Seminoe Pumped Storage Project

1.0 Proposed Commencement and Completion Dates

The preliminary development schedule for the Seminoe Pumped Storage Project (Project) is presented in Appendix A to this Exhibit C. The key dates which have been established or forecast are as follows:

The construction schedule presented herein estimates 5 years for construction of the main Project facilities, after a year of design by an Engineer Procure Construct (EPC) contractor.

2.0

Operation Dates

Unit 1 is scheduled for start of commercial operation in June 2031. Subsequent units are scheduled with an interval of two months: Unit 2 at the end of July 2031, and Unit 3 at the end of September 2031.

The initial operation of the first pump-turbine will be in pumping mode and water must be available to provide head against which the pump will start. Therefore, the construction sequence of the upper reservoir dam will be organized so that the structure placement on the east side up to a level of approximately elevation 7,305 feet will be completed first, together with the reservoir lining. In this way, snow melt and rain can be impounded and collected during construction. As a result, up 96 acre-feet will be available to be pumped into the vertical pressure shaft thus, lowering the amount of water needing to be pumped into the upper reservoir for the initial fill.

Starting up the first unit must commence in pumping mode (i.e., pumping water from the Seminoe Reservoir to the upper reservoir); therefore, the upper reservoir will not be filled prior to the commissioning of the units. Subsequent units may be started in generating mode as the upper reservoir can be filled by the first unit. Commerical operation can commence after the first unit it commissioned.

3.0 Previously Constructed Facilities

The Project will use the existing Seminoe Reservoir as the Project’s lower reservoir. Seminoe Reservoir is managed by the U.S. Bureau of Reclamation (Reclamation) as part of the Kendrick Project on the North Platte River. The Kendrick Project was authorized by Congress in 1933 and $12 million was appropriated for its construction (Klajic 2000). Reclamation operates Seminoe Dam and Reservoir for irrigation and electric power generation. Existing Reclamation facilities and current operations will not be affected by the Project’s pumped storage operations.

4.0

Schedule

4.1 Design Stage

The schedule in Appendix A is based on the execution of an EPC contract immediately upon the issuance of a FERC license. The schedule also assumes Western Area Power Administration (WAPA) will relocate the portion of the existing Miracle Mile-Snowy Ridge 1 115kV and Miracle Mile-Snowy Ridge 2 230kV transmission lines in the vicinity of the upper reservoir during the first year of construction. The design tasks necessary to prepare EPC bidding documents, together with the bidding and adjudication, will be performed during the latter stages of FERC’s review process for the license application.

4.2 First year of Construction

During the first year of construction, the following work will be completed.

4.2.1

Pre-Hydropower Facilities Construction

No work will be performed on site within the first 12 months of execution of the EPC contract, except for the initial on-site construction tasks as follows:

• Mobilize and construct temporary office, storage, maintenance, and staging facilities;

• Construct and improve permanent and construction access roads; and

• Relocation of the segment of existing WAPA transmission lines in the vicinity of the upper reservoir facility.

4.2.2 Roads

• Improvement of the access road to the upper reservoir;

• Required roads around the reservoir and to the tops of the high-pressure shaft and the cable shaft; and,

• The access road to the main access tunnel portal, including the bridge over the tailrace of Seminoe Dam.

4.2.3 Water Conduits

• Upper reservoir power intake;

• Commence low-pressure headrace tunnel;

• Low-pressure head gate shaft; and,

• Excavate shaft and surge facilities.

4.2.4 Power Facilities

• Portal for and commencement of excavation of the main access tunnel to the power facilities.

4.2.5 Upper Reservoir

• Site preparation and grubbing;

• Rock excavation;

• Grouting;

• Foundation preparation;

• Produce and stockpile aggregate;

• Begin RCC (Roller Compacted Concrete) placement; and,

• Commence geomembrane lining.

4.2.6 Transmission Line

• Commencement of excavation of the cable shaft from surface;

• Commencement of tower installation; and,

• Commencement of wire stringing.

4.3 Second year of Construction

During the second year of construction, the following work will be completed

4.3.1 Roads

• Improvement of the access road at lower gate shaft; and,

• Upgrade road to surge shaft access portal.

4.3.2

Water Conduits

• Complete upper reservoir power intake;

• Complete low-pressure headrace tunnel;

• Construct low-pressure steel penstock;

• Complete shaft and surge facilities;

• Commence tailrace tunnel; and,

• Commence downstream gate shaft

• Main access tunnel top heading and commencement of bottom heading.

4.3.4 Upper Reservoir

• Place RCC

• Complete intake; and,

• Complete lining.

4.3.5 Lower reservoir

• Access tunnel to lower gate shaft;

• Access tunnel to downstream surge shaft;

• Excavate for lower intake structure; and,

• Commence pre-casting of float-in lower intake.

4.3.6 Transmission Line

• Complete cable shaft and finishes;

• Complete tower installation; and,

• Complete wire stringing.

4.4 Third year of Construction

During the third year of construction, the following work will be completed.

4.4.1 Water Conduits

• Complete high-pressure tunnels and penstocks;

• Complete tailrace tunnel;

• Complete downstream gate shaft; and,

• Install gates and gantries at gate shafts.

4.4.2

Power Facilities

• Complete main access tunnel excavation;

• Continue main power hall excavation;

• Commence excavation of cross gallery and ISO phase bus galleries;

• Excavate emergency egress connecting tunnels and shafts;

• Commence power hall concreting; and,

• Install main crane rails and limited capacity main crane.

4.4.3 Upper Reservoir

• Complete RCC placement; and,

• Complete spillway and crest concrete.

4.4.4

Lower reservoir

• Float in lower intake and complete all works at lower intake.

4.5 Fourth Year of Construction

During the fourth year of construction, the following work will be completed

4.5.1

Power Facilities

• Complete power hall civil and structural works;

• Install crane beam support columns and uprate main crane;

• Complete power facilities architectural works;

• Complete transformer gallery civil works;

• Excavate cable tunnel; and,

• Commence installation of pump-turbines, motor-generators, Generator Step Up transformers, bus and all electrical and mechanical equipment and systems.

4.5.2

Upper Reservoir

• Complete all instrumentation.

4.5.3

Switchyard

• Install gas-insulated substation in transformer hall; and,

• Install cable in cable tunnel and shaft.

4.6 Fifth Year of Construction

During the fifth year of construction, the following work will be completed
