It comes as no surprise that minority and women-owned businesses face unique challenges, here in Greater Rochester and across New York State and the whole country. Over the past five years, we have seen numerous programs and organizations appear to express their support for diversity, equity, and inclusion, only to see many of these same parties retract their support. Businesses need stability to grow and thrive.
I would challenge all organizations to look inward and see what role they play in this inconsistency. Diversity programs should not come and go as trends change. Finding your core values and being consistent with them throughout social and political movements is not only vital to the success of your own business and ensuring a strong reputation, but it is also paramount to being a community steward and helping to uplift other businesses in our community.
At Greater Rochester Chamber of Commerce, one of our core values is inclusion. We create spaces where every voice is heard, valued, and included—because real progress only happens when everyone has a seat and a say. In addition to the MWBE Awards, we are proud to present our annual Inclusive Leadership Award to recognize leaders and their organizations who foster an inclusive workplace culture that values diversity, innovation, collaboration, and employee well-being. We are also proud to again offer a one-year complimentary membership to newly certified MWBEs who are not existing Greater Rochester Chamber members to remove barriers to access. And, we continually advocate for local, State, and Federal policies that make a meaningful difference for diverse populations, helping to break cycles of poverty and build generational wealth.
I want to thank everyone who has helped make tonight’s program possible for their true and ongoing commitment to this work: our generous sponsors for their contributions, our attendees for showing up to celebrate, Monroe County for partnering and administering their MWBE Certification process, and, of course, our honorees for shaping the Greater Rochester region we know and love. Our community is a vibrant and rich place to live, work, and play, and each of the organizations being recognized tonight helps shape that.
We all have to take ownership of our role in creating an inclusive community. Tonight, celebrate the wins, and tomorrow, get back to work growing Greater Rochester as a welcoming region and hub for business.
ROBERT J. DUFFY
President & CEO, Greater Rochester Chamber of Commerce
We are honored again to have partnered with the Greater Rochester Chamber of Commerce to celebrate the accomplishments of Rochester’s fastest growing Minority- and Women-Owned Business Enterprises (MWBEs). When we first came together to launch these awards just last year, we all found ourselves asking—why hadn’t this been done sooner?
As a woman-led accounting firm with over 56% female leadership, championing diversity in business is central to Insero’s values. Our continued partnership with the Chamber reflects our commitment to elevating local MWBEs and recognizing their vital role in driving innovation, creating jobs, and strengthening our regional economy.
This year’s top MWBEs collectively generated over $401 million in revenue— a testament to the strength and momentum of this community. The service sector led the way again, representing 40% of total revenues and 59% of total employment. Technology followed closely, contributing 34% of the revenue, with construction making up 23% and accounting for the highest share of jobs outside the service sector.
We’re excited to see this initiative grow. The incredible response in just our second year shows us that the MWBE community is vibrant and poised for even greater things. We look forward to building on this momentum and deepening our impact in the years to come.
Please join me in celebrating these exceptional leaders—the heart of our local economy.

Minority- and women-owned designations were self selected by applicants. Growth calculations are based on revenue dollar growth and percentage growth.

Founded in 2018, IN/EX Architecture P.C. is a certified woman-owned (WBE) firm located in the historic Corn Hill Neighborhood of Rochester, New York. Founder Vanessa Villeneuve, RA, LEED Green Associate, built IN/EX with a vision of a firm that offers expertise, collaboration, and design excellence while fostering a firm culture that encourages balance and community engagement.
That vision is realized through a core team of five architects and project managers, each bringing a wealth of experience across commercial, residential, and civic design. IN/EX consists of longtime associate Jason Simmons, RA, LEED Green Associate, Karsten Solberg, AIA, LEED BD+C; Robert Kocher, AIA; and Heather Landis – all of whom have over a decade of collaboration. These relationships create a foundation of trust and shared values that directly benefits every client and project.
IN/EX’s approach is intentionally lean and expert-led. Every team member is deeply involved in all phases of a project, from concept to completion. This ensures each design receives rigorous attention to detail and benefits from decades of hands-on experience. In fact, all members of the architectural and project management team bring at least 15 years in the field—making IN/EX uniquely positioned to offer highly responsive, thoughtful service on every engagement.
A key driver of the firm’s growth has been its WBE certification. “WBE certification gave us a seat at the table,” says Villeneuve. “It opened doors to partnerships, clients, and projects that might have been out of reach - especially in the start-up years.” This designation has played a vital role in the firm’s trajectory, unlocking access to public-sector opportunities and attracting values-driven client and talent.
Today, that trust has translated into long-term client relationships across sectors. IN/EX works with housing and commercial developers, municipalities, and institutions throughout the region. Recent work includes the adaptive reuse of Clinton & Main and new construction at Alta Vista at St. Joseph’s Park—both contributing to Rochester’s downtown revitalization. Partnerships include clients like Edgemere Development, Rochester Housing Authority, the Town of Brighton, and the University of Rochester.
IN/EX structures its practice around sustainable, people-centered principles. Its intentionally lean, expert-led model ensures that each team member remains engaged in meaningful work without being overextended. Flexible schedules, transparent collaboration, and support for community involvement—such as board service and youth coaching—foster a healthy, resilient workplace. This balance strengthens the quality of the firm’s work, resulting in thoughtful, responsive design. With long-term client partnerships and a highly experienced team, IN/EX remains focused on delivering consistently high standards across every project.
Travel Alliance Partnership (TAP) is a marketing and business growth agency deeply passionate about the travel, tourism, and hospitality industry. We’re a strategic ally for second- and third-tier destinations across North America, helping communities grow and thrive by attracting the people, partnerships, and attention they need most. Our mission is rooted in a simple truth: economic prosperity is possible when communities are seen, supported, and strategically positioned to shine.
When Break the Ice Media began in 2009, we embarked on a mission to empower small businesses by leveraging the power of PR and social media. We saw these platforms as vehicles to amplify voices and stories, giving businesses control over their narratives. Little did we know that this journey would lead us to our true calling in the travel, tourism, and hospitality industry.
Rooted in the Finger Lakes, a region where the impact of visitors on the local economy is palpable, we witnessed firsthand the transformative power of tourism. It wasn’t just about attracting visitors; it was about building sustainable ecosystems that thrived on collaboration and community partnerships.
In 2021, Break the Ice Media took a bold step forward by acquiring Travel Alliance Partners, a group of tour operators who transformed competitors into allies, suppliers into partners, and communities into thriving hubs of economic activity. In 2024, we united our two brands as Travel Alliance Partnership (TAP) with a shared vision: to uplift the travel, tourism, and hospitality industry through connection, community, and collaboration.
What started as a small PR agency has grown into a nationally recognized industry leader known for its strategic growth services, robust membership programs, and commitment to destination development.
Our evolution has been intentional and powerful – and along the way, we’ve built something remarkable – a people-first company that leads with our core values: Passionate, Light-Hearted, Innovative, Collaborative, Equitable, Growth-Minded, and Transparent. At the heart of it all is our relentless passion for place. We don’t just promote destinations; we believe in them. That belief fuels every tactic, every campaign, and every strategy we put into action. Through our membership programs, education platforms, and collaborative events, we champion the industry because we know what’s at stake.
Tourism is more than travel. It’s jobs. It’s pride. It’s potential. And at Travel Alliance Partnership, we’re honored to play a role in helping communities realize all three.
Minority- and women-owned business applicants were ranked according to revenue growth based on their most recent three fiscal years. Both dollar growth and percentage increases were considered.

These organizations are newly certified MWBEs by Monroe County in 2024. Under County Executive Adam Bello’s leadership, Monroe County is committed to providing opportunities for underutilized businesses to grow, build capacity, and create generational wealth.
Minority-and women-owned businesses are essential to the strength of our economy, the vitality of our workforce and the inclusive spirit of Monroe County, That’s why my administration made it a priority to establish an MWBE certification program—to ensure more business owners have a fair and equitable opportunity to compete for county contracts. Congratulations to the businesses certified in 2024; they now join the more than 700 businesses that have earned MWBE certification – securing more than $33 million in government contracts since our program’s inception.
