The City of Rosemount and its Port Authority have completed the purchase and demolition of the former Speedway gas station at 14515 Dodd Boulevard. This marks a key step toward redeveloping a highly visible site that has been vacant for more than three years. With the site now cleared, we’re moving into the next exciting phase: planning for what’s to come, with input from the community.
Located at a bustling intersection near homes, small businesses, and Rosemount High School, this site holds great potential for reinvestment. The City is committed to working toward a future use that reflects the vision of residents
and strengthens the neighborhood.
As a first step, City staff and Port Authority members connected with residents at Leprechaun Days, gathering early ideas and input through interactive displays and visuals. We’re grateful to everyone who took the time to share their thoughts.

Medal of Honor –Sgt. Shawn McMenomy
The Medal of Honor is the highest award presented by the Rosemount Police Department. It recognizes individuals who knowingly expose themselves to extreme danger in service of others.
On February 18, 2024, during an armed standoff in Burnsville, Sgt. Shawn McMenomy courageously drove a Bearcat armored vehicle into active gunfire to help rescue wounded officers. Approximately 120 rounds were fired by the suspect; 41 struck the vehicle McMenomy was operating. His decisive action provided cover and allowed officers to evacuate three injured colleagues and
seven children from the home safely. Undoubtedly, the actions of Sgt. McMenomy helped save several more lives that morning.
We remember and honor the sacrifice of Officer Paul Elmstrand, Officer Matthew Ruge, and Firefighter-Paramedic Adam Finseth, by recognizing the extraordinary courage of the first responders who saved lives that day under the most challenging and dangerous of circumstances.

Medal of Valor –Officers Trevor Wagner & Anis Ahmetovic
The Medal of Valor is awarded for acts of exceptional courage and commitment to the safety of others during high-risk situations.
During the same February 18 incident in Burnsville, Officers Wagner and Ahmetovic joined the Bloomington Police Department’s Bearcat unit and supported logistics and rescues under dangerous circumstances. Both officers exited the vehicle under active threat to help safely evacuate seven children. Officer Ahmetovic also gave his helmet to another officer, while Officer Wagner gave his ballistic shield to colleagues from other agencies to protect them on scene. Their bravery reflects the highest standards of law enforcement. The department is proud to announce the Medal of Valor for Officers Trevor Wagner and Anis Ahmetovic.

Sgt. Alex Eckstein has served 11 years on the Dakota County Special Operations Team, an elite group of police, fire, and EMS professionals trained to respond tothe region’s most complex emergencies.
Eckstein has earned multiple advanced certifications and held leadership roles within both DCSOT and the state’s Minnesota Task Force 1. His expertise has supported countless technical rescues, hazardous incidents, and life-saving missions—including a highprofile rescue of a man in crisis from a 250-foot radio

The Medal of Valor is awarded to employees who, conscious of danger, knowingly expose themselves to high personal risk in service of a meaningful police, civic, or humanitarian goal.
On May 23, 2024, Sergeant Kevin Tapper and Officers Joe Hawkinson, Clay Morgel, and Alex Zaboj responded to a disturbing call involving human remains discovered on a residential doorstep. As the team secured the scene and gathered evidence, Officer Morgel located a vehicle tied to an active homicide investigation in Lakeville. A second scene was identified nearby, where additional remains and evidence were found.
Recognizing the severity of the threat, Sgt. Tapper assumed command, established a perimeter, issued a shelter-in-place order, and coordinated specialized resources. Despite uncertainty about the suspect’s location or intentions, officers initiated a targeted
search with the support of an Apple Valley K9 unit. The suspect was found armed with a knife behind a shed. Officers Hawkinson and Zaboj issued clear commands and took him into custody without further incident. These officers demonstrated exceptional bravery, calm under pressure, and a commitment to preserving life. We proudly announce the Medal of Valor for Sgt. Tapper and Officers Hawkinson, Morgel, and Zaboj.
Transition Plus Internship at RPD
Earlier this spring, the Rosemount Police Department partnered with ISD 196 and the Transition Plus program to host students ages 18–21 who are working toward independent living and employment goals.
During the month-long internship, students participated in hands-on learning, including a SWAT demonstration and Bearcat tour, 911 Dispatch Center visit, jail and booking procedure overview, mock burglary case investigation, and squad car cleaning and support tasks This partnership allowed students to build confidence, workplace skills, and a better understanding of law enforcement. It was a rewarding experience for everyone involved, and we thank Transition Plus for their collaboration.

ON AVERAGE, each firefighter completes 100+ hours of training annually. All Rosemount firefighters complete state-mandated training and certifications, including:

Preparing for the Future
WITH CONTINUED GROWTH across residential, commercial, and industrial sectors, Rosemount is preparing for future public safety needs.
In 2024, the City hired its first full-time Fire Chief to lead strategic planning. In 2025, a professional consultant was engaged to conduct a department-wide analysis. The study will guide future decisions, including whether to expand staffing or build new fire stations.
Despite the increasing demands, the department continues to be driven by dedicated individuals committed to protecting lives and property. Their service is the foundation of Rosemount’s safety and strength.
BONAIRE PATH TRAILS — COMING SOON
To support increased development and access, two new trail segments are being built along Bonaire Path. One segment is being constructed by ISD 196 near the new Emerald Trail Elementary, which opens this fall. The City will begin the second segment— between Bacardi Avenue and Autumn Path—later this year, with completion expected in spring of 2026. These improvements support a more walkable and bikefriendly future for Rosemount.
HWY 42 & HWY 52 INTERCHANGE — OPEN HOUSE
Dakota County is finalizing the design for improvements at the County Hwy 42 and US Hwy 52 interchange. The project will add turn lanes, widen ramps, and introduce new signals to improve safety and traffic flow. Construction is planned for 2026. Please join us for an Open House to learn more.

WATER EFFICIENCY REBATES & IRRIGATION AUDITS
Rosemount has received $27,000 in new grant funding through the Metropolitan Council’s Water Efficiency Program. This allows residents to apply for household rebates ($50–$200) on items like WaterSense toilets, Energy Star washing machines, and smart irrigation controllers. Rebates cover up to 50% of pre-tax costs. Purchases must be made on or after July 3, 2024.
Multi-family developments and HOAs may also qualify for up to $5,000 toward irrigation audits. In some cases, audits have uncovered over 865,000 gallons of wasted water annually— savings that can benefit residents or help fund improvements. Apply now: rosemountmn.gov/ rebates. Grants are awarded on a first-come, first-served basis. Preapproval is required for audits.

ANNUAL POND MOWING
From late summer into fall, the City performs maintenance around select stormwater ponds and natural areas. Mowers are set to 8 inches to protect native plants while clearing overgrowth, brush, and invasive trees. This work is essential to meet Minnesota Pollution Control Agency (MPCA) requirements and maintain the function of our stormwater system. Why it matters:
• Improves drainage and flood control
• Ensures emergency and maintenance access
• Controls invasive species
• Protects water quality and soil
• Prevents unauthorized landscaping in easements
Items placed in public easements may be removed if they block access or violate City use.

Instead of trashing broken household items, bring them to a Dakota County Fix-It Clinic for free fixing or mending. Last year, Fix-It Clinics helped Dakota County residents saved nearly 4,000 pounds of items from the landfill. These clinics are held monthly at rotating locations and are run by skilled volunteers who love to lend a hand. You’ll learn how to troubleshoot and tinker, and hopefully fix your items onsite or at home.
In addition to keeping useful items out of the landfill, these events bring people together and empower you to fix things on your own.
Show up to the upcoming Fix-It Clinic on Saturday, September 20 from 10 a.m. to 1 p.m. at the Rosemount Community Center. The event is free, and you do not need to register to participate.

Home Improvement Loans Available
Rosemount homeowners may qualify for interest-free home improvement loans through the Dakota County CDA. Loans between $15,000–$35,000 are available for key repairs like roofs, siding, windows, and driveways. These loans require no monthly payments and are repaid only when the home is sold or no longer occupied by the applicant.
To qualify, homeowners must meet equity, credit, and income guidelines. For example, a household of four must earn under $104,200 annually.
