When did you move to Harmony? July 2009. What street to you live on? Schoolhouse Road. What do you love most about Harmony? We love to take long walks in Harmony. What are your kids’ favorite things about Harmony? Our daughter, Rachel, loves to hangout with her friends at the pool, community parks, and the Town Square. Russell Jr. enjoys taking our dog, Marley, on walks around the neighborhood. Where did you move from? St. Cloud. What is your background? I have over 33 years of law enforcement experience and currently serving as Sheriff of Osceola County. Scarlet’s previous employment was an Internal Auditor and Revenue Manager with the county and city government.

What is a good story about Harmony? We are one of the several families that did the “Harmony Shuffle.” We sold our previous house in Harmony on Schoolhouse Road that we lived in for over nine years and bought our current home in Harmony on Schoolhouse Road. We couldn’t imagine living anywhere else but Harmony! What is unusual or unique about Harmony, in comparison to your previous home? Harmony is a beautiful community filled with lots of different activities and scenery for our family to enjoy, such as the Farmers’ Market, nature trails, boating, wild life, and community events. What is your favorite weekend activity? Our favorite weekend activity is to relax at home, whether it be on our front porch or back patio, firing up the smoker with friends and family. Are there any recommendations for other neighbors? We recommend everyone take advantage of what our community has to offer to the Harmony residents, such as the bike trails, swimming pools, playgrounds, nature walking trails, the community boat, golf course, and our restaurant. There are so many things to do without having to leave this beautiful sanctuary we call Harmony! Do you do any charity or non-profit work? I am a volunteer with the Osceola County Meals on Wheels Program.

Do you have a cause or business that you would like to promote? It is an honor to serve as your Osceola County Sheriff and I am currently seeking re-election. I would appreciate the support of my Harmony neighbors, so we can continue to keep Harmony a beautiful community to live, a safe place for our children to attend school, and to raise our families. We love to take our 1966 Ford Mustang out for weekend drives and smoke BBQ on the weekends with family and friends.

What is your favorite TV Show? I love watching boxing, Motor Trend to watch muscle cars being rebuilt, BBQ shows on Destination America, and the Food Network. Who is your role model and why? My role model is Pastor John Musgrave. Pastor John mentored me and showed me how to be the best husband, the best father, and the value of hard work. I came from limited resources and Pastor John taught me I could have anything if I put my faith in God and worked hard. He was absolutely right!. n

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Did you know alligators move freely between our lakes, ponds, and wetland areas? The American alligator is Florida’s state reptile and is an important part of Florida’s wetland habitats. It’s also found throughout the state in swamps and slow-moving rivers, too. At this time of year, during spring, you may notice that alligators are more active and visible. That’s because they are cold-blooded, so as temperatures rise, so does their metabolism, and they begin seeking prey. While alligator bite incidents resulting in serious injury are rare in Florida, the Florida Fish and Wildlife Conservation Commission (FWC) recommends taking precautions when having fun in and around the water. Alligators are most active at night. I once saw a really big one during a run right on the street at six in the morning—what a surprise! Swim only in Harmony’s pools, and not in any ponds or lakes! You’ve probably noticed that alligators like to bask in the sun on the banks of a pond. That’s because they control their body temperature that way. It bears reminding that if you see an alligator, keep your distance, and never, EVER feed alligators because it is dangerous (to both you and the alligator) and illegal. When fed, alligators can overcome their natural wariness and learn to associate people with food. Dog owners should keep their animals on a leash and away from the water because pets can resemble an alligator’s natural prey, and several loose dogs have been taken by Harmony alligators over the years. Sadly, last month an alligator was pulled from a residential area pond and killed. Reports were that people had been feeding it and it had gotten too people-friendly. Someone reported it and FWC came out to “remove” it. That alligator paid the ultimate price for human misbehavior. If you see people feeding wildlife, please take a photo or video and report the incident to Fish and Wildlife at http://myfwc.com/contact/wildlife-alert/. We treasure nature and wildlife here in Harmony. Our ponds and lakes are alligator territory—they help keep a balance of life, and most residents enjoy seeing them. Just because you see a big alligator in a pond or at its edge, or even moving from one body or water to another is no reason to have it removed. Only if it is actively attracted to or following people, or has taken a resident’s pet should it be removed, even if it is a big one. We are blessed with an abundance of green space and wild creatures. Keep a respectful distance, stay hidden, even, and enjoy their presence for longer. n

APRIL CDD MEETING HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Harmony Community Development District (CDD) held its regular monthly meeting on April 30th. As has become the norm, we met via WEBEX due to the pandemic issues. We were joined by three residents who made themselves known. Though Landscaper SERVELLO was not in the meeting, Field Manager Gerhard van der Snel indicated his general pleasure with their services. Some landscaping upgrades— notably at The Estates entrance—have been completed and several more small-area upgrades are in process. The winter mulching project is nearly complete with some detail areas to be completed tomorrow. District Engineer Steve Boyd has been working on updating a Reserve Study worksheet; this is basically a list of our fixed assets which details their estimated value and life expectancies; knowing this allows us to budget Reserve funds annually to finance their eventual repair/replacement. He was also asked to evaluate the condition of service alleys as a result of an owner initiative to repave alleys. District Attorney Tim Qualls advised on the pool deterioration situation; this the result of a poor-quality resurfacing about 18 months ago. We are endeavoring to encourage the contractor to return and fix their errors, but since the repairs will cost more than the original work, they are somewhat hesitant to return.

At my request, he also opined on our phased reopening of various recreational facilities including the Pools & Boat Reservations on May 1st. As he has been involved in this ongoing reopening process, it was no surprise that he OK’d your ability to reuse everything once again. ONE IMPORTANT NOTE: Scheduled activities, such as birthday parties and other organized gatherings, will remain off-limits until at least Phase II of Governor DeSantis’s plan to reopen Florida. Field Manager Gerhard van der Snel provided his report including some pictures of the significant labor required to repair irrigation

line breaks along the thoroughfares. This is because when the irrigation lines went in, they went in a trench with wiring to run the various valves right along the streets. The trench was partially filled and trees were planted right on top of the pipes and wires! Over time (meaning now), the roots grow around those pipes and wires eventually crushing them. The only way to repair this is to cut the wires and pipes at each end of this solid wood block and route everything around the root ball. This means trenching 15-20 linear feet and about 3-4 feet deep. So, each broken line requires a day or two for repair. We currently average about one main line break every month or so. You might remember the ongoing invasive weed (Old World Climbing Fern) mitigation project. The agenda package contained a picture of an infested area recently encountered by Field Service staffers. It is stunning to see this weed blanketing wide areas like a carpet. This mandated mitigation is currently consuming two staffers for 3-4 days a week. That required time will be reduced after this initial treatment round but we will be treating this forever as it blows around in the wind. We also approved a quote to replace up to 800-square-feet of lifted/damaged sidewalk. These repairs will require a coordinated effort between Field Services and the Contractor to allow for root removal which is the root (!!!) cause of sidewalk lifting. To that end, we approved the purchase of a stump grinder which is the most effective manner of removing said roots. If this contractor proves acceptable, we anticipate continuing these repairs until all sidewalks are level. However, as the roots will continue to grow, the reality is that sidewalk replacements will be a routine process. Sidewalk cleaning will continue and of course will compliment the panel replacements.

Though our overall finances remain very strong, the current year picture is not so rosy. The current tax revenues realized are only at 60% due to unpaid taxes. In most previous years, we’re over 90% at this time. The good news is we’ve been tight on spending—in fact, spending is well behind income at 48%. This revenue shortfall should resolve itself when the Tax Collector sells the unpaid Tax Certificates next month; when sold, those Certificates pay the taxes associated with them and we are paid. There were a number of unpaid lots last year and all those Certificates sold; we hope the same occurs this year. The Tax Collector told us that there are now 1901 registered voters in Harmony. We are finalizing the wording on a community survey regarding the potential building of a community center. This wording should be finalized next month and then mailed to owners. We will attempt to move forward with extracting ourselves from an agreement to maintain the center median of US192 in front of part of Harmony. This follows our ongoing policy of not maintaining property that we don't own. This will require discussion with FDOT as the property belongs to them. Thanks for reading—see you next month! n

Trees and sidewalks are a major visual positive in Harmony and we intend to keep both looking nice. We accepted the FY19 auditor’s report which gave our financial accounting a clean bill of health.
