Letter to the Editor Dear Editor, I am writing in support of Bill Reeves letter in the December 18 th issue of the Modoc Record. My favorite pastime is calling coyotes. I used to call all predators, but as the law has changed so have I, I would never harm a protected species (yes, I do own some bridges in Florida). But in the interest of controlling our Modoc predators I offer the following solution to the State folks. It’s a well-known fact that

the best way to manage ANY species is through hunting. Allow the sportsman to do what we do best! The State could make a profit if they allow a permit system just like they do for deer, elk, antelope, etc. Why doesn’t the State allow the following in California? Fifty mountain lion tags, if drawn it would cost $1,000 per tag. One hundred bobcat tags at $50-$100 per tag. One hundred bear tags for

Modoc County only at $500 per tag. COYOTES ARE FREE At a minimum, which is $60,000, the State could profit. But far be it from me to even consider that a solution could be so simple as I am just a simpleminded sportsman who does not believe that any of the above species are endangered in our state. Polar Express Movie Night Draws Hundreds of Families to Niles Theater More than 300 community members gathered at the Niles Theater on Dec. 16 for a free Polar Express-themed family movie night hosted by Modoc County Public Health’s Parents as Teachers program. The event, which ran from 5 to 7 p.m., drew 322 attendees and featured a screening of The Polar Express. Families were encouraged to wear pajamas, and the first 120 guests received complimentary pizza, popcorn and drinks, along with a Polar Express souvenir. Free hot chocolate, prize giveaways and a holiday photo opportunity added to the festive atmosphere. All minors were required to attend with an accompanying adult. “We are incredibly grateful to everyone who joined us for our Polar Express event,” said Organizer Cheyenne O’Sullivan, Supervising Public Health Nurse for Modoc County Health

Services. “With 322 people in attendance, your support truly made the night special. Thank you for sharing the joy, laughter and holiday spirit with us. We hope to continue this tradition and look forward to seeing you next year.” O’Sullivan also thanked community partners for their support. “Much appreciation

House Passes Bill to Delist Gray Wolves, Sparking Debate Over Protections

The U.S. House of Representatives has approved a bill that would remove federal Endangered Species Act protections for gray wolves nationwide, a move supporters say will return wolf management to the states after a successful recovery, but which opponents warn could put the species at risk. The “Pet and Livestock Protection

Act” (H.R. 845) passed the House on Thursday in a 211204 vote, largely along party lines. The bill directs the Interior Department to delist the gray wolf and bars courts from reviewing the decision, effectively preventing legal challenges that have in the past relisted the wolf. The measure now heads to the Senate, where its prospects remain uncertain.

Supporters Cite Wolf Recovery and Conflict: Proponents of the legislation argue that gray wolf populations have rebounded far beyond original recovery goals, and that rural communities need relief from increasing wolf conflicts. Wolves were hunted to near-extinction in the lower 48 states by the mid-20th century, but protections

since the 1970s have helped their numbers climb to several thousand across the West and Midwest. With an estimated 4,000+ wolves now in the Western Great Lakes region and about 2,800 in western states, supporters say it’s time for states to take over management. They point to incidents of wolves preying on livestock and even encroaching near populated areas. In one recent case, officials in Siskiyou County, California kept students indoors after gray wolves were spotted roughly half a mile from an elementary school, prompting a local emergency declaration. LaMalfa noted the issue is “not a Little Red Riding Hood story” but a real concern for ranchers and residents in wolf country, referencing the recent wolf sighting near a Siskiyou County school as evidence. Other Western lawmakers echoed that sentiment. “Wisconsinites know best when it comes to managing Wisconsin’s wolf population, and it’s long past time we empowered [them] to do so,” said Rep. Tom Tiffany, R-Wis., a lead sponsor of the billwpr.org. Tiffany pointed out that Wisconsin’s wolf population has grown into the thousands, yet court rulings have repeatedly

Boebert said states should be free to set their own wolf policies, adding, “It’s long past time to delist them… I can’t wait for President Trump to sign this bill into law.” Opponents Warn of Setback to Conservation: Wildlife advocates and many Democratic lawmakers strongly oppose the wolf bill, arguing that removing federal protection now is premature and could reverse decades of conservation progress. They note that gray wolves still occupy only a fraction of their historic range and face ongoing threats from poaching, habitat loss, and aggressive state hunting laws. “The protections of the [Endangered Species

Act] have allowed gray wolf populations across the country to stabilize and regain strength,” said Rep. Don Beyer, D-Va., during House debate. “If delisted nationally, gray wolves will once again be hunted and trapped to the point of extinction.” Beyer and others argue that federal oversight is still needed to ensure wolf populations expand into more of their former range and remain sustainable longterm. Conservation groups blasted the House’s action as well. “Despite the decades of effort invested in wolf recovery… this vote puts wolves in the crosshairs,” said Addie Haughey, legislative director for Earthjustice, an environmental law organization. She warned that Congress is ignoring scientific evidence that wolves still need protection. Haughey pointed to a “disastrous” wolf hunt in Wisconsin in 2021 as a cautionary tale. During a brief period when wolves were delisted that year, hunters killed 218 wolves in less than three days – about a third of Wisconsin’s wolf population at the time – before the hunt was shut down. The sudden closure of the Weed lumber mill has raised economic concerns in communities across Northern California, where timber once served as the foundation for local jobs, commercial activity and municipal revenue. In Modoc County, the decline of logging and milling reshaped the economies of towns such as Alturas, where residents often point to the loss of forest-industry employment as a key factor in the reduced number of local businesses today. The history matters because Weed now faces a similar turning point. The mill operated in the community for more than a century and functioned as one of the town’s

primary employers. With its closure, Weed enters a familiar pattern seen in remote areas across the region: when a single major industry contracts, the effects can extend into housing, school enrollment, smallbusiness stability and long-term population trends. The comparison does not mean Weed’s future is predetermined. The town has transportation access, educational institutions and a different regional market than inland counties such as Modoc. But the closure raises the same question residents in Alturas have asked for decades: what fills the economic space left when the timber industry moves on?

For the time being, gray wolves remain listed as endangered in most of the contiguous United States (except in certain Rocky Mountain states where Congress previously lifted protections). State wildlife agencies say they have updated management plans and are prepared to take over wolf stewardship if federal protections are lifted. Wisconsin’s Department of Natural Resources, for example, asserts that scientific data show the wolf population there has biologically recovered – a claim some independent scientists dispute. As the debate continues, the gray wolf has become a flashpoint in the broader discussion over how to handle recovered species: whether to celebrate and manage their resurgence at the local level, or to keep nationwide protections in place to guard against future decline. Both sides agree on one thing – the gray wolf’s fate will serve as a precedent-setting test for the Endangered Species Act and wildlife management in the United States.

Grinch “Arrested” at Alturas Elementary in Holiday-Themed Community Policing Event

A familiar holiday villain made an unexpected appearance at Alturas Elementary School on Wednesday, providing students with a festive sendoff on the last day of school before winter break. School Resource Officer Widby and Officer Garcia “arrested” the Grinch after reports of suspicious behavior and a noticeable lack of holiday cheer on campus. The playful incident was staged as part of a seasonal activity

designed to engage students and highlight community policing. Students watched with smiles as the green-clad suspect was taken into custody without incident. Officers emphasized messages of kindness, teamwork and the importance of looking out for one another during the holiday season. Alturas Elementary staff and students participated in the event, which police said was intended

to create a positive, memorable experience while strengthening relationships between officers and the school community. By the end of the encounter, officials said, the Grinch appeared to have learned a lesson about community, friendship and the true meaning of Christmas. The Alturas Police Department thanked school staff and students for their cooperation and holiday spirit as they headed into winter break.

Watch Out For Flooding On Sunday night, the Modoc County Sheriff’s Office shared a Facebook alert advising travelers to use caution on County Road 1 in Surprise Valley. Water is running across the road between Cedarville and Eagleville. County road crews are actively in the area posting signs, clearing debris, and checking culverts to keep the roadway safe. Weather this Week (conditions that may affect travel and road conditions): Alturas: Expect cloudy skies with periods of rain and breezy conditions early in the week, with rain possible especially Tuesday through Thursday. Temperatures will range from the upper 30s to mid50s°F. Winds may be gusty at times. Toward the weekend, conditions trend cooler with mostly cloudy skies and lower chances of precipitation. Cedarville: The forecast includes rain and cloudy conditions early in the week, with winds and varying chances of showers persisting through mid-week. The 68th annual Block M Basketball Tournament tipped off Thursday with a meaningful dedication honoring Rodney Grier, whose quiet dedication touched hundreds of students, countless athletes, and the greater Modoc community. The opening night delivered basketball worthy of the moment. Modoc Varsity Boys set the tone early, grinding out a 67– 62 victory over Portola behind a dominant performance from Nash McCulley. The junior forward was unstoppable, posting a career-high 25 points and 15 rebounds to secure a double-double that powered the Braves past the Tigers. McCulley continues to make his presence felt defensively as well, recording two or more blocks in each of his last five games. Another difference-maker was Shawn Warren, who

filled the stat sheet with six rebounds and four steals, along with three points. Warren’s impact on the defensive end continues to correlate with team success—when he records at least three steals, Modoc is now 2–1 this season. Portola didn’t go quietly. Edward Caballero led all Tigers with 22 points, shooting 9-for-18 from the field, while Enrique Vargas added 10 points, six rebounds, and five assists in a well-rounded effort. Modoc’s teamwork proved to be the deciding factor. The Braves finished with 17 assists, their highest total of the season, showcasing unselfish ball movement and strong offensive rhythm. With the win, Modoc has now taken three of its last four games, improving to 4–6 on the season. During that stretch, the Braves

are averaging 64 points per game, signaling steady offensive growth. What’s Next Modoc faces a quick turnaround as they square off against Fall River at 8:00 p.m. Friday. The two teams have split their last ten matchups since December 2022, but something has to give. Fall River enters the game after an 87–64 loss to Tulelake, their third straight defeat, despite posting their highest point total of the season. With both teams coming off games the night before, expect a fast-paced matchup—and potentially another highscoring performance. The Block M Tournament is off to a strong start, blending tradition, competition, and a fitting tribute to a man whose legacy continues to shape Modoc athletics.

Modoc County Historical Society Shares History Shown here is Dr. Alexander Gibson, Modoc County Physician in 1910, making a visit to the Dorris Ranch. Dr. Gibson was a familiar and respected figure throughout the county, known for his dedication to the people he served. Born in Missouri in 1861, Dr. Gibson graduated from Missouri Medical College before coming west to Modoc County in 1889. He first practiced medicine in Alturas in partnership with his brother, Dr. Sam Gibson, later relocating to Cedarville. After several years, he returned to Alturas, where he continued his medical practice and remained an integral part of the community. On February 28, 1892, Dr. Gibson married Miss Lily Stephens of Eagleville. They had one daughter, Pearl, who later became Mrs. Pearl

Sepulveda. Highly regarded as a skilled and compassionate physician, Dr. Gibson served not only Alturas but many surrounding communities, often traveling long distances to care for patients. During World War I, he also held a commission, further reflecting his commitment to

service. Dr. Gibson passed away suddenly on the evening of June 16, 1932, leaving behind a lasting legacy of professionalism and care that was deeply felt throughout Modoc County. Text adapted from Modoc County Historical Journal, No. 28.
