BOND PROJECT UPDATES

The City Council's annual decision on the operating budget is regarded as its most critical policy determination City Council unanimously voted to adopt the FY2024-25 Budget on August 13, 2024

The City’s property tax rate is 0.493747 cents per $100 appraised value This includes $0 275330 for maintenance and operations and $0 218417 for debt The budget represents a $576,853, or 3.9 percent, increase from the 2023-24 budget.

The 2024-25 budget includes an essential commitment to its employees. The city contracted Baker Tilly to conduct a market assessment study, develop a pay plan, and implement it

The current pay plan was notably behind the market, so the City Council’s focus was shifting to a more competitive stance

The study showed that 61% of employees were below market. The City Council unanimously voted to

adopt a new pay philosophy and pay plan that addresses these disparities and improves employee retention and recruitment efforts The plan will be implemented in the 2024-25 budget

As we head into the fall, I’m happy to share the progress we have made on several key projects in the city We have completed Phase 1 of the Knowles project, which includes a new drainage system to prevent flooding, sidewalks for safer pedestrian traffic, and a brand-new road Highland Station Park has also seen significant improvements, including adding two all-inclusive playgrounds and a new restroom. We’re excited about upcoming enhancements at Opal Jo Jennings Park and Brian Schwengler Park

The expansion of the Saginaw Switchyard, now featuring a new pavilion and parking lot, will provide additional space for our Farmers Market, creating even more room for community gatherings. I’m also pleased to report that construction on the new Saginaw Public Library and Senior Center is underway and scheduled for completion by the end of Summer 2025

I invite you and your family to join us for some of the exciting events we have lined up: Trunk or Treat on October 26th and the Christmas Parade on December 7th. These events are an excellent way to come together and celebrate what makes our community special

2021 BOND PROJECT UPDATE HIGHLAND STATION PARK GETS

In May 2021, Saginaw voters approved a 67 45 million dollar bond proposal to fund Street and Roadway Improvements, Parks Improvements, and a New Library & Senior Center For more information and updates, visit: www saginawtx org/2021bond

STREET AND ROADWAY IMPROVEMENTS

Knowles Phase 1 (Woodcrest Dr to Edwards): COMPLETED

This phase of Knowles included a new two-lane roadway and a sidewalk on the west side of the road from Woodcrest Dr to Edwards, with a traffic circle at the intersection of Knowles and WJ Boaz. Phase 1 also involved installing an improved storm drain system to alleviate flooding This project was funded by the City of Saginaw and the Tarrant County Commissioners Court through the 2021 Tarrant County Bond Program

Knowles Phase 2/3 (Woodcrest Dr to Longhorn Rd): UNDER CONSTRUCTION

Phases 2/3 are under construction and will include: intersection improvement at Knowles and McLeroy to eliminate the low water crossing, new concrete roadway, utility relocations, traffic light installation at Knowles and Longhorn, and improved storm drain system Projected to be completed by Fall 2025

McLeroy Blvd Improvements: DESIGN PHASE

This project will take place on the west side of McLeroy and will include improvements to the roadway, drainage, water, and sanitary sewer relocations, pavement markings and signage, traffic control plans, shared-use paths, and midblock pedestrian crossings

PARK IMPROVEMENTS

Highland Station Park Improvements: COMPLETED

Park improvements to High Station include: two new all-inclusive playgrounds and a new restroom.

The Switchyard Pavilion and Parking Expansion: Completed

The Park Board recommended purchasing an ADA Restroom Trailer for special events, including the extremely popular Farmers Market Park Renovations Opal Jo Jennings and Brian Schwengler Memorial: DESIGN PHASE

Both neighborhood parks will undergo renovations, including pavilions, picnic tables and grills, and new all-inclusive playgrounds. Brian Schwengler Memorial Park will also include a renovated half-court basketball court

NEW LIBRARY & SENIOR CENTER

Exciting developments are underway across the street from City Hall! A new twostory, 30,000-square-foot library and a 10,000-square-foot senior center are currently under construction These facilities will provide valuable resources and services to our community, offering a modern space for learning, activities, and social engagement.

NEW UPGRADE

In January 2024, the City Council unanimously approved the construction of a pedestrian crossing and drainage improvements on the east side of Highland Station Park. Residents requested the pedestrian crossing after they observed students using the drainage canal to get to school, with others voicing concerns about the unsafe conditions for entering the park

The new crossing will provide safe and inclusive access to the park. The 240-footlong, 6-foot-wide crossing has an estimated cost of $220,000.

The project is expected to be completed and open to the public by fall 2025

We are thrilled to announce the upcoming opening of Palate Garden Nepali/Indian Restaurant in Saginaw, Texas! Located at 1029 N Saginaw Blvd, in the North Town Center (the same shopping center as Eagle's Point), this new addition will occupy the 3,200-square-foot space formerly held by Aaron's Rental, which had been vacant for some time.

Palate Garden will be a full-service, sit-down restaurant offering an array of Nepali and Indian dishes Renovations are already in progress, and the restaurant plans to open to the public by mid-November 2024.

LOW COST PET VACCINES

Saginaw Animal Services is hosting a low-cost pet vaccine event on Saturday, November 2nd, from 10:00 AM to 12:00 PM. In partnership with the Texas Coalition for Animal Protection, this event offers $5 rabies vaccinations for your pets. It's a great opportunity to keep your pets healthy and up-to-date on vaccinations without breaking the bank!

No appointment is necessary, so stop by Saginaw Animal Services and use this affordable service.

The City of Saginaw uses Winter Averaging to determine wastewater rates for the upcoming year. Winter Averaging is calculated by averaging the water usage for November, December, and January The average will be used to calculate residential charges for the following year This is an annual practice
