The City Will Submit an Updated Feasibility Study to the County Committee on School District Organization, Supplementing Its 2017 Petition

The City of Malibu has decided to move forward unilaterally with its petition to separate from the Santa Monica-Malibu Unified School District (SMMUSD) following a breakdown in negotiations. The Malibu City Council voted unanimously to pursue school district independence after the SMMUSD Board did not meet agreed deadlines to finalize a separation agreement.

The City will now submit an updated feasibility study to the Los Angeles County Committee on School District Organization,

supplementing its original 2017 petition. This new study excludes prior financial concessions Malibu had offered as part of negotiations with SMMUSD. Malibu officials assert that the plan maintains the financial and operational assumptions previously established for creating an independent Malibu Unified School District (MUSD) and ensuring stability for both the proposed MUSD and the reorganized SMMUSD.

“Malibu has been working in good faith for a fair and equitable separation,” said Malibu Mayor Doug Stewart. “But due to missed deadlines by the SMMUSD Board, we’re now moving independently, submitting an updated feasibility study without previous financial concessions.”

Malibu’s proposal, developed through years of discussions, outlines that both districts would remain fiscally solvent and provide services at pre-separation levels. The proposal is expected to be reviewed in public hearings on November 8 at the SMMUSD District Office in Santa Monica and November 13 at Malibu High School.

In response, Jon Kean, Vice President of the SMMUSD Board, said, “We are very close to completing this process. It’s crucial we take the

Despite reaching significant milestones toward separation last month, the latest setback highlights the complexities of dividing resources and governance between the two communities.

Last month, the SMMUSD and Malibu subcommittees had agreed on a proposed package that included three major components: a Revenue Sharing Agreement, an Operations Transfer Agreement, and a Joint Powers

Authority (JPA) Agreement.

The Revenue Sharing Agreement aimed to allocate both current and future revenues fairly between SMMUSD and the proposed Malibu Unified School District, ensuring financial stability for both. The Operations Transfer Agreement outlined how personnel, operational practices, and other resources would be divided between the two districts. Meanwhile, the JPA Agreement established a shared governance structure to oversee the separation’s implementation and help maintain collaboration on critical issues affecting both communities.

Brought on by an Oceanic Phenomena

Sarena Snider had just returned to Venice Beach after a cross-country flight when the stench hit her.

“Wow, it really smells,” she remembered thinking late Monday night. “Almost like a dead animal.” By morning, the smell had

intensified, and she wondered if there had been a gas leak. “I called SoCal Gas, but they said it was coming from the ocean.”

It turns out, Snider wasn’t alone—Venice and surrounding coastal communities had been blanketed by an intense smell brought on by the aftermath of a bioluminescent algae bloom.

In recent weeks, Southern California’s beaches have been glowing with a striking bioluminescent display, a phenomenon caused by the “red tide” of microscopic dinoflagellate algae, which glow blue when agitated by waves. However, as these algae die off, they release hydrogen sulfide, causing a potent “rotten egg” smell along the coast, according to Laura Rink, associate director at Heal the Bay Aquarium in Santa

Dog Run will feature fenced areas for dogs of all sizes, dog-friendly water fountains, trees, and a picnic area with seating.

“This project aligns with our mission to improve lives by promoting connection, access, and mobility, while contributing to a clean and safe Santa Monica,” Department of Transportation Director Anuj Gupta said. The area, which serves as a major bus stop and layover, now includes improved lighting and security cameras to enhance safety.

The grand opening celebration will

include a ribbon-cutting ceremony, pet safety demonstrations by Love At First Sit, agility shows by Fitdog, and dog adoption opportunities from the Santa Monica Animal Shelter.

The Santa Monica Veterinary Group will offer free exam vouchers, and attendees can enter their pets in a Doggie Fall Fashion Show, with prizes from local businesses including Wag Hotels and Westside Dog Gang.

As bacteria break down the decaying algae, they deplete oxygen from the surrounding waters, forming “dead zones” where marine life struggles to survive and intensifying the foul odor. This odor has drifted through Venice, Santa Monica, Marina del Rey, Playa del Rey, and Playa Vista, with reports stretching as far as MidCity, as noted by The Los Angeles Times. While the phenomenon is natural, human activities like sewage leaks and agricultural runoff can exacerbate these blooms by providing excess nutrients such as nitrogen and phosphorus that fuel algae growth, Heal the Bay notes. Climate change, which warms coastal waters, is also expected to increase the frequency of such blooms. Algae blooms

like this one usually don’t last long, but they are anticipated to be more common as ocean temperatures rise.

Despite the smell, the algae responsible for this particular bloom are non-toxic. Heal the Bay has reassured residents that the odor should dissipate within a few days and suggests staying indoors, using fans, and closing windows if the smell becomes bothersome.

For Snider, the relief came quickly as the smell began to fade.

“Luckily, it came and went,” she said. But she admits that if the stench were to linger, it might be a challenge for her and other Angelenos. “If it continues, it might be difficult for everyone around here. So, I’m just happy it didn’t stick around this time.”

Q&A: New Roads School Voted Santa Monica’s

Best Private School

For the last 29 years, New Roads School, founded by visionary educators Paul Cummins and David Bryan, has delivered progressive education to an authentically diverse community reflective of Los Angeles.

This year, the private, independent K-12 school was voted Best Private School among readers. Here’s a Q&A with the school’s new head of school, Dan Vorenberg: How does the school feel about being voted best private school?

Vorenberg: We are very humbled to have received this recognition and are starting to announce this honor to our community. We recognize that there are several wonderful independent schools in Santa Monica and feel very fortunate to share the dynamic Santa Monica educational landscape with our colleagues.

Tell us about New Roads, its mission, philosophy and academics:

Vorenberg: New Roads School was founded by Paul Cummins and David Bryan, who saw an opportunity to impact progressive education in our region. It’s been nearly 30 years since New Roads’ founding, but I think the mission is as relevant and important as ever. To create an authentically diverse environment that curates curiosity

and learning in all dimensions for children. To celebrate not only childhood but what it means to be a significant, and a significantly thoughtful, college preparatory school that looks beyond just getting kids into college by recognizing that college is only one step in what it ultimately takes to become a fully self-actualizing and thoughtful participant in our society.

What are some programs at New Roads that students enjoy?

Vorenberg: I think it’s really the integration of a number of programs that are causal to learning. We extol the virtues of a strong program in the theatrical and visual arts. You’ll see strong programs in the sciences, in the integration of mathematics and the arts. You’ll see a strong emphasis on kids making connections in their lived experience, through writing, through their own experiences of studying history and culture. I would say that it would be a quick fix to point to one program. It’s the integration of programs that match the electives with core curricular classes and I would say that it would be somewhat superficial to point solely to one program. School of Rock West LA Wins Best Children’s Program/Service

School of Rock West Los Angeles has enriched the lives of students through performance-based music education for the last 14 years. For another consecutive year, School of Rock has won the Best of Santa Monica — Best Children’s Program/Service.

First opening in November of 2010, Chris Czaja and Elizabeth Weiner purchased the School of Rock West LA in 2012. Since then, they have grown their franchise to a total of six locations in Los Angeles. The other four other School of Rock locations have different owners, but the entire franchise uses the same method of performance-based teaching brought on by the original founder of School of Rock in 1999, longtime music teacher Paul Green.

In Philadelphia, Green started giving traditional individual music lessons and invited a group of students to “jam” with his own band in 1998. As time progressed, he saw the students who were practicing as a group advanced more quickly than the students who received solo instruction. From there, he supplemented his instruction with group practice with a goal to put on a live performance. One year later, Green’s most advanced students played their first public concert at an art gallery, and School of Rock, formerly the Paul Green School of Rock, was created.

“Paul Green’s revolutionary idea worked and now we are creating musicians around the globe. The School of Rock’s community

of teachers and educators has grown tremendously in that amount of time,” said School of Rock West LA general manager Justin Salmons. “We have so many amazing students that have gone on to do amazing things, whether they pursue music or not.”

Salmons has been a part of the School of Rock West LA community for almost 14 years. Salmons has seen at least 11 students achieve School of Rock’s top honor of becoming a School of Rock All Star — where the best and brightest advanced students audition to be selected for regional band tours. Less than one percent of School of Rock students achieve this feat.

“This is an amazing achievement in the School of Rock world and a testament to our standard of quality and excellence at West LA. We have an amazing network of former students, who I’ve seen on Saturday Night Live or working with artists like King Princess. When the students graduate, they are ready to take on the world.” Salmons said.

School of Rock’s teaching method builds musical proficiency by integrating thrilling stage performance and song-based learning from as young as three years old, all the way through high school, and offers adult programs.

Shore Hotel to Open New Coastal-Inspired Hotel Restaurant

A new restaurant is opening at the Shore Hotel in December, offering guests and the public a new hotspot for al fresco lunches, cozy indoor dinners and vibrant poolside cocktails on Ocean Avenue.

Shoreside is a 76-seat modern restaurant and bar with indoor, outdoor and poolside seating. Currently, the restaurant’s grand opening is slated for early December. Details on an affirmative date, events or promotions will be announced in the coming weeks ahead of its opening.

At Shoreside, Bohak plans to elevate California-coastal cuisine by highlighting the region’s exceptional local ingredients and merging classic techniques with inventive twists. Shoreside’s menu will focus on the bounty of the Pacific Ocean and California’s fertile farmland with dishes that reflect a modern, seasonal approach. The menu will feature ingredients from local farmers’ markets, seafood from local fishermen and locally grown herbs for beverages and seasoning.

Inspired by the abundance of the Southern California coast, some of Bohak’s early favorite dishes include the Brandt Prime Filet, served with creamy Yukon potatoes and

a rich Cabernet demi-glace; the California Hamachi Crudo with zesty ginger ponzu; and Sonoma Lamb Chops paired with mint cucumber couscous and rosemary bordelaise.

Shore Hotel opened in 2011 and is known for its ecofriendly design and contemporary architecture, featuring energy-efficient systems, solar panels and a commitment to reducing its environmental impact. Shoreside marks the hotel’s first renovations since the carpeted floors were replaced with sleek tile in 2021.
