A Prize-Winning San Roque Home

During the 1920s and 1930s, there was a national contest called Better Homes in America. In February 1930, local real estate agent James D. Crawford obtained the building permit to build the home that now stands at 2940 Ventura Drive. The cost was $4,500 to build the home and garage. Unfortunately, the name of the architect was not mentioned. In April 1930, when the paint was barely dry, the home won an award for “Distinctive Small House.” The home’s current owner, Charmien Carrier, proudly showed me the framed copy of the award, which is signed by Pearl Chase.

The Better Homes in America campaign began in 1922 for a couple of reasons. One was the shortage of buildings after World War I and the Spanish flu. The campaign may also have been related to the fact that women finally gained the right to vote in 1919, so politicians began to focus on women and the importance of the home.

Vice President Calvin Coolidge wrote in 1922, “Apparently the world at large, certainly our own country, is turning more and more for guidance to the wisdom born of affection which we call the intuition of woman. Her first thought is always of the home. Her first care is for its provision. As our laws and customs are improved by her influence, it is likely to be first in the direction of greater facility for acquiring and greater security in holding a home” (The Delineator, October 1922).

The local paper explained it in one of the longest sentences I’ve read: “The purpose of the movement for Better Homes in America is to put knowledge of high standards of home building, home furnishing and equipment within the reach of all citizens, to encourage general study of the housing problem and problems of family life, to encourage instruction in home economics and home life in the public schools, to promote the improvement of house lots, yards, neighborhoods, to extend knowledge of the ways of making home life more attractive through home music and home play, and to serve as a clearing house of sources of information on home problems” (Santa Barbara Morning Press, May 10, 1925). It should not surprise us that Pearl Chase was the leader of this program in Santa Barbara.

The House Becomes a Home

Shortly after this home received the award, a pair of newlyweds took possession of the home and more or less lived here for more than 70 years. The young couple was Howard Prescott Miller and his bride, Antoinette (Ann) Negrich. HP Miller, as he was often called, was an engineer who was a native-born Santa Barbaran. He was also a pilot. When he registered for the draft in World War I, his occupation

was listed as “aeroplane machinist,” and he worked for Loughead (Lockheed) Aircraft at 101 State Street. Today, there’s a plaque at that location dedicated to the years when the Lockheed brothers built seaplanes and launched them at West Beach.

After the war, Santa Barbara was visited by the king and queen of Belgium, who were on a tour of the U.S. to thank us for our support of the war effort. King Albert and Queen Elizabeth were both brave enough to fly around Santa Barbara in the Lockheed seaplanes. The king presented Miller with a leather coat to thank him for his help with their visit here.

After the Lockheeds moved their business from Santa Barbara, HP Miller stayed here and switched from planes

to boats and cars. He ran a business selling boats, motors for boats, and scuba diving equipment. In the 1950s, the Millers divorced, but Ann stayed in the house until her death in 2003.

Charmien Carrier bought the home in 2007. She loves the style of the home and pointed out the heavy redwood posts on the front porch, as well as the massive wooden shutters. The archways inside the home add character too. The kitchen cabinets and counter are original. Please do not disturb the residents of this home.

More Charging Stations than Gasoline Pumps

Last year, California achieved a major milestone in its transition to electric vehicles (EVs) as well as in reaching its goal of banning the sale of new gasoline-powered vehicles by 2035. The goal reached was that the number of EV charging stations surpassed the number of gas nozzles statewide. By the end of 2024, there were 170,500 electric charging stations compared to 120,000 gaso-

line pumps. California is a clear leader in supporting sustainable transportation, as the growth of publicly accessible charging ports demonstrates. The $150 million that California received from the federal government helped finance this expansion.

Most of these chargers are Level 2, which means they provide between 14 and 35 miles of range per hour of charging. The ratio of Level 2 chargers

to fast chargers is almost tenfold 162,000 to 17,000. Supercharging ports add 200 miles of driving following a 15-minute charge. This imbalance between the two types of chargers is partially explained by demand, since most hybrid vehicles cannot use fast chargers. Home installations of EV chargers have also increased with more than 700,000 Level 2 chargers now in single family homes. This private sector investment complements the push from the state and the federal government to expand the public network.

GOING GREEN

It is noteworthy that the state has put special emphasis on charging investments in hard-to-reach areas. Millions of dollars in federal grants helped spread charging stalls into underserved communities across the state. This focus on equity as well as the rapid adoption of EVs is unfortunately facing a big push back from the new federal administration. Since the beginning of this year, the Trump Administration has promoted directives favoring gasoline-powered cars. Grants for the expansion of EV charging networks

Summerland

across the country are being halted, even when already approved.

Musk’s unelected but significant role in “improving government efficiency” at the federal level has produced massive outrage and opposition. A couple of years ago, Tesla made available their supercharging stations to other EV brands. Its network of fast chargers has become a vital profit center for him an estimated $1.74 billion in 2023. Because of political opposition, there is a movement by EV owners away from using the Tesla superchargers.

California will continue along its path to clean energy, zero-emission vehicles, and a robust network of EV charging stations but might be slowed by countervailing winds from the federal government.

CAUSE Action Fund Event Supports Its Vital Electoral Work

On April 26 at the Cabrillo Pavillon, CAUSE Action Fund (CAF) held its annual Leadership Awards Reception, a fundraiser for its work building grassroots electoral power to represent workingclass families and immigrants. The event honored 805 UndocuFund Executive Director Primitiva Hernandez and CAF’s grassroots leaders Dora Pérez and Guad Gonzalez.

About 120 supporters, including Congressmember Salud Carbajal, State Senator Monique Limón, and other elected officials, enjoyed an afternoon reception at the Cabrillo Pavilion, followed by a lively program. Throughout the event, there was a feeling of joy and camaraderie among supporters to celebrate past victories and a determination to forge ahead against well-financed opposition.

Hernandez was honored for her leadership of 805 UndocuFund, which CAUSE helped found. The nonprofit’s mission has expanded from providing financial assistance to undocumented immigrants impacted by disasters to providing crucially important, multifaceted support in this dark era of aggressive and random Immigration and Customs Enforcement (ICE) action.

CAF Co-Executive Director and 805 UndocuFund Board Chair Hazel Davalos lauded Hernandez for leveraging her lived experience, strong work ethic, and passion to meet this moment. Hernandez, she noted, has built relationships with activists and decision-makers and, with the help of staff and hundreds of volunteers, operates a valuable hotline.

Since Trump’s inauguration, the system has sent out 23 alerts in the Tri-County region and presently has more than 15,000 people subscribed. The hotline is for both reporting ICE activity and for providing information and support, including accompanying people to ICE and court appointments.

More than 35 arrests have been reported since late January, with Santa Maria being the most impacted city. Recently, according to Hernandez, arrests have occurred at ICE check-in appointments in Santa Maria and Camarillo,

when the immigrant completes a probation program or is released from jail.

In an emotional and eloquent acceptance speech, Hernandez shared that her parents were farmworkers and she was a DACA recipient who migrated here “with nothing but a bag full of dreams.”

She related that her deep love of community, even today, propels her work, which includes leading the 805 Immigrant Coalition and its Rapid Response Network. This Coalition has more than 175 members, including Steering Committee members MICOP and Buen Vecino; and, of course, CAUSE.

CAUSE Co-Executive Director Lucas Zucker related how current national policies are severely impacting our community, pointing to militarized ICE raids having their intended effect of inducing fear, with farmworkers showing up for work day after day under threat of being detained by agents without due process or regard for human rights.

Zucker noted other challenges CAF faces and needs to address: opposition to clean, offshore wind energy; support for oil drilling; mass layoffs; and cuts to safety net programs. Davalos further rallied guests with a call to using grassroots people power to oppose the “multibillion dollar agriculture, real estate, and oil industries that dominate our local politics” and demand living wages and affordable housing.

Zucker recounted CAF’s support last year for candidates supporting tenants’ rights, including Wendy Santamaria, against the well-financed opposition from landlords. CAF “walked block by block across the Eastside, with trusted messengers from the community, having one-on-one conversations with nearly six hundred voters.” Noting the slim margin of victory 236 votes Zucker impressed upon guests the importance of contributions. It “was your support over so many years of this organization rooted in immigrant working families, building long-term political power from the grassroots up that finally won a protenant majority on the City Council.”

Zucker thanked CAF’s collaborative partners, which

together have helped attain a stronger renoviction policy, and rallied supporters on the issue of rent stabilization. Santamaria, who is a former CAUSE staff organizer, led a paddle raise, pitching that the magic happens when people power is combined with financial resources.

Dora Pérez was honored for her extensive leadership work, volunteering for the past 20 years on issues of immigrant rights and housing justice, including going doorto-door for candidates. Also honored was Santa Maria Pioneer Valley High School junior Guad Gonzalez. A participant in CAUSE’s Summer Youth Fellowship program, Gonzalez was recognized for her leadership skills and volunteer work in the last election.

Operating in Santa Barbara and Ventura counties, CAF helps recruit, train, elect, and hold accountable candidates. It is a partner of CAUSE (Central Coast Alliance United for a Sustainable Economy).

The 805 UndocuFund is currently fundraising for families with members who have been detained, deported, or experienced a hate crime. Every dollar donated will be distributed to these families. It is also seeking volunteers. Spanish language ability is not required, and training is provided.
