Trump cuts could shrink Illinois economy by $10B: report

Cuts target Medicaid, infrastructure and all levels of education

Recent cuts by President Donald Trump’s administration could reduce the size of Illinois’ economy by nearly $10 billion each year, according to a new report released Monday by the Illinois Economic Policy Institute.

The report offers a detailed looked at the effects of cuts enacted by Trump through executive order or legislation, directives by federal agency leaders or through Elon Musk’s so-called “Department of Government Efficiency.” It also sheds light on how many jobs will not come to fruition because of the cuts.

Researchers at the organized labortied think tank also painted a sobering picture for state lawmakers who are tasked with mitigating the effects of the funding cuts.

“The depth of economic reductions and jobs losses caused by federal actions cannot be mitigated by expenditure reductions at the state and local levels,” researchers Frank Manzo and Robert Bruno wrote in the report. “Policymakers will need to examine new revenue sources to counter the damage done to public schools, Illinois families, and the state’s robust economy.”

By 2029, Bruno and Manzo concluded the cuts will decrease the state’s annual gross domestic product by $9.6 billion. The cuts would leave state revenues $540 million below where they would otherwise be and would lead to 86,000 fewer jobs in the state than there would have been without the cuts.

‘Big Beautiful Bill’ cuts

The One Big Beautiful Bill Act, the Republican domestic policy plan signed by Trump on July 4, makes significant changes to Supplemental Nutrition Assistance Program and Medicaid eligibility and ends Affordable Care Act tax credits at the end of the year. The researchers project it will sink Illinois’ annual GDP by $5.8 billion and prevent 49,000 jobs.

The Medicaid changes could lead hundreds of thousands of people in Illinois to lose coverage because of new work requirements and other restrictions, resulting in economic activity declining by $4 billion each year.

The state will feel impacts beyond social service cuts, too.

“Phasing out clean energy tax credits, pausing Chicago-area transit projects, and freezing funding for energy projects will eliminate construction jobs for blue collar tradespeople that would have been covered by prevailing wage standards and registered apprenticeship requirements, undermining the goal of ‘making America skilled again’ that has been advanced by the Trump administration,” the report said.

The clean energy tax credits would have been especially impactful in rural areas where there is more space for wind and solar projects, the report noted. Those losses are set to decrease GDP by $2 billion and prevent 22,000 construction jobs.

Targeted cuts

Illinois, a blue state that has dealt Trump three double-digit electoral defeats since 2016, has also seen some cuts explicitly dictated by federal agencies.

Trump’s budget director announced in early October that the administration was freezing $2.1 billion in funding for Chicago transit infrastructure projects “to ensure funding is not flowing via race-based contracting.”

The decision pulled funding for the Chicago Transit Authority’s plan to extend the Red Line more than five additional miles from 95th Street to 130th Street. Construction was scheduled to begin next year.

Funding for a Purple Line modernization project to rehabilitate the line between the Belmont stop in Chicago and Linden terminus in Evanston is also frozen. Cutting funding for the project could jeopardize 16,000 jobs, according to the report.

DOGE cuts

Other federal cuts pursued by the “Department of Government Efficiency,” which Reuters reported last week has been disbanded earlier than expected, could have a $1.4 billion impact on annual GDP and leave the state with 3,000 fewer jobs, mostly in the private sector.

One of the hardest hit areas is infectious disease prevention by the Illinois Department of Public Health, where the state could lose $112.3 million in economic activity.

But education from kindergarten through college could be hit even harder

with a combined impact of $547.4 million in lost economic activity. Multiple federal agencies have put limits on reimbursement for research conducted at universities, while many K-12 public schools could see less funding resulting in fewer after-school programs, mental health services and teaching positions.

“By slashing funding for disease control and prevention, forcing colleges and universities to cover a larger share of indirect research costs, reducing funds for public school districts, and mandating a higher cost-share to administer food assistance, recent and proposed federal actions will strain Illinois’ budget and prevent the state from using taxpayer dollars on more productive public policies, programs and investments,” the report said.

Tariffs and executive orders

Federal budget cuts aren’t the only areas that could be a drag on economic activity in Illinois. The governor’s office released new information last week from some state agencies detailing the effect of tariffs in accordance with Gov. JB Pritzker’s July executive order.

Families and businesses will see some of the most significant impacts, according to the reports. According to the Department of Employment Security, the average Illinois household faces $3,400 in increased annual costs while unemployment claims in Illinois have risen by 16% in the last year. Businesses are also collectively seeing costs rise by $24 billion.

Food banks and other hunger alleviation programs are also struggling, not just under the weight of higher grocery prices, but with fewer donations as consumers and businesses cut costs, according to the Department of Human Services. The Department of Public Health also reports that more health care organizations are becoming unprofitable because of higher costs.

Ameren residential gas customers to see average $3.65 increase on bills in January

CHICAGO — Ameren Illinois residential customers will see an average $3.65 increase on their natural gas bills in January after the Illinois Commerce Commission last week slashed proposed rate hikes for two of the state’s largest utilities.

Ameren, which serves approximately 816,000 customers in central and southern Illinois, initially held off on estimating the impact to customers until it could conduct an in-depth review of the ICC’s order, Brad Kloeppel, Ameren senior director of gas operations and technical services, said after the ruling.

The ICC’s Nov. 19 rulings arrived after an 11-month process of reviewing testimony and documents submitted by Ameren and Nicor, consumer protection groups and environmental advocates. The Commission approved a $73 million rate increase for Ameren and $168 million increase for Nicor, which were more than 40% lower than what the utilities had requested.

Nicor estimated that typical residential customers would see an increase of less than $4.25 monthly. Nicor is the largest gas utility in the state and serves 2.3 million customers in northern Illinois and the Chicago suburbs.

Both companies are eligible to propose new rate hikes to the ICC annually in January, though in recent years have done so every other year. Any request to raise rates receives a ruling from the regulatory commission 11 months after filing, usually in November, with any approved rate hikes going into effect the following January.

That means the earliest customers could expect rates to increase again would be in January 2027, or January 2028 if the companies stick to the alternate year request schedule.

Consumer advocates argued the rate increases go too far.

“While we’re pleased regulators lowered the size of these rate hikes, they are still the fifth increase for Nicor since 2017 and the fourth increase for Ameren since 2018,” Abe Scarr, policy director for Illinois PIRG, wrote in a statement. “Without intervention, gas bills will continue to rise.”

Utilities like Ameren and Nicor make money on infrastructure investments for delivering energy to consumers’ homes, but not on the price of gas itself; that is, gas supply price is passed through the utilities directly to customers.

Though delivery rates have increased, Kloeppel said Ameren works proactively

to reduce supply costs to consumers.

“Ameren Illinois doesn’t control the market price of natural gas, and even though we pass those costs onto customers with no markup, we’re still taking a strategic look into how we can provide our customers with lower, more stable supply rates,” said Kloeppel.

He said Ameren’s investment in natural gas storage fields saves customers money, especially in the cold winter months. The company owns 12 underground storage fields as far north as Galesburg and as far south as Marion.

Underground storage allows Ameren to buy approximately 60% of its winter supply during the summertime when prices are lower and deliver heat to homes in the winter more cheaply and reliably, according to Kloeppel.

This strategy has allowed the company to reduce the cost of natural gas supply to consumers by 30% over the past five years and provide price protection from exposure to daily hikes during winter storms, he said.

But even with reduced supply costs and a smaller monthly rate increase of $3.65 compared to the $9.09 estimated in Ameren’s January request, consumer groups like the Citizens Utility Board say any increase in rates is too high.

“With winter heating season in full force, and prices for groceries and health care putting a squeeze on household budgets, conditions for consumers are extremely fragile,” CUB Communications Director Jim Chilsen wrote in a statement following the ICC order.

“We urge state regulators to continue to crack down on profit-mongering by Illinois’ gas utilities so no one is forced to choose between paying for fuel to heat or food to eat.”

Netanyahu requests a pardon to end his ongoing corruption trial in Israel

TEL AVIV (AP) — Israeli Prime Minister

Benjamin Netanyahu on Sunday asked the country’s president to grant him a pardon from corruption charges, seeking to end a long-running trial that has bitterly divided the nation.

Netanyahu, who has been at war against Israel’s legal system over the charges, said the request would help unify the country at a time of momentous change in the region. But it immediately triggered denunciations from opponents, who said a pardon would weaken democratic institutions and send a dangerous message that he’s above the rule of law. Netanyahu had submitted a request for a pardon to the legal department of the Office of the President, the prime minister’s office said in a statement. The president’s office called it an “extraordinary request,” carrying with it “significant implications.”

Netanyahu is the only sitting prime minister in Israeli history to stand trial, after being charged with fraud, breach of trust and accepting bribes in three separate cases accusing him of exchanging favors with wealthy political supporters. He hasn’t been convicted of anything. Netanyahu rejects the allegations and has described the case as a witch hunt orchestrated by the media, police and judiciary.

Trump’s request

His request comes weeks after U.S. President Donald Trump publicly urged Israel to pardon Netanyahu, turning to President Isaac Herzog during his speech to Israel’s parliament last month. Earlier this month, Trump also sent a letter to

Herzog calling the corruption case “political, unjustified prosecution.”

Herzog is a former political rival of Netanyahu, but the men have a good working relationship. Later Sunday, Israeli media reported a small protest outside Herzog’s home, including a pile of bananas with a sign saying a pardon equals a banana republic.

In a videotaped statement, Netanyahu said the trial has divided the country. He also said the requirement that he appear in court three times a week is a distraction that makes it difficult for him to lead.

“The continuation of the trial tears us apart from within, stirs up this division, and deepens rifts. I am sure, like many others in the nation, that an immediate conclusion of the trial would greatly help to lower the flames and promote the broad reconciliation that our country so desperately needs,” he said.

Case delays

Netanyahu has taken the stand multiple times over the past year. But the case has been repeatedly delayed as he has dealt with wars and unrest stemming from the Hamas-led militant attacks on southern Israel on Oct. 7, 2023.

Netanyahu’s pardon request consisted of two documents: a detailed letter signed by his lawyer and a letter signed by Netanyahu. They’ll be sent to the Justice Ministry for opinions and will then be transferred to the legal adviser at the president’s office, which will formulate additional opinions for the president.

Legal experts say the pardon request isn’t able to stop the trial.

“It’s impossible,” said Emi Palmor, former director-general of the Justice Ministry.

“You cannot claim that you’re innocent while the trial is going on and come to the president and ask him to intervene,” she said. The only way to stop the trial is to ask the attorney general to withhold the proceedings, she said.

In rare cases, the system could pardon Netanyahu. Experts say the president has broad discretion to grant one, and oversight is limited.

However, “as a rule, the president reviews a pardon request only after all legal proceedings have ended. The possibility of a preconviction pardon ... is extremely rare,” the Israel Democracy Institute wrote earlier this month. “A pardon before conviction, while legal proceedings are ongoing, threatens the rule of law and seriously undermines the principle of equality before the law.”

Netanyahu portrays himself as victim

In 2008, as opposition leader, Netanyahu called on then Prime Minister Ehud Olmert to step down as he faced a growing corruption scandal. At the time, Netanyahu said that a prime minister “up to his neck” in scandal did not have a mandate to lead the country, and there was a risk that Olmert would make decisions that served his personal interests and not those of the nation.

Olmert resigned even before he was indicted that year and would later serve 16 months in prison.

Netanyahu has struck a different, defiant tone since his own legal problems began. He has portrayed himself as the victim of a “deep state” conspiracy trying to oust him from office.

Shortly after forming his current government in late 2022, Netanyahu

launched a plan to overhaul Israel’s justice system.

Netanyahu presented the plan as a much-needed reform. But his opponents accused him of trying to weaken the justice system, damaging the country’s system of checks and balances and having a conflict of interest at a time when he was on trial.

The plan triggered large street protests against the government, and critics have said the deep divisions sent a message of weakness to Israel’s enemies that encouraged Hamas to launch its 2023 attacks.

Netanyahu’s request also sparked backlash on Sunday, with an immediate response from the opposition and advocacy groups urging the president not to give in to his request.

“You cannot grant him a pardon without an admission of guilt, an expression of remorse and an immediate retirement from political life,” opposition leader Yair Lapid said.

The Movement for Quality Government in Israel said that granting a pardon to a prime minister accused of serious offenses of fraud and breach of trust would send a clear message that there are citizens who are above the law.

But some Israelis expressed support for Netanyahu’s request.

“Bibi Netanyahu did totally the right thing requesting the pardon,” said Lior Gal, a Jerusalem resident, referring to the prime minister by his nickname. “He deserves to be pardoned. This chapter should be over and to remain united people and carry on.”

Winter is the ideal time for fruit tree pruning in Northern Illinois, and the season is just about to begin. In fact, I have been wrapping up our Illinois Extension’s fruit tree pruning classes in order to prepare homeowners and backyard growers to start pruning for 2026. Apples, pears, cherries, plums, and peaches can all be pruned from end of December through mid-March though many commercial growers in our area try to have their pruning wrapped up by March 1st. Whether you planted new fruit trees in 2025 or recently inherited older ones, these basic techniques can help you get started.

For newer plantings—especially fruit

Initial approaches to fruit tree pruning in northern Illinois

trees added in 2023 or later—extensive pruning is usually unnecessary for the first three to four years. This often contradicts older guides that encourage shaping trees immediately, but early pruning removes future fruiting wood. Delaying major cuts for several years does not harm long-term health and can actually allow the tree to reach fruit-bearing age sooner.

During these early years, the focus should be on training rather than cutting. Tools such as branch spreaders or small weights help guide limbs into the correct angles without removing them. Apples and pears benefit from a central-leader or “Christmas tree” shape, which creates a strong trunk with well-spaced side branches. Peaches, plums, and cherries

should be trained into an open-center or vase shape that encourages airflow and light penetration.

Sunlight is a key factor in successful apple tree pruning and the pruning of other fruit species. Branches that cast heavy shade limit fruit production. Removing crossing branches or a dominant limb that overshadows others improves overall light exposure. Unpruned fruit trees often develop tall, vertical shoots that block sunlight and rarely produce fruit, so these upright branches are common targets for removal.

When pruning mature trees, plan to remove no more than 30–40% of the canopy in a single year. Removing too much at once can reduce vigor and make it harder for the tree to seal cuts before

spring growth. Larger, overgrown trees may require multiple years of more moderate pruning to restore good structure. Many homeowners find it helpful to break the work into two- or three-year plans rather than forcing big changes all at once.

Fruit tree pruning also requires patience. Even when you follow the recommended methods, trees won’t always respond exactly as expected. If you’ve inherited 25–30-foot-tall trees, reshaping them into ideal forms may not be realistic. Next week, I’ll share additional fruit tree care and pruning strategies to help keep your Northern Illinois orchard productive and healthy. Try living with less energy

The current push for economic growth in the US is focused on increasing the production of energy by burning fossil fuels and increasing the use of nuclear power. There are expectations that a dramatic increase in the demand for electricity to meet the needs of data centers and artificial intelligence will lead to a dramatic increase in the cost of electricity to consumers.

The first major effort to build our country’s nuclear fleet led to dramatic increases in the cost of electricity which harmed customers, businesses and industries. It took a few years to work through the economic problems. While the cost of electricity is already increasing, the questions of how high they will go and who pays them remains unanswered.

A couple of years ago Sweden was faced with a dramatic rise in the cost of electricity. Sweden relies on hydro and

nuclear for electricity and homes and buildings are heated with hot water from a centralized facility and sent through underground pipes to buildings.

The cost of electricity in Sweden usually ranges between one to three cents per kilowatt hour but it had risen thirty to forty times that amount. While the cost per kwh was not high in comparison to other countries, the increase had a major impact on their citizens.

In an interview with Nate Hagens, Nora Bates of Sweden pointed out how people responded to the dramatic price rise. The impacts were felt throughout the economy. Many citizens had to make major changes in their lives. The onset of winter forced dramatic changes.

To save money heating levels in homes were cut back and citizens began to wear outdoor clothing indoors. The building temperatures were set back just enough to ensure indoor water sources did not freeze. A separate room was provided more heat and multiple family members

lived in the room. Neighbors took turns cooking a warm meal and having others over to share the food and socialize.

The dramatic cost increases were not explained but were used to point out how society has been changed from one based on self-reliance to one based on technological services that leave citizens more vulnerable to disruptions in services.

The more society relies on large, complex technologies, the more flexible one needs to become to respond to the uncertainties of daily existence. In the interview Hagens refers to the projected declines in energy supplies and resources supporting the current economy and suggests that citizens should make an effort to reduce consumption in their own lives now and learn to live with fewer creature comforts.

Hagens accepts the notion that we are likely to experience major resource shortages which will result in lower standards of living. He suggests we start learning to live well using less resources while

pursuing simplified lifestyles.

It starts with energy consumption. One example is that the average American home has up to 60 appliances in it. Many them are plugged into outlets drawing power 24 hours/day 7 days per week. Between 10 and 15 percent of our electrical consumption is used by such instant on devices.

He suggests that we examine our energy use in all its dimensions and commit to cutting our consumption to lower levels. Some people set their automatic furnaces to maintain a house temperature of 65 degrees. If they have access to wood they can burn it when home and can heat their home as needed. By exploring these strategies now they save money, increase self-reliance, benefit the environment and feel prepared to live comfortably if an energy lean and costly future becomes reality.
