LAFD Rescue Horse That Fled From Will Rogers

After a horse bucked a rider at Will Rogers State Park and fled last weekend, the LAFD went deep into the Santa Monica Mountains to rescue the animal.

According to the Los Angeles Fire Department (LAFD), a little before 5 p.m. on Saturday, a horse rider at Will Rogers State Park was bucked from their saddle by the horse they were riding.

The rider, whose name, age and gender is unspecified, suffered a non-life threatening injury.

The horse could not be located, according to the LAFD. “LAFD crews hiked into remote and rugged terrain of the Santa Monica Mountains National Recreation Area shortly after 6 PM, to discover the apparently uninjured horse under a canopy of vegetation,” LAFD said in a media release.

LAFD personnel proceeded to calm the horse and assist it in walking toward a trail and to safety.

Coroner Confirms Body Found In Malibu Home Was Missing Woman Body

Authorities confirmed last week that a body found in the crawl space of a Malibu house belonged to missing woman and resident of the home, Julia Christine Snyder.

Snyder, 53, suffered from bipolar disorder,

was last seen near the house around 9 p.m. on Feb. 8, according to the sheriff’s department.

The body was discovered around 3:35 p.m.

Feb. 19 in the home one the 4300 block of Ocean View Drive, the sheriff’s department says.

The coroner’s office, who has confirmed the death, declined to issue other information such as the cause of death, citing a security hold placed on the case.

The body was believed to have been at the house since Feb. 8, according to reports.

By Chole Marie Rivera The Palisades City Community Council (PPCC) met this month to discuss the development of the bus turnaround, anticipated to be built in the lot adjacent to Gladstones. Both the parking lot and the restaurant are owned by the County of Los Angeles. The restaurant–itself– is losing its lease.

The county is currently negotiating an

agreement with a prospective lessee, or “concessionaire,” to redevelop the site, according to PPCH’s Transportation Advisor The concessionaire, PCH Beach Associates, LLC (PCH Beach), has had “preliminary discussions” with the Coastal Commission but the process may take up to three years–including additional regulatory and environmental approvals. Gladstones will continue to operate during this process.

PCH Beach is set to redevelop the site at 17300 Pacific Coast Highway, north of Sunset Boulevard into a destination restaurant with famed chef Wolfgang Puck and designed by acclaimed architect, Frank Gehry. The county is a co-signer for the coastal permits but the concessionaire must apply for them.

In 2018, the PPCC requested that L.A. County Supervisor Kuehl’s office require all bids for space include a bus turnaround. “Supervisor Kuehl was very clear about wanting the bus turnaround,” according to the PPCC. The development would allow for more the two bus services that serve

the Palisades, the LA Metro and Santa Monica’s Big Blue Bus, to offer more “effective transit options.”

The PPCC will continue to monitor the process to ensure the commitment to the bus turnaround is honored.

By Staff Writer Traffic gridlock on Sunset Boulevard is one of the toughest transportation challenges commuters face on the Westside.

Learn about efforts underway to address the often bumper-to-bumper state of traffic on Sunset Boulevard.

Councilmember Mike Bonin says his office is working to find solutions to tackle this problem through the dynamic ramp metering project, adding high visibility signage, lane restriping and cracking down on scofflaw road work causing unnecessary lane closures.

wake of killing of local mountain lion ?

Should mountain lions be listed as an endangered species? Should the killing of mountain lions be permitted in certain circumstances? These are some of the questions raised by Los Angeles lawmakers after the killing of a mountain lion earlier this month.

In response to the news of the killing of mountain lion P-56 by way of a depredation permit after the death of privately-owned livestock, Los Angeles City Councilmembers Paul Koretz and David Ryu introduced a joint resolution that demands halting of depredation permits to murder mountain lions.

In addition, the resolution seeks to establish an indemnity fund to reimburse affected individuals who lose animals to a mountain lion while also asking that the City of Los Angeles support the listing of the Southern California/Central Coast mountain lions as threatened under the California Endangered Species Act. According to Koretz, the hunting of mountain lions, which are designated by the state as a “specially protected mammal” has been banned in California since 1990.

However, mountain lion P-56 was the first to be killed in the Santa Monica Mountains

under a California law that allows a landowner to take lethal action against a big cat that has killed or injured livestock or pets if other deterrents have failed.

Kortez says, however, that Southern California mountain lions face an “increasingly difficult” and uncertain future due to a wide variety of lethal threats to the species. Los Angeles is one of only two megacities in the world that has big cats living within the city limits. P-56 was one of only two known remaining breeding adult males in the area and his loss is seen by many a significant problem for the future of the local population.

“There continues to be an insane disconnect between the important conservation work we are doing in a time when we are racing the clock to protect our native species and habitats in face of the 6th global mass extinction, overbuilding, corporate poisoning practices like rodenticides, and a rapidly changing climate,” Koretz said. “Meanwhile, the California Department of Fish and Wildlife is actively undermining our work by handing out depredation permits on an apex predator just trying to survive in his natural habitat. We can do better and we must.”

The California Department of Fish and Wildlife had been reviewing a petition submitted last summer by the Center for Biological Diversity and the Mountain Lion Foundation, and subsequently recommended there was “sufficient scientific information available at this time” that listing the species “may be warranted.” This decision to move the status forward came in two days after the

Councilmembers introduced the resolution.

The Fish and Game Commission is expected to vote in April on whether to formally grant the “threatened” status.

In a newsletter, Kortez wrote that attacks on domestic animals can often be avoided when simple, inexpensive precautionary measures are taken, including using properly-trained guard dogs and keeping livestock in predatorproof enclosures at night.

“With so much energy spent by conservation groups and communities to save the small handful of mountain lions left within their areas, it is unconscionable that over the past

five years, an average of over 100 big cats a year have been killed legally under California’s flawed depredation law,” said Tony Tucci, cofounder and co-director of Citizens for Los Angeles Wildlife. “In the face of persistent threats to its long-term survival, it becomes our inherent responsibility to do all we can to protect the Southern California mountain lion from extinction. Our failure to do so threatens the delicate balance of our fragile ecosystems to the detriment of all.”

The resolution is currently pending in the City CouncilRules, Elections, and Intergovernmental Relations Committee.

Venice Homeless Shelter Opens 154-bed bridge housing center operational

Mayor Eric Garcetti and Councilmember Mike Bonin Tuesday celebrated the opening of the Pacific Sunset A Bridge Home facility in Venice, which will provide 100 beds for homeless adults and 54 beds for transitional age youth.

“The homeless and housing crisis is a citywide challenge that requires citywide solutions,” said Mayor Garcetti. “Today’s opening is a reminder that people across Los Angeles are saying ‘yes’ to delivering the housing, healing, and hope our unhoused neighbors need and deserve.”

“A roof and a bed will replace a tent and a sidewalk for many of our unhoused neighbors who have been sleeping in encampments in Venice.

This is a big and important step in our long march to confront our homelessness crisis,” ” added Councilmember Bonin.

The Pacific Sunset site is the tenth A Bridge Home facility to open, bringing the total number of beds made available by the program to 673.

The city remains on-track to stand up a total of 26 A Bridge Home sites, filled with about 2,000 beds, by July 1. This site features 100 beds for single adults — 66 men and 34 women — and 54 beds for transitional age youth — 36 men and 18 women. Pacific Sunset is the first A Bridge Home site to be partially dedicated to serving young people experiencing homelessness.

“This is a proud day for the Venice community.

We’ve shown the city and the world how everyday citizens can step up and champion innovative and empathetic solutions that reduce homelessness and saves lives,” added Will Hawkins, a Venetian who helped champion Pacific Sunset when it was considered by the Venice Neighborhood Council’s Homelessness Committee and who now leads the non-profit organization Chamber of Hope.

While residents are not required to be sober, no drugs or alcohol will be allowed on site.

In addition, there will be 24/7 security and onsite services including case management, mental health care, substance abuse treatment and housing placement.

According to the City Administrative Officer of Los Angeles, the shelter’s capital cost is $8.5 million, $4.1 million of which came out of city funds. The shelter’s operations, to the tune of $5.6 million, will be funded by the state’s Homeless Emergency Aid Program (HEAP).

PATH will be the lead operator of the site and will work with the Venice-based SPY, which will also provide services at the temporary facility, which will provide 100 beds for adults and 54 beds for youth.

“Bridge housing is an important first step in the process of moving our most vulnerable into permanent supportive housing. We are grateful for the partnership of Safe Place for Youth, local organizations and the support of Councilmember Bonin and Venice community members for helping us move people living on the streets into a safe home,” said Jennifer Hark-Dietz, Executive Director of PATH. lot that takes up an entire block between Pacific Avenue and Main Street south of Sunset Avenue.

MTA closed the lot in 2015 after receiving multiple offers from developers interested in the site. The property can be used temporarily for housing, however, because there is no deal in place.

The project has not been without controversy.

Opponents have raised issue with the shelter’s location, worrying that the site will disrupt the mostly residential neighborhood. In addition,

there has been concern raised about the housing being within a 1,000-foot radius of Westminster Elementary School.

The Venice Stakeholders Association is in the midst of a legal battle against the City of Los Angeles over the project, saying the environmental review was unjustly fast-tracked and did not take into account an increase in noise levels from individuals in the shelter or its air conditioning units.

Link Housing Fix To Hsr, Solve Two Big Problems

So SB 50 is dead, most likely at least for the rest of this election year. How does California now solve its housing problems without that most ambitious of proposed tactics for doing the job?

Maybe it’s time for Gov. Gavin Newsom and the labor unions who strongly back him

and his policies to revert to a plan he talked up while running for governor back in May 2018: Link a necessarily complex housing fix to the ever-troubled bullet train project.

One perpetual California problem could help solve another.

Newsom strongly suggested this during a campaign interview, saying housing projects could be made to dovetail with the bedeviled bullet train project, now abuilding in the Central Valley and nowhere else.

Doing this would be completely consistent with Newsom’s holistic approach to govern-

ment, perpetually insisting it’s best to try to tie things together.

It would also follow logically from Newsom’s late-January admission that the single goal he touted loudest during that 2018 campaign – a demand to build 3.5 million new housing units in the state by 2025 – was grossly exaggerated. While it’s real, the need for new housing is not as big as Newsom believed then; his goal was based on incomplete information.

The pullback in the governor’s goal was perhaps the most under-reported major story of this winter, buried in the flood of news coverage from both the impeachment trial of President Trump and California’s problem with homelessness. His goal had already proved unrealistic: unsold housing inventories in various parts of the state were high enough in 2019 that developers did not press for permits to build more than about one-fifth of what Newsom wanted during his first full year in office.

The aim of solving the supposedly gigantic housing shortfall was a main justification for SB 50, the failed attempt by Democratic state Sen. Scott Wiener of San Francisco to densify housing in almost all areas near light rail stations and major bus routes. The fact so much new housing is not really needed clearly took wind from the sails of SB 50.

But there nevertheless remains a big shortfall of affordable housing. Fewer than 25 percent of California households can now afford to buy homes – new or pre-existing – in the state. Less than 50 percent can afford socalled affordable units, which now average more than $500,000 apiece to build. Even when their sale price drops to about $350,000, while other prices in the same developments are lifted to compensate for it, many working families aspiring to home ownership still can’t buy.

That’s where high speed rail can come in.

The planned bullet train route runs through

some of the least pricey land in California, in both the Central Valley southeast of the San Francisco Bay area and in High Desert areas north and northwest of Los Angeles.

Building there could bring housing prices down enormously, as land costs remain a huge element in today’s high prices. Even though building in these places has increased, development remains slow because commutes to the state’s biggest job centers simply take too long.

Add the bullet train to the equation, and everything could change. Commute times between Tracy and the Silicon Valley, or from Bakersfield to Los Angeles, would be under one hour, far less time than many current freeway commutes. So no more 2:30 a.m. bus departures for workers who live in Tracy and work at Tesla’s Fremont plant.

Since 2018, Newsom has never repeated his observation that “The bullet train project… could be very useful in helping with housing.”

Instead, the state has heard Wiener and others gripe about the supposed evils of urban sprawl and single-family home zoning.

But the prospect of living in a single-family home with breathing room played a big part in attracting millions of today’s Californians to the state during its big growth years. This was one reason for the failure of Wiener’s densification efforts.

For sure, tying the bullet train to new housing could create immense incentive to build in areas that get relatively little developer attention today.

It’s probably the most holistic, least controversial way to solve much of the housing problem.

The top of the Huntley Hotel’s restaurant was featured in Point Blank with Lee Marvin and in Marlowe where James Garner and H.M. Wynnat meet.

The Santa Monica Pier carousel was featured in the Sting, but it was also featured in Curtis Harrington’s obscure Night Tide starring a young Dennis Hopper as a sailor who falls in love with a woman who may or may not be a real life mermaid and the Mickey Rooney film noir movie, Quicksand features the pier prominently.

Homeless Man Charged With Sexually Assaulting Woman in Malibu As She Slept

A 34-year-old man was charged Monday with entering a Malibu woman’s home and sexually assaulting her, the Los Angeles County District Attorney’s Office has announced.

Deputy District Attorney David Berger said Matthew Caleb Fairchild (dob 6/10/85), a transient, faces one felony count each of assault with intent to commit a felony during the commission of a first-degree burglary and first-degree residential burglary with person present.

The case includes allegations that Fairchild was convicted of assault likely to produce great bodily injury in 2018 and receiving stolen property last year.

On February 8 at around 3:45 am, Fairchild allegedly entered the 20-year-old victim’s residence at an apartment complex near Civic Center Way and Stuart Ranch Road. The defendant then reportedly climbed the stairs in the residence to the victim’s bedroom, the prosecutor said. Fairchild is then alleged to have sexually assaulted the victim as she slept in her bed, the prosecutor added.

Bail is scheduled at $1 million. The defendant faces a possible maximum sentence of life in state prison if convicted as charged.

The case remains under investigation by the Los Angeles County Sheriff’s Department.

500 Amalfi Drive, 2/14/20 at 9:04 PM. The suspect smashed a window to enter victim’s home and took jewelry.

15100 Pacific Coast Highway, between 2/14/20 at 6 PM and 2/15/20 at 7:30 AM. The suspect smashed a glass door to enter location and took a backpack and clothing.

Burglary/Theft from Vehicle 17000 Palisades Circle, between 2/10/20 at 7:30 PM and 2/11/20 at 8 AM. The suspect took the rear license plate from victim’s vehicle.

17200 Pacific Coast Highway, 2/6/20 between 4:35 PM and 4:40 PM. The suspect (male Hispanic, black hair brown eyes, 5’7” 160 lb, 30/35 years) attempted to smash a window on victim’s vehicle but was unable to enter and take any property.

Theft 15200 Palisades Village Drive, 2/10/20 btwn 11:20 AM and 11:30 AM. The suspect (male, dark hair brown eyes, 6’1” 195 lb, 40 years) entered victim’s business and took food and water without paying after creating a

disturbance at the location.

500 Lucero Avenue, 1/28/20 between 6:45 PM and 9:30 PM. The suspect (possible caregiver) took an envelop full of money from victim’s bedroom.

14800 Pacific Coast Highway, 2/13/20 at 12:30 PM. The suspect (male Hispanic, brown hair brown eyes, 5’8” 130 lb, 20 years) entered victim’s business, took alcoholic beverages, and exited without paying.

200 Bellino Drive, 2/4/20 at 12 PM. The suspect tricked victim into believing she had been hired for a job and sent the victim a check to deposit. The suspect then had the victim purchase a gift card and provide the suspect with the redemption code. The victim discovered the check was not valid.

Stolen Vehicle 100 Ocean Way, between 2/16/20 at 8 PM and 2/17/20 at 10:30 AM. The suspect took victim’s vehicle from a driveway.

Burglary/Theft from Vehicle 1000 Will Rogers State Park Road, 2/6/20 btwn 2:30 PM and 4:30 PM. The suspect disabled the electronic lock on victim’s vehicle and took credit cards.
