On November 11th, Veterans Day, we unveiled the new Veterans Memorial and dedicated the Mast Boulevard Bridge in honor of our Veterans.

Located on the corner of Fanita Parkway and Mast Boulevard, this is a space for our community to honor and recognize veterans, the wars they fought in, and their service contributions with a dedicated bridge and memorial monument.

It will memorialize the significant sacrifices our Veterans gave to protect our country and allow us to pay tribute to the men and women who helped preserve our freedom as we preserve their memory and educate the next generation.

HELLO SANTEE! After an insane 2020, here we are rounding out 2021 and I can honestly say that I am so proud to be in my role at the Santee Chamber. I honor the contributions of our local businesses, nonprofit organizations and residents which make the city of Santee not just our favorite place to do business, but our home.

We continue to build our community each and everyday with thriving commerce. Santee’s manufacturers, restaurants, retail shops and services have been through it all; we no longer wonder if they can survive a crisis, because it came and they overcame!

And it wasn’t your stubbornness that got you through, it was your perseverance.

If you were anything like me, the reason you’re still here is because of the amazing team you had in place. One major difference I’d like to point out about the majority of my team, is that they aren’t on my payroll. With a revolving Board of Directors of about 20 individuals, these business leaders showed their true professional dedication to our organization as they leaned in with great force.

As they all conducted balancing acts worthy of the finest circus, they simultaneously stepped up the amount of hours they gave to make sure the chamber stayed alive.

For me, this meant many things. On the surface, it meant having a job that I genuinely love and care about. Beneath the surface, it meant working with a group of professionals I admire, respect, and trust as I watched them take on the burdens of their own worlds in addition to mine. Looking forward to ending this year strong and moving into 2022 with this incredible team.

CHAIR'S MESSAGE A year ago I wrote to you about my realization that, when it came to enduring the pandemic, we were not running a sprint, but a marathon. Only now am I realizing, it’s possible we were only on mile 9 or 10! When I think about what has carried me through and given me the strength to keep running, I think of community.

As human beings, we are built to thrive in communities. Dean Ornish said, “The need for connection and community is primal, as fundamental as the need for air, water, and food.” During this time of great trial I have felt the strength and support of our dance family, I have turned to other local business owners and connected through the Chamber of Commerce, and I have looked to our city leaders for help and guidance. All of them have shown up in amazing ways.

I am thankful to be part of a community that takes care of each other. I am thankful for local leaders who have fought for small businesses throughout the pandemic and who continue to look for ways to give aid. Santee is a wonderful place to raise a family and a wonderful place to raise a business!

It’s likely we all know of a local business that has permanently closed its doors. But business closures aren’t the whole story.

Even for businesses that have fought to remain open, they may still not have bounced back to where they were before the pandemic. What can you do to help? Shop Santee! We all have the ability to choose where we shop and eat this holiday season. While online shopping may be easier, our dollars can make a difference in our own community.

Through my involvement with the chamber of commerce I have come to know many of our local business owners. Behind every business is a story, a family, and hopes for the future. There’s no doubt this is a hard time to be a business owner. But I believe our local businesses are worth fighting for. Entrepreneur Nicole Snow said, “A small business is an amazing way to serve and leave an impact on the world you live in.” We can help Santee businesses to continue to make a positive impact on our community.

Holiday Traditions around santee One of the many benefits of living in Santee is that practically everything you need is within the city limits. We have great shopping, dining, and recreation all within a few miles. But it doesn’t end there, Santee is also a wonderful place to celebrate the holidays! We asked a few Santee residents to share their favorite Holiday traditions and local events to give you inspiration for celebrating right here in your neighborhood!

Traditions at home

Susie Parks of Coffee Corner gets a head start with her End of October Christmas Kickoff with gifts and ornament shopping, while Joe Mackey of XL Staffing likes to go over the top, decorating inside and out National Lampoon style!

Not to be outdone, Mike Aiken of Carlton Oaks Golf Course doesn’t have just one Christmas tree, he has three! “We decorate the entire house from top-to-bottom beginning the day after Thanksgiving. Many of the decorations are from our childhood and of course we add new decorations every year”, said Mike.

Mike and Melissa Dombo of Raceway Electric said, “We love decorating our block with our neighbors, hosting friends and family for holiday inspired dinners, walking the lights in Starlight Circle, and picking out our Christmas tree at Family Christmas Tree Farm.”

What would the holidays be without sweet treats? Daniel Buksa of Mission Realty is baking up a storm, “We have a holiday tradition where we bake thousands of Christmas cookies and give them out to people we love. We deliver to more than 300 people throughout the community.”

A tradition of giving

Daniel Buksa of Mission Realty Group and Kyle Whissel of Whissel Realty are great examples of how healthy competition can motivate people to grow. These companies

are always striving to out-give and out-serve each other and our community is better for their generosity. “We love helping out the Santee Santas organization to provide a great Christmas to families in need in the Santee community”, said Kyle. Daniel and Mission Realty also donate to Santee Santa’s with a drive to collect bicycles, footballs, and sports toys. “We call it our bikes and balls drive. I’ve seen kids in the community receive these bikes and I’ve seen how it changes their lives and puts a smile on their faces”, said Daniel.

The Santee Chamber of Commerce hosts their annual Taste of Santee each December. Not only does this event help spread the word about our fabulous local restaurants, but the chamber partners with Santee Santas and the Santee Food Bank to help families in our community. Santee Santas serves roughly 250 families each holiday season, helping to bring holiday cheer during one of the most difficult times of the year for a family with financial insecurities. The Santee Food Bank is also helping out with their three different weekly distribution days which help an average of 400 families a month! Taste of Santee will be held on Thursday, December 2nd at Pathways Community Church.

A tradition of coming together

Santee residents young and old will find many opportunities to gather and

celebrate during the holidays. As mentioned above, hundreds of families flock to Starlight Circle off Magnolia to view the lights. Residents of Starlight Circle go above and beyond with their decorations and one can usually find hot chocolate and kettle corn for sale as well.

Santee’s Holiday Lighting Celebration is a fun way to kick off the season. Held at Santee Trolley Square just before Thanksgiving each year, this event offers sledding, carriage rides, live music, and pics with Santa. Susie Parks reminisces, “We

brought our Coffee Corner Trolley to the Christmas Tree Lighting. So fun to have children tour the trolley and get pictures with the Frozen character!.”

With such a variety of opportunities right here in our community, Santee residents won’t need to go far for holiday fun this season. We wish you all Happy Holidays as you keep old traditions alive, share with those in need, and make new memories!

SANTEE CHAMBER DEDICATES NEW VETERANS MEMORIAL TO THE CITY September 1st marked an important date as the groundbreaking ceremony took place for what has become the “Santee Veterans Memorial and Monument Bridge”, at the southeast corner of Mast Boulevard and Fanita Parkway. Santee has been my home for many years, providing our family’s third generation of residents a safe place to call our own. Some of my Santee neighbors have many more generations that lead to them being here, and for others, they may have just recently made Santee their hometown. San Diego as a region is often known as a melting pot and I’ve always found it captivating that so many people come here from various parts of the country and end up staying long term. It is a wonderful place to be.

One of the many things that makes Santee great is our amazing residents, strong business community and promising leadership in government. When talking about the Veterans Memorial project, I get to say a name which humbly refers to all of those mentioned attributes: Dustin Trotter. Dustin is a longtime resident and business owner whose vision of bringing a monument to town has finally become a reality. It was about five years ago when he had an idea to spearhead this project

but it really started to take shape towards the end of last year. Once the project was approved by the City, Dustin came to the Santee Chamber of Commerce and initiated a partnership to collaborate and complete the space in time to dedicate it back to the City on Veterans Day 2021.

Kicking off this project has meant relying on private donations and fundraising efforts through the Santee Chamber.

Many residents, businesses, services organizations and more have made generous contributions to help kickstart this labor of love. Nearly 100 people attended the groundbreaking ceremony back in September where many were able to sign the beams which were used for construction the following week. At the start of the ceremony, it was my personal privilege to read the names of the 13 servicemembers who had been killed in Kabul earlier that week, and sign their names to a beam to forever honor their service and memorialize their names in our town. This space we have created is about every Veteran, though. The memorial provides a place to honor and recognize them, remember the wars in which they fought, and show appreciation for their service.

Designed by Santee resident Michael Ranson, the monument stands 11-feet by 11-feet by 11-feet. Ranson said the monument recognizes the origins of Veterans Day and the ending of World War I “on the 11th hour of the 11th day of the 11th month.” The structure has an inside and outer wall, with wrap-around lettering

on two sides at the top of the monument that reads “Land of the Free/Because of the Brave.” There are also six seals and six concrete seating cylinders on site to pay tribute to each branch of the military — Army, Navy, Air Force, Marines, Coast Guard and Space Force. A bronze-toned wreath adorns the top of the interior. The monument sits at an angle to the site, creating a layout with no definitive front or back, giving equal importance to each branch of the military. A stone sign noting the new name for the bridge that runs across Mast — Santee Veterans Memorial Bridge — has also been placed. The bridge was first dedicated in 1992 as Santee Lakes Bridge.

Retired U.S. Navy veteran Jay Ellis said he couldn’t help getting choked up at the groundbreaking for the Santee Veterans Memorial Monument near Santee Lakes. Ellis, 80, a native of Indiana and Santee resident for more than 40 years, served three tours in Vietnam on the USS Henry B. Wilson (DDG-7) guided missile ship. Ellis held both his hands over his heart as he explained how monuments are deeply important to those who have served.

“They are long, long overdue,” he said. “I wear my Vietnam Veterans hat almost all the time and I’ve had people come up, young people come up and thank me for my service, and it moves me,” Ellis said, with his daughter and two grandchildren nearby. “I’ll always say, ‘Thank you for your support.’

I was at a Marine Corps graduation and a young

man came running across the grinder just to thank me for my service.”

The Santee Veterans Memorial Bridge and Monument will memorialize the significant sacrifices our Veterans gave to protect our country and allow us to pay tribute to the men and women who helped preserve our freedom as we conserve their memory and educate the next generation. We are so proud to be playing a small role in the execution of this community enhancement and I’d like to personally thank Dustin Trotter for leading, Michael Ranson for his well-thought out design, the City of Santee for approving the project, site space and willingness to upkeep thereafter, and my Board of Directors at the Santee Chamber for taking on something so impactful, but not in our normal scope of work. For those still interested in making a contribution to this 100-percent, self-funded project, we appreciate your generosity.

Some of the Chamber's favorite events have been on hiatus the past year and a half and honestly, it’s been saddening to not gather the way we had pre-pandemic.

It never feels good to postpone, suspend or even cancel an event and it’s always followed by disappointment.

We are happy to report we finally held an event for our members that was both 'large' (about 100 guests) and intimate at the same time!

Sycuan Casino Resort came in to save the day when we told them we still hadn’t hosted our annual Awards Night, traditionally held in February.

After a very delayed start on our Santee’s Favorites program, we took our usual event to announce winners and gave it a spin with some muchwelcomed flare. As Sycuan hosted us in a private space rental of their Elicit Restaurant, we held a reception for the newly crowned winners of Santee’s Favorites and were able to honor some community leaders with a much overdue celebration.

Dear Santee Citizens: In November 2018, voters in the Santee School District approved Measure S, a general obligation bond measure. This measure authorized the sale of $15.37 million of previously approved but unissued Proposition R (2006) bonds. Measure S accelerated the timing for the District to be able to fund school improvements but did not result in an increase in the total amount of voter-approved debt.

After the passage of Measure S, as required by state law (Proposition 39), the District’s Board of Education established an Independent Citizens’ Oversight Committee (ICOC) to monitor and review the expenditure of the bond funds and to ensure that these funds are spent as set forth in the voter-approved ballot measure. The members of this committee represent a broad cross-section of our community and, by law, may not have any connection to the District as either an employee, elected official, or vendor.

The ICOC conducted a review of bond fund expenditures and the annual audit report and has found that the bond funds were spent in accordance with the bond language.

The ICOC has been impressed by the commitment of the staff in seeking the greatest cost benefit during construction and dedication to reducing taxpayer costs through careful planning.

In February 2021, the ICOC presented its 2020 Annual Report to the District’s Board of Education. A copy of this report can be viewed on the District’s website (www.santeesd.net).

The following Report to the Community expands upon this report in order to provide taxpayers and voters with a fuller understanding of the projects being funded under Measure S. Sincerely,

CURRENT ICOC MEMBERS Linda Vail serves as the ICOC Chairperson. Before retiring, Linda worked as the Executive Assistant to the Santee School District Superintendent and School Board. She has lived in Santee for over 40 years and currently serves on the Board of Directors for the Santee Santas Foundation. Linda has also served on the Board of Directors for the Santee School District Foundation.

Joseph Perricone serves as the ICOC Vice-Chair and is in his second term on the ICOC. He is active in the Builders Association and the Better Business Bureau, which represents the business community in Santee. Joe owned a general construction company for over 20 years in San Diego. He has two children that attend Carlton Oaks School.

Erin Garcia is serving in her first term as a member of the ICOC. Erin is the Assistant Superintendent of Business Services for Lakeside Union School District and has over 18 years of school finance experience. Both of her daughters attended Rio Seco School and she has lived in the Santee School District for over eight years.

Terri Knight is serving in her second term on the ICOC. She is retired and a member of AARP. Before retiring, Terri worked as a librarian in the San Diego Unified School District. Terri is a classroom volunteer at Chet F. Harritt, Carlton Oaks and Jerabek schools, and Scripps Ranch Preschool. Terri has lived in the Santee School District for over 10 years and her grandchildren attend Carlton Oaks school.

Beth Rackliffe is serving her first term for the ICOC as a member. Beth is currently the principal of Loma Elementary School in Spring Valley and was previously a math teacher. She is a member of the San Diego County Taxpayers Association and has lived in the Santee School District for over two years.

Kai Ramer is serving in his first term as a member of the Measure S ICOC but has been a member of previous Santee School District ICOCs. Kai is the President/Chief Operating Officer of Rick Engineering Company. He has lived in the Santee School District for over 30 years and his four children attended Cajon Park School and two grandchildren attended Sycamore Canyon School.

DUTIES OF COMMITTEE

To carry out its stated purposes, the Committee shall perform the following duties: • Inform the Public. The Committee shall inform the public concerning the District’s expenditures of bond proceeds.

• Regular Meetings. The Committee is required to conduct at least one annual meeting, the purpose of which is to receive the reports and documents required to be provided to the Committee by the Board, and to approve a report of the Committee.

• Review Expenditures. The Committee shall provide oversight, including reviewing specific reports, produced by the District, to ensure that

- Bond proceeds are expended only for the purposes set forth in the applicable ballot measure; and - No bond proceeds are used for any teacher or administrative salaries or District operating expenses.

• Annual Report. The Committee shall present to the Board, in public session, an annual written report, which shall include the following:

- A summary of the Committee’s proceedings and activities for the preceding year.

GUHSD’s Tiffany Jokerst is State Teacher of the Year State Superintendent of Public Instruction Tony Thurmond announced Friday that West Hills High School math teacher Tiffany Jokerst is one of five 2022 California Teachers of the Year.

“In what may be the toughest ever time for California families, students and educators, these five innovative and caring teachers have made profound differences in the lives of their students and communities,” said Thurmond.

“I’m proud that these educators are receiving this prestigious honor for their continued effort to connect with students even during unimaginable circumstances, to address their needs, and support them in any way they can,” he continued.

Mrs. Jokerst teaches math and Project Lead the Way Aerospace Engineering at West Hills High School in Santee. She began her teaching career with the Grossmont Union High School District (GUHSD) in 2006 and was a “Golden Apple Award” Winner in 2013 and 2020.

“My role as a teacher is to empower students to connect with the content through meaningful experiences in the classroom,” Jokerst said. “I love interacting with students and getting to work with great people every day,” she added.

A student of Mrs. Jokerst’s for three years, Anna, said “Mrs. Jokerst, without fail, made sure myself and each of her students felt welcome, and ensured they had a safe, comfortable place to learn. She greeted our class every morning with energy and enthusiasm to teach and made learning in her class fun and something I looked forward to daily.”

“With the heart of a servant, Tiffany Jokerst goes to extraordinary lengths to meet the learning needs of each of her students,” said GUHSD Superintendent Theresa Kemper. “She’s a brilliant and innovative

educator who opens her students’ eyes, no matter where they come from, to both the wonder and accessibility of mathematics. Tiffany’s service to GUHSD has made our district and the entire teaching profession better,” said Kemper.

With the recognition of Jokerst as a 2022 Teacher of the Year, GUHSD is the only California school district to have an educator named among the state’s top teachers for 2021 and 2022. El Capitan High School Economics and Government teacher Jay Tweet was named a 2021 Teacher of the Year finalist.

CDE selection committees review applications; evaluate teachers' rapport with students, classroom environments, presentation skills, and teaching techniques; and interview the teachers.

The State Superintendent of Public Instruction then selects the five California Teachers of the Year and the National Teacher of the Year nominee.

SANTEE INTERFAITH ALLIANCE

The Santee Interfaith Alliance is a group of faith leaders in Santee who meet monthly with the goal of building relationships and serving our community.

We became aware that one of our chuch had a need to have extensive work done in their parking lot. They had some money set aside for this purpose but their congregation was mostly elderly.

It was a struggle to get bids, and certainly to do any of the work required for this project.

In our monthly meetings we rallied around The Santee Christian Church and offered to help. We could talk to neighbors with heavy equipment, we could arrange to come break up the existing

asphalt and concrete, haul it away, and lay a cement slab for the dumpster area. If we came together to work we could offset the cost of this project for The Santee Christian Church and by so doing help to build bonds of friendship and understanding among community members who thought and worshipped differently than themselves. This would be an opportunity for unity in action.

Members of Carlton Hills Evangelical Lutheran Church, Summit Unitarian Universalist Fellowship, Guardian Angels Catholic Church, Santee United Methodist Church, and The Church of Jesus Christ of Latterday Saints were some of those participating in serving The Santee Christian Church at this event.

In a time when political and religious differences seem to make it impossible for neighbors to be very neighborly, we hope to send a message that love can reverse that trend.
