SEVERAL PROJECTS COMPLETED THROUGHOUT THE SUMMER

Before we knew it, summer was upon us and the busy season of Public Works started.

With all the rain early in the season, we were very glad to have three summer students join us so we could keep up with the mowing of all the parks, greenspaces and other locations throughout the Municipality. A big thank you to Avery, Justin and Evan, who finished up with the RM at the end of August. Good luck to you all as you continue with your studies!

In addition to prepping, graveling and dust controlling all of our roads, the Public Works team worked on the following projects this year around the municipality:

- Rebuilding a mile of Road 37N off of PR 302

- Culvert replacements at the intersection of roads 31E/44N, 37E/48N, and 45E/40N

- Repairing a frost boil on Road 37E at Road 37N

- New pathways off 45N

- Coordinating sidewalk work in the LUD of Richer

- Coordinating Loewen Bvld rebuilding with the RM of La Broquerie

- Installing speed signs throughout the Municipality to match the new and updated Speed By-law

- Working with TC Energy to repair some heaves at the pipeline crossings near Highway #1 It’s been a busy season, and we hope to accomplish a few more projects before the snow flies!

IMPORTANT UPDATE: NEW FIRE BY-LAW PROHIBITS RUBBISH BURNING

In an effort to enhance safety, improve air quality, and protect our environment, Council has introduced an updated fire by-law prohibiting the burning of rubbish throughout the entire municipality. Why the Change?

The introduction of this by-law is driven by our commitment to environmental protection and public safety. Garbage burning can lead to air and soil pollution which has associated health risks for residents and the ecosystems. By implementing these regulations, we aim to safeguard our community and preserve the quality of our air and surroundings.

How You Can Help:

• Stay Informed: Review the full by-law details available on our website or by contacting the municipal office.

• Recycle: Take advantage of the municipal recycling programs:

o For residential waste by using our free depots located throughout the RM, or

o For non-residential recycling, contact us to sign-up for our subsidized fee-for-service collection program.

• Composting: this is a great alternative to filling up your trash can! By turning organic materials into valuable, nutrient-rich com-

post, you can also enrich the soil, and support healthy plant growth and reduce the volume of waste gets brought to the landfill.

• Contract a local hauler: Multiple local companies are waiting for your business. We have a few of them listed on our website (under Resources tab, on the general information page)

• Use the City of Steinbach Landfill: The RM of Ste. Anne has an agreement with the City of Steinbach where our residents can use their facility for all waste. There is a $10 tipping fee per vehicle, but there charge per weight of household waste brought to

the landfill is paid through RM taxes. Non-household waste will be charged in accordance with the landfill’s fee schedule.

• Other: Reducing the volume of waste brought to the landfill can also be done by reusing items, refusing/choosing not to obtain items, donating/selling items in good condition, choosing items that can be recycled or composted, among others.

We appreciate your cooperation and understanding as we work together to create a safer and healthier environment for all. Thank you for your attention to this important matter.

To the committee members, volun teers, security team, sponsors, par ticipants, and visitors, and all who make this event a success year after year, the RM of Ste. Anne recognizes and values your contributions.

The ongoing success of this event, through the dedication and hard work of this tremendous team, have put Richer, MB, on the map as a ‘Must See Destination’, and have made Richer one of the greatest highlights of our Municipality.

The 2024 Richer Roughstock Rodeo was honoured again by winning the Heartland Rodeo Association “Rodeo of the Year” award. The 2024 Richer Rodeo was an amazing experience due to the teamwork of the committee, volunteers, sponsors, competitors and spectators! Committee member Tara Urso was on hand at the Heartland Rodeo Association Finals to accept the banner.
An astounding 12,000 spectators walked through the gates during the mid-August Richer Rodeo this summer, surpassing the number of attendees by almost 3,000 from the previous year.
Over 300 rodeo competitors competed in the rodeo arena, almost 3 dozen entertainers hit the stages and roamed throughout the park, and 130 volunteers swarmed the grounds to keep spectators entertained and the weekend running smoothly.

TAX SALE – WHAT IS IT AND WHAT IS THE PROCESS?

Tax Sale is a municipal process to recover monies owed when property taxes have not been paid for a long period of time.

In the RM of Ste. Anne, the tax sale process starts when there are 2 years of unpaid taxes. This means that in 2024, properties with unpaid 2022 property taxes will be listed for Tax Sale.

To avoid this costly process, the Municipality attempts to contact the landowner with the contact information that we have on file. We may call, send a letter, email, or all 3, or other ways if possible. Please ensure your contact information is up to date so we can get a hold of you if necessary.

In January, the list of properties up for Tax Sale gets posted in the municipal office, as required by governing legislation. Attempts to reach the landowner would occur before their property is listed for Tax Sale in November and Decem-

ber, and then again in January before extra fees become imposed on the property.

While we’re not required to do so, we want to give a landowner every opportunity to discuss the matter and avoid the tax sale process and the extra costs. Council aims to work with landowners, and has even considered payment agreements to avoid the Tax Sale process when extenuating circumstances apply.

In February, should the taxes remain unpaid with no alternate arrangements being made, this list and all associated information is sent to TAXervice, a collections agency specialized in tax sales contracted by the municipality to carry out the tax sale process. It’s important to note that once the RM has engaged TAXervice, fees start to accumulate and are added to the total amount owing. Fees are calculated for each attempt to contact

and become more significant towards the later part of the process. Even when a registered letter is refused by an owner, there are fees accumulated.

TAXervice starts their process by registering a lien on the title of the property, and then attempts to contact the landowner and officially serves the landowner a Notice.

If they are unsuccessful in finding the landowner, or the correspondence is ignored, then they continue to make attempts to contact the person through other investigative means, including hiring a process server. All costs incurred in this process are added to the amounts required to be paid by the property owner to be removed from the tax sale list. If still unpaid, a 2nd notice is served closer to the fall, and a public notice is posted on site and published in local newspapers informing the public of the sale.

Tax Sale payments can be made by

using a guaranteed method of payment at any time and must be paid in full prior to the tax sale date to avoid the tax sale process. Payments can be made up until one minute before the tax sale auction begins. Payment options may vary depending on the proximity to the auction date, and we encourage anyone making payments to call the Municipal office to verify their method of payment would be accepted.

If amounts owed to the Municipality go unpaid by the date of the auction, only then the property is auctioned off and sold to the highest bidder who can meet the payment requirements. The proceeds of the sale, minus the costs, taxes and penalties owed, are then held in an account and can be claimed by the original landowner for up to 3 years following the date of the sale. NOTICE OF NO TRUCK ROUTE BY-LAW AMENDMENT

The RM of Ste. Anne No Truck Route By-Law #2024-07, has been amended to restrict Road 45N between Road 39E and Hwy #1E Service Road to now be a permanent No Truck Route.

RAIL SAFETY WEEK - SEPTEMBER 23-29, 2024

Council of the RM of Ste. Anne have joined many others in proclaiming September 23-29, 2024, as Rail Safety Week. As people vs. train incidents are a risk we face everyday having a significant rail line crossing our municipality, we all need to do our part to be aware of the dangers, and make safe choices. Simple choices can be made to increase safety, such as removing distractions and earbuds/headphones near tracks, not trespassing on railway property, slowing down/ stopping when approaching any crossing and paying attention to railway crossing signs and signals. #StopTrackTragedies.ca

NOTICE OF SPEED BY-LAW AMENDMENT

The RM of Ste. Anne Speed By-law #2023-18, has been amended by Council Resolution #2024-317:

1. To clarify that Dawson Road is 70 km/h, from PR 206/Road 40E to Road 48E, with the exception of:

a. 50 km/h within the LUD of Richer, and b. 30 km/h within the designated school zone.

PARK AND RIDE

Did you know that there is a Park and Ride lot located just west of the Municipal office off of PR 210?

Municipal residents can use this lot free of charge!

The Park and Ride offers electrified spots for use all year long.

This is a great way to carpool and save money!

In addition to these, the RM of Ste. Anne also gives out bursaries to high-school gradu ates, rebates on swimming lessons, and rebates on memberships to the Jake Epp Library. Contact the RM Office for more information on applying for these rebates.

Thanks to generous grants from the Town of Ste. Anne and from the Rural Municipality of Ste. Anne, the operations budget is covered. Therefore, all other donations, unless otherwise specified, go towards the purchase of food. Monetary donations of $20 or more are eligible for a receipt for income tax purposes. Also noteworthy is that the food bank has a greater purchasing power than individuals. The support of the residents of Ste. Anne and region is greatly appreciated. Now that the gardening season is upon us, please consider donating extra produce you may have to Accueil Kateri, Ste-Anne food bank. Call 204-371-4984 to make arrangements as the food bank is not open every day.

Food donations are also welcome and can be left in the yellow bin behind the food bank. The most needed items are : cereals (low-sugar), canned soups, peanut butter, spaghetti sauce, canned meats or fish (ham/turkey/ chicken /tuna, etc.), canned vegetables, canned fruit, juices, fruit cups, baked beans.
