Palisades Survives Second Fire Scare Getty Fire forces days of evacuations in Pali, Brentwood.

By S am C atanzaro Less than 72 hours after firefighters knocked down the Palisades Fire, fire crews were right back at it fighting the Getty Fire that forced mandatory evacuation orders for many Pacific Palisades residents.

The fire, which broke out in the Sepulveda Pass near the Getty Center around 1:30 a.m. Monday October 28, burned 745 acres before the Los Angeles Fire Department (LAFD) fully contained the blaze on November 2. According to the LAFD, 10 structures were destroyed and 15 damaged as 7,091 residential buildings were threatened by the blaze. The Getty Center was not damaged by the fire.

According to Los Angeles Mayor Eric Garcetti and the LAFD, the fire was sparked by a tree branch falling on a powerline.

“The fire was deemed an accidental start, caused by a tree branch that broke off and subsequently landed in nearby powerlines during high wind conditions. This errant tree branch caused the sparking and arcing of the powerlines, igniting nearby brush,” said LAFD Spokesperson Brian Humphrey.

Throughout the week the fire forced mandatory evacuations for much of Pacific palisades and Brentwood. Even though the fire itself was not burning directly next to many areas under evacuation, some of the strongest Santa Ana Winds of the decade forced officials to take extra precautions.

Over 700 personnel combatted the fire and according to the LAFD, five firefighters suffered non-life-threatening injuries in action.

By C had W inthrop A robotics team of elementary school students in Pacific Palisades is not only winning competitions but also coming up with innovations that could help get rid of pollution in the ocean.

Marquez Charter Elementary School's Robtix Team was founded in the 2018-2019 school year and is led by three dedicated teachers: Ms. Akiko Arevalo, Ms. Clare Gardner and Ms. Julie Yoshida and consists of three co-ed teams of 4th and 5th graders.

"In robotics we do multiple things: programming, building and STEM research.

We have also learned to work with a green screen to present our research project. It has been a great learning opportunity. It is very fun but it is also hard work so it is not just fun and games," said Robtix team member Eleanor Buckner.

The team has 13 students currently participating in the program divided into teams: Marquez Blue, Red and Yellow that meet after school and participate in the Los Angeles Unified School District (LAUSD) Local District West competitions.

"This is my second year on the team. I have been learning about engineering and coding robots. If you have a creative mind and you are also competitive, you would like robotics," said team member Brett

Longtime Palisades Veterinarian John Condello Retires Palisades Animal Clinic doctor retiring after 30 years

dello wrote, “This was not a decision that was easily reached. I am now 71 years old.

While I am in relatively good health my wife would greatly benefit from having me home to help her out.” Condello continued, “Because this has been the case for the last few years you will have noticed that I have had to both greatly reduce my clinic hours as well as reduce the types of services I offered.”

Palisades Animal Clinic is currently closed during upgrades to the clinic and equipment, including the addition of a new x-ray machine. Someone will still be available to answer calls, refill medications, and provide medical care.

Life in Prison for Man Accused of Murdering Malibu Camper?

Anthony Rauda accused of shooting Tristan Beaudette, a man camping with his daughters, attempting to kill 10 others

By Sam Catanzaro A man faces life in prison for the fatal shooting of a camper in Malibu Creek State Park sleeping

in a tent with his daughters and attempting to kill 10 others in connection with a series of shootings over a two-year period, the Los Angeles County District Attorney’s Office has announced.

On October 21 a grand jury returned the superseding indictment against 43-year-old Anthony Rauda for one count of murder, 10 counts of attempted murder and five counts of second-degree burglary. The indictment was unsealed on Tuesday.

Rauda pleaded not guilty to the charges at Tuesday’s hearing and is scheduled to return for a pretrial hearing on December 5. If convicted as charged, Rauda faces a maximum sentence of more than 265 years to life in state prison.

WHY ARE ALL THE BUYERS EITHER INVESTORS OR DEVELOPERS?

By Ron Wynn I recently represented a sweet 3-bedroom, 2 bath home in Santa Monica of approximately 1,700 square feet built in 1948 and remodeled in 1990. Since 1990, the owner replaced tile with granite counter tops, added all new stainless appliances, refinished the wood floors and removed the cottage cheese ceiling to now take on a smooth finish more to people’s liking. The owners are immaculate people and their home is so clean you could eat off the floor. So where were all the owner user buyers?

Don’t be surprised if the same happens to you. The reason is simple. When a home is priced at nearly $2,000,000, you are looking at some really hefty payments considering that the property taxes alone are $2,000 a month.

Add a big mortgage and you are easily paying $10,000 a month or more. To qualify, a buyer must be earning over $300,000 a year. Chances are this buyer is probably leasing a home or condo that is totally fresh and new with all the whistles and bells to satisfy every desire one might currently have. Apartments and condos built in the past 5 years cater heavily to lifestyle, emotions and perceptions of the perfect untouchable dream. Sure, a tenant is dumping $7,000 a month into the ocean paying rent and not building equity, but they are getting what they are craving.

After drenching themselves in shear luxury for several years, they are absolutely not willing to move into a home that looks like their parent’s house or worse yet, the grandma’s house, no matter how clean and immaculate it might be, even if it was nicely remodeled. The fear of never being able to own a home doesn’t faze them and the thought of being a renter forever doesn’t bring them to fear either.

Now there are exceptions of course.

There are plenty of Europeans, Asians, and Mid-Eastern buyers for example with different values, priorities, taste and mindset.

The typical American buyer who can afford prices here on the westside has been living in a home or apartment anywhere from almost new to 40 years old and remodeled. Imagine someone living in a country where homes are over 100 years old. A 50-year-old home may look quite modern and hip in comparison.

Now, are many exceptions that can produce a motivated buyer for an older home in good condition. Imagine a buyer coming into a big inheritance, a buyer whose company just

went public or a buyer receiving a great year end bonus with a child on the way. Imagine a buyer with wealthy parents helping them out or two people getting married and pooling their wealth and income.

These are all people who are absolutely qualified to purchase a home, but for them, they want a home equal to better than what they are used to. This means they want a home that is virtually perfect, meeting all the criteria of a newly built home assuming they can afford it. Otherwise, they may just keep renting. Flippers and developers have totally figured this out and have in fact nailed it, to the point of buyers jumping in and paying full price often on the first day a property hits the market.

When a homeowner tries to compare their home, that was remodeled three times over the past 10 years with remnants of a 10 year old remodel in places and an oval jacuzzi tub in the master bath that no one has used in 10 years, it just won’t qualify as the same offering, and just most likely will not receive the same enthusiasm from buyers. Remember, there are plenty of buyers but you may need to wait for a specific buyer, and this buyer will probably expect pricing consideration given that you didn’t professionally gut your house down to the studs and rebuild 90% of the house, to the current trends in the past 6 months.

Hopefully this might give some insight to the changes in today’s buying trends, types of buyers and factors that influence motivation.

Rauda allegedly shot at unsuspecting campers or motorists dating back to November 2016 when he is accused of wounding a man who was sleeping in a hammock in the Malibu State Park area.

Less than a week later, he allegedly fired into the sleeping area of a vehicle.

Rauda also is accused of shooting into vehicles on three different occasions in 2017. No one was injured.

The defendant allegedly shot at a Tesla on Las Virgenes Road on June 18, 2018. Four days later, he is accused of killing Tristan Beaudette, 35, who was shot and killed while in a tent with his two daughters in Malibu Creek State Park.

His children were not injured.

Rauda also has been charged with several burglaries that occurred in the Calabasas area.

In October, Rauda was arrested by L.A. County sheriff’s deputies who spotted him on a ridgetop carrying a rifle in a backpack. The deputies had been searching the area for an armed burglar who had been breaking into homes and businesses. At the time, Rauda was not considered a suspect in the Santa Monica Mountains shootings. “ A concentrated effort by Detectives to unearth the past activities of Rauda correlating with this investigation, has revealed that he apparently acted alone during this identified crime spree, stretching from November 2016 to October 2018.

No similar crimes have been reported in the area since the October 2018, arrest of Rauda,” said the Los Angeles County Sheriffs Department in a press release earlier this year.

The case remains under investigation by the Los Angeles County Sheriff’s Department.

Palisades ranch has become a favorite gathering and recreation spot for generations of Angelenos.

Rogers was born in 1879 at Rogers Ranch in Oolagah, Cherokee Territory, in what is now Oklahoma.

His father, Clement “Clem” Vann Rogers, was a Cherokee senator and judge; his mother, Mary America Schrimsher Rogers, was the descendent of a Cherokee chief.

From steering cattle and transporting pack animals across the South Atlantic to appearing in Wild West shows in Johannesburg, the vaudeville performer became known around the world for his roping and riding skills as “The Cherokee Kid.” In 1918, Rogers landed his first movie role as Bill Hyde in Laughing Bill Hyde.

From the silent era of film to the Golden Age of Hollywood, Rogers starred in dozens of films, including Judge Priest, Steamboat Round the World and Doctor Bull. By the 1930s, Rogers was one of Hollywood’s most well-known and highest-paid actors.

While Rogers’ had roots in Oklahoma, California was his home. During the 1920s, Rogers acquired nearly 360 acres of land in Pacific Palisades overlooking the ocean.

He built a place where he could enjoy his hobbies and spend time with loved ones.

His ranch included 31 rooms, guest housing, a stable, corrals, polo field, riding ring, roping arena, golf course and riding trails.

Rogers tragically passed away in a plane crash in 1935. He was 56. In 1944, his widow, Betty Rogers, donated the ranch to California State Parks to ensure that it would remain open to the public as a memorial to her late husband.

Decades later, visitors still walk the grounds of Will Rogers State Historic Park, gaining a rare glimpse into one of the world’s most memorable country western stars and the life he built for himself in the Palisades.

Endangered Frogs Found in SM Mountains Red-legged frogs coming back after Woolsey Fire

By S taff W riter Nearly 30 adult California red-legged frogs (Rana draytonil) have been discovered in four translocation sites created by the National Park Service (NPS) in 2014 to help reintroduce the threatened species back into the Santa Monica Mountains. According to the NPS, California red-legged frogs have not lived in the Santa Monica Mountains since the 1970s. “They are listed as federally threatened under the Endangered Species Act and they are a state species of special concern,” said the NPS. Katy Delany, an NPS ecologist, has been leading the reintroduction project since 2011. Partners in the project include California State Parks, the Mountains Recreation and Conservation Authority, the Santa Barbara Zoo, the Santa Monica Bay Restoration Commission, the Santa Monica Mountains Conservancy, the U.S. Fish and Wildlife Service and the U.S. Geological Survey (USGS).

Delaney was amazed by the discovery, especially considering the many threats to the nocturnal species. “I still don’t know

what’s going to happen, but it’s a big deal that these frogs survived the fire and the mudslides,” Delaney explained. “I think that the fact that they survived all of that is extraordinary.”

Following last year’s Woolsey Fire, which threatened the natural habitat of over 500 species in the Santa Monica Mountains, biologists found only two red-legged frogs.

The issue that remains following the recent discovery of the small species is how successful they will be in breeding on their own next spring.

Replace Parking Lot with Affordable Housing?

Venice Neighborhood Council says more, not less, parking is needed

With the county in the midst of a housing and homelessness crisis, Los Angeles City Council is considering replacing a parking lot near Venice Beach with affordable housing but local community officials say more, not less, public parking is needed in the area which as one of the state’s most popular tourist destinations is already strapped for parking.

On February 27, 2019, Los Angeles City Council passed a motion authored by councilmembers Mike Bonin and Joe Buscaino that looks into the feasibility of making a Venice Beach public parking lot available for the development of affordable housing.

“The City is falling short on producing much-needed housing which has resulted in a severe need for the development of additional housing units, at all levels of affordability.

To encourage the private sector to build more affordable housing units, the City has made available city-owned property to be developed as ‘affordable housing opportunity sites’,” reads the motion.

The lot, Los Angeles Department of Transportation (LADOT) Lot 731 located at 2108 Pacific Avenue, is heavily utilized by the public

for beach access and, in acknowledging this, the motion states that the development of this lot for affordable housing should not permanently displace the public parking. The Venice Neighborhood Council (VNC), however, in a Community Impact Statement submitted to the city council contends that as one of the most popular tourist destinations in the state, Venice beach is already strapped for parking and any loss of spaces will impact residents, businesses and visitors. The VNC further states that the need to “massively increase public parking opportunities in Venice.”

“The community of Venice since its inception in 1905 has been a visitor destination which is often referred to as the number two tourist attraction in the entire state of California behind Disneyland. In this capacity, beach access is a priority and the number one means of transportation to this region is by single occupancy vehicles. There are no plans in the immediate or distant future to provide mass transit with remote park-and-ride lots outside the region,” reads the letter. “The commercially zoned property in the Venice Coastal Zone is underdeveloped when compared to any other growing community in Los Angeles City or neighboring communities.

This is the result of conflicting conditions; on one hand, the parking demands are very high as described in both the City and State codes while on the other hand, the lot sizes are small and therefore parking consumes most, if not all, of the developable ground floor. Whoopi Goldberg’s $10M Mansion Back on Market Art Deco style house with a long Hollywood history

By Chad Winthrop Whoopi Goldberg’s Pacific Palisades Art Deco mansion on Amalfi Drive in Pacific Palisades is back on the market for a whopping nearly $10 million.

The Streamline Moderne-style house, on the market now for $9.6 million, was built in 1933 for Vicki Baum, an Austrian author known for writing the book “Grand Hotel.” Later it was owned by Oscar-winning actor David Niven of “Around the World in 80 Days” and “The Pink Panther”.

Goldberg purchased the house for $2.547

million in 1993, which is around $4.5 million in 2019 dollars. The actress and comedian owned the home for 26 years before selling it in February for $8.8 million.

The two-thirds of an acre property, located at 1461 Amalfi Drive, includes a 7,000-square-foot, ivy-clad, two-story home with six bedrooms and seven bathrooms.

Homeless Deaths Doubled LA County Public Health releases report on fatalities among homeless population

By Sam Catanzaro Over the past five years, the number of individuals experiencing homelessness countywide who have died has doubled according to a report released last week by the Los Angeles County Department of Public Health (Public Health), an increase that is occurring on the Westside as well.

The report, released on Tuesday, October

29 shows that the number of deaths from 2013 and 2018 increased by 536 to 1,047.

In addition, the death rate increased by over one-third, accounting for the increase in the homeless population.

"This alarming increase in homeless deaths requires immediate action to improve the care for our most vulnerable populations," said Barbara Ferrer, PhD, MPH, MEd, Director of Public Health. "As we work hard to secure housing for those experiencing homelessness, we have a civic and moral obligation to prevent unnecessary suffering and death. We need to start this work by speaking directly with those experiencing homelessness to better understand how to align our support."

According to Public Health, drug and alcohol overdose was the largest contributor to

the overall increase in the homeless death rate.

From 2016 to 2018, the overdose death rate was 26 times higher among the homeless than among the general population. Other leading causes of homeless deaths included heart disease, traffic injuries, homicide and suicide.

The report also found that people experiencing homelessness died on average 22 years earlier than among the general population (average age was 51 among the homeless and 73 among the general population).

The report also suggests that County establish a “homeless death review team” to further understand the contributing factors of homeless deaths to prevent them in the future.

This increase in death rates among the homeless population is not just regional. The Westside Coalition, a coalition of

nonprofits, public agencies and faith communities working to address homelessness carries out an annual memorial service for individuals experiencing homelessness who have died on the Westside while receiving services from local organizations. The 2019 service, which was held last Sunday at Reed Park in Santa Monica, honored 112 individuals compared to 27 in 2018.

Venice is in a Coastal Zone and therefore the California Coastal Commission (CCC) has denied the City’s prior two applications for a Coastal Development Permit to allow permit parking.

Although the residents, business operators and the City have voiced support to have a permit parking, the CCC stated in their denials that there cannot be any reduction of public onstreet parking without a one-to-one replacement off-street, adding to the complexities of parking regulations in Venice.

LA City Council, Airbnb Come to Agreement for Home-Sharing Compliance Enforcing new regulations that went into effect Nov. 1

By Sam Catanzaro The Los Angeles City Council has approved an agreement with Airbnb that will pave the way for a compliance system to help enforce the City’s home-sharing ordinance which went in effect November 1.

Under the terms of the agreement, Airbnb is the first short-term rental platform to commit to working with the City to develop an online system that will streamline the registration process for hosts, promote compliance, and automate enforcement.

“This is an important milestone and we believe this new system will serve as a model for other cities looking to leverage technology and partner with Airbnb to legitimize home sharing.

We look forward to working alongside city staff in the coming months to develop, build, and launch our most advanced compliance system to date.”

Once implemented, the registration system

will enable Airbnb and the City of Los Angeles to verify a listing’s registration status.

According to Airbnb, 1.8 million guests used the platform in 2018.

The regulations, passed by the Los Angeles City Council last December set a 120 night limit on STR activity, bans rent-controlled units from being rented out and allowing hosts to only rent out their primary residence.

The regulations define “primary residences” as places where hosts live for at least six months out of the year. By allowing STR activity only in primary residences, City Council hopes to crack down on “super hosts” who operate multiple home-sharing properties throughout the city. In addition, the rules passed by City Council prohibit hosts from renting out more than one STR unit at a time within the City of Los Angeles.

On top of the primary residence requirement, these rules also set a 120-night annual cap on STR activity in the city. Hosts, can, however, request an exemption from the City to operate beyond this cap for an $850 fee, if they have had received no citations in the past three years. Hosts who have received a citation can pay an $8,500 fee to have their case reviewed to operate beyond the cap.

A time to reflect, pause and salute our men and women who have who served our country as

“They Were Expendable”. 1945. Directed by John Ford and Robert Montgomery.

After their Liberty Ship carrying supplies to Murmansk is torpedoed by a German sub. The crew spends 11 days in a lifeboat before being rescued and the survivors are assigned to a new ship called the Sea Witch ready to make the run again this time with a vengeance. Every aspect of this film is perfect from the acting to the ac-

tion scenes along with the cinematography and soundtrack. It’s mesmerizing to watch as the film was shot in Santa Barbara and on the Warner Brothers back lot. A classic story about the unsung heroes of the merchant marine. 3.

“The Story Of G.I. Joe”. 1945. Directed by William A. Wellman. s Stars Burgess Meredith and Robert Mitchum. The true story of war correspondent Ernie Pyle (Meredith) who served with the infantry unit of “C” Company suffering through, dirt, mud, cold and rain alongside his fellow Dogfaces. Pyle gets to know these men personally by name as he writes about them giving a humanistic view. Shot on $1 million dollars at Iverson Ranch and Chatsworth this is one of the most emotional and sentimental films about WWII ever made.

“The Ballad Of Andy Crocker”. 1969. Directed by George McCowan. Written by Stuart Margolin. Stars Lee Majors, Jimmy Dean, Marvin Gaye, Joey Heatherton and Agnes Moorhead. Back in the late 60’s and early 70’s there were many outstanding, made-for-TV movies this is one of them. Returning home from his tour in Vietnam, Andy Crocker (Majors in an exceptional role.) the girl he loved is now married to someone else, the business he started before he left is ruined by his partner, guidance from his father is lacking and the friends he once had who have done well for themselves shun him. As he painfully tries to adjust to the world, he realizes that he doesn’t fit in anymore.

A bittersweet, poignant film that was just as important then as it is today with our men and women coming home from their tour of duty.

The team's first LAUSD District West League competition of the year was held at Mark Twain Middle School on Monday, October 7, 2019 in which Marquez ranked 1st, 2nd and 3rd among the 20 teams that competed. As recent as, Monday, November 4th, 2019 Marquez competed in the LAUSD West VEX IQ League and teams Red placed 2nd, Blue placed 4th and Yellow placed 5th.

"We are learning about teamwork. Our research project is about how robots are helping to get rid of pollution in the ocean.

Driving the robot is frustrating but fun. We learned that practice helps us improve our scores," said team members Lilou Hashemi and Amelia Halpin.

The new technology will be the first of its kind in North America, using solar-power engineering to harvest floating waste and debris from a waterway that empties into the Santa Monica Bay and some of LA County’s most popular beaches. During storms, the creek receives an influx of trash and urban runoff from city streets.

“To truly rid the oceans of plastic, we need to both clean up the legacy and close the tap, preventing more plastic from reaching the oceans in the first place.

Combining our ocean cleanup technology with the Interceptor, the solutions now exist to address both sides of the equation,” said Boyan Slat, Founder and CEO of The Ocean Cleanup.

The autonomous Interceptor is the first scalable solution to intercept river plastic pollution and can be deployed around the world. It is capable of extracting 50,000 kg of trash per day – even reaching 100,000 kg per day under optimized conditions. Only two Interceptors are operating throughout the world in Jakarta, Indonesia and Klang, Malaysia.
