Recent polling by Reuters found that 45% of voters list “cost of living” as their top concern heading into the 2026 election.
With that in mind, the three top Democrats vying to become the party’s nominee for U.S. senator in Illinois have released proposals detailing how they plan to make life more affordable for Americans.
“The cost of living is just too darn high, which is why I am putting forth a menu of policy proposals to drive down the cost of living, make it possible for everyday folks to buy a home, send their children to quality public schools, start a business, continue their post-secondary education, afford their life-saving prescription drugs, and more,” U.S. Rep. Raja Krishnamoorthi, a Schaumburg Democrat, said in a statement Tuesday releasing his agenda.
Krishnamoorthi, Lt. Gov. Juliana Stratton and U.S. Rep. Robin Kelly are the most well-known names in a 14-candidate primary to replace retiring U.S. Sen. Dick Durbin.
The economic plans show plenty of similarities between candidates in a race where they’ve yet to separate themselves on major policy issues. But they did differentiate in a few key areas in terms of how to achieve similar results.
The federal minimum wage has been $7.25 since 2009, and each candidate supports raising it to at least $15. But the two incumbent members of Congress go a step further, with Kelly, a Lynwood Democrat, proposing increasing the wage to $17 by 2030 and Krishnamoorthi proposing raising the wage to $15 and then tying it to inflation so it will increase in subsequent years.
Here are other ways their economic plans compare:
Each candidate announced substantial proposals to address housing affordability.
Stratton’s plan calls for creating tax incentives to encourage construction companies to build homes below the median price point, creating a tax penalty for hedge funds that buy single family homes in hopes of keeping them affordable, and restricting the ability of artificial intelligence to set rents and screen applicants. Krishnamoorthi said he wants to reestablish an Obama-era refundable tax credit for qualified first-time home buyers in their first five years of ownership. He also called for opening more land for residential development by rezoning vacant commercial buildings.
Kelly supports capping annual rent increases. She and Krishnamoorthi also generally support policies that limit a
corporation’s ability to buy single family homes.
Both Stratton and Kelly say they support the concept of “Medicare for All,” which would establish a single-payer, government-run health insurance program that all Americans would have access to. Stratton’s plan also calls for Medicare to cover long-term care home services, hearing and vision, while Kelly only said it should cover dental and vision.
Kelly also wants to expand Affordable Care Act eligibility to more middle-class Americans and increase tax credits available under the act, though many credits are set to expire at the end of the year.
Krishnamoorthi’s plan does not indicate he supports the Medicare for All plan popular among many progressive Democrats. Instead, he calls for allowing Medicare to negotiate prices for more drugs each year and for passing legislation to regulate pharmacy benefit managers in hopes of reducing drug prices.
With food prices a top issue in conversations about cost of living, and the Trump administration labeling affordability a Democratic “con job,” both Krishnamoorthi and Stratton have proposed ideas to help people struggling to afford to eat.
Krishnamoorthi is calling for establishing a national free lunch program that would provide all children at least one free meal each day at school. He also wants U.S. government agencies to promote export policies that would help smaller family farms access overseas markets.
Krishnamoorthi said he will push for anti-trust legislation that targets grocery stores. Krishnamoorthi has released a TV ad that highlights his opposition to a merger between grocery chains Kroger and Albertsons.
Stratton said she would seek to create a permanent grant program that allows states to source food from local farmers to go to food banks. That would follow a similar model as the Illinois-EATS program, which fell victim to federal spending cuts earlier this year.
Kelly’s economic plan did not address food and hunger issues.
The candidates’ tax proposals reveal some of the most obvious differences between their plans.
Kelly’s plan calls for establishing a minimum tax on people with an annual net worth of $100 million or more and lifting the cap on Social Security taxes.
Krishnamoorthi wants union members to be able to deduct dues from their taxes and eliminate federal taxes on Social Security benefits.
Stratton is calling for the most aggressive tax hikes and cuts by proposing to raise taxes on people earning more than $1 million annually and provide a corresponding tax cut for middle class earners. Her plan does not address Social Security.
Krishnamoorthi was also the only candidate to substantially address tariffs in the economic plan and said Congress should change the law to limit the president’s ability to use emergency powers to raise tariffs — power that’s typically reserved to Congress. The incumbent congressman also said the federal government should make new low-interest loans available to farmers in response to tariffs.
Making caring for children more affordable is also a sizable portion of some candidates’ platforms.
Krishnamoorthi wants to make low-interest federal loans available to entrepreneurs to open affordably priced child care centers that also pay workers an undefined “living wage.” He also proposed raising the Child Tax Credit to a maximum of $4,000 per recipient, up from $2,200 in 2025.
Kelly said she supports the Child Care for Working Families Act, which she said would bring down an average family’s daily child care costs to less than $15. The legislative proposal aims to make child care free to more people, among other things.
Stratton’s plan proposed expanding the Child Tax Credit but does not specifically say how.
Each candidate also put forward a few proposals that were unique to their plans. On energy, Kelly said she stands by the Bipartisan Infrastructure Law passed during the Biden administration as an effective way to reduce energy prices. Krishnamoorthi said he would push to create more incentives for homeowners to install solar panels and also restore funding for clean energy projects the Trump administration has slashed.
Krishnamoorthi’s plan was the only one to touch on education, as he proposed increasing the maximum Pell Grant award for college students, doubling spending on career and technical education and requiring colleges to post more information about student outcomes, such as post-college earnings for graduates.
Stratton was the only candidate to propose expanding the Earned Income Tax Credit, though she did not specify by how much.

Life at home during WW2 was all about rationing, recycling and victory gardens. Large amounts of resources were used to support the U.S. military with arms, food, clothing and transportation. Adults not serving in the military were needed on the farms, factories and mining operations providing the materials used in the war and supply citizens at home.
Products useful to military personnel and civilians were rationed for civilians to control price increases and ensure both populations had adequate supplies. The Federal government controlled the supply of goods and printed rationing books and coupons for citizen use in purchasing the items being rationed. Schools sold rationing coupons to students and banks sold war bonds to customers.
With gasoline consumption limited, people carpooled, took a bus, biked or walked to work, school or shopping, People sewed and repaired their own clothing, had shoes and equipment repaired and grew fruit trees and vegetables in victory gardens. Canning and preserving food was also widely done. The practices designed to limit consump-
tion and stimulate citizen political support for WW2 became integral to the environmental and sustainability movement. However another legacy of WW2 was the recognition of the effective industrial production of DDT used to protect military personal and civilians from diseases carried by lice, flies and mosquitoes associated with war zones. In the 1950s DDT became the most widely and heavily used insecticide within the United States. The book in 1962 Silent Spring by Rachael Carson brought attention to the negative impacts of DDT on wildlife.
The concerns over the adverse impacts on human and wildlife health from the use of some insecticides and chemicals in the modern society continues to grow.
The production, use and disposal of plastics are drawing additional citizen attention. Plastic production escalated dramatically in the 1950s. The concept of a throwaway society became popularized. The use of plastics spread to medicine, construction, clothing, food and product packaging.
The initial criticism of plastics focused on the accumulation of plastic debris, and its disposal at landfills and ocean disposal. Plastics are made by human processes and while they break down into small particles
there are no known microbes that will break them down into water and carbon dioxide according to Alice Friedman. Later scientists began to recognize small plastic particles in marine plankton. The small particles of plastic fragments are broken down from larger pieces of plastics and became known as microplastics. An article in Stanford Medicine reports that microplastics have been found in 1,300 species, including throughout the human body. They are found in the brain, testicles, heart, stomach, lymph nodes and placenta. They have been detected in urine, breast milk, semen and the first stool of a newborn baby.
A large scale review of existing research at the University of California, San Francisco concluded microplastics exposure is suspected of harming reproduction, digestive and respiratory health and suggested links to colon and lung cancer. Since microplastics are everywhere including the air, the water and the food we consume, it is important to fund research regarding their impact on humans and the environment. We do not know on how much plastic we are taking in on a weekly basis. There are some estimates that our uptake may be as high as 5 grams/week which is roughly equal
to the weight of a credit card. Another estimate suggests that we carry about a spoonful of plastic in our brains.
Additional data on microplastics from human and animal studies continue to accumulate. A key problem with plastics is that they are accumulating at rates faster than the research can document the harm coming from it. Plastic production and use by 2020 had reached 435 million tons and an ECD report projects it could increase by 70% by 2040. By 2040 the plastic leakage into the environment would increase 40%.
A recent international meeting failed to approve a motion to begin a process of reducing the amount of plastic being produced on an annual basis. The issue is linked to the ongoing production of fossil fuels, particularly oil and natural gas. While recycling is helpful it only accounts for 10% of the material and more needs to be done.
A partial solution is the opening of package free stores. In Portland, Oregon a grocery store exists which has customers bring their own glass jars and fill them from bulk containers. State board developing ‘numer- acy plan’ to boost math compe- tency statewide

SPRINGFIELD – Each year, the Illinois State Board of Education releases an annual report card with data showing how students are doing in the basic subjects of reading, writing and math.






And each year when those numbers come out, reporters, teachers, parents and school officials sift through the data looking for evidence to show whether scores are improving, holding steady or getting worse.
But one trend has been so consistent over the years, it rarely draws much public attention. Overall, students score lower in math than they do in English language arts.
That was true on the 2025 report card, which showed only 38.4% of Illinois students overall scored proficient or better in math, compared to 52.4% in English language arts.
Illinois students are not unique in that regard. Nationwide, according to the National Assessment of Educational Progress, also known as the “nation’s report card,” 59% of eighth graders in 2024 scored at or above the “basic” level in math — the achievement level most closely aligned with grade-level expectations — compared to 66% who did so in reading.
Even on the international stage, American students do not perform as well in math as their counterparts in many other industrialized democracies. Scores from the 2023 Trends in International Mathematics and Science Study, or TIMSS exam — a project of the U.S. Department of Education’s National Center for Education Statistics — showed eighth grade students in the U.S., on average, scored below their peers in countries like Singapore, Japan, Sweden and Australia. In Illinois, officials at the State Board of Education hope to close the gap through the development of a statewide, comprehensive “numeracy plan.” The document will direct not just the way math is taught in the classroom, but how math teachers are trained in the profession and math programs are administered in school districts.

Latrenda Knighten, a retired math teacher who is now president of the National Council of Teachers of
Mathematics, says the difficulty many Americans have with math is now so common, it has become socially acceptable for people to openly admit that they are just not a “math person.”
“It’s like a badge of honor to some people,” she said in an interview with Capitol News Illinois. “And what you say publicly aloud has a huge impact on impressionable young minds and their outlook on a subject or content area, or their beliefs about themselves. And we have to change that. We can no longer accept that it’s okay to say, ‘Oh, I’m just not good at math, and so it’s okay if I don’t understand this.’ You should say, ‘Why is it that I can’t make sense of this?’”
But Beth MacDonald, an education professor at Illinois State University who trains prospective teachers to teach math in early elementary grades, said she believes the problem of lagging math skills in America is not just a cultural issue.
“It’s more about how we teach mathematics,” she said in a separate interview.
MacDonald traces much of the problem with today’s math education techniques to the No Child Left Behind Act of 2001. That’s the signature education policy law of the George W. Bush administration that mandated standardized testing in public schools nationwide and tied federal funding to those test results.
“When you go into a school, you’ll see educators all on the same page of the curriculum on the same day, and they’re being held accountable to stay on pace with the curriculum,” she said. “So what we’ve removed now is the need to even understand where our kids are at in their own learning.”
Knighten said she has been paying close attention to a project underway in Illinois, where the Illinois State Board of Education hopes to reverse the trend by developing a comprehensive numeracy plan aimed at boosting students’ math skills statewide. She’s also had conversations with stakeholders at the state board in the early stages of the project.
“And from what I have observed, one of the things they’ve done is looked at this holistically,” she said. “They actually are looking at developing a plan and actually identifying what numeracy is, so that people are understanding, it’s not just that we want to raise students’ ability to memorize math facts. We’re looking at building procedural knowledge from conceptual understanding.”
The planning process was modeled
after the recent development of a statewide literacy plan, which lawmakers mandated in 2023 and ISBE formally adopted the following year. Unlike the literacy plan, however, the numeracy plan did not begin with a legislative mandate but was instead initiated by State Superintendent of Education Tony Sanders.
It began in April and May when ISBE staff conducted a “needs assessment” survey of various stakeholder groups — including teachers and other classroom staff, school and district administrators, and regional superintendents of education — to get a clearer sense of what needs to be included in a numeracy plan.
The agency then held a summit meeting in June to study the survey results and form a team to begin drafting a numeracy plan. An initial draft of the plan was released in October. The agency then held a series of listening sessions to receive feedback from teachers and other educators, which concluded in November.
“Numeracy is more than arithmetic or the memorization of procedures,” reads an initial draft of the plan. “As defined in this guidance, numeracy is the ability for all students to confidently understand, interpret, and apply mathematical concepts across all domains of mathematics in a variety of real-world and academic contexts.”
Much of the 94-page document is technical in nature — one person who took part in a Nov. 4 virtual listening session described it as “wordy” — with discussion of topics such as the difference between “traditional” and “reform” approaches to mathematical instruction.
But it also includes discussion of topics that suggest solving the problem of lagging math skills could be costly. Those include the lack of resources in school districts that are still funded far below their adequacy target and the need for more training and professional development for teachers, to name a few.
Agency officials plan to present a second draft of the plan to the state board in February. A final draft is expected to be completed in June.
“I think they’re doing a great job with the numeracy plan so far, with regard to how policy can change,” MacDonald said. “But we need some money behind a lot of these initiatives.”

Police body cameras equipped with artificial intelligence have been trained to detect the faces of about 7,000 people on a “high risk” watch list in the Canadian city of Edmonton, a live test of whether facial recognition technology shunned as too intrusive could have a place in policing throughout North America.
But six years after leading body camera maker Axon Enterprise, Inc. said police use of facial recognition technology posed serious ethical concerns, the pilot project — switched on last week— is raising alarms far beyond Edmonton, the continent’s northernmost city of more than 1 million people.
A former chair of Axon’s AI ethics board, which led the company to temporarily abandon facial recognition in 2019, told The Associated Press he’s concerned that the Arizona-based company is moving forward without enough public debate, testing and expert vetting about the societal risks and privacy implications.
“It’s essential not to use these technologies, which have very real costs and risks, unless there’s some clear indication of the benefits,” said the former board chair, Barry Friedman, now a law professor at New York University.
Axon founder and CEO Rick Smith contends that the Edmonton pilot is not a product launch but “early-stage field research” that will assess how the technology performs and reveal the safeguards needed to use it responsibly.
“By testing in real-world conditions outside the U.S., we can gather independent insights, strengthen oversight frameworks, and apply those learnings to future evaluations, including within the United States,” Smith wrote in a blog post.
The pilot is meant to help make Edmonton patrol officers safer by enabling their body-worn cameras to detect anyone who authorities classified as having a “flag or caution” for categories such as “violent or assaultive; armed and dangerous; weapons; escape risk; and high-risk offender,” said Kurt Martin, acting superintendent of the Edmonton Police Service. So far, that watch list has 6,341 people on it, Martin said at a Dec. 2 press conference. A separate watch list adds 724 people who have at least one serious criminal warrant, he said.
“We really want to make sure that it’s targeted so that these are folks with serious offenses,” said Ann-Li Cooke, Axon’s director of responsible AI.
If the pilot expands, it could have a major effect on policing around the world. Axon, a publicly traded firm best known for developing the Taser, is the dominant U.S. supplier of body cameras and has increasingly pitched them to police agencies in Canada and elsewhere. Axon last year beat its closest competitor, Chicago-based Motorola Solutions, in a bid to sell body cameras to the Royal Canadian Mounted Police.
Motorola said in a statement that it also has the ability to integrate facial recognition technology into police body cameras but, based on its ethical principles, has “intentionally abstained from deploying this feature for proactive identification.” It didn’t rule out using it in the future.
The government of Alberta in 2023 mandated body cameras for all police agencies in the province, including its capital city Edmonton, describing it as a transparency measure to document police interactions, collect better evidence and reduce timelines for resolving investigations and complaints.
While many communities in the U.S. have also welcomed body cameras as an accountability tool, the prospect of real-time facial recognition identifying people in public places has been unpopular across the political spectrum. Backlash from civil liberties advocates and a broader conversation about racial injustice helped push Axon and Big Tech companies to pause facial recognition software sales to police.
Among the biggest concerns were studies showing that the technology was flawed, demonstrating biased results by race, gender and age. It also didn’t match faces as accurately on real-time video feeds as it did on faces posing for identification cards or police mug shots.
Several U.S. states and dozens of cities have sought to curtail police use of facial recognition, though President Donald Trump’s administration is now trying to block or discourage states from regulating AI.
The European Union banned real-time public face-scanning police technology across the 27-nation bloc, except when used for serious crimes like kidnapping
or terrorism.
But in the United Kingdom, no longer part of the EU, authorities started testing the technology on London streets a decade ago and have used it to make 1,300 arrests in the past two years. The government is considering expanding its use across the country.
Many details about Edmonton’s pilot haven’t been publicly disclosed. Axon doesn’t make its own AI model for recognizing faces but declined to say which third-party vendor it uses.
Edmonton police say the pilot will continue through the end of December and only during daylight hours.
“Obviously it gets dark pretty early here,” Martin said. “Lighting conditions, our cold temperatures during the wintertime, all those things will factor into what we’re looking at in terms of a successful proof of concept.”
Martin said about 50 officers piloting the technology won’t know if the facial recognition software made a match. The outputs will be analyzed later at the station. In the future, however, it could help police detect if there’s a potentially dangerous person nearby so they can call in for assistance, Martin said.
That’s only supposed to happen if officers have started an investigation or are responding to a call, not simply while strolling through a crowd. Martin said officers responding to a call can switch their cameras from a passive to an active recording mode with higher-resolution imaging.
“We really want to respect individuals’ rights and their privacy interests,” Martin said.
The office of Alberta’s information and privacy commissioner Diane McLeod said she received a privacy impact assessment from Edmonton police on Dec. 2, the same day Axon and police officials announced the program. The office said Friday it’s now working to review the assessment, a requirement for projects that collect “high sensitivity” personal data.
University of Alberta criminology professor Temitope Oriola said he’s not surprised that the city is experimenting with live facial recognition, given that the technology is already ubiquitous in airport security and other environments.
“Edmonton is a laboratory for this tool,” Oriola said. “It may well turn out to
be an improvement, but we do not know that for sure.”
Oriola said the police service has had a sometimes “frosty” relationship with its Indigenous and Black residents, particularly after the fatal police shooting of a member of the South Sudanese community last year, and it remains to be seen whether facial recognition technology makes policing safer or improves interactions with the public.
Axon has faced blowback for its technology deployments in the past, as in 2022, when Friedman and seven other members of Axon’s AI ethics board resigned in protest over concerns about a Taser-equipped drone.
In the years since Axon opted against facial recognition, Smith, the CEO, says the company has “continued controlled, lab-based research” of a technology that has “become significantly more accurate” and is now ready for trial in the real world.
But Axon acknowledged in a statement to the AP that all facial recognition systems are affected by “factors like distance, lighting and angle, which can disproportionately impact accuracy for darker-skinned individuals.”
Every match requires human review, Axon said, and part of its testing is also “learning what training and oversight human reviewers must have to mitigate known risks.”
Friedman said Axon should disclose those evaluations. He’d want to see more evidence that facial recognition has improved since his board concluded that it wasn’t reliable enough to ethically justify its use in police cameras.
Friedman said he’s also concerned about police agencies greenlighting the technology’s use without deliberation by local legislators and rigorous scientific testing.
“It’s not a decision to be made simply by police agencies and certainly not by vendors,” he said. “A pilot is a great idea. But there’s supposed to be transparency, accountability. ... None of that’s here. They’re just going ahead. They found an agency willing to go ahead and they’re just going ahead.”

Snømarket returns for a festive winter weekend, welcoming visitors to bundle up and enjoy a cozy Nordic market from 3–9 p m on Friday and Saturday and 11 a m –4 p m on Sunday Guests can sip homemade glögg and hot chocolate, sample æbleskiver, lefse, and fish on a stick, and join quirky favorites like the herring toss, Mölkky, and Christmas “carole-oke ” Free horse-drawn carriage rides through historic Churchill’s Grove add extra charm, while the fire pit becomes a gathering spot for Chef Kent’s Viking storytelling. The event is free and open to all.
Severson Dells will host two evenings of seasonal beauty on December 12–13, when the woods glow with soft Luminaria lights from 5–9 p m Visitors can stroll the illuminated trails as the warm light enhances the surrounding winter landscape, then head indoors for a festive photo booth and hands-on winter crafts Hot cocoa and s’mores add a cozy touch, while live music elevates each night Canto Zenzero performs on December 12 and SwingBilly RFD on December 13. This family-friendly experience is completely free.
