Social Security rescinding its plan to end phone-based filing

called a win for Illinois seniors

AARP urges Illinois lawmakers to enact policies to strengthen Social Security services

SPRINGFIELD – The Illinois chapter of AARP played a role in the Trump administration reversing itself and allowing Social Security beneficiaries to have the option of filing for benefits over the phone.

The continuation of phone-based filing is an about-face of a plan set forth in mid-March by the Social Security Administration (SSA) to restrict telephone services for beneficiaries nationwide. Nearly 100,000 Illinoisans mobilized against the plan by writing to Congress during the month of March. Nationally, AARP members sent more than 2 million emails denouncing the proposed changes.

In response to the widespread pushback, the SSA issued a series of updates on X, formerly Twitter, withdrawing its previously announced plan and reinstating phone services for all claim types—including those applying for retirement, Social Security disability insurance (SSDI), Medicare and supplemental security income (SSI).

The new plan now requires in-person claims processing and identity proofing only for calls flagged as potentially fraudulent, according to a press release Monday from Illinois AARP. “This is great news for older Americans,” said Ryan Gruenenfelder, senior director of advocacy and outreach at AARP Illinois.

New rule caused web crashes, service disruptions

AARP Illinois and its members came to the Illinois state Capitol on April 10 to express their frustration with the recent federal actions and call on lawmakers to strengthen SSA customer service. Members have reported significant disruptions in service in recent months, including long wait times at SSA field offices, frequent website crashes and an increase in calls getting disconnected due to a lack of available representatives.

“As a retiree, I count on my Social Security benefits, and they actually provide more than half of my monthly

income,” said Sandra McAvoy, an AARP member and volunteer with the Illinois state legislature. “That income has enabled me to live independently and very comfortably.”

In Illinois, about 2.3 million people receive some form of Social Security benefits. More than 40% of Illinois residents age 65 or older rely on Social Security for at least half of their income, while around 20% rely on it for at least 90% of their income, according to AARP.

The SSA was planning to end phonebased claims as an anti-fraud measure, saying the move would strengthen fraud prevention by forcing individuals to go online or visit local field offices to prove their identities and file for benefits.

AARP said this would have made it difficult for older adults, people with disabilities and those in rural areas to access their benefits.

“The proposed changes were unacceptable,” said Gruenenfelder.

About 140,000 people age 65 and older in Illinois live more than 45 miles roundtrip from the nearest Social Security office, according to an April 8 report by the Center on Budget and Policy Priorities. Once there, individuals report having to wait for hours in long lines to see an available customer service agent.

The only alternative to in-person and phone services — the SSA’s online portal system — is not a reliable option for many beneficiaries. Roughly 28% of households in Illinois do not have subscriptions to high-speed internet, according to a 2024 report from the Benton Institute for Broadband and Society.

Some callers to SSA waited hours to get help

These challenges were in place long before the now-rescinded changes. But AARP said there has since been a recent “rapid deterioration” in customer service that has resulted in callers waiting hours at a time to get connected with an available representative.

According to SSA data, the agency had a busy rate of 0% in 2024, meaning no callers received a pre-recorded message when trying to reach a service agent over the phone. But in March, that number spiked to 28.4%, indicating nearly 1 in 3 callers received a message saying the office’s lines were too busy to take their

call.

The sudden disruption to customer service came after the agency’s announcement in February of a 12% target reduction of the SSA workforce and permanent closure of six of 10 regional offices by the Department of Government Efficiency (DOGE). These workforce reductions were announced despite promises by President Donald Trump not to cut or disrupt Social Security payments with his policies.

In his first speech since leaving the White House on Tuesday, April 15, former President Joe Biden spoke out against the Trump administration’s latest actions on Social Security, including sweeping workforce cuts, permanent closures of regional offices and the current customer service crisis.

“In fewer than 100 days, this new administration has done so much damage,” the former president said in Chicago, according to the AP. “They’ve taken a hatchet to the Social Security Administration.”

AARP celebrates the SSA’s decision to walk back its proposed changes to phonebased services, but Gruenenfelder said more oversight and resources are needed to improve the agency’s customer service moving forward.

“We’re urging Congress consistently, and the White House consistently, no matter who’s in the White House, to take actions to prioritize Social Security and protect it for the long term,” Gruenenfelder said.

Google faces off with US government in attempt to break up company in search monopoly case

WASHINGTON (AP) — Google is confronting an existential threat as the U.S. government tries to break up the company as punishment for turning its revolutionary search engine into an illegal monopoly.

The drama began to unfold Monday in a Washington courtroom as three weeks of hearings kicked off to determine how the company should be penalized for operating a monopoly in search. In its opening arguments, federal antitrust enforcers also urged the court to impose forward-looking remedies to prevent Google from using artificial intelligence to further its dominance.

“This is a moment in time, we’re at an inflection point, will we abandon the search market and surrender them to control of the monopolists or will we let competition prevail and give choice to future generations,” said Justice Department attorney David Dahlquist.

The proceedings, known in legal parlance as a “remedy hearing,” are set to feature a parade of witnesses that includes Google CEO Sundar Pichai.

The U.S. Department of Justice is asking a federal judge to order a radical shakeup that would ban Google from striking the multibillion dollar deals with Apple and other tech companies that shield its search engine from competition, share its repository of valuable user data with rivals and force a sale of its popular Chrome browser.

Google’s attorney, John Schmidtlein, said in his opening statement that the court should take a much lighter touch. He said the government’s heavy-handed proposed remedies wouldn’t boost competition but instead unfairly reward lesser rivals with inferior technology.

“Google won its place in the market fair and square,” Schmidtlein said.

The moment of reckoning comes four-and-a-half-years after the Justice Department filed a landmark lawsuit alleging Google’s search engine had been abusing its power as the internet’s main gateway to stifle competition and innovation for more than a decade.

After the case finally went to trial in 2023, a federal judge last year ruled Google had been making anti-competitive deals to lock in its search engine as the go-to place for digital information on the iPhone, personal computers and other widely used devices, including those

running on its own Android software.

That landmark ruling by U.S. District Judge Amit Mehta sets up a high-stakes drama that will determine the penalties for Google’s misconduct in a search market that it has defined since Larry Page and Sergey Brin founded the company in a Silicon Valley garage in 1998.

Since that austere start, Google has expanded far beyond search to become a powerhouse in email, digital mapping, online video, web browsing, smartphone software and data centers.

Seizing upon its victory in the search case, the Justice Department is now setting out to prove that radical steps must be taken to rein in Google and its corporate parent, Alphabet Inc.

“Google’s illegal conduct has created an economic goliath, one that wreaks havoc over the marketplace to ensure that — no matter what occurs — Google always wins,” the Justice Department argued in documents outlining its proposed penalties. “The American people thus are forced to accept the unbridled demands and shifting, ideological preferences of an economic leviathan in return for a search engine the public may enjoy.”

Although the proposed penalties were originally made under President Joe Biden’s term, they are still being embraced by the Justice Department under President Donald Trump, whose first administration filed the case against Google. Since the change in administrations, the Justice Department has also attempted to cast Google’s immense power as a threat to freedom, too.

In his opening statement, Dahlquist noted that top officials from the Justice Department were in the room to watch proceedings. He said their presence indicated that the case had the full support of federal antitrust regulators, both past and present.

“The fact that this case was filed in 2020, tried in 2023, under two different administrations, and joined by 49 states demonstrates the non-partisan nature of this case and our proposed remedies,” Dahlquist said.

Dahlquist also said that Mehta would be hearing a lot about AI — “perhaps more than you want, your honor,” — and said top executives from AI companies, like ChatGPT, would be called to testify. He said the court’s remedies should include provisions to make sure that Google’s AI product, Gemini, isn’t used to strengthen its existing search monopoly.

“We believe that Google can and will attempt to circumvent the court’s remedies if it is not included,” Dahlquist said. “Gen AI is Google’s next evolution to keep their vicious cycle spinning.”

Schmidtlein, Google’s attorney, said rival AI companies had seen enormous growth in recent years and were doing “just fine.”

Google is also sounding alarms about the proposed requirements to share online search data with rivals and the proposed sale of Chrome posing privacy and security risks. “The breadth and depth of the proposed remedies risks doing significant damage to a complex ecosystem. Some of the proposed remedies would imperil browser developers and jeopardize the digital security of millions of consumers,” Google lawyers said in a filing leading up to hearings.

The showdown over Google’s fate marks the climax of the biggest antitrust case in the U.S. since the Justice Department sued Microsoft in the late 1990s for leveraging its Windows software for personal computers to crush potential rivals.

The Microsoft battle culminated in a federal judge declaring the company an illegal monopoly and ordering a partial breakup — a remedy that was eventually overturned by an appeals court.

Google intends to file an appeal of Mehta’s ruling from last year that branded its search engine as an illegal monopoly but can’t do so until the remedy hearings are completed. After closing arguments are presented in late May, Mehta intends to make his decision on the remedies before Labor Day.

The search case marked the first in a succession of antitrust cases that have been brought against a litany of tech giants that include Facebook and Instagram parent Meta Platforms, which is currently fighting allegations of running an illegal monopoly in social media in another Washington D.C. trial. Other antitrust cases have been brought against both Apple and Amazon, too.

The Justice Department also targeted Google’s digital advertising network in a separate antitrust case that resulted last week in another federal judge’s decision that found the company was abusing its power in that market, too. That ruling means Google will be heading into another remedy hearing that could once again raise the specter of a breakup later this year or early next year.

The day Roosevelt almost died

The town of Waupun, Wisconsin got its name from the original people that first settled here. They named it Waubun, which comes from the Ojibwe word meaning “dawn of day. The first settler in this area was Seymour Wilcox. Wilcox was encouraged to visit the area along the Rock River by John Bannister who had surveyed the land in the fall of 1838. Bannister called the land along the Rock River “the most beautiful and fertile land he had ever seen.”

Seymour Wilcox traveled to the area to see the beauty for himself. He brought two other men who had heard Bannister’s tales with him on his journey. John Ackerman and Hiram Walker stayed behind to work on a cabin while Wilcox returned to Green Bay for his family. They arrived back in Waupun in March of 1839. In the 1850’s Governor Dodge chose Waupun to build a state prison on the site due to the wonderful quality limestone that was readily available. The first building for the prison was completed in 1854. It is still in use today as the South Cell Hall. Waupun was the home of two prisons, the Waupun Correctional Institution and the Dodge Correctional Institution. The Waupun Correctional Institution is a maximum-security prison and the Dodge Correctional Center was once the Central State Hospital for the Criminally Insane. Both institutions have been the home of some of the most notorious prisoners in Wisconsin’s history.

Today, two of the most notable prisoners are Steven Avery and Christopher Watts. Steven Avery was made famous during the television series Making of a Murderer. The series featured his prosecution and appeal process for the murder of Teresa Halbach in 2005.

Christopher Watts was incarcerated in Colorado for the murder of his pregnant wife, Shanann and their two young daughters, Bella and Celeste. The murders took place on August 13, 2018, in Frederick, Colorado. Watts pled guilty to the charges and was sentenced to five life sentences. He was transferred to Dodge Correctional Institution on December 5, 2018, due to security concerns.

Another notable killer, Ed Gein was also held in the Central State Hospital in Waupun when he was found unfit to stand trial. Ed Gein was arrested in 1957 in the small town of Plainfield, Wisconsin. Gein was later transferred to Mendota State Hospital in Madison, Wisconsin where he died on July 26, 1984. Gein was from Plainfield, Wisconsin and was suspected serial killer and cannibal, a murderer of at least two women, and a grave robber. He lived alone in his childhood home on a farm outside of town. When his crimes

were brought to light in 1957, authorities searched his house. They found bowls made from skulls, lampshades made from skin and a complete female suit made from the bodies of the woman he dug up from local cemeteries.

Gein was called the Butcher of Plainfield and the Plainfield Ghoul. Though considered odd by his neighbors, no one ever suspected the truth about the mild-mannered son of a farmer. The Gein story is filled with unbelievable twists and turns about the darkness of the human mind. Harold Schecter does a wonderful job of covering this remarkable case in his book, Depraved: The True Story of Ed Gein, The Original Psycho.” as well as John Borowski’s account in his book “The Ed Gein File: A Psycho’s Confession and Case Documents.”

Another prisoner who was incarcerated in Waupun is John Flammang Schrank. Though his name is now mostly forgotten, at one time Schrank was known in every household.  Schrank attempted to assassinate Theodore Roosevelt in Milwaukee in 1912.

Theodore Roosevelt joined William McKinley as his running mate for Vice-President in the 1900 Presidential Campaign. They won a landslide victory with their campaign of peace and prosperity. McKinley’s second term as President began on March 4. 1901 and ended when he was shot on September 5, 1901, by Leon Czolgosz. McKinley lingered for several days before he finally died of gangrene on September 14, 1901. Theodore Roosevelt was sworn in as the twenty sixth President that same day. He was only 42 at the time and remains the youngest person to become President of the United States. Roosevelt remained in office until 1909 when he turned over the Presidency to William Taft. By 1912, Roosevelt had grown frustrated with Taft and decided that he would run in the next election. When he wasn’t selected by the Republican Nomination for President in 1912, Roosevelt decided to start the Progressive Party and continued his campaign. He traveled extensively giving speeches during his bid for the presidency. The schedule was rigorous and kept Roosevelt on the move for several weeks. He had no way of knowing that during that time, there was a man stalking him. That man stalking Roosevelt was John Flammang Schrank, an unemployed bar keeper from New York. He had inherited a saloon from his aunt and uncle, who raised Schrank after the death of his parents. Schrank seemed to be living a good life until he suffered several losses. First, his aunt and uncle died and then his girlfriend Emily Ziegler was tragically killed aboard the ship, General Slocum in 1904.

Schrank became so heartbroken that he lost all direction in life. He sold the tavern he had inherited from his uncle and drifted along the east coast. He became well known in the neighborhoods he visited. Schrank would wander the neighborhoods and argue about politics and religion. The fact that most of the time these arguments were with unseen opponents caught the attention of his neighbors.

In the early days of the candidates’ campaign, Schrank became especially worried that Roosevelt would win the election and serve a third term in the White House. Schrank became obsessed with this possibility and traveled to hear Roosevelt’s campaign speeches. Later he would claim that it was during this time that his nightmares began.

Schrank told his psychiatrists that he began to see the executed William McKinley in his dreams. The dead president warned Schrank that Roosevelt had plotted against him and was responsible for his assassination. McKinley begged Schrank to avenge his death by killing Roosevelt.

Schrank would explain to the psychiatrists that these dreams were very vivid. Before long he began to see and hear McKinley not only in his dreams but also while awake. Schrank felt that McKinley’s ghost followed him wherever he went, begging for justice against Roosevelt.

Eventually, Schrank couldn’t ignore McKinley’s request any longer and left New York to follow Roosevelt on his campaign travels. He looked for an opportunity to get close enough to shoot the presidential candidate. Schrank followed the campaign trail for two months and over two thousand miles before getting an opportunity to fulfill his dark deed. His chance finally came while Roosevelt was in Milwaukee.

It was around 8:00 p.m. on October 14, 1912, and Roosevelt was on his way to deliver his speech at the Milwaukee Auditorium. He left the Gilpatrick Hotel and was about to enter the car that would take him to the location. He stopped to wave his hat to the large crowd gathered in front of the hotel. Schrank saw his opportunity and positioned himself right next to the vehicle and fired his .38 Colt revolver. The bullet struck Roosevelt in his chest.  Luckily for Roosevelt, it went through his eyeglass case and his 50-page speech that he had folded up in his pocket before it entered his chest.

One of Roosevelt’s staff, Elbert E. Martin wrestled the gun from Schrank and was able to capture him. Martin was Roosevelt’s stenographer and had been by his side during his entire campaign trip. The crowd turned ugly toward the would-be assassin and things might have ended much differently for Schrank, but Roosevelt ordered the crowd to settle

down. He had Schrank brought in front of him. He questioned Schrank’s motive for the shooting but got no answer. Roosevelt ordered that the prisoner be protected and against everyone’s expectations demanded to be taken to the hall where he was to speak.

Roosevelt said that he had seen many men shot and killed during his war days and knew from experience that his wound was not fatal. He stated later that he coughed into his hand and when he saw no blood, he knew the wound would not kill him.

Roosevelt started off his speech by announcing to the crowd that he had been shot. He told the startled crowd that it would take more than a bullet to stop a Bull Moose.

After he completed his 84-minute speech, Roosevelt finally let his staff take him to the hospital where doctors examined him. The x-ray showed that even though the bullet had been slowed by hitting the glass case and the speech, it still plowed through Roosevelt’s chest and came to rest right near his spine. It was decided that an attempt to remove the bullet would prove too risky.  Roosevelt would carry that bullet with him for the rest of his life. Though the shooting caused a surge in popularity for Roosevelt, he was ultimately defeated by the Democratic candidate, Woodrow Wilson.

John Schrank was arrested and put on trial for the attempted murder of Roosevelt. He testified that the ghost of the assassinated McKinley wanted him to avenge his death. He was found to be insane and sentenced to the Central State Hospital for the Criminally Insane in Waupun. According to the newspapers of the day, Schrank continued his rantings about the ghost of McKinley in letters he wrote to the doctors that examined him. Some of the letters still exist and are archived at the University of North Carolina at Wilmington. Even though Roosevelt lost the election, Schrank still claimed that the ghost of McKinley visited his cell and urged him to kill.

Schrank remained at Wapun State Prison for 30 years until his death on September 15, 1943. Schrank’s body was donated to Marquette University for anatomical dissection. The New York Times headlines read, “Insane Man had No Visitors in 31 Years in Wisconsin Asylums.”

As a continuation of last week, rhubarb is one of the earliest spring vegetables in the Rockford area each year. This perennial plant produces annual stalks which you harvest and cook, not the green leaves. Because of its tart flavor, rhubarb tends to be cooked with sugar or another fruit.

For new rhubarb plantings, consider planting either crowns or divisions. You’ll find the crowns at home and garden centers and usually are a year old, getting you closer to maturity. These can easily be planted in your garden area with a small

harvest planned for 2026. Sometimes you find rhubarb seeds which should be avoided as it’s too late to start them indoors. The seeds set you back a year too.

As many people have rhubarb in their backyard, you may be in luck taking a division of the crown from a neighbor or family member that has a well-established plant. This can not only be a good benefit for you to get a free plant but can provide additional vigor to that grower’s established rhubarb crown. While that sounds easy, it can take a lot of labor to do such. If you are to divide an established plant, this should happen after year 5 where you cut the crown in ½ to 1/3rds

using a shovel, digging out the parts you want and leaving behind the rest. You then would transplant soon after and harvest the following year. It should be stated that you should do this very soon due to the warming soil.

For established rhubarb plants, adding aged manure-compost can be a good spring practice around the crown. You may also consider adding a balanced fertilizer of 10-10-10 due to rhubarb being a heavy nutrient feeder.

Rhubarb plants will produce a seed stalk which sometimes shows up very early in your harvest period. Remove the seed stalk and continue your harvest.

When a seed stalk appears, it is sending energy away from the plant. You may have many seed stalks develop throughout the season.

Weekly harvest can be done on rhubarb by twisting the petioles, leaving behind a 1/3rd of the plant each week. Sometimes I also remove smaller stalks to allow for better air flow and bigger petioles to develop. Realistically, your rhubarb harvest should conclude around mid-June. By this time, you should have had a harvest of 6-8 weeks.

We know from history that civilizations do not last forever but we seldom think about the possibility of our current civilization could end. However we have some knowledge of civilizations that have collapsed in the past such as the Roman empire, the Anasazi in Arizona and the Mayan civilization in central America. The reasons for their collapses vary and a number of factors could have been involved such as wars, major weather changes, famines, natural disasters, volcanic eruptions and disease.

Our current civilization differs from earlier ones as it involves a very large global population, makes intensive use of natural resources, has massive agricultural operations, relies on just in time global trade, generates lots of waste and pollution and has many modern lethal weapons.

There are multiple threats to modern society and in general people tend to

act when a threat is imminent such as an approaching tornado. Longer term threats tend not to remain a priority in the public mind as daily concerns and distractions draw their attention.

Some current threats include nuclear war, climate change, ecological collapse, destructive asteroid impacts, artificial intelligence and pandemics. One prominent threat of dwindling energy resources receives less attention than it formerly did but energy is essential to the current global economy. Unfortunately threats can also be used to consolidate political and economic power and control.

The Limits to Growth published by the elitist Club of Rome pointed out the risks of continuing to pursue economic growth on a finite planet. While the book raised some alarm at the time, the global response to it remains too slow to avoid many of the envisioned consequences. The current administration considers climate change a myth and is eliminating actions addressing clean energy, climate change and environmental protection

The existing administration is pursuing economic growth and ignoring the adverse consequence of such growth summed up in the concept of overshoot. Overshoot is when a species such as deer herd exceeds the capacity of the habitat in which it lives to supply enough food to sustain the current size of the herd leading to deer death. It also reduces the lands ability to grow the food it formerly did so fewer deer will be able to survive on that site.

The overshot concept is also used to describe the 8 billion people currently living on the planet. The massive economic growth has consumed enormous amounts of fossil fuels and minerals which are nonrenewable on the scale needed to sustain the existing economic system. If we are facing an unsustainable situation, how society adjusts to it remains unknown. Historically resource wars have occurred between countries and within countries. One alternative is for society to adjust to a lower standard of living through cooperative efforts.

There are existing groups promoting cooperative efforts toward sustainable practices which provides a core of support for a cooperative efforts within the broader society.

There are ongoing efforts to develop alternative sources of energy to power the economy reflecting a belief in continuous technological progress. There are questions regarding whether such solutions will prove to be sustainable given the energy and mineral demands that are needed to develop, service and reach the scale needed to support the existing global economy.

We are not predicting a societal collapse but if one were to occur involving energy and resource scarcity it would necessitate a lower standard of living. Such adjustments were made during WWII and the government implemented a plan to adjust to the shortages. Are there similar plans available now if resource shortages occur? Are people willing to reduce their resource consumption for environmental reasons?

ArtScene, a beloved Rockford tradition since 1987, returns April 25 and 26, for its spring gallery walk celebrating the region’s vibrant arts community. Hosted by the Rockford Area Arts Council, ArtScene invites visitors to explore local galleries and pop-up venues—free of charge—on Friday from 5–9 p.m. and Saturday from 4–9 p.m. Guests can view and purchase a wide range of artwork, from paintings and photography to fiber art, jewelry, and sculpture. Guests can meet the artists, hear their stories, and enjoy nearby shops and restaurants along the way. All are welcome.

Midway Village Museum will bring World War I history to life during a powerful reenactment event featuring over 200 reenactors portraying soldiers and civilians from the U.S. and Europe during The Great War. Held Saturday from 10 a.m. - 4 p.m. and Sunday from 10 a.m. - 3 p.m., the event includes narrated battles, authentic encampments, vintage vehicles, and a replica WWI tank. Guests can also take a guided tour of a 150-yard trench system for $3. Admission: $15 adults, $12 seniors and children (5-12), free for members and children under 5.
