Mobile Showers for Homeless Individuals Coming to Westwood

There will soon be mobile showers at the Westwood Recreation Center as part of a city pilot program.

The showers will be available a “couple” of nights a week as part of a pilot program with Los Angeles Public Works. The showers will provide common hygiene materials like soap and should be there for at least a “couple months,” Shamolian said.

There have been increased efforts to clean the park, which had been recently neglected

because of a deceased park ranger. Overnight encampments are not permitted, affirmed Jasmine Shamolian, Westwood Field Deputy and Policy Deputy for Paul Koretz. We reached out to the councilmember’s office for an explanation of how these requiring unhoused persons to leave the park meets the standards established by the Martin. v. Boise ruling.

In Martin v. Boise the 9th circuit ruled that ruled homeless persons cannot be punished for sleeping outside on public property in the absence of adequate alternatives.

We had not heard back from Koretz’s office on this issue at the time of publication. We will update this article with additional information if it becomes available.

A homeless shelter for homeless veterans on the West Los Angeles VA is nearly complete, Councilmember Mike Bonin has announced.

In Bonin’s January newsletter, it was announced that work is nearly complete on a bridge housing shelter for homeless veterans on the West Los Angeles VA campus.

“The sprung structure tent has been erected on the site and construction crews anticipate work will be done within weeks, allowing the facility to open in early March,” reads the newsletter.

Once complete, the site will include two 40’ x 120’ tension membrane structures and modular trailers, which will be located within the VA campus near existing buildings and services.

The site will offer roughly 100 beds for

currently homeless veterans, as well as storage for residents, personal hygiene and laundry facilities, supportive and community engagement services, and 24-hour security.

This bridge housing facility will be temporary — and not to be visible from the exterior of the campus — as the VA constructs out its Draft Master Plan, which will provide 1200 units of permanent supportive housing on the campus.

The facility was expected to open in early 2019, but crews experienced a delay on the site when they uncovered old pipes that needed special attention as the site was prepared for the temporary structures.

In addition, mud from a rainy winter and asbestos that was discovered hindered the project.

Across the street at the West Los Angeles National Guard Armory, the federal government has approved plans to build a bridge housing center there for non-veteran homeless individuals in the area.

Dr. Jane Goodall Coming to UCLA A PRIL 1

Dr. Jane Goodall, DBE, will deliver the Luskin Lecture for Thought Leadership at UCLA’s Royce Hall on April 1, 2020, as part of the celebration of UCLA’s Centennial year. The renowned animal behavior expert and conservationist is the founder of the Jane Goodall Institute and a U.N. Messenger of Peace.

During the lecture, which marks the 60th anniversary of the start of her pioneering research, Goodall will discuss her journey from groundbreaking researcher of wild chimpanzees in Gombe, Tanzania, to internationally renowned activist. She will also share her reasons for hope for the future, talk about the work of the Jane Goodall Institute and the organization’s Roots & Shoots youth program, and encourage audience members to make a difference every single day.

Following her remarks, Goodall will be

joined by a moderator for a discussion drawing from questions submitted by UCLA students and alumni.

The UCLA College lecture is a ticketed event, open to UCLA students as well as the campus community, alumni and the general public. (The lecture sold out on Feb. 5; tickets for students were made available at no charge.)

Ending Mountain Lion Killings?

Should mountain lions be listed as an endangered species? Should the killing of mountain lions be permitted in certain circumstances? These are some of the questions raised by Los Angeles lawmakers after the killing of a mountain lion earlier this month.

In response to the news of the killing of mountain lion P-56 by way of a depredation permit after the death of privately-owned livestock, Los Angeles City Councilmembers Paul Koretz and David Ryu introduced a joint resolution that demands halting of depredation permits to murder mountain lions.

In addition, the resolution seeks to establish an indemnity fund to reimburse affected individuals who lose animals to a mountain lion while also asking that the City of Los Angeles support the listing of the Southern California/Central Coast mountain lions as threatened under the California Endangered Species Act. According to Koretz, the hunting of mountain lions, which are designated by the state as a “specially protected mammal” has been banned in California since 1990.

However, mountain lion P-56 was the first to be killed in the Santa Monica Mountains under a California law that allows a landowner to take lethal action against a big cat that has killed or injured livestock or pets if other deterrents have failed.

Kortez says, however, that Southern California mountain lions face an “increasingly

difficult” and uncertain future due to a wide variety of lethal threats to the species. Los Angeles is one of only two megacities in the world that has big cats living within the city limits. P-56 was one of only two known remaining breeding adult males in the area and his loss is seen by many a significant problem for the future of the local population.

“There continues to be an insane disconnect between the important conservation work we are doing in a time when we are racing the clock to protect our native species and habitats in face of the 6th global mass extinction, overbuilding, corporate poisoning practices like rodenticides, and a rapidly changing climate,” Koretz said. “Meanwhile, the California Department of Fish and Wildlife is actively undermining our work by handing out depredation permits on an apex predator just trying to survive in his natural habitat. We can do better and we must.”

The California Department of Fish and Wildlife had been reviewing a petition submitted last summer by the Center for Biological Diversity and the Mountain Lion Foundation, and subsequently recommended there was “sufficient scientific information available at this time” that listing the species “may be warranted.” This decision to move the status forward came in two days after the Councilmembers introduced the resolution.

The Fish and Game Commission is expected to vote in April on whether to formally grant the “threatened” status.

In a newsletter, Kortez wrote that attacks on domestic animals can often be avoided when simple, inexpensive precautionary measures are taken, including using properly-trained guard dogs and keeping livestock in predatorproof enclosures at night.

“With so much energy spent by conservation groups and communities to save the small

handful of mountain lions left within their areas, it is unconscionable that over the past five years, an average of over 100 big cats a year have been killed legally under California’s flawed depredation law,” said Tony Tucci, cofounder and co-director of Citizens for Los Angeles Wildlife. “In the face of persistent threats to its long-term survival, it becomes our inherent responsibility to do all we can to protect the Southern California mountain lion from extinction. Our failure to do so threatens the delicate balance of our fragile ecosystems to the detriment of all.”

The resolution is currently pending in the City CouncilRules, Elections, and Intergovernmental Relations Committee.

Two Women Sought for Stealing Expensive Watches

LAPD detectives asking public for help in IDing suspects

Two men, two women meet at an exclusive West LA restaurant. The women are invited back to an apartment. Now police are trying to identify the women who are suspected of leaving one of the men with serious injuries and making off with two expensive watches.

Accoridng to the Los Angeles Police Department (LAPD) on October 28, 2019, around 9:35 p.m., two female suspects visited

an exclusive restaurant in West Los Angeles, where they met two male victims who were having dinner. The LAPD says both suspects and both victims left the location and went to one of the victim’s residence located on the 6500 block of Lindenhurst Avenue where the female suspects mixed alcoholic beverages, which were later consumed by the victims.

“Suspect #1 stayed inside the residence with one of the victims. Suspect #2 went outside with the other victim. Suspect #2 walked inside the residence to use the restroom.

When suspect #2 did not return, the victim went inside to check on her and discovered both female suspects were gone, and his

male friend was lying unconscious inside the downstairs bedroom area. The victim called for paramedics. It was later determined that two very expensive wrist watches were stolen from his residence,” the LAPD said.

The LAPD says they are releasing neither the name of the restaurant nor the type of watches. In addition, they said that they are not specifying which of the victims was the owner of the apartment.

Los Angeles Fire Department paramedics responded and transported the victim to a local hospital in serious but stable condition.

Suspect #1 is described as a 20-30-year-old female White with blond hair. She stands 5 feet 3 inches to 5 feet 5 inches tall and weighs 140-150 pounds.

Suspect #2 is described as a 20-30-yearold female White with a red wig. She stands 5 feet 3 inches to 5 feet 5 inches tall and weighs 140-150 pounds. She has tattoos of hearts and butterflies on her stomach.

Nearly half a million workers commute every day too and from the Westside. An over $1 billion federal grant that was committed to LA Metro this week, however, brings the agency closer to alleviating some of the resulting traffic with a subway ending at the VA near Brentwood.

A federal grant totaling nearly $1.3 billion to help build the third and final phase of the Metro Purple Line Extension to the Westwood/ VA Hospital in Westwood was sent February 11 by the U.S. Department of Transportation to Capitol Hill, the last step before the agreement is signed between the Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LA Metro).

The $1.3 billion federal grant will be delivered through a multi-year agreement known as a Full Funding Grant Agreement that is governed by the FTA’s Capital Investment Grant program.

The $1.3 billion is a stand-alone grant agreement, with no required loans for Metro to pay back as in previous funding agreements for Sections 1 and 2 of the extension. According to LA Metro, the overall cost for this section of the project is $3.6 billion, with remaining funds coming from Metro’s voter-approved transportation sales tax measures.

Once this Full Funding Grant Agreement is finalized the grant will deliver $1.3 billion for a subway primarily under Wilshire Boulevard that will connect downtown Los Angeles and Westwood with service en route to the Miracle Mile, Beverly Hills and Century City.

“This is exciting and greatly welcome news to everyone in my district who waited patiently for the okay for the Purple Line Extension to the Westside,” said L.A. County Supervisor and Metro Board Member Sheila Kuehl. “Kudos and thanks to our federal partners for helping us deliver this critically important transit project to the taxpayers of L.A. County.”

Metro is now actively building the first two sections of the subway and has begun some initial preparatory construction activities for Section 3 between Century City and Westwood.

Major construction is expected to start later this year. The three sections of the seven-mile Purple Line Extension are expected to open, respectively, in 2023, 2025 and 2027.

“This new transit line, when fully constructed, will revolutionize connections between the Westside and the rest of Los Angeles County’s growing rail and bus networks,” said Metro CEO Phillip A. Washington.

According to LA Metro, the Purple Line Extension to the Westwood/VA Hospital station will garner about 49,300 daily weekday boardings at the seven new stations. There will be about 78,000 new daily trips on the full Metro Rail System as a result of opening this line.

The Los Angeles Travel Show was held this weekend with remarkable places to visit from Switzerland to Machu Picchu. Travel celebrities were on hand to discuss exotic and adventurous places to visit with the lovely and informative, Samantha Brown hostess of Samantha Brown’s Places to Love seen on PBS speaking to a full house of travelers about her remarkable adventures.

In our own backyard, there are several places to see especially fans of movie locations.

Here’s a few that might interest you.

SANTA MONICA- Rebel Without A Cause was filmed at Santa Monica High School double for the fictitious Dawson High which includes the History building, the quad and the side entrance where James Dean parks his car in the outtakes scene which ironically back in the 70’s is where driver’s ed classes were taught.

The top of the Huntley Hotel’s restaurant was featured in Point Blank with Lee Marvin and in Marlowe where James Garner and H.M. Wynnat meet.

The Santa Monica Pier carousel was featured in the Sting, but it was also featured in Curtis Harrington’s obscure Night Tide starring a young Dennis Hopper as a sailor who falls in love with a woman who may or may not be a real life mermaid and the Mickey Rooney film noir movie, Quicksand features the pier prominently.

One Dead in Wrong-Way 405 Crash Fatal collision occurs near Brentwood over the weekend

One is dead after a driver possibly under the influence of alcohol traveled miles in the wrong direction on the 405 near Brentwood before crashing into another vehicle over the weekend.

According to the California Highway Patrol (CHP), the crash occurred on the 405 Freeway north of Getty Center Drive on Sunday around 2:30 a.m.

Authorities say a flat-bed truck traveled

up to four miles the in wrong direction going southbound in the northbound lane before crashing into a Jaguar. The driver of the Jaguar died on the scene.

According to CHP, the truck driver was compliant with authorities and was transported to a local hospital for medical clearance.

The incident is still under investigation but authorities suspect alcohol may have played a factor.

Freeway Toll Lanes: The Bait-and-Switch Expand TOM ELIAS Mirror Columnist

Diamond lanes for the rich. Lexus lanes. A classic bait-and-switch. Social engineering on a massive scale. Taking the free out of freeways.

Republican officials working for thenPresident George W. Bush in 2008 didn’t apply any of those epithets to their plan to charge tolls and allow solo drivers into carpool lanes on freeways in some of the most crowded parts of California.

Rather, they dangled hundreds of millions of dollars in incentives before state and local officials to get them to adopt this benighted idea – and the locals bit, big time. It started with a grant of more than $200 million about 10 years ago from Bush’s Department of Transportation, which turned existing carpool lanes into toll lanes on the Interstate 10 freeway in eastern Los Angeles County. The idea has spread, even though it does not really work.

As a result, many thousands of California

drivers put transponders in their cars and get charged from 25 cents per mile on up for driving in lanes once occupied by carpoolers only – the result being that carpool lanes in many places are now as crowded as all the others.

Now an enormous expansion of toll lanes is in its early stages. This idea has three goals: Allow toll lane drivers to move at faster speeds than they do now. Make other lanes so congested that drivers switch to different modes of transport, where available.

And convert as many existing carpool lanes to toll ones as possible in order to produce more and more revenue to finance ever more toll lanes.

The biggest new push is about to come in the 405 Freeway corridor between West Los Angeles and the vast San Fernando Valley portion of Los Angeles, a distance of about 10 miles of almost constant congestion d e s p i t e C a l i f o r n i a ’s recent slow growth, which state officials say cost Los Angeles County about 96,000 residents over the last year.

a new, parallel north-south light-rail line, either on a monorail or in a multi-billion-dollar tunnel. With the Trump Administration not exactly in a giving mood toward California, the extra $4 billion to $9 billion this project would need likely must come from borrowing against future road tolls.

So drivers would essentially pay tolls to finance a plan aiming to get them out of their cars. All this because city planners – ignoring what happened when Los Angeles hosted the Olympic Games in 1984 – expect vast amounts of traffic during the upcoming 2028 Los Angeles Games.

Never mind that traffic was at historic lows during the ’84 event, partly because thousands of Angelenos went elsewhere during those Games to avoid massive traffic that never materialized.

Toll lanes are in the offing in many other places, too. Orange County planners contemplate new ones on four freeways there, with plans for new lanes rather than converting existing carpool ones. Toll lanes are also expected on several San Francisco Bay area freeways, including the 101 and 880 freeways, where carpool lanes would most likely be converted.

It’s all part of a steady “We know best” approach by city, state and county planners, who have never taken a public vote on toll lanes, first sold to voters as being reserved for carpools only, with tolls not mentioned. That makes all this a classic bait and switch.

No one knows whether the trend will lead to a public revolt on the scale of what happened in the mid-1970s, when then-Gov. Jerry Brown’s administration converted regular traffic lanes on the I-10 Santa Monica Freeway in West Los Angeles to carpools only. The outcry forced the state’s transportation director to resign and the lanes reverted. There are still no carpool lanes on that stretch of freeway.

Every time the public speaks on this issue, it opposes new toll lanes or anything else aimed at driving them out of their cars. But so far, there have been no rebellions at the ballot box.
