BACKLOG OF DELIVERIES COMPLICATES SLOWING PIPELINE

By Jordan Brooks, Senior Market Analyst ALN Apartment Data Despite an anticipated slowdown both nationally and locally, new supply will continue to play a major role in industry performance this year. An existing backlog of lease-up properties due to the elevated deliveries from 2023 and 2024 is part of the picture. So too are the units expected to start leasing this year. Aside from the actual volume of units, adding the context of recent apartment demand trends further highlights the impact supply will likely have on 2025 performance.

All numbers will refer to conventional properties of at least fifty units.

Backlog of Lease-Up Units At the end of February, there were slightly more than 10,000 vacant lease-up units across Greater San Antonio. Those units represented about one-third of total market vacancies.

Four submarkets out of twenty-five for the region accounted for roughly half of lease-up vacancies. New Braunfels led the way with approximately 1,900 units. The Downtown – Riverwalk submarket had about 1,300 units. The Stone Oak – Sonterra and Far West regions each had almost 900 vacant lease-up units to close February.

When considering the impact that reduced deliveries could have on market performance this year, this backlog of lease-up units must be considered. A recovery in the supply and demand relationship would certainly be salutary to stop the bleeding on the average occupancy front. However, significant progress for market-level average occupancy will likely remain elusive this year. Apartment demand is unlikely to be sufficient to both offset new supply and make major inroads with existing lease-up vacancies.

Expected Lease Starts in 2025 As already mentioned, lease starts are expected to fall this year. Last year, more than 12,000 new units began leasing across the market. In 2025, that number is expected to decrease to somewhere around 7,500 units.

A significant decline in deliveries would be a welcome sight for a market that has struggled over the last couple of years to handle a particularly active new construction pipeline.

Despite the sharp decline year-over-year on a percentage basis, 7,500 new units would still make 2025 the second-most active year for new supply of the last decade.

Most of the areas bearing the brunt of recent deliveries will continue to do so for the next couple of years. The Greater New Braunfels, Far West, and Downtown – Riverwalk submarkets are the leaders in units under construction.

Takeaways New supply is projected to decline significantly for Greater San Antonio this year. For much of the market, new supply pressure should begin to winnow this year. For a handful of submarkets, elevated deliveries are set to continue into next year.

Despite some measure of upcoming relief from the new construction pipeline relative to last year, total deliveries will still be at the high end of the range from the last decade.

Furthermore, apartment demand has stumbled out of the gate this year and will need to regain its footing to prevent further softening in market conditions.

For about 80% of Greater San Antonio submarkets, relief from future deliveries should arrive in the near term. For the handful of areas with substantial new stock still on the way, that time horizon is more like the back half of 2026 or into 2027.

Context From Apartment Demand Layering apartment demand trends on top of the new supply data adds some additional clarity. As already mentioned, February ended with around 10,000 vacant lease-up units.

Over the last twelve months, around 3,500 net units were absorbed in properties that entered 2024 not yet stabilized.

That twelve-month period was also one in which apartment demand improved compared to the prior twelve months.

The expected lease starts of around 7,500 units this year look very different depending on demand perspective. For example, total net absorption from 2022 through 2024 for Greater San Antonio was about 1,500 units. Annual new supply equal to fifteen times the average annual net absorption from the last three years is alarming.

However, the paltry three-year net absorption total is largely due to a net loss of about 4,100 leased units in 2022. In 2024, net absorption totaled approximately 5,300 units. Coming into the year, apartment demand had been on a steady upswing and there was reason to believe that trend would carry into 2025. That may yet materialize, but through the first two months of the year, net absorption has gotten off to its worst start in a decade.

Given the softness in apartment demand to open the year, not only is net absorption unlikely to offset new supply this year – the shortfall may not even be an improvement from the last few years.
