At Rowan-Cabarrus, we are passionate about teaching and delivering excellent service to our students. Rowan-Cabarrus Community College, the eighth largest of 58 colleges in the North Carolina Community College System, is an academic and community-focused college committed to the advancement of student learning and workforce development.

RETIREMENT PLAN
All full-time employees participate in the North Carolina Teachers’ and State Employees’ Retirement System. State retirement is deducted at the rate of six percent; the state contribution varies dependent on market conditions. Contributions are tax sheltered for federal and state income tax purposes. Employees are vested after five years of creditable service. Annual benefit is based on 1.82 percent of average final compensation times the years of creditable service. The death benefit is equal to the highest 12 months’ salary in the previous 24 months but not less than $25,000 or more than $50,000 if the employee dies while in active service after one year of contributing service. HEALTH INSURANCE
All full-time employees are eligible to join the North Carolina State Health Plan, which offers two Preferred Provider Organization (PPO) plans. PPO plans offer the freedom of choice among in-network providers, lower out-of-pocket costs and a strong emphasis on preventive health. The State Health Plan offers two health plan options: the 80/20 Plan and the 70/30 plan. Both plans are administered by Aetna, but benefits are paid by the state. Both plans cover the same medical and pharmacy services. However, the member cost share varies by each plan and premium costs are subject to change annually.
Part-time regular employees are eligible to enroll in health insurance at their cost. Additional information is also available from the N.C. State Health Plan website at www.shpnc.org.

Employees may select coverage under any of these plans. All of these plans have been approved by the state of North Carolina for payroll deduction.
STATE SPONSORED 401(K) PROGRAM & 457(B)
DEFERRED COMPENSATION PLAN
The State of North Carolina sponsors a 401(k) plan which is available to all full-time and part-time teachers and state employees. The plan is administered by Empower. It has the principal characteristic of sheltering compensation from current income tax while deferring income tax on profits made under the plan until retirement. Rowan-Cabarrus employees also have the option of participating in a 457(b) Deferred Compensation Plan through TIAA. 457(b) plans are nonqualified, tax-deferred compensation plans that enable employees to set aside a portion of their salary on a before-tax basis. Contributions are made through payroll reduction, occur on a pre-tax basis and accumulate tax-deferred until withdrawn.
DISABILITY SALARY CONTINUATION PLAN
All full-time employees are automatically enrolled in the State Disability Salary Continuation Plan at no cost to the employee.
SHORT-TERM DISABILITY
Eligibility: One year of full-time employment as a participant in the N.C. Retirement System.
Waiting Period: 60 days
Benefit: 50 percent of monthly salary up to a maximum of $3,000 per month, for a period not longer than 365 days.
LONG-TERM DISABILITY
Eligibility: Five years of full-time employment as a participant in the NC Retirement system.
Waiting Period: Must have exhausted short-term disability Benefit: During first 36 months of disability, 65 percent of salary up to $3,000 per month. After 36 months, the benefit is reduced.
PROFESSIONAL LIABILITY INSURANCE
Professional liability insurance is mandatory for faculty in the Allied Health and Early Childhood Education programs if individuals are involved in clinical experiences.
ANNUAL LEAVE
Full-time administrative and support staff earn vacation leave at a rate of 10 hours per full month of service. Vacation may be accumulated to 240 hours. Unused vacation in excess of 240 hours will be converted to sick leave at the end of each fiscal year.
Full-time faculty follow the approved academic calendar for vacation.
BEREAVEMENT LEAVE
A full-time employee may be granted a maximum of three (3) days leave with pay when there is a death in the immediate family. Additional days may be charged to annual leave, sick leave or leave without pay.
FAMILY & MEDICAL LEAVE
Employees may request up to 12 weeks of unpaid leave per year under the provisions of the Family and Medical Leave Act (FMLA). Employees are eligible for FMLA if they have worked for at least 12 months and at least 1,250 hours over the past 12 months.
PAID PARENTAL LEAVE
Paid parental leave is granted for full-time employees by the qualifying event of becoming a parent by birth, adoption, foster care or other legal placement of a child. Eligible employees will receive up to eight weeks of paid leave to recover from the birth and to bond with and care for their child. Employees are eligible for leave if they have worked for at least 12 months and at least 1,040 hours over the past 12 months.
PERSONAL LEAVE
All full-time employees who have successfully completed at least 180 days are eligible for up to three days of personal leave during each year. Personal leave expires at the end of each fiscal year.
PERSONAL OBSERVANCE LEAVE
Personal observance leave provides up to eight hours of fully paid leave to full-time employees for a day of personal observance. This day of personal observance includes, but is not limited to, days of cultural or religious importance. The day used for personal observance leave does not have to be a day from the employee’s own religious or cultural background.
SICK LEAVE
Sick leave is earned by all full-time employees at a rate of eight hours per month for a total of 96 hours (12 days) per fiscal year. Unused sick leave accumulates indefinitely and is non-transferable to any other type of leave.
WORKER’S COMPENSATION
All employees are covered by Worker’s Compensation.
LEGAL DUTY
Employees who are subpoenaed for jury duty will be granted jury leave and receive regular pay from the College.
EAP (EMPLOYEE ASSISTANCE PROGRAM)
Full-time employees and their household members have access to extensive employee-focused services, on topics such as personal and professional development, work-life balance, wellness and counseling, free of charge through its EAP (Employee Assistance Program).
STATE EMPLOYEES’ CREDIT UNION
The North Carolina State Employees’ Credit Union is a cooperative savings and loan association providing a resource for savings and for credit. Employees are eligible to join the Credit Union at one of the many locations in our service area. See their website for details at www.ncsecu.org.
LONGEVITY PAY
Full-time employees receive longevity pay for aggregate qualifying service.
Years of Aggregate State Service Longevity Pay Rate 10-14 1.50 percent of salary 15-19 2.25 percent of salary 20-24 3.25 percent of salary 25+ 4.50 percent of salary
Longevity payments are paid during the anniversary month of employment.
