Above-and-Beyond Home Safety Against Wildfire
This is the time of year when our firefighters become extra-vigilant as warmer, drier days and nights stoke the potential of wildfire, Santa Barbara’s most common natural disaster. On June 2, Santa Barbara County Fire Department in coordination with local, state, and federal agencies announced the beginning of this year’s “high fire season.”
With the declaration, County Fire has suspended all residential burn permits and increased response deployment. The department has also detailed a host of proactive safety measures that residents can perform on their properties to help mitigate disaster, including maintaining “defensible space” safety buffers around their homes and outbuildings by removing or thinning vegetation and other combustible materials. Safety agencies also highly recommend “home hardening” against flying embers that can sneak through vents into attics, crawlspaces, eaves, and even under doors.
The best measure against embers is to eliminate vents altogether by building sealed, insulated, and conditioned attics and crawlspaces.
“There’s substantial technique involved in constructing these spaces so they don’t create rot, so make sure your builder understands the science of building them,” says retired builder Bruce Giffin, cofounder of Giffin & Crane. “Additionally, if you’re going to have exposed wood on the exterior of your home, there are a couple of options to
reduce the chances of it catching fire. If it’s new wood, you can order it from the lumber yard to be treated with a fireresistant chemical. If it’s existing wood, intumescent paint can be applied.”
Builders can also make homes more heat-resistant by insulating every wall, including spaces that don’t call for it, including outside covered patios, stucco columns, and parapet walls.
“Every wood wall, every ceiling whether inside or out and every wood cavity should get insulation to reduce the transfer of heat,” Giffin recommends. “The next-best thing to do during new construction or an extensive remodel is to apply a layer of one-inch-thick, foil-faced radiant insulation over all of your plywood wall sheathing before the exterior of your home is stuccoed. This will add insulation value to your walls and more importantly reflect heat away as wildfire closes in.”

Can You Get a Mortgage If You Weren’t Born Here?
Ithought long and hard about if I should write on this subject. Certainly, our national stage has combusted with issues that hit oh so very close to home. So many of our institutions and practices were dismantled so quickly that we can barely catch up. Yet my place as author is to present information that is relevant to our community, so here goes: How does immigration status impact financing a home?
As you may know, every investor has their own set of guidelines. Fannie Mae, Freddie Mac, Ginnie Mae, banks, hedge funds, credit unions, conglomerates they each have nuances, opportunities, restrictions, and terms that determine one’s access to funding. You may also know that the first three are governed under the Federal Housing Finance Agency (FHFA). Thus, they have a general set of guidelines to which

most lenders conform. The latter listed are not required to conform to these guidelines (a k a “nonconforming” loans), even if they have to abide by other federal regulations, such as the Truth in Lending Act, and Dodd–Frank Wall Street Reform & Consumer Protection Act. A bit nuanced, right? And so, what does that mean if you are a borrower who wasn’t born in the U.S.?
Well, let’s dig in.
Fannie Mae & Freddie Mac which both allow for loans up to the amount of $913,100 in Santa Barbara County, and $1,017,750 in Ventura County essentially take the same stance. “A non-U.S. citizen who is lawfully residing in the United States as a permanent or nonpermanent resident alien is eligible for a Mortgage on the same terms as a U.S. citizen. A Mortgage to a nonU.S. citizen who has no lawful residency status in the United States is not eligible for sale to Freddie Mac.” They leave it up to the lender (a k a underwriters) the documentation needed to determine this. Visas that are typically accepted are those in the A-1 through A-3, E-1 though E-3, G-1 though G-5, and H1 classes. H2 and many others are either ineligible or have very specific parameters to be permitted.
Ginnie Mae has oversight over “govern-
ment” loans, which are primarily FHA or VA in our area. Because VA loans requirements primary focus on military service, there is no focus on visa requirements. FHA, however, had a big change this past year: As of May 25, 2024, non-permanent residents are no longer eligible for FHA financing. This means individuals with temporary legal status, such as a H-1B or “DACA,” cannot get new FHA financing.

THE MORTGAGE MINUTE
Sound restrictive? It can be, and yet there’s also many “foreign national” programs available. These programs exist mainly in the second home space (think snowbirds from Canada), though can also be for investment properties. With lower loan-to-value allowances, these programs do require the income and assets to be verified and be wired through a U.S. Banking Institution prior to closing one cannot simply send funds overseas directly to the title or escrow company.
Though if you are not looking to make any changes to your financing, AND you obtained your loan lawfully at the time of closing, then nothing should be in jeopardy. They can’t “just take” your property away from you. For any loan, if fraud was committed, then the lender has recourse for a much longer period of time.

MONTECITO VALLEY ESTATE GROUP JOINS VILLAGE PROPERTIES
Rooted in community and guided by shared values, Montecito Valley Estate Group has joined forces with Santa Barbara’s leading independent brokerage Village Properties.
Affiliating with Village made sense to leading agent Tyler Kallenbach, who founded the group with his wife Casey.
First and foremost, it was the alignment of relationshipbased philosophies that persuaded Kallenbach to become part of the long-established firm, whose mission is “to serve the Santa Barbara region and the people who call it home.”
But the rebound in luxury housing made it clear the time was right.
“Speaking primarily for Montecito, sales are up nearly 20% from last year and new listings are up over 30%, which is significant given the depletion in inventory we've seen since COVID,” Kallenbach says. He estimates prices are down about 10% on average in the submarket.
For the Santa Barbara region, more than 500 homes were for sale in mid-July with asking prices up to $66 million, according to Realtor.com. The real estate portal flags the greater area as a seller’s market with more buyers looking than there are homes.
That supports one trend Kallenbach is seeing among
luxury buyers who value privacy and discretion.
“High-net-worth clients are leaning into off-market opportunities more than ever,” he says, “especially when it comes to properties over $20 million.”
Another trend he has seen since the Pacific Palisades fire in January is high demand from out-of-town buyers. “All markers signal a sustained interest among affluent buyers in our community.”
Montecito, with a small-town vibe amid natural beauty, contains a treasure-trove of noteworthy homes. In honoring that rich heritage, the group focuses on historic, architecturally significant and luxury homes. “Properties that have stories, history and quality.”
This emphasis is reflected in the strengths Montecito Valley contributes to Village. “We bring a design-forward, storytelling approach to real estate,” Kallenbach says. “I like to think that adds a fresh creative edge.”
Like Village, the estate group is dedicated to community, family and being good neighbors. “That’s the heartbeat of what we do,” Kallenbach says.
