VOLUNTEER TEACHER URGENTLY NEEDED IN FORT PORTAL, WESTERN UGANDA A friend of ours, Carol Adams, who has visited us here and spoken of her work for orphans and vulnerable children has recently written: I am still searching desperately for a volunteer teacher for the 2016 school year for about 10 of our kids who have fallen behind in studies. Ellen has really enjoyed teaching these kids this past year but will be leaving us the end of this year. If anyone has any ideas or organizations I might contact please let me know. WALK FOR REFUGEES BY SHANKILL COMMUNITY The rationale for this event arose when the communities of St. Anne’s, Rathmichael and St. James’s, Crinken Parishes combined to address the problem of refugees who landed on the shores of Europe from North Africa the Middle East and Afghanistan. All are refuges from persecution in their own lands. We identify them as communities in desperate need of our help. The walk began in Shanganagh Park at 2.15pm, with an address by Tony Doyle from St. Anne’s Parish. It proceeded to the beach at the end of Quinn’s Rd. where, before the seashore, prayers and a reading were recited by Rev Fred Applebe and Rev Trevor Stevenson. The walkers then proceeded up Quinn’s Road, through Shankill Village and on to Loughlinstown. The spirits of all walkers were high and it was an enjoyable experience for most people. We spotted grandparents pushing buggies along the way with great enthusiasm. The walk ended in the famine graveyard at the hospital where music was played. Gospel readings were read by Fr. Eamonn Monson and Aine Kelly. The three clerics ended the walk with a joint blessing. As a reminder of the people who lost their lives on route to Europe white ribbons were distributed at the start of the walk. The ribbons were symbolic of the lost souls and we carried them with us on our walk. At the end of the walk the participants were invited to tie their ribbons to a branch. This branch is currently located at the altar in St. Anne’s as a

reminder of the day and as a symbol of our solidarity. It is intended that it will also spend time in St. James’s Crinken and Rathmichael churches. The practical side to this community effort was to raise cash for refugees and our chosen charity for this event is Christian Aid. Christian Aid was born in the aftermath of the Second World War by British and Irish church leaders with the purpose of alleviating suffering for ordinary people irrespective of their faith. This is the beginning of our journey together. Our joint committee will make contact again as the situation develops. We have a plan of action for the medium to long term. THE COLLECTION ON THE DAY RAISED THE SUM OF 1,284 EUROS. We offer our sincere thanks to Cora Plant Hurley who conceived the idea, and the great team of individuals that came together and made the walk a reality - Deirdre Morgan, Katherine Haworth, Angela Jennings, Maureen Roberts, and Tony Doyle. In addition we would like to thank the clergy of the parishes, the musicians, Niamh and Alva Casey, who played at the cemetery in Loughlinstown, The Order of Malta representatives, John Coveney, the volunteers who helped to marshal the event and finally all of you who walked on the day and contributed money. CHRISTMAS TREE SPECTACULAR IN SHANKILL Christmas is almost here and there is certainly one fabulous community event not to be missed. It’s the Christmas Tree Festival at St. James’ Church in Crinken, Shankill, on the 4th - 6th of December. Entitled “Journey to Bethlehem” the festival will tell the Christmas Story in a unique and enchanting way. More than forty trees will be decorated by local schools, community groups, and businesses. From six foot natural fir trees, to sculpted ones made from books, tyres and other materials, each will tell, with a Bible Verse, a part of the Christmas story. The trees will include the Shepherd’s Tree, the Journey Tree, the Good News Tree, and the Angel’s Tree. Trevor Stevenson, Rector at Crinken Church, hopes hundreds of people from both near and far will come and enjoy this cross-community spectacular. “I was at a wonderful Christmas Tree Festival in Castleblayney last year...it was just breathtaking, and I said then we just have to do this for our community in Shankill. And what better way to round off our Church’s 175 anniversary year than with this amazing event, where so many local people are involved in retelling the Christmas Story in such a unique and wonderful way! Save the dates and come along! It’s for everyone!” The Christmas Tree Festival will be open on Friday 4th December between 10am-9pm; Saturday 5th December 10am-9pm; and on Sunday 6th December 2pm-8pm. Dementia is an illness - usually of a chronic or progressive nature - in which there is deterioration in cognitive function beyond what might be expected from normal ageing.

Recipes for One ‘Recipes for one’ are a frequent request – here are some tasty ideas that are quick and easy to make. You can scale them up for two or more people if you have company. If you don’t have all the ingredients listed, substitute something else. I will include some suggestions. You may create an even tastier dish!

HOT SALAMI & COURGETTE FLATBREAD * If you fancy a pizza, this recipe using flatbread is a handy alternative. 1 small courgette, thinly sliced 2 tsp olive oil Pinch dried oregano or picked fresh oregano leaves 1 flatbread or Mediterranean wrap 2 tbsp chilli and tomato pasta sauce 2 slices salami, cut into strips 25g emmental, grated Heat oven to 220C/200C fan/gas 7 and place a griddle pan over a high heat. Toss the courgette slices in a bowl with the olive oil, oregano and seasoning. Lay the courgette slices on the griddle and cook for a few minutes each side until just tender. Place the flatbread on a baking sheet and spread with the pasta sauce. Arrange the courgette slices on top, before scattering over salami and cheese. Place in the oven and bake for 8 minutes until cheese has melted and the bread’s edges are crisp. Suggestion: If you prefer a less spicy option use ham or cooked chicken instead of salami. Use any type of cheese – crumbled feta or goat’s cheese would work well. Use different vegetables – peppers or red onions would be good. Recipe from www.bbcgoodfood.com

SIMMERED DUCK WITH CABBAGE & POTATO * Duck breasts are easy to get now and are a tasty alternative to other poultry. 1 duck breast, about 200g/8oz 2 rashers smoked back bacon, each chopped into about 6 pieces 1 medium waxy potato such as Desirée or Maris Piper, peeled and cut into about 8 chunks ¼ Savoy cabbage, roughly shredded (core removed) 150ml chicken stock Large pinch chopped parsley Small pinch chopped garlic (optional) Heat a small saucepan (one with a lid) on a medium heat. Season the breast, lay it skin side down in the pan and

reduce the heat to the lowest it will go. Leave to sizzle for about 15 minutes, uncovered, until the skin is golden and crisp and has rendered most of its fat. Don’t shake the pan or move the duck. Remove the duck (the meat side will be raw). Pour out just over half the fat and turn up the heat slightly. Add the bacon and fry for 2-3 minutes until starting to crisp. Add the potato, cover and cook for 10 minutes, stirring occasionally, until the potato looks sticky and has just started to brown at the edges. Tip in the cabbage and stir until glossy, then pour in the stock. Nestle the duck, skin side up, among the cabbage and potato and cover the pan. Simmer gently for 10 minutes until the veg is tender and the duck cooked. Remove the duck from the pan and stir in the parsley and garlic. To serve, spoon the veg, bacon and juice on to a plate and sit the duck on top. Pour a glass of wine and enjoy the flavours of autumn. Suggestion: Use a chicken breast or turkey escalope instead of duck. Put a little oil on the pan first as it is a drier meat than duck. Recipe from www.bbcgoodfood.com

ONE-POT CHICKEN PILAF * Meals cooked in one pot are handy as they save on the washing up afterwards 1 tsp sunflower oil 1 small onion, chopped 1 large or 2 small boneless, skinless chicken thigh fillets, cut into chunks 2 tsp curry paste (choose your favourite) A third of a mug basmati rice Two-thirds of a mug chicken stock 1 mug frozen mixed vegetables Half a mug frozen leaf spinach Heat the oil in a frying pan, then fry the onion for 5-6 minutes until softened. Add the chicken pieces, fry for a further couple of minutes just to colour the outside, then stir in curry paste and rice. Cook for another minute. Pour in the chicken stock and throw in any larger bits of frozen veg. Bring to the boil, lower the heat, then cover the pan with a lid. Cook for 10 minutes, then stir in the remaining veg. Scatter over the spinach, cover, then cook for 10 minutes more until all the stock is absorbed and the rice is tender. Give everything a good stir, season to taste, then tuck in. Suggestion: A chicken breast could be used instead of thighs. This recipe could be used with cooked chicken, turkey or ham – just chop it up and stir it in before adding the spinach so that it will heat through.

Loughlinstown Pitch and Putt Club On Saturday 19th September, Loughlinstown Pitch and Putt Club hosted the Dublin Scratch Cup Series. The competition began at 8.00am and the last group teed off at 1.30 pm. With over 80 players competing, the course was busy all day. Players travelled from all over the country to take part in the competition, which added to the very high standard of play. After a quiet start early in the morning, the competition took off in the afternoon with scores of -14 being posted for 36 holes. The final play-off began at 4.30pm with only six shots separating the top 12 players. At the end of the final 18 holes the result was:

Cuala went at it hard but were outmuscled in the first half and trailed 0-2 to 1-3 at the break. Cuala’s second half performance was a thing of wonder. A goal that was forced over the line by a hint of collective will and the hurl of Clara Sheridan brought them right back into the game. Though a draw was a fair result, one sensed that if the match went on any longer (and if anyone could still see the sliotar) there would have been only one winner, Cuala.

CounCillors’ Questions Councillor denis o’Callaghan CLEAN-UP AND SECURE BOUNDARY AT WILFORD ROUNDABOUT It was agreed that the Council would investigate the cost of securing the site and of carrying out basic clearance works. Three quotations have been received and the approximate cost of implementing the works is €58,000. To date it has not been possible to identify a source of funding. SHANKILL SHOPPING CENTRE Ground works both in and around Shankill Shopping Centre are now nearing completion. Permission was granted on the 25th of September to Bilaro Limited to increase the net retail area from 1178 m2 to 1366m2. The increased net retail floor area will be facilitated by modifications to a previous planning permission. Hopefully this much needed Shopping Centre will open sooner rather than later, and I am continuing to work to ensure this will happen. SOCIAL HOUSING - BUILDING PROGRAMME Dunlaoghaire Rathdown County Council is committed to delivering 681 social housing units during the period 2015 – 2017. A provisional allocation of €61,030, 770 has been approved by the Department of the Environment, Community and Local Government.

CounCillors’ Questions Councillor Carrie smyth DUBLIN ROAD, SHANKILL VILLAGE: The following two items will be on the agenda of the next meeting of the Traffic Advisory Group (a meeting that takes place between An Garda from the Traffic Division and Official’s from the Traffic Section in the Council): YELLOW BOX AT STONEBRIDGE CLOSE/DUBLIN ROAD Continuous centre white line on Dublin Road in Shankill Village from the current continuous centre white line at Corbawn Lane Roundabout to Quinn’s Road Roundabout, to discourage vehicles over taking the stationery buses at both bus stops. GREEN AREA IN FRONT OF SHANGANAGH CLIFFS: Jim Ellis in the Parks Department informed me of the following regarding litter and a request for the installation of benches on the footpath in the green area along the sea in front of Shanganagh Cliffs. “I agree that seats would be beneficial here. I have a few of the basic wooden benches in one of the depots and we install two or three and see how it goes. May cause a problem with antisocial behaviour but we will try anyway. I will contract our maintenance contractor about the litter. It should not be there. Some of the untidiness may be due to the fact that I asked for some areas not be cut for a few months in the interest of biodiversity. These areas will be cut shortly when the seed have fallen or have been eaten by the birds.” LOCAL PROPERTY TAX A reduction of 15% in the Local Property Tax was agreed at the County Council meeting on the 14th of September for the period 1st of November 2015 to 30th of October 2016. INSTALL BENCH ON SHANGANAGH ROAD The Road Maintenance Section will make the necessary

arrangements to install a bench at the area described for a trial period of 6 months initially. The position regarding the placing of the bench at the location on a permanent basis will be reviewed at the end of the 6 month period. ADULT EXERCISE EQUIPMENT The following are a list of the current and proposed locations of outdoor gym equipment in the functional area of this Committee. Current Locations: Blackrock Park – Newtownsmith open space – Rathsallagh Open Space (beside Rathsallagh Park House) – Shanganagh Park Proposed and possible future locations: Loughlinstown Linear Park, Kilbogget Park SPEED SURVEYS ON FERNDALE ROAD, OLD CONNAUGHT AVENUE AND SURROUNDING ROADS The speed limit on these roads is 50kph and additional speed limit repeater signs have recently been provided on Old Connaught Avenue. DLRCC Traffic Section will write to An Garda Síochána in relation to the results obtained from the speed surveys and request the area be given attention for enforcement. In the larger urban areas category, Shankill was only one of thirty entrants to achieve the 300 points barrier. In the Tidy District Award run by dlr, Shankill was awarded the best town/village (population in excess of 3,000) in the competition. Indeed the Cathaoirleach Mr. Barry Saul remarked that Shankill was only one of three areas in the Borough to feature in the national awards. It appears that all the planning, hard work and financial committing of all involved has paid dividends and the Committee is already planning for 2016. Regrettably two stalwarts on the committee for many years have stepped down due to family and work commitments - Susan Fanning on the Chair and Edel Simpson our graffiti control coordinator. The whole Community is seriously indebted to both these exceptional people for their tireless efforts on our behalf. Our Committee and Volunteers have achieved: A Bronze Medal in the National SuperValu Competition. Having achieved 302 points, we are in the top 15% of the 850 Competitors. ST. BRENDAN’S COLLEGE

As you read this edition of SCAN magazine, I hope we will have already made the move into our brand new school building and facilities which is scheduled to take place on October 12th. The new school is a credit to all involved including past and present parents, Board members, staff and students. In addition, I would like to thank the Edmund Rice Schools Trust and the Department of Education and Skills for their assistance in getting us to where we are today. As you can see from the exterior of the building and grounds, huge credit also goes to the architect, Martin McKenna from Smith Kennedy Architects and the builders, Sammon Contractors (Ireland) Ltd for a truly wonderful job. This school is one of the most modern and technologically advanced secondary schools in the country and we look forward to welcoming new students from our local primary schools over the next number of years. REBRANDING The rebranding process undertaken by the Board of Management of St. Brendan’s College in consultation with the school’s stakeholders is a major milestone in the voyage of our school, a voyage which began in 1956 when the Irish Christian Brothers established a secondary school for boys to serve the people of Bray and Shankill. The first stage in the rebranding process was to look at the school name. As a natural consequence of our new school facilities, our proposed change of status to co-education and our redefined mission, the Board of Management proposed that the name of the school be changed. A consultation process involving parents, students, staff, local primary schools and members of the wider community then followed and as part of this process respondents were asked their views on what this new name should be. A large majority of respondents favoured the name “Woodbrook nOvembeR 2015

College”, a name which acknowledges our geographical location serving the communities of both South Dublin and North Wicklow. The Board of Management have therefore written to the school’s trustees to request they ratify the proposal to officially change the school name to Woodbrook College, from September 1st, 2016.

GREEN COMMITTEE We are delighted to announce that Ryan Cromwell from Transition Year has been appointed chairperson of the school’s Green Committee. This role carries huge responsibility as the school strives for their 2nd green flag (energy conservation) during the 2015/2016 school year. Aaron Lacey (3rd Year) has been appointed secretary and will play a key role in this process also. Well done to all of the students who give up their time to serve on the green committee

NEW ACTIVITIES A number of new clubs and activities have started in the school this year. These include Badminton, Guitar and a Science club which will hopefully see students enter the Young Scientist Exhibition this year and in future years.

HOMEWORK CLUB AND SUPERVISED STUDY As an additional help to our students in their studies, we have started supervised study for the 3rd, 5th and 6th year students for two hours after school each day and Homework Club for 1st and 2nd year students for one hour after school each day where they receive help with their homework from the staff.

1st YEAR SOCCER The 1st year soccer team have already been in action as they took part in an inter-schools Futsal tournament in Ballinteer. The team under the watchful eye of Mr. Cullen had a very successful run in the competition and lost in the semi-finals.

the course is longer and will finish with two on-road cycles on safely accessed, pre-risk assessed routes close to the school. The children will cycle in groups of 10. Each group will be accompanied by two trainers. These journeys will focus very much on awareness i.e. how to deal with junctions, lights and parked traffic. And of course, the weather has been especially good this year, and we have done most of our cycling in the sunshine … what more could anyone ask for!

READING RECOVERY GRADUATION Congratulations to our most recent Reading Recovery graduate! Scoil Mhuire has recently formed its very first Student Council. Two representatives from each class from Second to Sixth have been voted onto the council. These representatives have been elected to give a voice to all students in the school. “WALK FOR SYRIA” We held a “Walk for Syria” on 24th September. We walked 5 km and raised over €500 for Syrian Refugees. Well done to all our pupils and thank you parents for your support! We will be holding more events soon to support this cause. For the past number of years the fifth class pupils of Scoil Mhuire Shankill have taken part in cycling safety training with the Cycling Safety School. The training course consists of lessons covering safe equipment, rules of the road, starting and stopping, road positioning, shoulder checking, turning left and right, overtaking and traffic manoeuvres. The emphasis is on safety through control of speed, control of the bike and awareness of surroundings. This year’s training is different from previous courses as our school was invited to be one of a number around the country to take part in the pilot of Cycle Right, the newlydevised National Standard for Cycle Training. ST. ANNE’S NATIONAL SCHOOL All our children celebrated the beginning of year Mass in the Church and it was a lovely ceremony and sincere thanks to all parents who joined us on the day. We also enjoyed the official opening of our new play yard and refurbished Computer room. We can safely say they are all been put to great use.

We are very proud of Annie the Owl and she will be appearing around the school over the next few months. Congratulations also to Francesca O’Halloran who won the Credit Union colouring competition. More importantly she got to bring the rest of her class down to Credit Union where they got an ice cream treat, way to go Francesca!

R ATHMICHAEL PARISH SCHOOL I would like to share with you this month the work going on in the Infant classes. Under the programme Aistear which means journey, the children learn by doing. This helps to increase their vocabulary with good comprehension attached. Last week I walked in on two lessons. The theme was ‘The Farm’. The Junior Infants were baking bread and learning the story of the Little Red Hen. The Senior Infants made butter! I was very impressed. Each child either went home carrying a bread roll or crackers with home made butter. This is what learning is all about. The teachers and the children were enthused. This can only make for good learning practice.

In Fifth class this week they embarked on a two day workshop with Biz World. They set up their businesses similar to that of Dragon’s Den. This workshop has been made possible through the generous sponsorship of both the Local Enterprise Office and Dún Laoghaire Rathdown Co. Co. Through participation in the workshop, the children learned valuable and important collaborative, communication and team building skills. This training serves as a foundation on which to build their knowledge and experience of enterprise, money management and critical thinking. This fun but informative programme is cross curricular with links to Numeracy, Literacy, SPHE, Art, IT and Drama. I was fascinated by their presentations to 4th Class. A whole wealth of knowledge was learned from this experience. Well done 5th Class!

CITIZENS INFORMATION NEWS EMPLOYMENT RIGHTS LEGISLATION - UPDATE The Workplace Relations Act 2015, which came into effect on 1 October 2015, changes the way in which employment claims are made, the procedures to deal with claims and standardises timelimits for claims and appeals. The new Workplace Relations Commission (WRC)incorporates the functions of the Labour Relations Commission, the National Employment Rights Authority (NERA)and the Equality Tribunal, as well as the first instance functions of the Employment Appeals Tribunal and some first instance functions of The Labour Court. The WRC aims to secure compliance with employment rights legislation through inspection and prosecution services. These services were formerly operated by the National Employment Rights Authority (NERA). The WRC monitors employment conditions through its Inspection Services, while its Enforcement Services deal with compliance and enforcement of employment rights legislation. The WRC’s Inspection Services have the power to carry out employment rights compliance inspections in relation to the following legislation: • • • • • • • • •

Organisation of Working Time Act 1997 Payment of Wages Act 1991 Protection of Young Persons (Employment) Act 1996 National Minimum Wage Act 2000 Parental Leave Acts 1998 and 2006 Redundancy Payments Acts 1967–2012 Employment Agency Act 1971 Protection of Employment Act 1977–2007 Protection of Employees (Employers’ Insolvency) Acts 1984–2003 • Carer’s Leave Act 2001 • Employees (Provision of Information and Consultation) Act 2006 • Employment Permits Acts 2003–2014 Inspectors may enter premises at reasonable times, interview employers and employees, take statements, examine and take copies of records and initiate legal proceedings. If necessary, inspectors may be accompanied by other inspectors or the Gardaí. They may apply to the District Court for search warrants. Inspections are either carried out to investigate a specific complaint, or else a team of inspectors may carry out random or targeted inspections in a particular sector of employment. Where an initial inspection of records finds that that there have been breaches of employment law, the Inspection Services may: Issue a letter asking the employer to correct this; Refer the matter to legal services for prosecution; Carry out a further inspection In the case of unpaid wages due to an employee, a letter is then sent requesting evidence that the employer is complying with the law as instructed. If there is no response or an inadequate response to the letter, a second inspection follows together with a warning that any further or new breaches discovered will be sent to legal services to prosecute. An exception to the above procedures occurs where breaches of the Protection of Young Persons (Employment) Act 1996 are found. These are referred for prosecution after a first inspection. Inspectors are empowered to work in Joint Investigation Units with the Department of Social Protection and the Revenue Commissioners, and to exchange information with these bodies. Prosecutions - Under the Workplace Relations Act 2015, the WRC has the power under a number of employment laws to bring

summary prosecutions against employers who are alleged to be in breach of the law. The Act provides that, where a person is convicted of an offence under it, the court must order that person to pay the WRC the costs and expenses incurred by it in relation to the investigation, detection and prosecution of the offence, unless the court is satisfied that there are special and substantial reasons for not doing this. However, this requirement to pay costs and expenses does not apply to the offence of refusing or failing to pay compensation when ordered to do so by the District Court, when that court is enforcing a decision of an adjudication officer or the Labour Court. Compliance notices - The Act provides for the serving of compliance notices on employers, which is a new procedure. An inspector may serve a compliance notice on an employer if satisfied that a contravention of the relevant legislation has occurred. This notice specifies how that contravention is to be rectified. An employer may appeal against the compliance notice to the Labour Court within 42 days. There is a further appeal from the decision of the Labour Court to the Circuit Court. It is an offence for an employer to fail to comply with a compliance notice. The existence of a compliance notice or any dispute about it does not prevent employees from taking action in relation to any alleged breach of employment law in respect of them. Neither does it prevent any prosecution for an offence under employment laws. Fixed payment notices - The Act provides for using fixed payment notices for certain offences, which is also a new procedure. Inspectors may issue fixed payment notices for amounts up to €2,000 where they have reasonable cause to believe that a person has committed a relevant offence. The fine must be paid within 42 days. The relevant offences are: Breaches of the obligation on employers to consult representatives of employees and to provide information to them under the Protection of Employment Act 1977 (collective redundancies); Failure to provide a statement of wages and deductions from wages under the Payment of Wages Act 1991; Failure to provide an employee with a statement of the average hourly rate of pay for a pay reference period under the National Minimum Wage Act 2000. There is a right of APPEAL to the Labour Court about the decision of an Adjudication Officer.
