.

SC Ports is making bold investments into critical port infrastructure to remain competitive as a top 10 U.S. container port.
SC Ports has invested more than $2 billion into key port infrastructure in recent years. Phase One of Leatherman Terminal adds an additional berth to the East Coast; phases two and three will add two more berths. This capacity is much needed on the East Coast amid ongoing supply chain challenges.
Wando Welch Terminal has been modernized to handle three 14,000-TEU vessels simultaneously, now boasting 15 ship-to-shore cranes with 155 feet of lift height.
Inland Port Greer is undergoing an expansion in the Upstate that will double cargo capacity and significantly expand rail capacity. The Charleston Harbor Deepening Project, which is fully funded by state and federal dollars, makes Charleston the deepest harbor on the East Coast at 52 feet. The U.S. Army Corps of Engineers, Charleston District are nearing completion, enabling SC Ports to handle mega container ships any time, any tide.
SC Ports has invested $200 million into its new port-owned and port-operated SMART Pool to enhance the availability, reliability and quality of chassis. The SMART Pool will deploy 13,000 chassis into the Southeast port market through next spring.

“This resolves the last remaining competitive disadvantage we have as a major East Coast container port,” Melvin said. “This critical infrastructure project will greatly enhance SC Ports’ capacity, allowing imports and exports to swiftly move between the hinterland and the Port of Charleston.”
The Navy Base Intermodal Facility sits about one mile from Leatherman Terminal. Containers will be moved to and from the Leatherman Terminal on a dedicated road. Inside the intermodal yard, rail-mounted gantry cranes will lead containers on and off trains.
In partnership with Palmetto Railways, Class 1 railroads CSX and Norfolk Southern will utilize SC Ports’ state-of-the-art rail yard to further enhance rail competitiveness. Nearly 80,000 feet of rail
track will create a capacity of 1 million rail lifts in Phase 1.
SC Ports will also develop an inner-harbor barge operation to transport containers between Wando Welch Terminal and Leatherman Terminal. This operation addresses trucking capacity and supports the efficient movement of cargo.
“The inner-harbor barge operation and innovative rail yard will add critical capacity to our port market,” Melvin said. “These investments will further support our customers’ supply chains and attract additional cargo to our port, supporting job creation throughout South Carolina.”
Melvin emphasized the importance of the ongoing projects and capital investments for the port system’s future.
“With an eye to the future, we continue to invest in our capacity,” she said. “With SC Ports’ excellent operations, modern infrastructure and remarkable maritime community, we know more growth is on the horizon.”
These projects, which are slated to open in July 2025, will complement the $2 billion SC Ports has already invested in its infrastructure and operations.
“South Carolina Ports is widely known as a top driver of our state’s booming economy, but that success doesn’t come overnight or by accident — it takes timely, strategic investment and innovative leadership,” McMaster said. “The latest investment in the Navy Base Intermodal Facility is the next step toward growing not only the Port of Charleston, but our state’s economy as a whole.”
Prime real estate on the market
SCPA plans to put its 70-acre prime waterfront property in downtown Charleston up for sale — but not without a master plan attached to it that will guide development and offer unparalleled waterfront access to Charleston residents and visitors.
Situated between Market Street and Joe Riley Waterfront Park with its famed Pineapple Fountain, the Union Pier property consists of 40 acres of high ground and 30 acres of piers and marshland with expansive views of the Mount Pleasant shoreline and the Ravenel Bridge across the Charleston Harbor.
“We have a once-in-a-lifetime opportunity to reimagine our waterfront and take full advantage of this iconic asset,” the port said
in a news release.
The Ports Authority is holding a series of public meetings to get feedback and community input on the master plan.
Potential uses for the Union Pier include creating a continuous waterfront promenade from the existing Waterfront Park with public parks and walkways, waterfront access, shopping, restaurants, parking areas, hotels, affordable housing and event space at the Passenger Terminal on the property.
While the Union Pier was a bustling port in the late 1800s, it hasn’t seen much action since the 1950s. It is currently being used for breakbulk cargo and as a home port and terminal for the Carnival Cruise Line.
Starting in 2024, Charleston will no longer be a home port for the Carnival Cruise Line and will only be a port of call, meaning a stop for tourists to disembark for the day. The large parking lot used by cruise passengers at the Union Pier will no longer be needed.
Creating a master plan before listing the property for sale has several benefits: first, it allows the Ports Authority to be good stewards of prime real estate on the Charleston peninsula; second, it allows the Ports Authority to list it at a higher sale price, according to developers.
Jacob Lindsey represents Lowe, a private real estate company contracted by the Ports Authority to do property entitlements for the master plan. He said Lowe has been offered first right of refusal from the Ports Authority as a buyer and developer of the Union Pier.
“There will be a bid process and we can look at the bids and have the first right of refusal. We hope to be owners, but with a trophy property like this, it’s highly likely that we will be outbid,” Lindsey said.
“We will sell it for the highest and best use,” the Ports Authority said in the news release. “The revenue from the sale will help fund critical port infrastructure projects for SC Ports — such as phases two and three of Leatherman Terminal — ensuring a fluid supply chain for port-dependent businesses throughout South Carolina and beyond.”
The ports’ timeline to put the property up for sale is 2023.

SC Ports’ Hugh K. Leatherman Terminal (HLT) opened in March 2021 along the Cooper River in North Charleston, S.C., marking the country’s first container terminal to open in more than a decade.
Phase One of the Leatherman Terminal adds 700,000 TEUs of annual throughput capacity and an additional berth to the East Coast port market.
