Firstly, let me congratulate the RMN on their 88 th Anniversary.

Iam indeed very proud of the excellence and successes of the RMN as depicted in this book. The confidence and perseverance exhibited by the RMN in ensuring the country’s waters are free from negative elements is greatly appreciated. I am also very proud of the Navy People’s whole hearted commitment demonstrated in defending our national interest and the outstanding achievements attained which has made the RMN a credible and respected maritime defence force.

Congratulations to the RMN in publishing this book, a book that tells us all about the inspiring achievements of the RMN during the last six years from 2014 to 2020. These successes are clear manifestations that the RMN is always striving to ensure that its readiness is at its highest level and up to date. I hope that what is displayed in this book will be a source of inspiration to the Navy People and general public to stand together to support the aspirations of this beloved organization.

The publication of these achievements highlighted in this book, adds to the existing collection of RMN Coffee Table Books which we hope will bring about a sense of pride and joy amongst the Navy People.

We also hope that this book will be a source of inspiration to the Navy People in ensuring that the RMN remains relevant and attains greater accomplishments. Bab ini menggamit kembali sejarah penubuhan Tentera Laut Diraja Malaysia (TLDM). Bermula daripada pembentukan unit Straits Settlement Naval Volunteer Reserve (SSNVR) pada tahun 1934 sehingga 2020. TLDM telah membangun saban hari melalui peningkatan keupayaannya untuk menghadapi cabaran mendatang untuk menjadi sebuah angkatan laut yang kredibel.

This chapter recapitulates the early history of the establishment of the Royal Malaysian Navy (RMN), from the establishment of the Straits Settlement Naval Volunteer Reserve (SSNVR) unit in 1934 to the formation of the Royal Malaysian Navy in 1963 until 2020. The RMN has developed and increased its capability to grow into a credible force to face future challenges.

SEJARAH PENUBUHAN TLDM

Sejarah Tentera Laut Diraja Malaysia (TLDM) bermula dengan penubuhan the Straits Settlement Naval Volunteer Reserve (SSNVR) di Singapura pada 27 April 1934.

Kejayaan SSNVR di Singapura seterusnya membawa kepada penubuhan SSNVR kedua di Penang pada Oktober 1938. SSNVR ini kemudiannya dinamakan semula sebagai Malayan Royal Naval Volunteer Reserve (MRNVR) Penang.

HISTORY OF ROYAL MALAYSIAN NAVY (RMN)

The history of the Royal Malaysian Navy (RMN) began with the setting up of the first Straits Settlement Naval Volunteer Reserve (SSNVR) in Singapore on 27 April 1934. Subsequently, the second SSNVR was formed in Penang in October 1938. This SSNVR was later renamed the Malayan Royal Naval Volunteer Reserve (MRNVR) Penang.

Pada 4 September 1939, untuk menangkis pencerobohan Jepun, MRNVR telah dikerahkan sepenuh masa. Bagi mengukuhkan lagi pertahanan perairan Tanah Melayu dan mengatasi kekurangan pelaut, Kerajaan British memutuskan untuk mengambil lebih ramai pemuda Melayu. Oleh itu, satu unit baru, Malay Section, Royal Navy, telah ditubuhkan pada September 1939. Namun begitu, berakhirnya Perang Dunia Kedua telah membawa kepada pembubaran MRNVR pada 26 Februari 1946 dan Malay Navy pada April 1947.

Selepas itu, dalam usaha berterusan untuk mempertahankan Semenanjung Tanah Melayu dan Singapura serta mengekang perluasan ancaman dan aktiviti komunis di seluruh Tanah Melayu, satu perjanjian antara Kerajaan Malaya dan Singapura telah ditandatangani pada 21 Januari 1948 untuk menubuhkan pasukan tentera laut.

Pada 24 Disember 1948, Majlis Perundangan Singapura telah mewartakan Malayan Naval Force Ordinance, yang membenarkan pembentukan Malayan Naval Force (MNF).

Pada 29 Ogos 1952, MNF telah diberi taraf “Diraja” oleh Ratu

Elizabeth II dan dinamakan semula sebagai Tentera Laut Diraja Malaya. Semasa upacara penamaan semula, panjipanji putih yang dilambangkan dengan lambang Tentera

Laut Diraja Malaya telah dinaikkan buat kali pertama bagi menggantikan panji biru Tentera Laut Diraja British di HMMS MALAYA.

Setelah mencapai kemerdekaan pada 31 Ogos 1957, pentadbiran Singapura bersetuju menyerahkan Tentera

Laut Diraja Malaya kepada Persekutuan Tanah Melayu.

Dewan Undangan Persekutuan kemudiannya menggubal Royal Malayan Navy Bill untuk membolehkan Persekutuan menubuhkan pasukan tentera lautnya.

Subsequently, to further strengthen the defence of Malaya, more Malay youths and members of the MRNVR were recruited to form up the Malay Section, Royal Navy at the end of 1939 and were fully mobilised on 4 September 1939 in anticipation of the impending second World War. However, when the War ended, MRNVR was dissolved on 26 February 1946, while the Malay Navy was disbanded in April 1947.

In its continued effort to defend the Malay Peninsula and Singapore, and curb the expansion of communist threats and activities in the whole of Malaya, an agreement between the Government of Malaya and Singapore was signed on 21 January 1948 to establish a naval force. On 24 December 1948, the Legislative Council of Singapore gazetted the Malayan Naval Force Ordinance 1948, which authorised the formation of the Malayan Naval Force (MNF).

On 23 May 1952 MNF was accorded the “Royal” status by Queen Elizabeth II and was renamed the Royal Malayan Navy. During the renaming ceremony on 29 August 1952, the white background ensign of the Royal Malayan Navy was raised for the first time to replace the Royal Navy’s blue ensign at HMMS MALAYA.

Upon gaining independence on 31 August 1957, the administration of Singapore agreed to hand over the Royal Malayan Navy to the Federation of Malaya. The Federal Legislative Assembly then enacted the Royal Malayan Navy bill to enable the Federation to establish its naval force.

Pada 1 Julai 1958, Royal Malayan Navy secara mutlak menjadi hak milik Kerajaan Persekutuan Tanah Melayu dan mula dikenali sebagai Tentera Laut Diraja Malaya. Upacara penyerahan dilaksanakan di Pangkalan Tentera Laut Diraja Malaya, Woodlands, Singapura pada 12 Julai 1958. Mulai dari tarikh tersebut juga, semua kapal dan pangkalan mula menggunakan awalan yang baharu iaitu Kapal Diraja (KD).

Dengan pembentukan Malaysia pada 16 September 1963, Tentera Laut Diraja Malaya ditukar nama kepada Tentera Laut Diraja Malaysia (TLDM).

On 1 July 1958, the Royal Malayan Navy was officially handed over to the Federal Government of Malaya. The handover ceremony was held at the Royal Malayan Naval Base, Woodlands, Singapore, on 12 July 1958. From that date, all ships and bases began to use the new prefix, Kapal Diraja (KD)

With the formation of Malaysia on 16 September 1963, Royal Malayan Navy was eventually renamed Royal Malaysian Navy (RMN).

MARKAS DAN PANGKALANDAHULU DAN SEKARANG

PANGKALAN TLDM LUMUT

Pembinaan bangunan pangkalan telah

dilaksanakan secara berperingkat bermula

pada 1974 dan siap pada 1985. Menjelang akhir

tahun 1979, Pusat Latihan Tentera Laut Diraja

Malaysia (KD PELANDOK) dan sejumlah 6 buah

kapal TLDM telah dipindahkan dari Pangkalan

TLDM Woodlands, Singapura ke Lumut. Pada

tahun 1981, Markas Panglima Armada TLDM

mula berpindah ke Lumut, diikuti oleh Markas

Panglima Material Armada dan KD MALAYA.

LUMUT NAVAL BASE

The construction of this base was conducted in stages and was partially completed when the RMN Training Centre (KD PELANDOK) and 6 ships were transferred from Woodlands Naval Base Singapore, to Lumut in late 1979. In 1981, the Fleet Operational Command Headquarters moved to Lumut, followed by the Fleet Material Command Headquarters and KD MALAYA.

PANGKALAN TLDM KOTA KINABALU

Pembinaan pangkalan di Teluk Sepangar, Kota Kinabalu bermula pada bulan Mei 2001 dan siap pada bulan April 2006. Pangkalan TLDM kedua terbesar ini telah mula beroperasi secara rasminya pada 2 Jun 2006.

KOTA KINABALU NAVAL BASE

The construction of this base at Sepangar Bay, Kota Kinabalu began in May 2001 and was completed in April 2006. This second largest RMN base was officially operationalised on 2 June 2006.

MARKAS WILAYAH LAUT 1 (MAWILLA 1)

Pada asalnya, markas ini berpangkalan di Woodlands, Singapura dan dikenali dengan beberapa nama seperti Markas Captain KD MALAYA, Naval Office-in-Charge West Malaysia (NOIC WM) dan juga Commander Naval Force West Malaysia (COMNAV WEST). Markas ini kemudiannya telah berpindah ke Tanjung

Gelang, Kuantan dan dirasmikan pada 28 Oktober 1985 sebagai Markas Wilayah Laut 1.

NAVAL REGION 1 HEADQUARTERS (HQ COMNAV 1)

Commander Naval Region 1 Headquarters (HQ COMNAV 1): was originally based in Woodlands, Singapore and was known among others as Captain KD MALAYA Headquarters, Naval Office-in-Charge West Malaysia (NOIC WM) and also Commander Naval Force West Malaysia (COMNAV WEST). This headquarters then moved to Tanjung

Gelang, Kuantan and was inaugurated on 28 October 1985 as HQ Naval Region 1.

Pada asalnya, markas ini terletak di Pangkalan TLDM Kota Kinabalu. Dengan penstrukturan semula TLDM, MAWILLA 2 telah dipindahkan ke Sandakan pada tahun 2017. KD SRI SANDAKAN dan Depot Bantuan Logistik 2 adalah unit lain yang terletak bersama di sini.

NAVAL REGION 2 HEADQUARTERS (HQ COMNAV 2)

Originally, this headquarters was located at the Kota Kinabalu Naval Base. With the restructuring of the RMN, HQ COMNAV 2 was moved to Sandakan in 2017. KD SRI SANDAKAN and ALD 2 are units that are co-located at HQ COMNAV 2.

MARKAS WILAYAH LAUT 3 (MAWILLA 3)

Pangkalan ini telah dibina di Langkawi di bawah Rancangan Malaysia ke-8 (2000 hingga 2005) dan telah mula beroperasi pada 1 April 2007.

NAVAL REGION 3 HEADQUARTERS (HQ COMNAV 3)

The base was built in Langkawi under the 8th Malaysia Plan (2000 to 2005) and commenced operations on 1 April 2007.

PUSAT HIDROGRAFI NASIONAL (PHN)

PHN telah mula beroperasi di Pulau Indah, Pelabuhan Klang pada 15 Oktober 2005. Pusat ini dilengkapi dengan peralatan terkini dan paling moden seperti Sistem Arkib Data Hidrografi dan Oseanografi, Sistem Pengurusan Data Hidrografi dan Sistem Pengurusan Data Digital. KD SULTAN ABDUL AZIZ SHAH (KD SAAS) dan KD SRI KLANG adalah 2 unit lain yang terletak bersama di PHN.

NATIONAL HYDROGRAPHIC CENTRE (NHC)

NHC began operations in Pulau Indah, Port Klang on 15 October 2005. This centre is equipped with the latest and most modern equipment such as the Hydrography and Oceanography Data Archive System, Hydrography Data Management System (HDMS) and Digital Data Management System which is considered to be at par with other developed nations’ hydrographic centres. KD SULTAN

ABDUL AZIZ SHAH (KD SAAS) and KD SRI KLANG are 2 other units that are co-located at NHC.

KD SULTAN ISMAIL (KDSI) PUSAT LATIHAN REKRUT

Perpindahannya dari Berek TLDM Woodland, Singapura ke Tanjung Pengelih, Johor Darul Takzim telah bermula pada 6 Oktober 1997. KDSI telah ditauliahkan oleh DYMM Sultan Iskandar Ibni Almarhum Sultan Ismail, Sultan Johor pada 26 Februari 2005.

KD SULTAN ISMAIL (KDSI) RECRUIT TRAINING CENTRE

The relocation from Berek TLDM Woodland, Singapore to Tanjung Pengelih, Johor Darul Takzim began on 6 October 1997. KDSI was commissioned by HRH Sultan Iskandar Ibni Almarhum Sultan Ismail, Sultan of Johor, on 26 February 2005.

KD SRI SEMPORNA

Pembinaan Pangkalan Operasi Hadapan ini bermula pada 28 Disember 1999 dan mula beroperasi pada 15 April 2004. KD SRI SEMPORNA

telah ditauliahkan oleh YM Tun Datuk Seri

Panglima Haji Ahmad Shah bin Abdullah, Tuan Yang Terutama Sabah pada 12 Julai 2005.

The construction of this Forward Operating Base (FOB) began on 28 December 1999. KD SRI SEMPORNA started operations on 15 April 2004 and was commissioned by YM Tun Datuk Seri

Panglima Haji Ahmad Shah bin Abdullah, the Tuan Yang Terutama of Sabah on 12 July 2005.

STESEN LIMA TLDM

Sejarah pendudukan Terumbu Layang-layang yang terletak 162 batu nautika (300 kilometer) barat laut Kota Kinabalu, Sabah bermula dengan pembinaan tugu pada 21 Jun 1980, diikuti dengan pendaratan

11 anggota PASKAL pada 5 Mei 1983. Modul penginapan sementara ‘Humble Hut’ telah dibina dan mula diduduki pada 22 Ogos 1983. Menggunakan teknologi Caisson Retained Island (CRI), modul kekal telah siap dibina dan dirasmikan sebagai Stesen LIMA TLDM pada 17 April 1984 oleh Tun Dr Mahathir Mohammad. Seterusnya, Layang-layang Island Resort telah siap dibina pada 3 Oktober 1989 dan dibuka untuk aktiviti pelancongan mulai 15 Januari 1990.

RMN STATION LIMA

The occupation of the Swallow Reef which is located 162 nautical miles (300 kilometres) northwest of Kota Kinabalu, Sabah began with the construction of a monument on 21 June 1980, followed by the landing of 11 PASKAL personnel on 5 May 1983. A temporary accommodation module, ‘Humble Hut’, was built and was first occupied on 22 August 1983. Using Caisson Retained Island (CRI) technology, the permanent module was completed and inaugurated RMN Station LIMA on 17 April 1984 by Tun Dr Mahathir Mohammad. PERTEMPURAN KD SRI SELANGOR DI PERAIRAN SELAT SINGAPURA

Pada 24 Julai 1964, KD SRI SELANGOR (KDSS), dibawah pemerintahan Leftenan P.K. Nettur, telah belayar dari Jeti Teluk Air Basin untuk rondaan operasi di antara perairan Bedok dengan Raffles Light House di Selat Singapura.

Ketika dalam rondaan berhampiran Pulau St. John, KDSS mengesan sebuah bot yang dikendalikan oleh 5 lelaki bersenjata bergerak agresif ke arah kapal. KDSS telah diarahkan ke Stesen Bertindak dan pada masa yang sama memberi amaran kepada bot tersebut. Amaran itu tidak diendahkan sebaliknya anggota dalam bot itu melepaskan tembakan ke arah kapal dan mengorbankan Able Rating Electrical Mechanic (ABEM) Abdul Samad bin Suliman yang sedang mengendali Aldis Search Light ke arah bot tersebut.

KD SRI SELANGOR’S SKIRMISH IN THE SINGAPORE STRAITS

On 24 July 1964, KD SRI SELANGOR (KDSS), commanded by Lieutenant P.K. Nettur, sailed from Teluk Air Basin Jetty for patrol duties between the waters of Bedok and Raffles Light House in the Straits of Singapore.

While patrolling near St. John Island, KDSS detected a boat operated by five armed men moving aggressively towards the ship. KDSS was ordered to Action Station and, at the same time, gave warning offs to the boat. The warnings were ignored, but instead, personnel in the boat fired shots at the ship, killing Able Rating Electrical Mechanic (ABEM) Abdul Samad bin Suliman, who was directing the Aldis Search Light towards the boat.

At the same time, the Coxswain, Petty Officer Seaman (POSM) Muhamad

Khalid Sulong, who was at the port side of the ship’s forecastle, and Leading Rate Radio General (LRRG) Kweh Onn Cheong, who was on the port side of the bridge wing opened fire at the boat. Coxswain and LRRG Kweh’s shots successfully neutralized the boat, which began to move slowly and eventually fell out of sight, nowhere to be seen again. Besides losing ABEM Samad, LRRG Kweh, Midshipman Musa and Midshipman Bolt were also injured during this confrontation.

Operasi FAJAR ialah operasi Angkatan Tentera Malaysia untuk mengiringi dan melindungi kapal berdaftar

Malaysia daripada lanun di Teluk Aden. Operasi ini dilancarkan pada 27 Ogos 2008 berikutan dua buah kapal Malaysian International Shipping Corporation

OPERATION FAJAR

Operation FAJAR is a Malaysian Armed Forces operation conducted in the Gulf of Aden to escort and protect Malaysian registered ships from piracy. The operation was launched on 27 August 2008 following the hijacking of two Malaysian International Shipping Corporation

Berhad (MISC) ships, MT Bunga Melati 2 and MT Bunga Melati 5, by pirates in the Gulf of Aden hijacked on 19 and 29 August 2008, respectively.

melaksanakan operasi ini secara bersama oleh anggota dari ketiga-tiga komponen perkhidmatan Angkatan Tentera Malaysia. Malangnya, semasa rampasan itu seorang anak kapal MT BUNGA MELATI 2 maut terkena peluru sesat.

In this inaugural operations, KD LEKIU and KD SRI INDERAPURA were deployed to the Gulf of Aden to rescue MT BUNGA MELATI 2 and MT BUNGA MELATI 5. After successfully negotiating with the hijackers, MT BUNGA MELATI 2 was released on 27 September 2008, while MT BUNGA MELATI 5 was released on 29 September 2008. The contributing factors in the success of this operation was the high level of professionalism, physical and mental strength, and the ability of the three service components of the Malaysian Armed Forces to carry out this operation. Unfortunately, during the hijacking, one crew member of MT BUNGA MELATI 2 was killed by a stray bullet.

RESCUE OPERATION ON MT BUNGA LAUREL

Operation FAJAR once again highlighted the professionalism of the RMN Naval Special Forces (PASKAL) and Naval Air Wing when MT

BUNGA LAUREL was rescued after two hours of captivity by pirates about 500 kilometres east of Oman on 20 January 2011. The rescue mission was carried out from RMN’s Auxiliary Ship BUNGA MAS 5, which was deployed for Operation FAJAR to protect the safe passage of Malaysia-registered vessels plying the Gulf of Aden and the Arabian Sea.

Pada jam 08.00 malam hari kejadian, sekumpulan tujuh lanun Somalia yang bersenjata AK-47 dan pistol telah menyerang dan menawan MT BUNGA LAUREL yang sedang dalam perjalanan dari Asia Barat ke Singapura. Lanun ini telah melancarkan serangan menggunakan bot yang telah dikerahkan dari kapal induknya yang membawa 18 lanun lain. Sebelum ditawan lanun, kru kapal telah mengaktifkan sistem amaran keselamatan kapal dan seterusnya mengunci diri di ruang keselamatan yang direka khas berhampiran bilik enjin kapal.

At 8.00 pm, MT BUNGA LAUREL, while en route from West Asia to Singapore, was attacked by a group of seven Somali pirates armed with AK-47s and pistols. The pirates using skiff-type boat was deployed from its mother ship carrying 18 other pirates. Before being hijacked by the pirates, the ship’s crew activated the ship’s safety warning system before locking themselves in a specially designed security space near the ship’s engine room.

Seterusnya kapal bersama dengan semua lanun yg ditawan diiringi balik ke Malaysia.

Responding to the emergency call, BUNGA MAS 5, which was 22 kilometres from MT BUNGA LAUREL, dispatched RMN’s Fennec helicopter to the location of the incident. The Fennec helicopter fired warning shots towards the pirate’s mothership and managed to prevent the remaining pirates from reinforcing the pirates that have already boarded MT BUNGA LAUREL. At 10.30 pm, a team of 14 PASKAL Special Protecting Team was ordered to mount an operation to rescue the ship. After a brief gun battle, the PASKAL team regained control of the vessel and apprehanded all seven pirates. The Ship with the apprehended pirates were then escorted back to Malaysia.

AUXILIARY SHIP BUNGA MAS 5 (BM5)

BUNGA MAS 5 was modified and seconded to the RMN as a result of the strategic collaboration between the RMN and MISC Berhad was launched on 21 June 2009 as the Auxiliary vessel was modified initially to conduct Operations FAJAR in the Gulf of Aden and the Arabian Sea. On completion of Op FAJAR, BM 5 was fully handed over to the RMN on 22 June 2016. The ship is now stationed in Kota Kinabalu under the command of the RMN Eastern Fleet Headquarters.

KA TUN AZIZAN (KA TAZ) - MOBILE SEA BASING PLATFORM

TUN AZIZAN (KA TAZ) is an auxiliary ship used by the RMN as a mobile forward operating base (sea basing) in the waters off Sabah and Sarawak. It is a former MISC-owned cargo vessel which was modified by MMHE to suit RMN specifications to facilitate operations for ESSCOM. TAZ was officially handed over to the RMN on 30 June 2017 through the strategic partnership between RMN, PETRONAS, MISC and MMHE. Stationed in Kota Kinabalu Naval Base, the ship is under the operational command of the RMN Eastern Fleet Headquarters.

TRILATERAL MARITIME PATROL (TMP)

TMP adalah operasi bersama yang dijalankan di perairan Laut Sulu antara Malaysia, Filipina dan Indonesia. Ia mula dilaksanakan pada 2017

berikutan termerterainya Perjanjian Kerjasama Trilateral (TCA) antara ketiga-tiga negara pada 5 Mei 2016. Operasi ini menggunakan mekanisme rondaan bersama, perkongsian maklumat perisikan dan mewujudkan talian komunikasi untuk mencegah lanun, penculikan dan rompakan bersenjata di Laut Sulu.

TMP is a coordinated operation conducted in the waters off the Sulu Sea between Malaysia, the Philippines and Indonesia. It was first implemented in 2017 following the establishment of the Trilateral Cooperation Agreement (TCA) between the three countries on 5 May 2016. The operation is carried out using joint patrol mechanisms, intelligence sharing and establishing communication lines to prevent piracy, kidnappings and armed robberies in the Sulu Sea.

OP IRING/OP ROTAN

Op IRING dan Op ROTAN adalah dua operasi yang dilaksanakan oleh TLDM bagi mengiring dan memberikan perlindungan kepada aset penting kepunyaan syarikat perkapalan dan minyak negara. TLDM diberi mandat dan kepercayaan melaksanakan operasi ini hasil dari kejayaan Op FAJAR. Sejak ia dimulakan pada Mei 2016 sebanyak 85 operasi telah berjaya dilaksanakan di dalam dan luar perairan negara.

Op IRING and Op ROTAN are two operations carried out by the RMN to escort and provide protection to important assets belonging to the country’s shipping and oil companies. The RMN was given the mandate and trust to carry out this operation as a result of the success of Op FAJAR. Since its inception in May 2016, a total of 85 operations have successfully been carried out within and outside the country’s territorial waters.

Operasi BENTENG telah bermula pada 12 Mei 2020 sebagai kesinambungan kepada penubuhan National Task Force pada 6 Mei 2020. Operasi ini bertujuan untuk memperkukuhkan kawalan sempadan maritim dan daratan negara dari kemasukan Pendatang Asing Tanpa Izin (PATI) bagi mengekang penularan Covid-19. Operasi ini berkonsepkan Operasi Bersama dan Gabungan 19 agensi kerajaan. ATM menerajui operasi ini dengan menggunakan kaedah Pencegahan, Pengesanan, Penghindaran, Pelencongan, Pengusiran dan Penahanan.

Operation BENTENG began on 12 May 2020 in conjuction with the establishment of the National Task Force on 6 May 2020. This operation is aimed at strengthening the country’s maritime and land borders from the Illegal entry of Immigrants (PATI) to curb the spread of Covid-19. This Joint Operation by 19 government agencies is led by MAF using the methods of Deter, Detection, Deny, Diversion, Deportation and Detention to control the borders.

OP PENAWAR was launched on 22 March 2020 where MAF and RMP joined forces to enforce the Movement Control Order (MCO) throughout the country to curb the spread of Covid-19. More than 1200 RMN personnel were assigned to assist and enforce the movement Control Order.

RIM OF THE PACIFIC (RIMPAC)

KD LEKIU menyertai RIMPAC buat julung kali pada Julai 2018 di Honolulu, Hawaii. Latihan ini merupakan latihan peperangan maritim antarabangsa terbesar yang dianjurkan oleh United States Navy’s Indo-Pacific Command (USINDOPACOM).

KD LEKIU participated in RIMPAC for the first time in July 2018 in Honolulu, Hawaii. This exercise is the largest international maritime warfare exercise organized by the United States Navy’s Indo-Pacific Command (USINDOPACOM).

EXERCISE AMAN 2019 AND EXERCISE MALPAK 2/2019

KD MAHAWANGSA and KD KASTURI participated in Exercise AMAN 2019 from 7-12 February 2019 and Exercise MALPAK 2/2019 from 13-15 February 2019 in Karachi, Pakistan. This exercise themed ‘Together for Peace’ involved 22 warships, 7 Maritime Patrol Aircraft, 4 Fighter aircraft and 12 helicopters from 46 countries. The exercise was organized by the Pakistan Navy (PN) aimed at improving interoperability between the navies of various countries and to deal with maritime threats from various dimensions. An International Maritime Conference (IMC) was also held in conjunction with Exercise AMAN 2019. Meanwhile, Exercise MALPAK 2/2019 which was introduced in 2017 with the concept of maritime security operations and conventional warfare is a bilateral exercise between RMN and PN. The Opening Ceremony of Exercise AMAN 2019 was held at the PN Aquatic Club and Malaysia was represented by the Commander Naval Region 3.

SUBMARINE EXERCISE (SUBEX)

KD TUNKU ABDUL RAHMAN telah melaksanakan Eksesais SUBEX bersama kapal selam kelas Collins milik Tentera Laut Diraja Australia HMAS DECHAINEUX (SSG-76) pada 12-14 Oktober 2015. Eksesais ini merupakan latihan bilateral peperangan bawah permukaan dua hala pertama yang menjadi pemangkin kepada perhubungan yang lebih erat antara angkatan kapal selam Malaysia dan Australia.

SUBMARINE EXERCISE (SUBEX)

KD TUNKU ABDUL RAHMAN conducted Exercise SUBEX with the Royal Australian Navy’s (RAN) Collins-class submarine HMAS DECHAINEUX (SSG-76) from 12-14 October 2015. This exercise was the first bilateral subsurface warfare exercise that has become the catalyst for closer relations between the submarine forces of Malaysia and Australia.

EMPOWERING MARITIME SECURITY

RMN and Malaysian Maritime Enforcement Agency (MMEA) signed the Standard Operating Procedure (SOP) for Joint Operations on 9 September 2016. This SOP enables RMN and MMEA to address maritime safety issues, conduct integrated operations and exercises more effectively, orderly with better coordination.

WESTERN PACIFIC NAVAL SYMPOSIUM (WPNS)

WPNS merupakan forum dwitahunan di mana pemimpin tentera laut rantau Pasifik bertemu untuk membincangkan inisiatif kerjasama hal ehwal tentera laut. Forum pertama telah diadakan pada tahun 1988, hasil perjanjian yang telah dimeterai semasa International Sea Power Symposium pada tahun 1987. Lebih daripada 20 ahli dari negara serantau mengambil bahagian dalam simposium tersebut. WPNS juga merupakan forum yang membincangkan

pelaksanaan aktiviti pelbagai hala dengan

negara-negara anggota seperti WPNS Junior Officer Interaction Program (JOIP), WPNS Short Term Exchange Program (STEP) dan WPNS Senior Enlisted Working Group (SELWG).

WPNS is a biennial forum where naval leaders of the Pacific region meet to discuss naval affairs cooperation initiatives. The first forum was held in 1988, resulting from an agreement that was signed during the International Sea Power Symposium in 1987. More than 20 members from regional countries took part in the symposium. WPNS is also a forum that discusses the implementation of multilateral activities with member countries such as WPNS Junior Officer Interaction Program (JOIP), WPNS Short Term Exchange Program (STEP) and WPNS Senior Enlisted Working Group (SELWG).

WESTERN PACIFIC NAVAL SYMPOSIUM JUNIOR OFFICER INTERACTION PROGRAMME (WPNS JOIP) & ASEAN NAVY YOUNG OFFICER INTERACTION

Program ini adalah di antara aktiviti WPNS yang bertujuan untuk mendedahkan pegawaipegawai muda tentera laut mengenai kepentingan membangunkan rangkaian kerjasama serantau dan mewujudkan platform komunikasi untuk bertukar-tukar pandangan serta idea dalam mengukuhkan tahap keselamatan maritim.

These programmes are under the ambit of WPNS, which aims to expose young naval officers on the importance of developing regional cooperation networks and establishing communications platforms to exchange views and ideas in strengthening maritime security levels.

INDIAN OCEAN NAVAL SYMPOSIUM (IONS)

Indian Ocean Naval Symposium (IONS) adalah satu siri mesyuarat dwitahunan antara negara-negara pesisir rantau Lautan Hindi. Ia menyediakan forum untuk meningkatkan kerjasama keselamatan maritim, membincangkan isu-isu maritim serantau dan menggalakkan hubungan mesra di kalangan negara-negara anggota. TLDM mula menjadi ahli IONS pada 7 Februari 2018.

The Indian Ocean Naval Symposium (IONS) is a series of biennial meetings between the coastal states of the Indian Ocean region. It is a forum to enhance maritime security co-operation, discuss regional maritime issues and promote friendly relations among member states. RMN became a member of IONS on 7 February 2018.

Menariknya LIMA 2019 adalah pelancaran National Maritime Conference (NMC) yang disempurnakan oleh Perdana Menteri. Persidangan tersebut telah melibatkan 150 peserta daripada agensiagensi maritim, institusi-institusi pengajian tinggi dan komuniti maritim yang lain.

LIMA 2019 was successfully held from 26 to 30 March 2019. A total of 43 Chiefs of Navy were invited to attend LIMA 2019. Interestingly, during LIMA 2019 the inaugural National Maritime Conference (NMC) was officiated by Prime Minister. The conference involved 150 participants from various maritime agencies, higher education institutes and other maritime communities.

JERAI, KD PERANTAU, Fennec and Super Lynx helicopters. This maritime operation also involved the RMAF, RMMP, MMEA and MV MEGA BAKTI (Submarine escape and rescue vessel).

OPERASI MENCARI DAN MENYELAMAT QZ8501

28 Disember 2014 - KD PAHANG, KD LEKIR dan KD LEKIU serta sebuah helikopter Fennec telah membantu pihak Agensi Mencari dan Menyelamat Nasional (BASARNAS) Indonesia dalam operasi pencarian pesawat QZ8501 yang terhempas di perairan Karimata, Laut Jawa Indonesia.

Successfully led KD PELANDOK to receive recognition from the Malaysian Book of Records as the First Public Sector to Receive Food Safety Management System MS ISO 22000:2005 and MS ISO 9001:2008 certification on 3 Jan 11 and for being the first unit in MAF to receive Food Safety Management System Certification.

Assisted in the search and rescue mission of MH370 on 8 Mar 14, QZ8501 on 28 Dec 14 and successfully launched the MM 40 Block II missile on target.

Berjaya membaiki Sistem Penjejakan Hadapan 1802SW yang tidak beroperasi sejak 2007. Bintara telah membaiki sistem tersebut tanpa khidmat bantuan pakar luar negara di mana sumbangan beliau berjaya menjimatkan kos pembaikan kepada TLDM sebanyak RM2 juta, tetapi lebih penting telah dapat meningkatkan tahap kesiagaan kapal kepada peringkat tertinggi.

Awarded the Navy’s Best Warrant Officer for 2013 as well as Quality Personnel for 2010, 2012 and 2013 at the Formation level and awarded the MPPL’s Best Warrant Officer for 2010.

Successfully repaired the Forward Tracking System 1802SW which has not been operational since 2007. He repaired the system without any aid from foreign experts where his contribution saved the RMN RM2 million in cost of repairs. More importantly it improved the ship’s readiness level to the highest level.

• Best PTJ Maritime Defense Program 2013 and 2015. Obtained 4 Star rating in BADSA and AIMS Audit.

• Obtained 100% Clean Inspection Certificate from 2012 to 2015. AITL and AIKP Champion 2015.

• Played an important role in the establishment of the Top Overhaul Maintenance Team (W5) as well as the establishment of the Fleet Maintenance Depot machinery workshop.

Depot staff with the help of the ship’s crew successfully carried out repairs on KD JEBAT’s Aft Tracking System

Sebagai Pegawai Pemerintah Depot Senggaraan Armada, telah memainkan peranan penting dalam menguruskan kejayaan pembaikan Sistem Penjejakan Belakang 1802SW KD JEBAT. Pembaikan yang dilakukan oleh Depot dan kakitangan kapal telah menjimatkan kos pembaikan TLDM sebanyak RM6 juta dan meningkatkan tahap kesiagaan kapal ke tahap tertinggi.

As the Commanding Officer of the Fleet Maintenance Depot, played an important role in managing the successful repair of KD JEBAT’S Aft Tracker 1802SW. The repairs carried out by the depot and the ship’s crew saved the RMN repair costs by RM6 million and increased the ship’s readiness level.

Merupakan salah seorang pegawai yang merancang atur gerak Tim Risik Gempur KD PANGLIMA HITAM bagi mendapatkan maklumat kedudukan kapal-kapal milik MISC yang ditawan oleh lanun Somalia. Beliau juga telah membantu Ketua Tim Gempur untuk menggerakkan Pasukan Penggempur PASKAL dalam misi menawan semula kapal tersebut.

• Merupakan nadi penggerak utama dalam mengatur gerak Sel Risik Gempur KD SRI SEMPORNA sehingga berjaya menjejaki pergerakan Kumpulan Kesultanan Sulu (KKS) yang mendarat di Pantai Kg Tanduo sebelum pasukan sahabat lain tiba.

Merupakan Ketua Tim Gempur yang menjejaki saki baki KKS di Kg Sinaut Felda Sahabat 16, Kg Sg Bilis dan di sekitar Semporna.

• Was one of the officers who planned the operation of the KD PANGLIMA HITAM Intel Team in obtaining information on the position of MISC ships captured by Somali pirates. He also helped the Team Leader to mobilize the PASKAL Team in the mission to rescue the ship.

Was the main driving force in mobilizing the KD SRI SEMPORNA Intelligence Cell to successfully track the movement of the Sulu Sultanate Group (KKS) that landed on Kg Tanduo Beach before other friendly forces arrived.

• Was the Head of the Team that tracked the remaining KKS in Kg Sinaut Felda Sahabat 16, Kg Sg Bilis and around Semporna.

Berjaya melanjutkan jangka hayat Warhead Misil EXOCET MM40, menjalankan uji bukti ke atas bateri Periuk Api MR80 dan Torpedo

A244S walaupun berhadapan dengan peruntukan yang terhad. Depot juga berjaya mencipta produk inovasi (Ammunition Explosive Management System (AEMS)) yang mendapat tempat ketiga dalam AIKP.

Sebagai Pegawai Memerintah Depot Penyelenggaraan Armada, melaksanakan kebanyakan kerja pembaikan di Depot secara dalaman. Pembaikan dalaman ini menyumbang kepada penjimatan kos senggaraan berjumlah kira-kira RM2 juta pada tahun 2016.

Berjaya menyelamatkan seorang kanak-kanak perempuan berusia 7 tahun yang hampir lemas di kolam renang di Mercu Beach Resort Cherating, Pahang.

Throughout 2016, successfully implemented 3 search and rescue operations namely for:

A Vietnamese fishing boat that sank in the waters of Bintulu.

• A foreign tourist boat that went missing in Kudat waters in August 16.

• The helicopter that crashed in Batang Lupar, Sarawak in May 2016.

Successfully extended the serviceability of the MM40 EXOCET Missile Warhead, conducted proof tests on the MR80 Fire Pot battery and the A244S Torpedo despite limited resources. Depot also succeeded in creating an innovative product (Ammunition Explosive Management System (AEMS)) which was ranked third in the AIKP.

Officer successfully produced a Special Protocol for Stock Verification Audits at the Western Fleet Logistics Depot. The fomula and approach introduced in the Protocol is the first to be produced in the MAF in particular and in the country in general. This protocol also received recognition from the National Audit Department which also recommended that this Protocol be used by other Government departments.

She received the award for her outstanding achievements in peacekeeping operations and her involvement in women’s empowerment programs in military work. Her involvement was recognized by the United Nation Development Program (UNDP) and she was chosen as the icon for the International Women’s Day Celebration.

The selection of the names of GAGAH SAMUDERA and TEGUH SAMUDERA is a continuation of KLD TUNAS SAMUDERA where SAMUDERA is the identity of the RMN’s training squadron.

24 August 2017 - The naming and launching of LCS 1 (MAHARAJA LELA) by HRH Raja Permaisuri of Perak, Tuanku Zara Salim, witnessed by HRH Sultan of Perak, Sultan Nazrin Muizzuddin Shah took place at Boustead Naval Shipyard (BNS) Sdn Bhd, Lumut Naval Base. The name was chosen in honour of Datuk Maharaja Lela, a Malay warrior who led the struggle for the people of Perak against the British colonialism.

dengan nama Kapal Ronda (Kelas KERIS) yang telah dilucut tauliah pada 1 Ogos 2005 dan ia juga merupakan salah satu senjata tradisional Melayu.

COMMISSIONING CEREMONY OF LMS 1 (KD KERIS)

6 January 2020 - The commission ceremony of LMS 1 (KD KERIS) was officiated by Chief of Navy Admiral Tan Sri Mohd Reza bin Mohd Sany at Wuchuan Shuangliu Manufacture Base, Wuhan, China. The commissioning is a symbolic ceremony before the RMN’s ship is officially operationalised into His Majesty the King’s service. On the commissioning day, the Commissioning Order was read by the Chief of Navy to the first Commanding Officer Cdr Zulkarnain bin Mohd Rawi RMN.

27 April 2017 - The Minister of Defense inaugurated the establishment of two fleet commands at the RMN Naval Base Kota Kinabalu, Teluk Sepanggar, Sabah. The establishment of two fleet commands HQ Western Fleet Command in Peninsular Malaysia and the HQ Eastern Fleet Command for Sabah/ Sarawak is to strengthen and enhance the effectiveness of maritime command of the fleet.

17 November 2018 - Pusat Latihan PASKAL

telah dirasmikan oleh Panglima Tentera Laut ke-16. Pusat Latihan PASKAL ini menyediakan

kemudahan pentadbiran Markas Pemerintahan

Pasukan Khas Laut dan pembelajaran praktikal melawan keganasan, taktik peperangan khas

tempur jarak dekat (Close Quarter Battle (CQB)), teknik penyusupan operasi udara serta latihan pendaratan untuk pesawat helikopter ATM sebagai persediaan pendaratan

sebenar di pelantar minyak. Fasilitas lain yang disediakan adalah seperti bangunan latihan untuk skuadron tempur, menara tempur (merangkumi bangunan CQB dan kolam latihan), parachute hanger, circuit training dan gimnasium.

PASKAL TRAINING CENTRE

17 November 2018 - PASKAL Training Centre was officially inaugrated by the 16th Chief of Navy. The training centre accomodates administrative facilitities for RMN Naval Special Forces HQ and provides practical training for anti-terrorism, Close Quarter Battle (CQB), air infiltration techniques and landing exercises on oilrigs for MAF’s helicopters. Other facilities include training buildings for combat squadrons, CQB building, swimming pool, parachute hanger, circuit training centre and gymnasium.

PANGKALAN TLDM SUNGAI LUNCHOO

31 Mac 2020 - Pangkalan TLDM Sungai Lunchoo yang mula dibina sejak 20 Disember 2016 telah siap sepenuhnya bagi menempatkan Markas Pemerintahan Pasukan Simpanan TLDM dan KD SRI MEDINI. Mk SIMPANAN bertanggungjawab terhadap 11 unit PSSTLDM, 11 sub unit Pasukan Latihan Pegawai Simpanan (PALAPES) universiti, 4 sub unit Pasukan Latihan Anggota Simpanan (PLAS) Politeknik dan Institut Kemahiran Malaysia. Pangkalan ini juga berfungsi sebagai garison wilayah selatan yang menyediakan keperluan kebajikan, keperluan sokongan dan keperluan logistik kepada anggota di Selatan Semenanjung.

31 March 2020 - Sungai Lunchoo Naval Base consists of the HQ Naval Reserve Command and KD SRI MEDINI was completed. The construction of the base which began since 20 December 2016 is responsible for 11 RMNNV units, 11 subunits of the Reserve Officers Training (PALAPES) for universities, 4 sub-units of the Staf Reserve Training (PLAS) for Polytechnics and Malaysian Institute of Skills. This base also serves as a southern regional garrison in providing welfare and logistics support to the Navy People in the Southern Peninsula.

PUSAT STRATEGI MARITIM DAN SEJARAH (PUSMAS) TLDM

27 April 2018 - Pusat Strategi Maritim dan Sejarah TLDM (PUSMAS TLDM) (RMN Sea Power Centre (RMN SPC) telah ditubuhkan. PUSMAS TLDM dibahagikan kepada lima jabatan iaitu Jabatan Hal Ehwal Maritim, Jabatan Sejarah Tentera Laut, Jabatan Doktrin Tentera Laut, Jabatan Tadbir Bantuan dan Jabatan Penerbitan.

30 Jun 2020 - Projek naik taraf ini diselia oleh Jabatan Kerja

Raya (JKR) Perak bermula pada Disember 2016. Konsep reka bentuk adalah berasaskan seni bina Alam Melayu atau Melayu Nusantara dengan bumbung masjid adalah bertingkat atau berbentuk Meru. Hiasan dalaman termasuk menara diterapkan dengan ukiran dan elemen melayu.

Skop naik taraf utama adalah pembesaran ruangan melibatkan kiri dan kanan masjid serta dijadikan 2 tingkat yang mampu menampung pertambahan jemaah daripada 3,000 kepada 3,500. Selain itu, kemudahan lain yang dinaik taraf adalah bilik bacaan, bilik kuliah, bilik mesyuarat, stor, bilik jenazah, balai lintang (ruang jamuan), tandas lelaki dan tandas wanita termasuk tempat wuduk dan menara.

AN-NUR MOSQUE, LUMUT NAVAL BASE

30 June 2020 - The upgrading project was supervised by the Public Works Department (PWD) which began in December 2016. The design was based on the architecture of the Malay Archipelago with terraced roof shape in Meru. The interior decoration includes a tower applied with Malay carvings.

The main scope of the upgrades were the expansion on the left and right side of the mosque with additional two floors to accommodate 3,500 congregation. Other facilities upgraded were the reading rooms, lecture hall, meeting room, store, mortuary, dining room, restrooms, wash area and tower.

REPOWERING KD GANAS & KD BAUNG

Repowering KD GANAS dan KD BAUNG bertujuan mengatasi isu keusangan kapal serta memberi penjimatan dari segi kos yang dilaksanakan mulai 2018 hingga 2019.

kajian oseanografi. Kapal telah melaksanakan

pelayaran sejauh 120,501.77 batu nautika yang

bersamaan kurang lebih 6 kali mengelilingi

dunia. Sebanyak 146 Arahan Hidrografi telah

berjaya dilaksanakan yang merangkumi

keluasan pengukuran seluas 48,279.91 km

persegi meliputi perairan Semenanjung

Malaysia dan Sabah/Sarawak. Sebanyak 51 carta nautika dan 52 sel carta panduarah elektronik telah diterbitkan hasil daripada data pengukuran oleh KD MUTIARA.

22 Disember 2016 - Kapal Tunda Diraja (KTD)

KEPAH telah mengakhiri perkhidmatannya di Tambatan Pangkalan Markas Wilayah Laut 2 setelah 36 tahun menabur bakti bersama TLDM.

KTD KEPAH berkeluasan 35 meter panjang dan 8 meter lebar, berfungsi memberikan bekalan air dan minyak kepada kapal-kapal yang sedang menjalankan operasi di sekitar perairan Sabah.

KTD KEPAH pernah terlibat di dalam beberapa operasi utama di Sabah antaranya Ops Pasir Laut dan Ops Atria di Gugusan Semarang

22 December 2016 - Kapal Tunda Diraja (KTD)

KEPAH ended her 36 years of contribution with the RMN at the Naval Base Kota Kinabalu, Naval Region 2. KTD KEPAH, which is 35 meters in length and 8 meters in breadth, provided water and fuel to vessels operating in Sabah waters. KTD KEPAH has also been involved in several important operations in Sabah including Ops PASIR LAUT and Ops ATRIA at the Gugusan Semarang Peninjau. A total of 27 Commanding Officers have commanded KTD KEPAH.

17 November 2018 - Dua pegawai dan empat anggota Lain-lain Pangkat (LLP) PSSTLDM mencipta sejarah apabila menjadi anggota pasukan simpanan pertama yang berjaya menamatkan Kursus Asas Komando (PASKAL). Majlis penganugerahan beret ungu telah disempurnakan oleh Panglima Tentera Laut ke-16.

FUTURE GENERATION 2030 (FG30)

PSSTLDM telah berjaya membangunkan aplikasi FG30 yang membantu dalam pengurusan anggota PSSTLDM dan latihan secara komprehensif atas talian. Terdapat empat aplikasi utama iaitu Learning & Information for Naval Reservist (LINaR), Onboard Training Program (OTP), Reservist Support Program (RSP) dan Digital Biometric Attendance System (D-BAS).

FUTURE GENERATION 2030 (FG30)

RMNVR successfully developed the FG30 application which helps in the management of RMNVR personnel and comprehensive online training. There are four main applications namely Learning & Navigation Reservist (LINaR), Onboard Training Program (OTP), Reservist Support Program (RSP) and Digital Biometric Attendance System (D-BAS).

18 Disember 2019 - Laksamana Pertama Rohana binti Jupri merupakan pegawai wanita pertama di dalam TLDM yang menyandang pangkat

Laksamana Pertama. Memasuki TLDM pada 20 Disember 1984 melalui Pengambilan Wanita ke-3, beliau telah ditauliahkan sebagai Pegawai TLDM Cawangan Bekalan pada 6 Disember 1986.

From 2015 to 2019 one female officer (2017) and 34 Other Ranks were deployed in the UN mission to Lebanon. Their duties and responsibilities in the Peace Mission in addition to carrying out MALBATT contingent administration duties include patrol duties and carrying out Civil-Military Cooperation (CIMIC) activities with the local population.

Bab ini memaparkan pelan jangka panjang TLDM yang merangkumi pembelian aset-aset, pembangunan inf rastruktur dan teknologi pertahanan maritim yang baharu. Matlamat utama membangunkan sebuah angkatan laut yang seimbang dan kredibel adalah untuk mendukung Dasar Pertahanan Negara dalam aspek cegah rintang dan juga untuk memperkukuhkan ketahanan.

This chapter presents the TLDM’s long-term plan which includes the purchase of assets, new maritime defense technology and infrastructure development. The main goal of developing a balanced and credible navy is to support the National Defense Policy in terms of deterrence and also to strengthen resilience.

PROGRAM TRANSFORMASI #15TO5 TLDM

27 November 2018 – Program Transformasi TLDM #15to5 telah dilancarkan secara rasmi. Dokumen Strategik TLDM ini membayangkan transformasi Armada semasa yang akan mengurangkan 15 kelas kapal sedia ada kepada hanya 5 kelas kapal ‘fit for purpose’.

RMN #15TO5 TRANSFORMATION PROGRAMME

27 November 2018 – RMN #15to5 Transformation Programme was formally launched. This RMN’s Strategic Document envisage a transformation of the present fleet which entails reducing the existing 15 classes of ships to just 5 classes. The desired end state is the 5 classes of ships or ‘fit for purpose’ vessels.

4 Mac 2021 - TLDM melakar sejarah apabila berjaya melancarkan Skuadron 601 iaitu Skuadron

Sistem Pesawat Tanpa Pemandu (UAS) di Stesen Udara TLDM. UAS ScanEagle adalah pesawat yang dibekalkan oleh Amerika Syarikat kepada Malaysia melalui Program Inisiatif Keselamatan Maritim (MSI) pada 6 Mei 2020 yang terdiri daripada enam pesawat, dua launcher, dua skyhook dan tiga stesen kawalan darat (ground control station).

Pengoperasian UAS akan memberi kelebihan kepada TLDM dalam aspek intelligence, surveillance, reconnaissance (ISR) di seluruh perairan negara selain meningkatkan Maritime Domain Awareness (MDA) semasa.

RMN successfully established Squadron 601, the Unmanned Aircraft System (UAS) at the RMN Air Station. UAS ScanEagle is the unmanned aerial aircraft supplied by the United States to Malaysia through the Maritime Security Initiative (MSI) program and was first delivered on 6 Mei 2020consisting of six aircraft, two launchers, two skyhooks and three ground control station.

The operation of UAS will give the RMN an advantages in terms of intelligence, surveillance, reconnaissance (ISR) within the nation’s waters as well as increases the current Maritime Domain Awareness (MDA).
