The RM of Ste. Anne has another exciting year planned with a variety of projects slated to take place across the Municipality.

Recreation and healthy living options continue to be a priority for the Municipality. This year we are planning to install a new play structure in Thurston Park, as well as build a boat launch into the Seine River near Finnigan Road. The Giroux ice rink will be getting new boards and lights installed before next winter. We will also be planning a grand opening celebration for the completed Giroux Park! More information on this will be coming soon.

In keeping with the RM’s commitment to green initiatives and sustain-

able living, we are also going to be launching a pilot recycling program for RM businesses, as they are not currently covered through the residential program.

Additionally, the 2023 Community Clean Up has been planned for May 13th and 14th and we look forward to a great turnout in the spirit of keeping our community clean!

The Municipality will be hosting the Association of Manitoba Municipalities (AMM) Eastern District meeting in June. These meetings are opportunities for Municipalities in the same geographical area to discuss similar concerns, and make the AMM aware of these issues so that it can advocate to the province. Hosting this

meeting is also a great opportunity for elected officials and others to be exposed to all that the RM of Ste. Anne has to offer.

In partnership with the Manitoba Water Services Board, the RM will be engaging in a wastewater feasibility study. The objective of this study is to look at alternatives to tanks and septic fields, and determine what may be best for certain areas of the RM given the increase in numbers of homes and businesses.

2023 is going to be an exciting year with a lot planned!

MESSAGE FROM YOUR FIRE CHIEF

For 2023, in addition to normal operations, the Richer Fire Department is planning on paving an area in front of the new door of the fire hall as well as installing a new exterior sign.

Spring is here (we think!). Once things start drying up, everyone must be cautious of creating any sparks or starting fires outdoors which could cause a grass/bush fire.

Stay alert for public notices in the event that we must impose fire bans, and read up on the RM Fire By-law to understand what your responsibilities are whenever choosing to start a fire.

The RM of Ste Anne Fire By-Law can be downloaded by going to www.rmofsteanne.com, going to the “Resources” section and choosing “By-Laws & Policies” in the pull down menu. “No. 05-2021 - Fire By-Law” is downloadable as a PDF on that page.

CHANGING FACES AT THE RM OF STE. ANNE: YOU WILL SOON SEE SOME NEW FACES AT THE RM!

On Council, a By-election has been called to fill the Ward 3 seat vacancy left by the tragic passing of Brent Wery. Election Day has been set for May 24, 2023. For more information on this By-election, please see Page 3 in this newsletter and keep an eye on our website and Facebook group page.

As our current Administrative Assistant Danielle Vandale heads out for her leave of absence, we have hired Julia Levesque to fill in for the next year or so. Together, Julia and our summer student will be greeting our residents on the phone and in our office, answering your questions, and taking tax payments. These two will also serve our residents by helping to work on bigger projects, plan events, and help our other staff catch up and keep up with their workloads.

Our Development Officer Irina Poplavski has also chosen to permanently leave our team in order to pursue bigger and better opportunities in her personal life. Since joining us in 2019, Irina has worked very hard and has had a tremendous impact on our planning department by improving our systems and finding efficiencies in our operations. Irina will be greatly missed by her colleagues, but we know she is making the right decision and we wish her all the very best in her future endeavors.

In May 2023, Hadiseh Bajelan will be filling the role of Development Officer for the RM of Ste. Anne. She comes from a planning background and has a wealth of knowledge about Manitoba land use and planning matters. We look forward to getting to know Hadiseh and working with her as she gets to know our Municipality and our local community.

Our Public Works department will also be getting a bit of extra help this summer, with 3 new summer students helping us to complete our gravel program, sign repairs and installations, and also maintaining our parks, walking paths, and many other projects throughout the Municipality.

The Municipality is also looking forward to filling the role of Municipal Emergency Coordinator in the next few weeks. This person will have big shoes to fill as they will work hard to learn our current emergency plan, help us recruit and train volunteers, plan another tabletop emergency exercise, and then organize a full-scale emergency exercise in the coming year or two.

If you’d like to be a volunteer with the Municipality in the event of an emergency, under the direction of our Emergency Coordinator, please fill out the Volunteer form on our website www.rmofsteanne.com. This form can be found under the Resources menu, under Emergency Services.

Finally, although the Richer Fire Department is not actively seeking new members, anyone interested in joining the team as a volunteer fire fighter can always submit a completed application form, which can be found on the same web page as the emergency services volunteer form.

THE SPRING 2023 ROAD RESTRICTIONS FOR OUR ZONE HAVE NOW COME INTO EFFECT.

RM OF STE. ANNE ZONING BY-LAW REVIEW

On March 21, 2023, the RM of Ste. Anne held an Open House in Richer for members of the community to come and see the proposed changes to our land use planning policy, ask questions, and provide their feedback to Municipal representatives. What is a Zoning By-law?

Before understanding this, we must first understand municipal land use planning and the other legislation that regulate what a zoning by-law can contain.

The Municipality is responsible for sustainable land development within our geographical boundaries. This is done under the authority provincially of The Planning Act. Under this Act, Council has enacted the foundational municipal planning policy, the Development Plan by-law. This document imposes development policies for certain ‘designated areas’ and establishes where those areas are located. To give an extreme oversimplification, the Development Plan says what lands can be subdivided, and into how many lots, of what minimum size, can they be split. This plan serves to preserve valuable agricultural lands, conserve sensitive eco-systems, focus residential areas to serviced corridors, and encourage economic development where appropriate.

The Zoning By-law is another land use planning layer which must conform to the Development Plan. The Zoning By-law establishes various Zones within the designated areas set under the Development Plan. These Zones set out what types of

that there are minimal conflicts between adjacent land uses.

The Zoning By-law further establishes minimum separation distances between uses, property lines, hazardous or sensitive areas, and sets minimum property sizes for those intended uses. This document sets policies for various uses to ensure that activities are managed in a sustainable fashion to avoid being a hazard or nuisance to neighbouring properties.

The Open House was well attended by many members of the community, with Council, staff and the retained consultants from WSP on hand to answer any questions and hear what individuals had to say about the proposed zoning policies and mapping. But we’re not done with this project yet!

Next Steps:

Kari Schulz, Senior Planner with WSP, will now be consolidating all of the feedback received during the Open House and will be preparing a report to Council. Council’s job will then be to go back to the draft zoning by-law and determine what to keep, what to change, and what to remove. When Council is satisfied that they have a Zoning By-law that will answer the RM of Ste. Anne’s needs for the next 5-10 years and beyond, they will then move to enact the by-law. This will be done by them giving ‘First Reading’ by formal resolution during a regular meeting of Council. Then, administration will schedule a Public Hearing and advertise this in the Carillon, our website, and our group

This Public Hearing is where any comments made from members of the public regarding the proposed

new Zoning By-law will be officially registered in the municipal records. This Hearing may be the public’s final opportunity to have their voice be heard by Council before this draft zoning by-law becomes law.

Keep your eyes open for the notice, get engaged, share your thoughts and have your voice heard before it’s too late! Follow the instructions in the Public Notice on how to participate in this public hearing process. (Note that the Notice is not yet available as the date of this hearing has not yet been set.)

After the public hearing, unless there are significant objections, the Council will then give “Second Reading” and “Third Reading” by separate resolutions during regular Council meetings. Once 3rd reading is given, the by-law is officially enacted and in effect.

RM PRIVATE WELL WATER TESTING DAYS 2023

The Seine Rat Roseau Watershed will be assisting residents with private well water testing for the presence of E. coli and coliform bacteria. The provincially-subsidized cost of private well water testing is $25.00, including tax. Each legal location is eligible for one sample per well at the subsidized rate. Regular rate is $30.00. Payment may be submitted by cash or cheque ONLY, with cheques made payable to Horizon Lab Ltd.

Water sample bottles & application forms can be picked up in advance at your participating RM office. Water samples must be taken on the same day as the drop-off. Drop your water sample off at your participating RM office prior to 10:00 am, along with your completed Chain of Custody and SRRWD Application forms. Only those samples that are accompanied by correct payment and completed forms will be accepted.

PUBLIC WORKS PLANNED PROJECTS

2023 is going to be another busy year for the Public Works Team. There are a variety of projects planned for the year with the goal of improving roads and drainage in the RM.

Some of our planned projects include:

- Finishing the ditch clean out on Rd. 42E between Dawson Road and Highway #1

- Reconstructing a mile of Rd. 38N east of highway #302

- Frost Boil repairs on Rd. 40E and Proulx Road

- Insulation work along to pipeline to reduce future heaves

- Improvement work on the retention pond on Arbey Lane off Rd. 39E

Additionally, the team will be doing some drainage work in the Giroux area along Rd. 39E, which is being funded by the Provincial Disaster Management Mitigation and Preparedness Program.

The Public Works team will also be coordinating paving work along the service road between Highway #1 and Highway #302 in Richer, and some continued sidewalk work in the Richer area.

To improve our Park and Ride program, we will also be adding new plug-ins so that cars can be kept warm in the winter months.
