Ellis Island: Dream of America features onstage narration provided by actors from Artists’ Ensemble Theater: Rockford Symphony Orchestra will honor our city’s long history of welcoming immigrants and the heritage shared by these newcomers with Ellis Island: Dream of America on Saturday, March 8 at 7:30 p.m. at the Coronado Theatre. Peter Boyer’s Ellis Island combines cinematic music with excerpts from spoken texts, taken from the Ellis Island Oral History Project. Clarinetist Kinan Azmeh, a contemporary immigrant, joins the concert as both composer and soloist of his Suite for Improvisor and Orchestra. The overture Conga del Fuego highlights our region’s Latino population. Ellis Island: Dream of America will be conducted by RSO’s Music Director Yaniv Attar, a first-generation immigrant, who became an American citizen in 2018. The concert features actors from Artists’ Ensemble Theater reading spoken texts, taken from the Ellis Island Oral History Project of seven immigrants who came to America through Ellis Island between 1910 and 1940.

Adult tickets range from $33-$77. Tickets for youth 18 and under are $10, while tickets for students 19 and up are $15 with a valid student ID. Tickets may be purchased online at rockfordsymphony.com or by calling the RSO box office at 815.965.0049.

The evening includes a prelude talk with local historian and architect Gary Anderson at 6:30 p.m. Anderson will highlight stories of immigration along with the vital contributions and impact immigrants have made on our community’s growth. Attendees can also enjoy an expo in the Coronado Theatre’s new lobby featuring various organizations in Rockford that celebrate our community’s cultural heritage. RSO is also hosting Ellis Island: Dream of America Youth Concert on Friday, March 7 at the Coronado Theatre. Local students will learn about the instruments of the orchestra and hear the music of Ellis Island: Dream of America in this field trip experience. Teachers have access to a bi-lingual preparation curriculum guide.

Illinois bill aims to add more oversight of homeschooling

A new Illinois bill aims to add some oversight of families who homeschool their children, a response to concerns that the state does little to ensure these students receive an education and are protected from harm.

The measure, known as the Homeschool Act, comes after an investigation by Capitol News Illinois and ProPublica last year found that Illinois is among a small number of states that place virtually no rules on parents who homeschool their children. Parents don’t have to register with any state agency or school district, and authorities cannot compel them to track attendance, demonstrate their teaching methods or show student progress.

Under the new bill, families would be required to tell their school districts when they decide to homeschool their children, and the parents or guardians would need to have a high school diploma or equivalent. If education authorities have concerns that children are receiving inadequate schooling, they could require parents to share evidence of teaching materials and student work.

Illinois Rep. Terra Costa Howard, a Democrat from a Chicago suburb who is sponsoring the legislation, said she began meeting with education and child welfare officials in response to the news organizations’ investigation, which detailed how some parents claimed to be removing their children from school to homeschool but then failed to educate them.

The investigation documented the case of L.J., a 9-year-old whose parents decided to homeschool him after he missed so much school that he faced the prospect of repeating third grade. He told child welfare authorities that he was beaten and denied food for several years while out of public school and that he received almost no education. In December 2022, on L.J.’s 11th birthday, the state took custody of him

and his younger siblings; soon after, he was enrolled in public school.

“We need to know that children exist,” said Costa Howard, vice chair of the Illinois House’s child welfare committee. The legislation is more urgent because the number of homeschooled children has grown since the pandemic began, she said. “Illinois has zero regulations regarding homeschooling — we are not the norm at all.”

The most recent numbers available at the time of the news organizations’ investigation showed nearly 4,500 children were recorded as withdrawn from public school for homeschooling in 2022 — a number that had doubled over a decade. But there is no way to determine the precise number of students who are homeschooled in Illinois, because the state doesn’t require parents to register.

The bill would require the state to collect data on homeschooling families. Regional Offices of Education would gather the information, and the state board would compile an annual report with details on the number, grade level and gender of homeschooled students within each region.

Homeschool families and advocates said they will fight the measure, which they argue would infringe on parental rights. Past proposals to increase oversight also have met swift resistance. The sponsor of a 2011 bill that would have required homeschool registration withdrew it after hundreds of people protested at the Illinois State Capitol. In 2019, a different lawmaker abandoned her bill after similar opposition to rules that would have required curriculum reviews and inspections by child welfare officials.

The Home School Legal Defense Association, which describes itself as a Christian organization that advocates for homeschool freedom, said it plans to host virtual meetings to educate families on the bill and ways they can lobby against it.

Kathy Wentz of the Illinois Homeschool Association, which is against homeschool regulations, said she is concerned about the provision that would allow the state to review education materials, called a “portfolio review” in the legislation. She said visits from education officials could be disruptive to teaching.

“There is nothing in this bill to protect a family’s time so they can actually homeschool without interruptions,” Wentz said. She pointed to a 1950 Illinois Supreme Court ruling establishing that homeschooling qualified as a form of private education and that the schools were not required to register students with the state.

The bill would require all private schools to register with the state.

The Capitol News Illinois and ProPublica investigation found that it’s all but impossible for education officials to intervene when parents claim they are homeschooling. The state’s child welfare agency, the Department of Children and Family Services, doesn’t investigate schooling matters.

Under the proposed law, if the department has concerns about a family that says it is homeschooling, the agency could request that education officials conduct a more thorough investigation of the child’s schooling. The new law would then allow education officials to check whether the family notified its district about its decision to homeschool and compel parents to turn over homeschool materials for review.

The increased oversight also aims to help reduce truancy and protect homeschooled students who lose daily contact with teachers and others who are mandated to report abuse and neglect, Costa Howard said. Some truancy officials said that under existing law they have no recourse to compel attendance or review what students are learning at home when a family says they are homeschooling.

Jonah Stewart, research director for the Coalition for Responsible Home Education, a national organization of homeschool alumni that advocates for homeschooling regulation, said the lack of oversight in Illinois puts children at risk. “This bill is a commonsense measure and is critical not only to address educational neglect but also child safety,” Stewart said.

With the Gaza ceasefire in limbo, Israel tries to impose an alternative plan on Hamas

Israel this week introduced what it said was a new U.S. ceasefire plan – different from the one it agreed to in January – and is trying to force Hamas to accept it by imposing a siege on the Gaza Strip.

Prime Minister Benjamin Netanyahu referred to it as the “Witkoff proposal,” saying it came from U.S. President Donald Trump’s Mideast envoy, Steve Witkoff. But the White House has yet to confirm that, saying only that it supports whatever action Israel takes.

Netanyahu’s remarks came a day after the first phase of the negotiated ceasefire ended, with no clarity on what would come next since the agreement’s second phase has not yet been hammered out.

The new plan would require Hamas to release half its remaining hostages – the militant group’s main bargaining chip –in exchange for a ceasefire extension and a promise to negotiate a lasting truce. Israel made no mention of releasing more Palestinian prisoners – a key component of the first phase.

Hamas has accused Israel of trying to sabotage the existing agreement, which called for the two sides to negotiate the return of the remaining hostages in exchange for more Palestinian prisoners, a full Israeli withdrawal from Gaza and a lasting ceasefire. But no substantive negotiations have been held.

On Sunday, Israel halted all food, fuel, medicine and other supplies to Gaza’s population of some 2 million people and vowed “additional consequences” if Hamas did not embrace the new proposal.

Arab leaders are meanwhile finalizing a separate plan for postwar Gaza to counter Trump’s suggestion that its population be relocated so it can be transformed into a tourist destination.

But all bets are off if the war resumes.

The existing agreement is in limbo

The ceasefire reached in January, after more than a year of negotiations mediated by the United States, Egypt and Qatar, laid out a three-phase plan to return all the hostages taken by Hamas on Oct. 7, 2023, and ending the war triggered by the attack.

Hamas-led militants killed some 1,200 people that day, mostly civilians, and took 251 hostage. More than 100 were released in an earlier ceasefire. Israeli forces rescued eight and recovered dozens of bodies before the current ceasefire took hold.

During the first, six-week phase, Hamas released 25 living Israeli hostages and the bodies of eight more in exchange for nearly 2,000 Palestinian prisoners. Israeli forces withdrew from most of Gaza and allowed an influx of desperately needed humanitarian aid. Each side accused the other of violations, but the deal held.

Phase 2 was always going to be far more difficult because it would force Israel to choose between securing the return the hostages and annihilating Hamas – two of Netanyahu’s main war goals.

Hamas, which remains in control of Gaza, has said it will only release the remaining hostages if Israel ends the war. But that would leave the militant group intact and with major influence over the territory, even if it hands over formal power to other Palestinians, as it says it is willing to do.

The new plan favors Israel

Hamas still has 59 hostages, 35 of whom are believed to be dead. Under the so-called Witkoff plan, it would release half the hostages on the first day – apparently without getting anything new in return.

The sides would then have around six weeks – through the Muslim holy month of Ramadan and the Jewish Passover holiday ending April 20 – to negotiate a permanent ceasefire and the return of the remaining hostages.

But with fewer hostages, Hamas’ hand would be weakened, and Israel and the United States are already speaking about new conditions – like the disarmament of Hamas or the exile of its leadership – that were not part of the original agreement.

A political lifeline for Netanyahu

Netanyahu’s narrow coalition is beholden to far-right allies who want to eliminate Hamas, depopulate Gaza through what they refer to as “voluntary emigration” and rebuild Jewish settlements in the territory. Finance Minister Bezalel Smotrich has threatened to bring down the government if Netanyahu enters Phase 2 of the existing agreement and does not resume the war.

The new plan would buy Netanyahu six weeks of breathing room and enough time to pass a budget by the end of the month – something he must do to keep his government from automatically falling. If it falls, elections would be held roughly a year and a half ahead of schedule and could see him removed from power.

Opposition parties say they would ensure Netanyahu’s government is not brought down over a deal that returns the rest of

the hostages. But that would still weaken him politically.

The American position is unclear

Netanyahu says his government has “fully coordinated” its approach with the Trump administration, which has publicly endorsed Israel’s war goals, including the eradication of Hamas. But Witkoff has not said a word in public about the plan that supposedly bears his name, and U.S. officials did not immediately respond to requests for comment on Monday.

Trump himself has sent mixed signals about Gaza.

As a candidate, he pledged to end wars in the Middle East, and he took credit for pushing the ceasefire agreement past the finish line just before his inauguration.

But he has also expressed revulsion at Hamas’ treatment of the captives and suggested that “all hell” should break loose if they are not immediately returned, while leaving that decision to Israel.

An Arab counterproposal to Trump’s Gaza plan

Trump has also floated the idea of relocating Gaza’s roughly 2 million Palestinians to other countries so the U.S. can rebuild it as a tourist destination. Netanyahu welcomed that proposal, which was universally rejected by Palestinians, Arab countries and human rights experts, who warn it could violate international law.

It’s hard to see how Trump’s Gaza plan would be carried out without Israel resuming the war and launching an even bloodier offensive than the last one, which left much of Gaza in ruins and killed over 48,000 Palestinians, according to local health authorities. They say more than half of those killed were women and children but do not specify how many of the dead were combatants.

Egypt has developed a counterproposal expected to be endorsed at an Arab summit in Cairo on Tuesday. Under its plan, Palestinians would remain in Gaza and relocate to “safe zones” while cities are rebuilt. Hamas would hand over power to a transitional authority of political independents while the international community works to empower the Western-backed Palestinian Authority.

But Israel, which has ruled out any role for the Palestinian Authority in postwar Gaza, is unlikely to accept such a plan. And while Trump has called on Arab countries to come up with their own proposal, it’s unclear whether he would go for it either.

Key Oscar moments, from Zoe Saldaña’s emotional win and ‘Oz’ opening to Kieran Culkin’s baby wish

There were a lot of smiling faces at the Oscars but one had to stand out — Sean Baker saw his film “Anora” go home with the top film prize and he took four for himself. Its star Mikey Madison was crowned best actress.

Twenty-two years after winning best actor for “The Pianist,” Adrien Brody won the same Oscar again for his performance as another Holocaust survivor in Brady Corbet’s “The Brutalist.” He somehow kept the playoff music at bay.

On Sunday, firefighters who battled recent wildfires got applauded, Mick Jagger handed out the best original song Oscar and John Lithgow was tasked with looking “slightly disappointed” when speeches ran long. One highlight was Timothée Chalamet — literally. His yellow suit got more than one comment.

Here were some other telecast highlights:

‘Proud

child of immigrant parents’

Zoe Saldaña was the favorite but that didn’t diminish her emotional win.

After accepting the Oscar for best supporting actress for her work in “Emilia Pérez,” Saldaña spoke emotionally about her family and her grandmother, tearing up during her speech.

“My grandmother came to this country in 1961 — I am a proud child of immigrant parents,” she said. “With dreams and dignity and hard-working hands, and I am the first American of Dominican origin to accept an Academy Award, and I know I will not be the last. I hope. The fact that I’m getting an award for a role where I got to sing and speak in Spanish — my grandmother, if she were here, she would be so delighted, this is for my grandmother.”

The accolade comes after Saldaña swept awards season, taking home the Golden Globe, Critics’ Choice, BAFTA and SAG awards for playing lawyer Rita Mora Castro.

A ‘Wicked’ opening

Host Conan O’Brien took a back seat at the Oscars’ opening number, ceding the floor to a “Wizard of Oz”-themed, 8-minute musical medley led by Ariana Grande and Cynthia Erivo. Grande, in a red sparkly dress,

performed a rendition of “Somewhere Over the Rainbow” from “The Wizard of Oz.” Then Erivo, in a white gown with floral embellishments, took the stage to sing a staggering rendition of “Home” from “The Wiz.” They joined up for “Wicked’s” “Defying Gravity,” with Grande kissing Erivo’s ring.

Wildfire-battered Los Angeles, on this night, stood in for Oz, with the graphic “We Love LA” showing after the pair were finished. The show began with a medley of film moments that used Los Angeles as a backdrop, including “La La Land,” “Straight Outta Compton,” “Iron Man 2” and “Mulholland Drive.”

Then it was O’Brien’s turn, comically pulling himself — and a missing shoe — from within the body of Demi Moore, in a take on her film “The Substance.”

A very — maybe too — public family discussion

While accepting an Emmy Award in January 2024, Kieran Culkin used his time onstage to plead with his wife for more kids. They have two, Kinsey Sioux and Wilder Wolf. “You said maybe if I win,” he said, cheekily.

On Sunday, he upped the demand.

Culkin from the Oscar stage repeated the story and then said that he and Jazz Charton made a deal in the parking lot at the Emmys: If he won an Oscar, she’d not only give him a third, they could plan for a fourth. They even shook on it.

“I just have to say this to you, Jazz, love of my life, ye of little faith,” he said as the crowd roared. “No pressure, I love you. I’m really sorry I did this again. Now let’s get cracking on those kids, what do you say?”

The moment got an echo later in the night when “I’m Not A Robot” director Victoria Warmerdam said she wasn’t following Culkin’s lead.

“To my producer and partner in life, Trent: I’m not having your babies because of this statue,” she said after winning best live action short.

007, celebrated by women

There was no James Bond movie nominated in 2024 but there was a big James Bond section at the Oscars that ate up a lot of telecast time.

To honor transfer of the franchise to Amazon, three singers — Lisa, Doja Cat and Raye — each sang a different 007 title

song. Lisa sang “Live and Let Die,” Doja Cat tackled “Diamonds Are Forever” and Raye did “Skyfall.”

Amazon MGM announced Thursday that the studio has taken the creative reins of the 007 franchise after decades of family control. Longtime Bond custodians Michael G. Wilson and Barbara Broccoli said they would be stepping back. On Sunday, Halle Berry thanked them for being the “heart and soul” of Bond.

The tribute began with “The Substance” nominee Margaret Qualley in a red gown taking to the stage to dance acrobatically with a team of male dancers to the James Bond theme.

Gene Hackman honored

Morgan Freeman made an understated tribute to a friend: Gene Hackman Freeman, who starred with Hackman in two movies, kicked off the in memoriam section with a somber note about Hackman, who was found dead last week alongside his wife.

“This week, our community lost a giant. And I lost a dear friend, Gene Hackman,” Freeman began in his speech. “I had the pleasure of working alongside Gene on two films, ‘Unforgiven’ and ‘Under Suspicion.’ Like everyone who ever shared a scene with him, I learned he was a generous performer and a man whose gifts elevated everyone’s work.”

“Gene always said, ‘I don’t think about legacy. I just hope people remember me

as someone who tried to do good work,’” Freeman continued. “I think I speak for us all when I say, ‘Gene, you will be remembered for that, and so much more.’ Rest in peace, my friend.”

The in memoriam section would honor such luminaries as Terri Garr, Donald Sutherland, Louis Gossett Jr, Shelley Duvall, David Lynch, Bob Newhart, Gena Rowlands, Maggie Smith and James Earl Jones. A separate section in the telecast honored Quincy Jones.

How to stop the wrap-up music

It has been an endless torment to winners everywhere whenever they hear the music swelling. It means one thing: Stop talking.

Brody had a novel response to the playoff music Sunday. He looked sternly into the camera and said: “I’m wrapping up, please turn the music off. I’ve done this before. Thank you. It’s not my first rodeo, but I will will be brief.”

It’s true. He won the Oscar in 2003 for “The Pianist,” memorably kissing Halle Berry at the podium. But that time he was pleading, not demanding, more time from producers.

When the music started rolling during his emotional speech back then, Brody said: “One second, please. One second. Cut it out. I got one shot at this.” He added, “I didn’t say more than five names, I don’t think.” He went on for more than a minute more.

Last week, I talked about growing cider apples. This group of apples are not commonly grown as you are more likely to be growing dessert apples like ‘Fuji’ and ‘Honeycrisp’. Dessert apples can be pressed into sweet and hard cider but you may find you are missing a key apple juice quality that could be imparted by small, astringent cider apples. If you are up for a challenge and you are interested in making your own cider, then this group of apples might be a good experiment. Commonly, hard and sweet cider is made from a mixture of different apple juices. I have seen some recipes from University research that have 6-7 differ-

ent ones. The apple juice varies from year to year and even backyard to backyard. There’s been some research that fewer apples on a tree can concentrate flavors and improve juice quality. So, you may find that you need to thin/remove some apples and/or increase pruning to have better cider.

You should also recognize you may already have the apples you need. Common dessert apples for cider include ‘Gala’, ‘McIntosh’, ‘Jonathan’, ‘Jonagold’, ‘Golden Russet’, ‘Empire’, ‘Golden Delicious’, ‘Northern Spy’, ‘Goldrush’, ‘Cortland’, and ‘Wolf River’. These are ones you are probably familiar with. ‘Golden Delicious’ shows up regularly on the list of sweet cider apples along with ‘Gold Rush’, a variety that

has a wide range of disease resistance that can work for sweet and hard cider.

The main challenge with some cider specific apples is that they are difficult to grow. Some of the common issues include producing small crops every other year, heavy disease pressure like fireblight and scab, rotting on the tree, uneven ripening, and delayed blooming. Sometimes the fruit will drop. These conditions vary among apple varieties though rootstock could address diseases. Ultimately, there are many unknowns when it comes to growing these apples.

Examples of cider specific apples include ‘Winesap’, ‘Baldwin’, ‘Gravenstein’, ‘Golden Russet’, ‘Ashmead’s Kernel’, ‘Foxwhelp’, ‘Cox’s Orange Pippin’, and

others. These are older, heritage varieties that could be susceptible to diseases and have growing challenges but the juice quality could be ideal for your cider needs. There are many, many more than just the ones listed here.

While there is interest in revisiting cider apple production, much of the research and recommendations from Universities has focused on dessert apples. It’s important for you to do your own research as you look to add what could be a difficult tree(s) to your growing area. University of Illinois Extension hopes to have better advice and guidance in the future.

Voices from the Grave

The Horrific Death of Susan Brady

Susan Brady made plans with her best friend, Celia Burns, on a cold day in December 1965. The girls went to Celia’s house after school. It soon came time for Susan to head home. Celia walked her part of the way and waved to her friend. It would be the last time Susan was seen alive.

The Brady’s house was on Day Avenue and would have taken Susan about fifteen minutes’ walk. Susan’s mother, Norma, grew concerned as the sky darkened and the day turned into evening. She waited for her husband James to arrive. Together they went to Celia’s house and found out that Susan had left hours ago. This news made both James and Norma’s blood run cold. Later, James would say it was the first time he had ever felt true fear.

The family notified the police, and the news spread throughout the city. Soon people started to flock to the neighborhood to help the police search for the little eleven-year-old. On December 22, the search became a full-blown effort. There were men with dogs looking and others on foot that were divided into teams of five to six men accompanied by a police officer.    There were also ten airplanes taking part in the search under the supervision of Captain H. W. Lundberg. They were in the air looking for anything that should be checked out by the ground crew.

Susan’s father and two older brothers helped in the search. Norma sat in their beautiful home waiting for some word that Susan had been found. The house had been decorated for Christmas, and they plugged in the tree every night so the house would be all lit when Susan came home.

On Christmas Eve, the Brady family asked for a special Christmas wish. “Our only request is that everyone pray for her safe return and keep looking in their yards to see if they can find her.” James Brady was quoted in the paper.  They also thanked the community for the great response.  Many people helped by taking part in the search, answering the telephone, bringing food for the family and volunteers, and assisting with the other Brady children.  The whole community seemed determined to find this little girl.

There was a $2,500 reward offered for information leading to the safe return of Susan by Register-Republic and the Rockford Morning Star.  Other people gave money toward the reward, including a number of children. Later, another $1,000.00 was added to the reward by the Chamber of Commerce.

The Christmas tree at the Brady house still stood with the lights twinkling every night even through the middle of January.

James Brady, Susan’s father, said, “We still are hoping to have our family’s Christmas celebration.”

Around the middle of January, claims from several young girls came to the police’s attention. One girl said that on the day that Susan went missing, December 20, 1965, she was walking just a few blocks from where Susan was last seen. The twelve-year-old little girl was walking home on the 1300 block of Blaisdell Street around 5:30 p.m.  A man driving a 1961 green Cadillac pulled over to the side of the road and asked the girl if she wanted a ride.  The girl refused and turned the corner and walked quickly away. The man drove away in the same direction where Susan was walking home.  Police asked for information from anyone who might have seen the car, or the man described by the second little girl.

Valentine’s Day of 1966 started out as a bright, crisp day but quickly turned dark as the family finally learned what happened to their beautiful daughter. The family’s hopes for reuniting with Susan were completely smashed. James and Norma were told that a man, Russell Charles Dewey, twenty-five years old, surrendered to FBI agents in California after returning from a flight to Mexico.

The police became suspicious of Dewey when reports by the little girls of a man in a 1961 Cadillac stopping them to offer a ride home. Dewey owned such a car until January 4 when he sold the car to Genrich and Harris Auto Sales.  A day later, he quit his job and left for San Diego.

During questioning, Dewey stated that he was driving on School Street around a quarter to six in the evening when little Susie ran right out in front of his car near St. Patrick’s Church’s driveway.

Dewey scooped Susan up and placed her in the front seat on his trench coat to rush to Rockford Memorial Hospital to get her medical treatment. He drove as fast as he could but when he reached the entrance, the little girl was dead. He checked her heartbeat and pulse, but it was no use, she was already gone. Dewey became frightened, he said, because he had no insurance and was afraid to be sued.

Later that same day, Rockford Police Chief Delbert Peterson shared the sad news of Susie’s death and Dewey’s arrest for the crime at a press conference. Peterson explained to reporters that Dewey had admitted killing Susan but stated that it was an accident. State’s Attorney William Nash then spoke to describe some of the clues that were followed to solve Susan’s murder.

The men described the search for the car reported by the little girl. Following this lead, they came upon Dewey’s name for the first time. Their suspicions

and the police involved the FBI to hunt Dewey down while they started to look for evidence here in Rockford. The police found out that Dewey had moved in with Mr. and Mrs. Floyd Carruthers, his grandparents, during the summer of 1965.

The police searched the Carruthers home after the reports from the attempted kidnap of the little girl on the day Susie disappeared. The search led to finding the incinerator designed from a 50-gallon drum. They also found some suspicious matter in the ashes at the bottom of the can that appeared to be human bone. The police sent that to the FBI lab in Washington, D.C. It would eventually come back as being bone from a child eight to twelve years old.  A fugitive warrant was issued for Dewey.

The police didn’t believe Dewey’s story of an accident. They felt that he had abducted little Susan, taken her to the garage behind his home where he killed her.  Then he burned her body to destroy all the evidence.

Dewey was very concerned about returning to Rockford because he didn’t think he would get a fair trial there.

Assistant State’s Attorney Alfred Cowan flew out to San Diego to serve the warrant for Dewey’s arrest for the murder of Susan. Dewey was returned to Rockford in March. His attorney argued for a change of venue, and it was finally decided that the trial would be held in Sycamore.

On February 22, 1966, St. Patrick’s Church held a memorial service for Susan.  Hundreds of families, friends, classmates, and members of the Rockford community came together to pay their last respects for the little girl so many had searched and prayed they would be returned safe and sound. Many who attended spoke of being impressed with the inspirational way the Brady family conducted themselves. The Brady family asked the community for fair treatment of the man who killed their daughter.

The trial of Russell Dewey began on August 8, 1966, in Sycamore, Illinois.

Attorney Roy S. Lasswell was Dewey’s defense Attorney and State’s Attorney William Nash was assisted by the Assistant State’s Attorney, Alfred W. Cowan representing the State of Illinois. Circuit Judge Charles G. Seidel presided over the trial.

Dr. J. Lawrence, physical anthropologist at the Smithsonian, Washington, D.C. testified about the largest bone found in the incinerator as being “a vertebra from an immature person”.   He also testified that the other bone fragments found came from a child eight to twelve years old.

Four little girls also testified during the trial and told the jury how they had been approached by a man in a green

1961 Cadillac.  When asked if they could identify the man, all four did not hesitate as they pointed to Dewey sitting at the defense table.

Norma Brady, Susan’s mother, was the last of the thirty-three witnesses called by State’s Attorney William Nash. Her sorrow was hard to witness and many in the court had tears in their eyes when she stepped from the stand. The defense called thirteen witnesses, and Dewey was the last to testify for the defense.

On August 22, the Dekalb County jury consisting of three men and three women, deliberated three hours and forty-seven minutes. Judge Seidel warned that he would tolerate no outburst as the verdict was read. The air was thick with tension as everyone waited to hear the verdict. Russell Dewey was found guilty of the murder of eleven-year-old Susan Brady. He showed no emotion but his first wife, Sandra, was in the courtroom and she began to cry.  Dewey patted her arm as if to comfort her.  His mother and grandparents were also in the courtroom and were obviously shaken by the verdict. Dewey apparently did his time without any further incidents and news came in February of 1987 that Dewey would be released in April 1987.  There were a lot of people that were angered by the release.  Dewey was originally sentenced to twenty to fifty years, but he was released after serving twenty.

Susan’s memory was honored by the opening of the Susan Brady Memorial Library at St. Patrick’s Elementary School. The Brady’s dedicated the money that had been donated by community members, students, and the Chamber of Commerce for the project.

On the anniversary of Susan’s twentieth birthday, St. Patrick’s Church held a special Memorial Mass in her name.  Susan and her family are still remembered by many in the city of Rockford and 2025 will mark the sixtieth anniversary of her death. The little girl that disappeared so long ago joined this community together in a way that nothing had before. Her death touched all in the community and some would say that it changed Rockford forever.

1. Senior citizens, sixty-two (62) years of age, showing a certificate of birth or other acceptable verification of age, and a single family residential customer of the District, occupied by the owner shall be billed at One Dollar and twenty-five cents ($1.25) per month less than the regular minimum rate, plus the consumption charges as stated in this section. This discount shall become effective with the first billing period after determination of eligibility by the District.

2. Customers with disabilities who are receiving 100% disability benefits from the Social Security Administration, showing proof of the receipt of such benefits provided by the Social Security Administration, and a single family residential customer of the District, occupied by the owner, shall be billed at One Dollar and twenty-five cents ($1.25) per month less than the regular minimum rate. This discount shall become effective with the first billing period after determination of eligibility by the District.

3. No customer shall qualify for more than one discount per household.

Section 2. That there shall be a fee established of $1.90 per month charged on each service/ unit located within the service area to reimburse the District for the cost of the waterworks infrastructure changes and capital improvements. When more than one dwelling unit, distinct premises and/or commercial establishment are served by one water meter, then there shall be an additional $1.90 per month for each additional dwelling unit or distinct premise.

Section 3. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.

Section 4. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provisions shall not affect any of the other

provisions of this ordinance. Section 5. This ordinance shall be in full force and effect forthwith upon its passage and publication as provided by law. Passed this 26th day February 2025.
