Organizatorilor de Jocuri de Noroc la Distanţă (AOJND) despre situaţia creată pentru că această ramură a industriei de gambling din România a fost afectată foarte mult, pentru că pe lângă suprataxarea, care a fost resimţită de toată lumea – afaceri landbased sau online – în această zonă operatorii au acuzat o lipsă de transparenţă din partea autorităţilor şi au simţit o discriminare la adresa business-urilor lor, mai ales că domeniul s-a considerat permanent un partener de dialog al Guvernului. Anul acesta Guvernul României a decis o suprataxare a industriei jocurilor de noroc, atât landbased cât ºi online, atât pentru operatori, cât ºi pentru jucãtori. Cum va afecta industria jocurilor de noroc online pe termen mediu ºi lung aceste majorãri de taxe supradimensionate?

Noi am identificat douã mari probleme în ceea ce priveºte aceastã majorare, dincolo de partea de creºterea în sine. În primul rând, este vorba despre lipsa de transparenþã a autoritãþilor. Acesta a fost unul dintre aspectele profund dezamãgitoare, în condiþiile în care industria de gambling online ºi-a manifestat în mod constant disponibilitatea pentru dialog, pentru negociere ºi gãsirea de soluþii care sã fie acceptabile pentru toate pãrþile. Noi ne-am considerat permanent un partener de dialog al Guvernului, de aceea am fost cu adevãrat surprinºi de decizia autoritãþilor de a modifica sistemul de taxare a domeniului fãrã consultãri prealabile ºi fãrã a lãsa un timp de negociere, de reflecþie. Înþelegem nevoia Guvernului de a gãsi surse de finanþare, mai ales într-un context dificil, dar soluþia nu o reprezintã adoptarea de decizii peste noapte ºi fãrã o fundamentare teoreticã ºi practicã.

NOI NE-AM CONSIDERAT PERMANENT UN PARTENER DE DIALOG AL GUVERNULUI, DE ACEEA AM FOST CU ADEVÃRAT SURPRINªI DE DECIZIA AUTORITÃÞILOR DE A MODIFICA SISTEMUL DE TAXARE A DOMENIULUI FÃRÃ CONSULTÃRI PREALABILE ªI FÃRÃ A LÃSA UN TIMP DE NEGOCIERE, DE REFLECÞIE. WE HAVE ALWAYS CONSIDERED OURSELVES TO BE A DIALOGUE PARTNER OF THE GOVERNMENT, WHICH IS WHY WE WERE REALLY SURPRISED BY THE DECISION OF THE AUTHORITIES TO CHANGE THE TAXATION SYSTEM OF THE SECTOR WITHOUT PRIOR CONSULTATION AND WITHOUT GIVING TIME FOR NEGOTIATION AND REFLECTION.

În al doilea rând, simþim o discriminare la adresa operatorilor din zona de gambling online. Ne surprinde aceastã atitudine, cu atît mai mult cu cât, prin transparenþa ºi mecanismele specifice zonei de online, aceastã industrie asigurã trasabilitatea veniturilor, transparenþa jocului ºi a plãþilor, un cadru clar monitorizat ºi reglementat, care poate fi mult mai corect ºi mai uºor gestionat.

Un alt aspect pe care aº vrea sã îl subliniez este cã deseori am auzit ca argument – sau, mai degrabã, ca reproº – cã în online nu sunt societãþi româneºti. Este un argument fals ºi cred cã nepermis pentru o þarã europeanã, pentru o þarã care s-a dezvoltat în ultimii ani mai ales pe baza fondurilor europene. Revenind la problema taxãrii, abordarea Guvernului a fost profund incorectã ºi ne vom consulta cu operatorii în vederea sesizãrii Comisiei Europene. Nu putem sã acceptãm taxe diferenþiate pe tipul de operator pentru aceleaºi produse.

Existã discuþii în acest moment cu factorul decizional politic din România pentru modificãri de legislaþie care þin de anumite îngrãdiri a operatorilor de gambling online în a-ºi publicita imaginea pe tv ºi în online. Cum ar afecta o astfel de legislaþie restrictivã mediul de business din domeniul pe care-l reprezentaþi?

La nivelul AOJND a fost discutat subiectul ºi existã o opinie a industriei foarte clarã care, pentru a sumariza, considerã nefundamentate modificãrile. Ne dorim ca acest punct de vedere al industriei de gambling online sã fie adus în atenþia comisiilor parlamentare de specialitate ºi sã fie luat în calcul. We thought it appropriate to find out what is the point of view of the professional association representing the online gambling industry - the Association of Remote Gambling Organizers (AOJND) about the situation created given that this branch of the gambling industry in Romania has been greatly affected. That’s because, in addition to the over taxation, which was felt by everyone - landbased or online business -, in this area, operators have accused a lack of transparency from the authorities and felt a discrimination against their business, especially since the field has always considered itself a dialogue partner of the Government. We invite you to read an interview with Mrs. Odeta Nestor - President of the Association of Remote Gambling Organizers (AOJND) to get a more detailed understanding of how online gambling in our country is trying to reflect on what happened this summer and make the best decisions for the future, so that business in this area can maintain the vitality and growth of previous years, despite political and economic pressures.

Nestor, President of AOJND:

This year, the Romanian Government decided a surcharge on the gambling industry, both land-based and online, for both operators and players. How will these overblown tax increases affect the online gambling industry in the medium and long term?

We have identified two big problems with this increase, beyond the increase itself. Firstly, it is the lack of transparency of the authorities. This was one of the deeply disappointing aspects, as the online gambling industry has consistently shown its willingness to dialogue, negotiate and find solutions that are acceptable to all parties. We have always considered ourselves to be a dialogue partner of the Government, which is why we were really surprised by the decision of the authorities to change the taxation system of the sector without prior consultation and without giving time for negotiation and reflection. We understand the Government’s need to find sources of funding, especially in a difficult context, but the solution is not to take decisions overnight and without a theoretical and practical basis.

Secondly, we feel there is discrimination against online gambling operators. We are surprised by this attitude, all the more so because, through the transparency and mechanisms specific to the online area, this industry ensures the traceability of revenues, the transparency of the game and payments, a clearly monitored and regulated framework that can be more correctly and easily managed.

Another point I would like to make is that I have often heard as an argument - or

rather as a reproach - that there are no Romanian companies online. It is a false argument and I think it is not acceptable for a European country, for a country that has developed in recent years mainly on the basis of European funds. Returning to the issue of charging, the Government’s approach was deeply flawed and we will consult with operators in order to refer the matter to the European Commission. We cannot accept differentiated charges per type of operator for the same products.

There are discussions at the moment with the political decision-maker in Romania for legislative changes regarding certain restrictions on online gambling operators to advertise their image on TV and online. How would such restrictive legislation affect the business environment in the field you represent?

The subject has been discussed at AOJND level and there is a very clear industry opinion that, to summarize, considers the changes unfounded. We want this point of view of the online gambling industry to be brought to the attention of the relevant parliamentary committees and taken into account. We will take part with all openness and with all legal arguments in the debate on the new changes adopted by the government unfounded in our opinion.

Please tell us what are the amounts that online gambling operators licensed in our country pay to the state budget? What are the other figures that can create a complete picture of the online gambling industry in Romania?

„Unfounded changes in taxation disadvantage both the operators and the authorities”

adoptate de guvern nefundamentat în opinia noastrã. Vã rugãm sã ne spuneþi care sunt sumele pe care, operatorii de online gambling licenþiaþi în þara noastrã, le plãtesc la bugetul statului? Care sunt celelalte cifre care pot creiona o imagine completã a industriei de gambling online din România?

Conform raportului de activitate al ONJN pentru 2021, totalul taxelor aferente jocurilor de noroc la distanþã pentru anul trecut a fost de peste 1 milard de lei. Acestei sume i se adaugã taxele licenþelor cl II precum ºi taxele pe profit ºi impozitul pe salarii pentru angajaþi ºi servicii conexe. Aºadar, vorbim despre o sumã considerabilã care cred cã este un argument suficient pentru a înþelege cã sunt o parte importantã a industriei de gambling ºi cu o contribuþie semnificativã la bugetul de stat. Pe lângã creºterea taxelor, cu ce alte probleme se confruntã operatorii de jocuri de noroc online din þara noastrã? În primul rând, dupã episodul majorãrilor din aceastã varã – intervenite intempestiv ºi adoptate fãrã o consultare realã cu industria – încrederea în autoritãþi a fost zdruncinatã. Privind retrospectiv, aº spune cã nu neapãrat majorarea în sine a fost principalul aspect negativ, cât mai degrabã mesajul transmis cãtre operatori. Pentru a investi, pentru a construi afaceri pe termen lung este nevoie de transparenþã ºi predictibilitate, or tocmai aceste douã elemente le-au lipsit autoritãþilor. În aceste condiþii, operatorii se vor simþi descurajaþi ºi vor avea ezitãri sã mai vinã sau sã îºi mai dezvolte afacerile deja existente în România. Tot mai des se discutã în ultima vreme în lume despre “safe gambling”, iar în România este reluatã periodic discuþia legatã de ludomanie mai ales în notã politicã, la ce sã ne aºteptãm în urmãtorii ani din aceastã perspectivã? Este pregãtitã suficient industria de jocuri de noroc online pentru a implementa mãsuri mai aplicate privind “cunoaºterea clientelei”, “autoexcludere” sau “safe gambling”? În ceea ce priveºte zona de “safe gambling”, am spus în repetate rânduri cã segmentul online este cel mai bine poziþionat pentru a asigura un cadru de joc responsabil.

Operatorii din online sunt cei care au fãcut cele mai importante investiþii ºi au aplicat sisteme tehnice de încurajare a jocului responsabil (folosind inteligenþã artificialã, platformele online exclud de la joc minorii ºi acei jucãtori cu tipare de comportament suspect). În plus, sistemul online permite o înregistrare corectã a veniturilor, aºadar este o zonã care exclude evaziunea fiscalã. În România, potrivit estimãrilor H2GC aproximativ 90% (89%) din totalul jocurilor online se desfãºoarã pe site-uri licenþiate în România (n.r.- channeling rate), ceea ce reprezintã un succes la nivel european. Aºadar, în sistemul actual nu existã aceastã tendinþã, dar în cazul unei schimbãri legislative de genul celei discutate, cu siguranþã vom discuta despre un astfel de fenomen. Din rapoartele de activitate ale ONJN rezultã o colectare de 99% a taxelor din jocuri de noroc ceea ce reflectã gradul de conformare.

De ce conducerea ONJN nu a mai convocat în ultimii ani Consiliul Consultativ, pentru a discuta cu operatorii în cadru legal? Se poartã discuþiile în privat?

Este o întrebare pe care mi-o pun de multã vreme. Sigur, în absenþa unui dialog real cu conducerile succesive de la ONJN, întrebarea rãmâne una retoricã ºi pot doar sã presupun cã este un alt mod în care se manifestã lipsa de profesionalism ºi lipsa de interes faþã de problemele reale ale industriei de gambling ºi de interesele legitime ale acesteia. Este o manifestare pe care am mai întâlnit-o ºi în alte contexte din partea ONJN.

OPERATORII DIN ONLINE SUNT CEI CARE AU FÃCUT CELE MAI IMPORTANTE INVESTIÞII ªI AU APLICAT SISTEME TEHNICE DE ÎNCURAJARE A JOCULUI RESPONSABIL (FOLOSIND INTELIGENÞÃ ARTIFICIALÃ, PLATFORMELE ONLINE EXCLUD DE LA JOC MINORII ªI ACEI JUCÃTORI CU TIPARE DE COMPORTAMENT SUSPECT). ÎN PLUS, SISTEMUL ONLINE PERMITE O ÎNREGISTRARE CORECTÃ A VENITURILOR, AªADAR ESTE O ZONÃ CARE EXCLUDE EVAZIUNEA FISCALÃ. ONLINE OPERATORS ARE THE ONES WHO HAVE MADE THE BIGGEST INVESTMENTS AND APPLIED TECHNICAL SYSTEMS TO ENCOURAGE RESPONSIBLE GAMBLING (USING ARTIFICIAL INTELLIGENCE, ONLINE PLATFORMS EXCLUDE MINORS AND PLAYERS WITH SUSPICIOUS BEHAVIOUR PATTERNS FROM THE GAME). IN ADDITION, THE ONLINE SYSTEM ALLOWS FOR CORRECT RECORDING OF INCOME, SO IT IS AN AREA THAT EXCLUDES TAX EVASION.

According to the ONJN’s activity report for 2021, total remote gambling fees for last year were over 1 billion RON.

To this amount must be added the Class II license fees as well as the corporate income tax and payroll tax for employees and related services.

So, we are talking about a considerable amount which I think is a sufficient argument to understand that they are an important part of the gambling industry and with a significant contribution to the state budget. Besides the increase in taxes, what other problems are online gambling operators facing in our country?

First of all, after this summer’s episode of untimely increases - adopted without any real consultation with the industry - confidence in the authorities has been shaken. Looking back, I would say that it was not necessarily the increase itself that was the main negative aspect, but rather the message sent to operators. In order to invest, to build long-term business, transparency and predictability are needed, and authorities did not meet these two requirements.

Under these conditions, operators will feel discouraged and will be hesitant to come or develop their existing business in Romania.

Lately there is more and more talk in the world about „safe gambling”, and in Romania the discussion related to the gambling addiction is periodically resumed, especially in a political note. What can we expect in the coming years from this perspective? Is the online gambling industry sufficiently prepared to implement more enforced „know your customer”, „self-exclusion” or „safe gambling” measures?

As far as the „safe gambling” area is concerned, we have repeatedly said that the online segment is best positioned to ensure a responsible gambling environment.

Online operators are the ones who have made the biggest investments and applied technical systems to encourage responsible gambling (using artificial intelligence, online platforms exclude minors and players with suspicious behaviour patterns from the game). In addition, the online system allows for correct recording of income, so it is an area that excludes tax evasion.

In Romania, according to H2GC estimates, approximately 90% (89%) of all online games are played on sites licensed in Romania (channeling rate), which represents a success at European level. So, there is no such trend in the current system, but in the event of a legislative change like the one discussed, we will certainly discuss such a phenomenon. The activity reports of the ONJN show a 99% collection of gambling taxes which reflects the degree of compliance.

Why has the management of the ONJN not convened the Advisory Council in recent years to discuss with operators within a legal framework? Are the discussions held in private?

It’s a question I’ve been asking myself for a long time. Of course, in the absence of a real dialogue with the successive managements of the ONJN, the question remains a rhetorical one and I can only assume that it is another way of showing lack of professionalism and lack of interest in the real problems of the gambling industry and its legitimate interests. It is a manifestation that we have encountered in other contexts from the ONJN.

De altfel, o parte semnificativã a evenimentelor organizate în acest an sub egida Sãptãmânii Europene a Jocului Responsabil se vor axa în principal pe schimbul de experienþã între operatori ºi autoritãþi.

“Estefoarteimportantsãdiscutãmînmoddeschis,sã punem laolaltã cunoºtinþele ºi experienþa, pentru a avea o imagine clarã asupra subiectului. De fapt,

discutãm despre douã aspecte esenþiale. Pe de-o parte, este dorinþa de a juca în mod liber, de a avea experienþe complexe ºi plãcute, necenzurateelement important pentru dezvoltarea unei afaceri de succes. Pe de altã parte, este nevoia de a garanta siguranþaacestuicadruîncareconsumatorul,fãrãa iseîncãlcavreundreptsaulibertate,sepoatebucura de o experienþã de joc plãcutã. Este un echilibru foarte delicat între aceste douã aspecte”, a mai spus Odeta Nestor.

România se numãrã printre þãrile cu cea mai avansatã legislaþie în gambling ºi care ºi-au consolidat regulile de protecþie a consumatorilor pe segmentul jocurilor de noroc online, aratã o analizã recentã a sistemelor legislative din statele membre UE, realizatã anul trecut la comanda European Gaming and Beting Association (EGBA).

Totuºi, atrage atenþia Odeta Nestor, evenimentele produse în ultimul an mai ales pe partea de taxare au schimbat dinamica relaþiilor dintre autoritãþi ºi operatorii de jocuri de noroc iar acest lucru ar putea avea consecinþe serioase inclusiv în zona de siguranþã a jocului. “Este discutabil în ce mãsurã businessurile mai au puterea sã investeascã

AOJND participates in the series of events organized on the occasion of the second edition of the European Safer Gambling Week 2022 from 17-23 October 2022.

Taking place under the EGBA (European Gambling and Betting Association) umbrella, the European Responsible Gambling Week hosts a series of events aimed at bringing to the attention of consumers, operators and authorities the latest information on responsible gambling and the mechanisms and tools to ensure player safety in the online segment.

“When it comes to Romania, things are quite complicated because, despite the fact that the legislation has consistent provisions regarding the safety of the game, in practice, there is no serious and real commitment from the authorities in this direction. Romania is among the countries with the most advanced gambling legislation and which have strengthened their consumer protection rules in

the online gambling segment, according to a recent analysis of legislative systems in EU Member States, carried out last year on behalf of the European Gaming and Betting Association (EGBA).

However, Odeta Nestor points out, the events of the last year, especially on the taxation side, have changed the dynamics of the relationship between the authorities and gambling operators and this could have serious consequences, including in the area of gambling safety. „Itisquestionableto what extent businesses still have the power to invest further when the state has spoiled them by imposing harsh and non-transparent taxes. What does the collaboration with Merkur Gaming mean to you and the fact that it will soon be 10 years old?

Being a niche field compared to the IT industry in which I have been permanently active and coming completely from outside gaming, I admit that it was a challenge to position the company among the trusted solutions, given the very strong competition that was present long before us in the field.

The fact that we started by developing a product whose specifications and needs were very clearly established and tracked with the help of Hannelore created a solid foundation for the rest of the solutions that followed, which were more complex and had a broader industry-wide impact.

How would you describe the experience of entering the gaming industry with a solution as complex as monitoring from outside the industry?

Certainly, the experience of competition in the operational environment worked against us in the beginning, but gradually a large number of operators have also identified the benefits of having confidence in monitoring their business with a solution that has no other stakes in the field of gambling, which admittedly can sometimes lead to various forms of conflict of interest.

Analytics and AI that will bring multiple benefits to our customers. Given the imminent entry into force of new technical standards that will qualify both the security and traceability of data and the reliability of connectivity solutions in Romania, I believe that we will be among the few Romanian manufacturers that will be able to offer reliable services in the coming years.

În 2022 am împlinit 11 ani de prezenþã în România de la momentul în care am preluat distribuþia produselor Merkur Gaming în România ºi pot spune cã am intrat în cel mai incitant sezon al acestei afaceri, odatã cu ediþia a 14-a a expoziþiei EAE. Marcãm momentul în care putem spune cã am atins un nivel al performanþei jocurilor dezvoltate în ultimii ani pentru aceastã piaþã de la care putem þinti o creºtere susþinutã a cotei de piaþã în urmãtorii ani. Bineînþeles, nu am fi putut ajunge aici fãrã suportul ºi efortul susþinut al echipei R&D din Germania ºi conducerii grupului Gauselmann, care au fost alãturi de noi ºi la aceastã ediþie, în Bucureºti. How was the 14th Entertainment Arena Expo gambling fair for Merkur Gaming?

In 2022 we celebrated 11 years of presence in Romania since we took over the distribution of Merkur Gaming products in Romania and I can say that we entered the most exciting season of this business with the 14th edition of the EAE fair. We are at a point where we can say that we have reached a level of game performance developed in recent years for this market from which we can target a sustained increase in market share in the coming years. Of course, we couldn’t have got here without the support and sustained effort of the R&D team in Germany and the management of the Gauselmann Group, who were also with us at this edition in Bucharest. It has not been an easy road, but there are some interesting years ahead in which Merkur Gaming is preparing some new initiatives for Romanian operators and players, which we believe will bring the expected success. Which slot machine is the top of the Merkur slot machine portfolio this year? What are the things that define it as a top slot machine? Why should operators have it in their game rooms?

This year we also bet on the launch of new games developed for the Romanian market, including a new roulette game, thus reaching a complete portfolio of 3 mixes of 48 games. I have known Tiberiu for 20 years, during which time he has launched several successful solutions on the IT market, drawing on over 30 years of experience in the area of solutions that collect data from various production environments. Although gambling was a completely new field for him and his team, he successfully responded to my request to launch a product in the form of the Mystery Jackpot, which has been adding value to Merkur machines for 9 years in Romania. “Control is key to building momentum”

What is a “digital ecosystem,” and how can it help an established corporation make money and an entrepreneur receive the investment they need without losing control over the startup?

A digital ecosystem is a platform with network effects. Famous examples include the Apple App Store or the Amazon Webservices (AWS) Marketplace. A digital ecosystem starts with a platform (e.g., the iPhone). External developers then build on that platform (e.g., iPhone apps). Due to features built by external developers, a digital ecosystem develops network effects that increase revenue for its company in three ways: (1) by attracting new customers with new features

(2) by retaining existing customers with new features

(3) by causing customers to refer others so they can share data on a common platform In building a digital ecosystem, fostering network effects is the hard part—that is getting customers and developers to join the platform, refer others, and stay. My book, Innovation Casino, presents a unique corporate venture capital strategy to jumpstart network effects. The strategy is for a large company to fund thousands of developers to build features on its platform. Such an investment model can offer entrepreneurs autonomy, a benefit angel investors and VCs rarely provide.

US venture data going back to the late 1970s show it is common to make big bets in only a few companies. In fact, six in 10 venture capital (VC) funds over the last 45 years have invested in 20

startups or less. Contrarily, Innovation Casino proposes a corporate investor make 100X more bets than VC, using policies that require startups to build features on its platform for specific customer segments. With such policies, a corporate investor does not need additional control over the startups it funds. Here is what a corporate investor does need: a good buy in price. I think this could be setting up a new trade in startup investing. Entrepreneurs get autonomy and investors get a better deal.

In your book, Innovation Casino, why do you compare your strategy with a casino (“the house”) and today’s venture capital with “the players?” How can your strategy help the entrepreneurs too?

As you know, Innovation Casino is not a real casino but a metaphor for the odds of generating returns from investments in innovation. I coined the metaphor after studying how venture capital is done today. Venture funds, including many corporate funds, make large bets in often less than 20 companies. By concentrating their bets, venture capitalists operate like “players” in a casino. Plays can win big, but few do.

Corporate venture capital has what independent venture funds lack—a parent company. Being attached to a parent company, a corporate venture capital fund can play like the “house,” making lots of small bets on companies that contribute to its digital ecosystem. I spent five years modeling how corporate venture capital can break even by making 2,000 such investments. Breaking even is nice, but the real value of such investments is their contribution to network effects. Network effects are how digital platforms generate meaningful growth. (e.g., Facebook, Apple, Amazon, and Google largely owe their successes to network effects.)

While corporate investors should care about network effects, entrepreneurs should care about retaining control. Control is key to building momentum. As an entrepreneur, I learned that disagreements with investors who have too much control can sap your momentum and kill

Is it a good investment to invest in a gambling operation?

I don’t know. In the US, gambling is heavily regulated. So, I have not been exposed to the gaming industry except for the occasional trip to Las Vegas.

You invented the term “ecosystem innovation fund” (EIF). Please, explain what this concept is.

The term “ecosystem innovation fund” describes the combination of three ideas I shared earlier in this interview:

(1) A corporate venture fund makes 2,000 bets on startups in its digital ecosystem.

(2) Investments are designed to break even with gains coming from overall the success of the digital ecosystem.

(3) Startups build features for specific customer segments with the purpose of fostering network effects in the digital ecosystem.

Said another way, an ecosystem innovation fund, or EIF, is a seed fund for startups. I imagine EIFs as a hybrid of corporate venture capital and the US government’s Small Business Innovation Research grant program, or SBIR.

EIFs combine the best from both models to create a new vehicle for large companies to invest in innovation in their digital ecosystems. The closest examples to an EIF today are corporate venture capital funds, such as Salesforce Ventures, Google Ventures, Microsoft Ventures, and the Amazon Alexa Fund—all of which prefer to fund startups that build on their platforms. Here is where the EIF model differs: EIFs are for investing small amounts of money in more companies than venture capital.

În primul rând, în cadrul programului veteran „Joc Responsabil”, a început sã funcþioneze Call Center-ul introdus la sfârºitul anului trecut - este vorba despre o colaborare pe care o avem cu compania Euroanswear - prin intermediul cãruia, respectând, desigur, normele RGDP, avem acces la multe date relevante despre beneficiarii noºtri. În ceea ce priveºte programul „Consiliere online 24/7”, avem o uºoarã creºtere faþã de anul 2021, în sensul cã numãrul de apeluri din primele opt luni ale acestui an a depãºit numãrul total de apeluri pe întregul an 2021, semn cã programul a devenit cunoscut ºi cã este un instrument care oferã un suport real celor care poate au anumite nelãmuriri, vor sã afle mai multe informaþii sau vor sã primeascã ajutor de specialitate. So far, in terms of programmes, 2022 has been a year of consolidation, growth and newness. First of all, within the framework of the veteran „Responsible Gambling” programme, the Call Centre introduced at the end of last year - this is a collaboration we have with the company Euroanswear - has started to operate, through which, respecting, of course, the GDPR rules, we have access to a lot of relevant data about our beneficiaries. As far as the „24/7 Online Advice” programme is concerned, we have a slight increase compared to 2021, in the sense that the number of calls in the first eight months of this year has exceeded the total number of calls for the whole of 2021, a sign that the programme has become known and that it is a tool that offers real support to those who perhaps have certain concerns, want to find out more information or want to receive expert help.

The „Trained when Coming of Age” education program continued in an online format, and towards the end of the 2021-2022 school year we reintroduced face-to-face meetings with high school students.

What is new in the activity of the Responsible Gambling Association this year? New things that have positively marked this year’s actions of the Association.

We have introduced a new programme: „Support groups”, in two versions: virtual support groups, based on the psychology of change with techniques from motivational interviewing and cognitive behavioural therapy and psychotherapy groups, based on the Minnesotan method. At the moment, we have three support groups for players and one support group for supporters, „friends and family”.

At the same time, the number of sponsors has increased. So, if two years ago we had three sponsors, now we have 14. This shows the industry’s appreciation of the Association’s work and, at the same time, a commitment of responsibility taken by the operators.

I recently attended the EASG 2022 Conference (European Association for the Study of Gambling), where more than 300 delegates were present and relevant topics were discussed in almost 80 presentations by operators, legislators, psychologists or researchers. From Eastern Europe, the

We discussed with the executive director of the Responsible Gambling Association about the evolution of the prevention and fight against gambling addiction programs that the Association runs, about the new developments in the activity of the organization this year, but also about the plans he has for the future.

În primele opt luni ale acestui an au apelat la TelVerde (Programul „Joc Responsabil”) aproape 1500 de persoane dintre care 355 pentru programare la terapie individualã. Programul „Consiliere online 24/7” a fost apelat de 3572 de persoane (cum spuneam mai devreme, am depãºit cele 3558 de solicitãri din întregul an 2021) ºi avem 80 de beneficiari înrolaþi în cele patru grupuri de suport virtual. Mesajele pe care le transmitem prin intermediul programului „Antrenat de Majorat” au ajuns la peste 2000 de liceeni din 37 de licee situate în 6 judeþe.

Iatã ºi un exemplu de corelare a programelor. Cu datele culese prin intermediul Call Center-ului putem ºti reºedinþa solicitantului. Dacã grupãm pe regiuni istorice ºi comparãm cu ponderea populaþiei vedem câteva discrepanþe: dacã avem 50% din solicitãri din Bucureºti, la o pondere în populaþia totalã de 11%, din judeþele din Moldova, care conþin 21% din populaþia þãrii, primeam la începutul anului doar 5% din solicitãri. Am continuat cu precãdere programul Antrenat de Majorat în aceastã regiune ºi dupã opt luni, am ajuns la o pondere de 7% din Moldova.

Care este mesajul pe care-l transmiteþi acelor operatori care încã ezitã sã susþinã activitatea ºi demersurile Asociaþiei Joc Responsabil în lupta sa cu adicþia faþã de jocurile de noroc în România?

Înainte de a rãspunde, vreau sã subliniez cã programele noastre sunt menite sã ajute societatea prin educarea publicului privind raportarea socialã corectã la jocurile de noroc ºi prin asigurarea unei stãri de bine ºi a sãnãtãþii mentale a clienþilor, având o contribuþie esenþialã la sustenabilitatea industriei. În ceea ce priveºte operatorii care ezitã sã ne susþinã, cred cã sunt grupaþi în câteva categorii. ªi fiecãrei categorii aº adresa un mesaj specific. Sunt operatori la care nu am ajuns încã la factorii de decizie. Pentru aceºtia suntem oricând disponibili pentru discuþii. Sunt operatori care nu considerã implicarea în sustenabilitate ca fiind relevantã: acestora le-aº sugera sã se întrebe de ce alþi operatori dedicã resurse umane ºi financiare acestei dimensiuni. Sunt operatori multinaþionali care sponsorizeazã în alte þãri programe similare, dar în România nu fac acelaºi lucru. Dacã aº fi responsabil de piaþa din România m-aº întreba de ce clienþilor din România nu oferim acelaºi suport ca în alte þãri. ªi mai sunt ºi operatori care abuzeazã prin utilizarea siglei nostre fãrã a avea acest drept. Sunt doar doi operatori în aceastã situaþie ºi „discut” cu ei de aproape un an. Pentru aceºtia, mesajul este cã acest interviu este ultimul în care evit menþionarea lor în mod public. Ce planuri de viitor existã pentru 2023? Ne gândim la programe noi în zona de prevenþie pentru adolescenþi ºi/sau instruirea angajaþilor operatorilor în zona noastrã de competenþã. Pe website-ul www. jocresponsabil.ro am creat deja un spaþiu pentru cei care doresc sã ni se alãture ºi sã se implice în proiectele de responsabilitate socialã pe care le derulãm. Sã nu uitãm cã adicþia va exista întotdeauna ºi nu putem s-o ignorãm, ci s-o recunoaºtem ºi s-o tratãm cu profesionalism. Din acest motiv nu vom renunþa vreodatã la programele actuale, la a le adapta permanent ºi, de asemenea, la a identifica noi programe de protecþie, prevenþie ºi combatere a dezvoltãrii de comportamente adictive.

We are proud to have had direct confirmation of the maturity and value of our programs during the UK Gambling Integrity audit of the Romanian Lottery (part of the process that resulted in the Romanian Lottery receiving the European Lotteries’ Responsible Gambling Alignment Certificate). What are the main statistics that can be used to describe the work of the Association this year?

In the first eight months of this year, almost 1,500 people called TelVerde („Responsible Gambling” programme), including 355 for individual therapy appointments. The „24/7 Online Counselling” programme has been called by 3572 people (as I said earlier, we have exceeded 3558 requests in the whole year 2021) and we have 80 beneficiaries enrolled in the four virtual support groups. The messages we deliver through the „Trained when Coming of Age” program have reached over 2000 high school students in 37 high schools in 6 counties.

Here’s an example of programme linkage. With the data collected through the Call Centre we can know the residence of the applicant. If we group them by historical regions and compare with the population share, we see some discrepancies: if we have 50% of the requests from Bucharest, with a share in the total population of 11%, from the counties of Moldova, which contain 21% of the country’s population, we received at the beginning of the year only 5% of requests. We have continued the Trained when Coming of Age programme in this region and after eight months, we have reached a 7% share of Moldova.

What is your message to those operators who still hesitate to support the activity and the steps of the Responsible Gambling Association in its fight against gambling addiction in Romania?

Before answering, I want to emphasize that our programs are designed to help society by educating the public on proper social reporting of gambling and ensuring the well-being and sanity of customers, making a vital contribution to the sustainability of the industry. As for the operators who are reluctant to support us, I think they fall into a few categories. And to each category I would address a specific message. There are operators we haven’t reached yet. For these we are always available for discussion. There are operators who do not consider involvement in sustainability as relevant: I would suggest that they ask themselves why other operators devote human and financial resources to this aspect. There are multinational operators who sponsor similar programmes in other countries, but they do not do the same in Romania. If I were in charge of the Romanian market, I would ask myself why we don’t offer the same support to Romanian customers as in other countries. And there are also operators who abuse by using our logo without having this right. There are only two operators in this situation and I have been „talking” with them for almost a year. For them, my message is that this interview is the last in which I avoid mentioning them publicly.

What are the future plans for 2023?

We are considering new programmes in the area of prevention for adolescents and/or training of operators’ employees in our area of competence. On the website www.jocresponsabil.ro we have already created a space for those who want to join us and get involved in our social responsibility projects. Let’s not forget that addiction will always exist and we cannot ignore it, but recognize it and treat it professionally. This is why we will never give up on our current programmes, on constantly adapting them and also on identifying new programmes to protect, prevent and combat the development of addictive behaviours.

Ne pregătim pariurile pentru CM din Qatar

A 22-a ediţie a celei mai importante competiţii fotbalistice internaţionale este şi primul turneu care va avea loc în Orientul Mijlociu, fiind organizat într-o ţară arabă majoritar musulmană. Se remarcă şi plasarea competiţie în pauza dintre cele două parţi ale sezonului, aşteptările de la fotbalişti fiind mult mai mari. Programat de la sfârºitul lunii Noiembrie pânã la jumãtatea lunii Decembrie, se întinde pe o perioadã de 28 de zile. Au fost numeroase acuzaþii de corupþie ºi multe critici la adresa organizatorilor fãrã soluþii ºi rezolvãri concrete ale situaþiilor descrise în presã.

Franþa este favorita grupei, iar Danemarca vizeazã calificarea de pe locul second. Cu Christian Eriksen refãcut ºi în formã, Danemarca poate emite mari pretenþii la acest turneu. Mulþi specialiºti le acordã credit nordicilor bazându-se pe evoluþiile excepþionale din calificãri ºi din meciurile amicale sau din Nations League (vezi victoria din 25 septembrie cu 2-0 contra Franþei). Australia ºi Tunisia joacã rolul outsiderelor care pot pune probleme, pot încurca dinamica aºteptatã a partidelor.

Grupa E: Spania, Germania, Japonia, Costa Rica

O grupã cu douã candidate la titlu, Spania ºi Germania fiind printre cele mai puternice echipe ale momentului. Cu Pedri ºi Gavi, jocul ibericilor a crescut enorm ºi se apropie de standardele atinse în trecut, când ajungeau campioni europeni ºi mondiali. Foarte posibil sã fie avantajate de duelul direct ºi sã se ”susþinã” contra celor din Japonia ºi Costa Rica. Germania este una dintre alegerile mele pentru câºtigarea titlului la CM din Qatar.

Grupa F: Belgia, Croaþia, Maroc, Canada

Belgia este favorita grupei secondatã de Croaþia care se poate mobiliza excelent la un turneu final. Paradoxul este cã generaþia de aur a belgienilor nu a câºtigat nimic iar echipa lui Zlatko Dalic este îmbãtrânitã. Totul depinde de cum se vor mobiliza jucãtorii ºi dacã vor putea depune efortul necesar la CM. Maroc ºi Canada par de umpluturã în economia grupei.

Grupa G: Brazilia, Elveþia, Serbia, Camerun

Grupa B: Anglia, SUA, Iran, Þara Galilor Englezii sunt favoriþi iar grupa este destul de interesantã. Duelul între americani ºi galezi pare atractiv ºi este greu de spus care echipã este mai valoroasã la aceastã orã. The odds of Las Vegas cannabis consumption lounges sprouting near the many casinos on the Strip and downtown were always good. But this week, city leaders made it official, rejecting a proposed motion to exclude the legal marijuana use businesses from the region.

During the November 2016 election, Nevada voters passed the “Regulation and Taxation of Marijuana Act” through a ballot question. The referendum’s passing legalized the purchase, possession, and consumption of cannabis for adults aged 21 and older. Nevada lawmakers last year passed a bill authorizing marijuana lounges. They cited a need to create a setting other than private residencies where the permitted consumption of legally purchased cannabis could be consumed.

Las Vegas Cannabis Consumption Lounges Cleared for Strip and City Proper

The Nevada Cannabis Compliance Board (CCB) governs the state’s cannabis industry and has since developed regulations and governing conditions to oversee licensed cannabis consumption lounges. The Nevada Cannabis Compliance Board in June finalized its marijuana lounge regulations. The board wrote to local cities, municipalities, and unincorporated towns earlier this year about the possibility of legal cannabis consumption lounges coming to their areas. That’s unless local leaders wished to opt out of the emerging sector.

During the Las Vegas City Council’s meeting on Wednesday evening, councilors voted 5-1 against Councilor Victoria Seaman’s effort to exclude the City of Las Vegas from being targeted for a cannabis consumption lounge. Seaman argued that it would be best first to allow such marijuana facilities to open elsewhere throughout the state before allowing them to come to Las Vegas. North Las Vegas, Henderson, Boulder City, and Mesquite are notable opt-outs. But Las Vegas and the area surrounding the Strip are fair game.

The CCB’s cannabis consumption regulations require that such lounges stay at least 1,500 feet from any state-licensed gaming establishment. Legal cannabis consumption cannot occur within a quarter-mile of any casino, gaming tavern, or sportsbook unless it’s inside a private residence.

Nevada casinos must adhere to all federal laws, and with cannabis remaining a Schedule 1 narcotic, the state’s licensed gaming establishments are required to steer clear of the cannabis industry.

Cannabis lounges are also prohibited within 1,000 feet of schools and 300 feet of community and government facilities, churches, and other places of worship. The CCB is allowed to issue up to 20 cannabis consumption lounge licenses statewide in the first year after determining the venues’ governing regulations.

Cazinourile din Marea Britanie revin în Asociația Europeană a Cazinourilor

În urmã cu doi ani, operatorii de jocuri de noroc land-based din Regatul Unit au trebuit sã iasã din Asociaþia Europeanã a Cazinourilor (ECA) ca parte a ieºirii þãrii din Uniunea Europeanã (UE). Acum, organizaþia de sprijinire a operatorilor de cazinouri ºi jocuri de noroc primeºte din nou în grup cazinourile britanice.

Brexitul a cauzat Regatului Unit o serie de probleme, dintre care unele sunt prezente ºi astãzi. A fost o tranziþie problematicã, care a dus la o inflaþie galopantã ºi la tulburãri politice. Cu toate acestea, încrederea în ieºirea din haos este ridicatã.

UK casinos return to European Casino Association after Brexit

Two years ago, UK land-based gambling operators had to leave the European Casino Association (ECA) as part of the country’s exit from the European Union (EU). Now, the organisation supporting casino and gambling operators is welcoming UK casinos back into the group.

Brexit caused the UK a number of problems, some of which are still present today. It has been a problematic transition, leading to rampant inflation and political unrest.
