In today’s ever-changing political and regulatory landscape, legislative advocacy is one of the most valuable services a professional trade organization can provide to its members. For those in the real estate brokerage industry, effective advocacy not only protects the profession, it shapes the environment in which brokers and agents do business.
The 2025 Florida Legislative Session is a powerful case in point. Florida Realtors® successfully championed industry priorities while safeguarding against harmful legislation that could have negatively impacted the market, consumers, and professionals alike.
Among the most notable victories on the state level:
Elimination of the Business Rent Tax (BRT) a longstanding burden on commercial tenants will provide $900 million in tax relief, benefiting brokers, property managers, and small business clients across the state.
Affordable housing programs received a combined $385 million, including down payment assistance and rental development support, directly addressing inventory challenges and expanding homeownership opportunities.
Additional funding for the Hometown Heroes Housing Program and My Safe Florida Home initiatives ensures more Floridians can purchase and protect their homes - critical for economic stability and consumer confidence.
Environmental investments totaling over $1.5 billion will support water quality, Everglades restoration, flood mitigation, and coastal resilience, preserving property values and sustainable development for future generations.
Importantly, many potentially damaging bills were stopped before reaching the floor. In advocacy, what doesn’t happen can be just as impactful as what does.
These accomplishments underscore why ongoing legislative advocacy is essential to the REALTOR® organization on the local, state, and federal levels. Through strategic engagement, policy expertise, and member involvement, professional organizations like RASM, Florida REALTORS® and NAR ensure the voice of the real estate brokerage community is heard and heeded in the halls of government. •

WHO DOES RASM ENDORSE AND WHY?
RASM endorses City, County, and State candidates for elected office who the RASM Board of Directors, with guidance from the Public Policy Committee, have determined are the best candidates in the race for our members, their clients, and the industry. The endorsement process is exhaustive, and members of the Public Policy Committee spend hours interviewing, debating, and voting on which candidates for each elected office deserve the REALTOR® Association endorsement. We endorse candidates because supporting candidates who defend private property rights, advocate for policies that support homeownership, and understand that real estate is the backbone of the economy is important for our membership and the industry.
RASM’S LEGISLATIVE WINS:
MANATEE COUNTY
RASM continues to advocate strongly for local property rights, and our recent legislative efforts in Manatee County reflect that commitment. RASM recently defeated a massive vacation rental ordinance that would have added new taxes, fees, and inspections for over 6,000 property owners in Manatee County. This would have chipped away at your client’s private property rights and made the operation of some vacation rentals nearly impossible with all the added taxes and fees. RASM members and staff worked with county staff and commissioners to explain the detriment this ordinance would have on property owners, and were successful in convincing the Commission that this was not the path forward for Manatee County for residents, property owners, and visitors.
SARASOTA COUNTY
In Sarasota County, RASM remains dedicated to supporting affordable housing solutions for our community’s most vulnerable residents. In the City of Sarasota, we continued our advocacy efforts for affordable housing for our area’s most vulnerable population with passing an additional $25,000 homestead property tax exemption for seniors on fixed incomes.
STATE OF FLORIDA
This year, RASM and our partners at the state level achieved key legislative wins that protect the real estate profession, preserve Florida’s natural environment, and strengthen consumer protections. From stopping harmful proposals that threatened professional education standards to securing funding for affordable housing and improving transparency in condo transactions, these efforts reflect our continued commitment to safeguarding the industry and enhancing the quality of life for Florida’s residents. Below are highlights of the major advocacy accomplishments from this legislative session.
RASM prevented a bill from passing that would eliminate Department of Business and Professional Regulation (DBPR) boards and commissions, and the continuing ed and post licensing ed requirements of numerous DBPR professions. This amendment included the Florida Real Estate Commission (FREC), the Florida Real Estate Appraisal Board (FREAB) and the continuing ed and post-licensing ed requirements for real estate licensees.
We secured vital safeguards for Florida’s natural lands by limiting harmful construction, preserving land for conservation use, and improving public access - enhancing the quality of life in communities across the state.
Eligibility and funding rules for mitigation grants were expanded, helping condominium associations invest in safety upgrades that qualify for insurance savings. This effort will improve condo safety while also easing costs for condo associations who comply with updated requirements.
Improved Condo Transparency for agents working with condo associations by requiring condo associations to post board meeting minutes and financial info online, extend buyer cancellation rights, and improves visibility into pending assessments - helping prevent post-closing disputes.
We improved transparency for your clients by passing Flood Risk Disclosure laws which mandates that landlords and sellers disclose flood risks to long-term renters and condo/co-op/mobile home buyers - promoting better-informed decisions and reducing litigation.
As always, we secured millions of dollars in funding for affordable housing programs which help homeowners throughout Florida achieve the dream of homeownership.
NATIONAL IMPACT
Thanks to the National Association of REALTORS®, major legislative victories were secured in the latest House Tax Package, delivering meaningful wins for both members and homeowners nationwide.
NAR helped secure huge real estate wins in the latest House Tax Package that passed in May.
Permanently raised the Qualified Business Income Deductions for our member’s business from 20% to 23%
Preserved the mortgage interest deduction, maintaining a critical tax incentive for current and future homeowners.
Preserved the 1031 like-kind exchange which is an essential tool for property investment and economic development.
Created a tax-advantaged child investment account that can fund first-home purchases.
IMPACT ON GOVERNMENT AFFAIRS SINCE THE ELECTION
The old saying is elections have consequences and that is 100% true locally, statewide, and nationally. Locally, we have been in a unique position since the last elections we were hit with three major hurricanes right before voters went to the polls. These storms caused flooding in areas that have never seen flooding, and in turn, voters
started to question the level of growth that has occurred in our two-county region. That played out in the election results, as we saw a sweeping mandate for anti-growth candidates get elected.
The impact for us and our members has been more time spent working with newly elected officials who may view real estate and development more critically than past elected officials had. Our role as the REALTOR® Association has been simple: continually remind our elected officials of the importance of real estate plays in the local economy, fervently advocate for measures that improve housing affordability, and advocating for solutions to infrastructure issues that don’t burden would-be homeowners with paying the price for local governments not adequately investing in infrastructure in the past.
RPAC AMERICAN DREAM AUCTION
RPAC is the driving force behind all our advocacy efforts at the REALTOR® Association. RPAC funds go towards important initiatives like water quality projects, affordable housing, and school funding. RPAC helps REALTOR®-friendly candidates get elected so our industry can thrive.

Confidentiality of Cooperating Realtor®’s Participation

When Client A listed his home for sale with Realtor® B, he explained that he wanted the sale handled without advertising and without attracting any more attention than was absolutely necessary. He said he understood that he would have to have some contacts with prospective buyers and possibly with other Realtors®, but that he did not want the property filed with the MLS, advertised, or in any way publicly announced as being on the market. He asked Realtor® B to impress the same restric-tions on any other Realtors® who might become involved in the transaction.
Realtor® B, having reason to think that Realtor® C was in touch with prospective buyers to whom the property would appeal, approached Realtor® C to invite his cooperation, and explained fully the client’s instructions. Realtor® B discussed the matter with no other Realtor® and refrained from any kind of advertising of the property. But a few days later, Realtor® B learned that Realtor® D was discussing the property with prospective buyers, knew that Realtor® C was working on it, knew the price at which the property had been listed, and other details about it.
On the basis of this information, Realtor® B charged Realtor® C with unethical conduct in a complaint to the Association of Realtors®, alleging Realtor® C had violated Article 3 by breaching the terms of the conditions of Realtor® B’s offer to cooperate.
The complaint was referred to the Association’s Professional Standards Committee, a hearing was scheduled, and Realtor® C was directed to answer the charge of unethical conduct in violation of Article 3. l
At the hearing, Realtor® B detailed the instructions of the client as a condition of Realtor® B inviting his cooperation. Realtor® C defended himself against the charge of violating Article 3 by saying that he had not discussed the property directly with Realtor® D; and that his clients and Realtor® D’s clients were close friends. Realtor® C’s clients testified that they didn’t know the seller was so secretive about the property, so didn’t see the harm in mentioning it to Realtor® D’s clients as they knew the home would be a perfect fit for them. Further testimony from Realtor® D confirmed that he had learned about the property from his clients, and not from Realtor® C directly.

At the conclusion of the hearing, the panel agreed with Realtor® B that Standard of Practice 3-1 allowed Realtors®, acting as exclusive agents or brokers of sellers/landlords, to establish the terms and conditions of offers to cooperate. The panel also noted that Realtor® C had not violated the terms and conditions of Realtor® B’s offer to cooperate; rather, it was his clients, who were not subject to confidentiality as a condition of the offer to cooperate, that had spoken to Realtor® D’s clients about the home. The panel, therefore, did not find Realtor® C in violation of Article 3. •

Celebrating Our 2025 RRCF Scholars
Each year, the RASM REALTORS® Charitable Foundation (RRCF) proudly supports the next generation of leaders through its annual scholarship program. In 2025, 21 outstanding students were selected as scholarship recipients, each receiving $2,000 to help pursue their academic dreams. Recipients and their families were celebrated over breakfast at the Carlisle Inn, where each student received a certificate and was congratulated by members of the Scholarship Committee and RRCF Board.
These scholarships are made possible through the generosity of our Realtor® members and business partners. Throughout the year, many RASM events support the Foundation through raffle ticket sales, sponsorships, and event participation, helping local students take meaningful steps toward their future.
This year, the RRCF Scholarship Committee reviewed more than 70 applications and carefully narrowed the pool to 30 finalists. Each finalist completed a personal interview before the committee selected the final 21 recipients. Of those awarded, ten are children or grandchildren of RASM members.
This year’s recipients will attend prestigious institutions across the country, including Columbia, Cornell, Florida State, and the University of Florida. Their chosen fields of study span Marine Science, Engineering, Biology, Finance, and more. Whether staying local or heading out of state, these students carry with them the support and pride of the Realtor® community.

Home Sweet Insurance Claim? How Do Pending Insurance Claims Impact Property Sales?

he Suncoast has been rocked by two hurricanes less than two weeks apart, and as a result, many properties, including ones for sale, have pending insurance claims. Here are a few issues Realtors® and their clients need to consider when buying or selling property with a pending insurance claim.
DISCLOSURE OBLIGATIONS UNDER FLORIDA LAW
First, Florida law requires sellers to disclose material defects or conditions that could materially impact the property’s value or desirability. This includes any pending insurance claims. The seller would also need to disclose the extent of any damage that resulted in the insurance claim.
REPAIR VS. AS-IS SALE: FINANCIAL AND LEGAL CONSIDERATIONS
Second, the damage sustained by the property may also reduce the selling price. To avoid this, the seller may consider making repairs prior to selling the property and collect any insurance proceeds after closing. Alternatively, the Seller may sell the property as-is and sign an assignment of benefits transferring the right to collect the insurance proceeds to the buyer. This will leave the buyer responsible for making the repairs.
INSURANCE INELIGIBILITY CAN HINDER SALES
Third, until the insurance claim is officially closed by the seller, it may be impossible to get insurance. This may severely shrink the market for potential buyers and also significantly reduce the eventual selling price as a result.

WORKING WITH LENDERS WHEN INSURANCE FUNDS ARE INVOLVED
Finally, if the insurance company issues the seller a check for repairs above the deductible, the seller will probably need the lender to cosign the check. The lender will often require the seller to sign an affidavit that they will repair the property within a certain time before they cosign the insurance check. The lender may require proof of the repairs before they issue a payoff letter to the closing agent. •

May 2025 Real Estate Market Report: Trends in Sarasota and Manatee Counties

The REALTOR®
Association of Sarasota and Manatee (RASM) has has released its May 2025 real estate market report, offering a comprehensive analysis of key trends across both counties. According to data from Florida REALTORS®, the housing market in Sarasota and Manatee County shows continued signs of a market in transition. While inventory remains significantly higher than this time last year, the pace of growth has begun to slow compared to previous months. This moderation, coupled with declining median prices and longer time on market, suggests a gradual return to more balanced conditions across both counties. Buyers are gaining negotiating power, while sellers must adjust to a landscape that favors realistic pricing and patience.
KEY TRENDS IN SARASOTA/MANATEE MAY 2025:
Median Sale Price Trends: Median sale prices declined across the board, suggesting continued downward pressure in the market.
Inventory Growth Slowing: Inventory levels remain elevated compared to last year, but the month-over-month increases have begun to moderate, suggesting a potential shift toward market stabilization.
Market Time: Both time to contract and time to sale increased across most categories, signifying slower buyer decision-making and extended listing periods.
SINGLE-FAMILY HOMES
In May 2025, Sarasota County reported 788 singlefamily home sales, a 7.3 percent decrease year-overyear. The median sale price declined by 12.3 percent from May 2024 to $465,000. Cash buyers accounted for 35.8 percent of all closed sales.
Inventory levels decreased by 6.8 percent from the previous month to 4,144 active listings, bringing the months supply to 6.6 months. The median time to contract and median time to sale increased to 51 days and 93 days, respectively.
In May 2025, Manatee County reported 786 singlefamily home sales, a 1.9 percent decrease year-overyear. The median sale price decreased 8.9 percent year-over-year to $478,195. Cash buyers accounted for 31.2 percent of all closed sales.
Manatee County ended May 2025 with 3,212 active listings, representing a 5.2-month supply of inventory. The median time to contract and median time to sale increased to 52 days and 98 days, respectively.
"In both Sarasota and Manatee, we're seeing a healthier pace in the single-family segment,” said Debi Reynolds, 2025 RASM President and Managing Broker at SaraBay Real Estate. “The market isn’t as frenzied as it once was, but it’s giving everyone - especially firsttime buyers - a fairer shot at homeownership."
TOWNHOMES AND CONDOS
In May 2025, Sarasota County reported 342 townhome and condo sales, a 19.1 percent decrease year-over-year. The median sale price fell 12.8 percent year-over-year to $321,020, with 60.5 percent of sales being cash purchases.
Inventory levels decreased by 6.7 percent from the previous month to 2,477 active listings, bringing the months supply to 9.2 months. The median time to contract and the median time decreased from April 2025 to 59 days and 102 days, respectively.
In May 2025, Manatee County reported 265 townhome and condo sales, a 0.4 percent increase year-over-year. The median sale price fell 13.4 percent to $313,000 with 51.3 percent of sales being cash purchases.
Inventory levels decreased by 3.9 percent from the previous month to 1,747 active listings, bringing the months supply to 7.9 months. The median time to contract decreased to 60 days, while the median time to sale increased to 99 days.
"The condo and townhome market continues to experience price softening, driven largely by higher inventory,” added Reynolds. “This creates excellent opportunities for buyers, especially those looking for second homes or investment properties.”

Incorporate the VAK Learning Styles Into Your Business

Several years ago, during a home marketing presentation, the Seller commented that I was a “visual” person. I had no idea what he was referring to, so I asked him to explain. He introduced me to the VAK learning method. VAK (Visual, Auditory, and Kinesthetic). I studied enough to be able to apply it to my business. I am no expert, but I find this interesting, and I hope you do too.
You’ve probably all heard of the DISC method – using personality traits to determine behavioral styles. The VAK approach teaches you to understand preferred learning styles since we all process information differently.
Visual learners absorb information best through images, charts, and written content. Visual learners pay attention to body language and tend to visualize things in their mind.
Auditory learners prefer verbal communication, discussions, and listening to explanations. Auditory learners might read out loud and likely listen to podcasts or books versus reading.
Kinesthetic Learners learn best through handson experiences and physical engagement. Kinesthetic learners like hands-on experiences.
If someone says, “Can you show me?” or “I need to see that,” they are likely a visual learner. A typical reply from a visual learner would be, “I see what you mean.”
An auditory learner may say, “Can you explain that?” or “Let’s talk about that.” Their likely reply would be, “Yes, I hear that.”
A kinesthetic learner might say, “I need to try that” or “How does it feel?” One of their common replies would be, “I feel you’re right.”
By recognizing and adapting to each client’s learning style, you can present information in a way that resonates most with them. In full disclosure, I used some of the following points by running it through AI. (But AI is another subject.)
WORKING WITH BUYERS USING THE VAK METHOD
VISUAL BUYERS
Provide detailed property brochures with highquality images.
Utilize virtual tours, maps, and floor plans to showcase homes.
Use charts and graphs to explain market trends and pricing comparisons.
AUDITORY BUYERS
Explain property details aloud, emphasizing key features, and benefits.
Engage in thorough discussions about neighborhoods, pricing, and market trends.
Encourage them to express their thoughts verbally to ensure clarity.
KINESTHETIC BUYERS
Suggest they drive or walk through a neighborhood at different times of day to see the lighting, noise levels and activity.
When touring a home, encourage them to turn on the water to test pressure, open cabinets, check storage space and engage in the home’s functionality.
Instead of sending them the documents to sign, go over each detail so they actively participate in the process.
WORKING WITH SELLERS USING THE VAK METHOD
VISUAL SELLERS
Provide a visually appealing comparative market analysis (CMA) with charts and graphs.
Show before-and-after pictures of successful staging and renovations.
Use email summaries with bullet points to keep communication clear and organized.
AUDITORY SELLERS
Hold regular phone or video calls to discuss offers, feedback, and market conditions.
Verbally recap important points at the end of a conversation.
Use storytelling to illustrate past successful sales and potential outcomes for their home.
KINESTHETIC SELLERS
Walk them through the staging process and involve them in hands-on decluttering or minor home improvements.
Take them to open houses of similar properties to experience market expectations firsthand.
Let them sign physical documents and be involved in the selling steps.
One way to apply this to your business is by adding the VAK learning methods in your property marketing descriptions. It may help the property resonate with a wider audience. Global Times at NAR’s 2025 Legislative Meetings in Washington, D.C.

The 2025 REALTORS®
Legislative Meetings held May 31–June 4 in Washington, DC, served as a dynamic platform for Realtors®, lawmakers, and industry leaders to engage in meaningful discussions on real estate policy. The event also provided invaluable opportunities for NAR Global staff, Global Coordinators, and Global Ambassadors to collaborate and share the latest developments in NAR Global initiatives.
CIPS ADVISORY BOARD MEETING
Held on June 1 at 9:30 a.m., the CIPS Advisory Board Meeting opened with an inspiring overview of the Certified International Property Specialist (CIPS) program. As of 2025, there are 3,600 CIPS Designees worldwide, including 875 international designees. This year alone, 225 new designees were welcomed, 60 of whom are based overseas.
A total of 31 CIPS Institutes were delivered in 2024, with 10 held internationally. For 2025, 24 CIPS Institutes are already scheduled, including 5 overseas sessions. NAR’s global partnerships continue to flourish, with over 70 partners - 25 of whom are licensed to offer CIPS courses.
A key highlight of this year’s meeting was the “Global Story Panel,” which featured inspiring global real estate journeys shared by Emily Wang, Ileana Bogaert, Monica Mauricio, and Mario Rubio. Julie Swan then presented exciting updates to the CIPS program, including:

The day concluded with the much-anticipated CIPS Networking Reception at 6:00 p.m. at the Washington, D.C. Convention Center. This lively event brought together new and seasoned designees for an evening of connection, collaboration, and celebration - reinforcing the sense of unity and purpose within the NAR Global community. Cherokee Park: Sarasota’s Historic Bayside Retreat

Cherokee Park is one of Sarasota’s most treasured and picturesque neighborhoods. Located just west of Southside Elementary and within one mile of the vibrant Southside Village and Sarasota Memorial Hospital districts, it offers residents an ideal blend of historic charm and modern convenience. With less than 100 residences, homes in Cherokee Park are in high demand, reflecting the neighborhood’s timeless allure and unique character.
A STORIED BEGINNING
Though today Cherokee Park is among Sarasota’s most sought-after communities, it took decades for it to fulfill its founder’s vision. Scottish silk merchant James C. Brown arrived in Sarasota during the Florida Land Boom of 1925 and quickly made his mark. He purchased property on what was then the southern edge of town and platted Cherokee Park the following year. Brown developed the streets and constructed the still-standing stucco wall and gate posts adorned with decorative tilework featuring the Cherokee rose - a white, fragrant rose introduced to the U.S. in the mid-1700s and said to have been widely distributed by the Cherokee people.

Jacky Horner is the new Video Production Coordinator.
In her new role, Jacky leads the planning, filming, and editing of multimedia content that highlights member achievements, showcases events, and supports the Association’s marketing and communication efforts.
Jacky is a retired U.S. Air Force NCOIC with 27 years of service in Life Support. After her military career, she served as a Regional Field Marketing Specialist with Coldwell Banker Realty, supporting nine offices across Sarasota County with strategic marketing, branding, and creative content production. She also brings extensive experience in studio operations and video editing.
A Sarasota resident for several years, Jacky is passionate about her community and supports organizations like Habitat for Humanity, and Satchel’s Last Resort. Outside of work, she enjoys boating, swimming, and golfing. Welcome to RASM, Jacky!

Skyler McConnell, Creative Content Coordinator, celebrates her one-year anniversary with the Association this month. In her role, Skyler assists the Marketing and Communications Department by designing creative concepts for the visual aspects of marketing and promotion of the RASM brand and events. She is also instrumental in creating all prints and digital media, carefully crafting aesthetics to promote the many events and services RASM offers.
As a Ringling College graduate with a Bachelor of Fine Arts in Illustration, with an emphasis in visual development, Sky has always had a passion for art, design, and helping others.
Before joining RASM, she gained valuable experience across various creative roles, which laid a strong foundation for her transition into graphic design. Since then, she has continued to grow her skills and expand her artistic horizons. Sky’s work is often inspired by the natural beauty of her surroundings - Florida’s scenic beaches, vibrant sunsets, and exotic flora serve as constant sources of creativity.
