Sport portfolio to Treasurer; Netball, Golf and Cowboys score at Sport Awards / Hall of Fame The Queensland sporting system has entered 2016 with a new State Minister for Sport in Treasurer Curtis Pitt following the Cabinet reshuffle prior to Christmas.

Queensland Cowboys took out the XXXX sponsored Queensland Sport Team of the Year category.

The North Queensland MP for the seat of Mulgrave replaced Rockhampton MP Bill Byrne and adds sport to his ministerial responsibilities in a year that will see him directly involved in the resolution of support for State level organisational development of sport in 2017 and beyond.

The reshuffle followed hot on the heels of another successful annual Queensland Sport Awards / Hall of Fame Presentation that saw netball and golf to the fore with five of the 14 Awards presented and netball’s Vicki Wilson elevated to Legend status in the Queensland Sport Hall of Fame.

QSport Patron in Premier Annastacia Palaszczuk made her first appearance at Queensland sport’s annual “night of the year”, along with nearly 800 other guests to see some of the best in the Queensland sporting system past and present acknowledged for their achievements on and off the field of play.

Office This summer edition of Sportswatch should hit the mail boxes and computer screens of its readers in early to mid-February, as summer is making way for autumn, at least on the calendar.

but Australia Day reminds us we have evolved significantly over the past couple of hundred years to enjoy one of the best existences overall in an increasingly troubled world.

Like many of those readers, I have returned to work full time in late January after what has been a fair bit of a breather over the Xmas / New Year festive season break.

Closer to home and what QSport and its member State sporting organisations are about in part and to varying degrees of reliance, activities the State Government supports have been the subject of external review in terms of the effectiveness of the funding provided to those bodies over the past five years against the objectives set for that funding by the administrations of the day.

The day after Australia Day each year signals the start of the resumption of full on engagement between QSport and its member State sporting organisations after the end of year / New Year summer holiday period.

The first few weeks over Xmas / New Year and into January are generally the best time for the majority of sports’ office bearers, paid and volunteer, to take a well-earned break to recharge before throwing themselves back into the fray for another year of sporting involvement.

That said, that doesn’t apply to most involved with sports which conduct competitions in summer such as cricket, surf life saving and swimming and also elite competitions in the likes of the A-League, W-League, NBL, WNBL, ABL and in more recent times the Big Bash which, from this year, has had a women’s dimension as well as the men’s version, both doing well in terms of support.

It doesn’t seem all that long ago that there was no such thing as the Brisbane International Tennis Tournament, the Roar and the Brisbane Heat, all of which point to the evolutionary nature of sport and its impact on us.

Traditional forms of media and now social media bring us the good, the bad and the ugly in the world we live in, including our sporting choices.

The conclusions of such review and reactions to those conclusions will inform the dialogue between government and sport at the State level about the way forward for sport over the latter part of the term of the current Parliament and beyond the next State election.

With decisions on what is to happen, why and how in terms of support for State level sport in 2017 and beyond, beyond the Gold Coast Commonwealth Games in 2018, the next few months will be vital to the prospects of ensuring a satisfactory outcome for sport and government and the Queensland community they both seek to serve.

Like many others on holidays in December-January, I ate a tad too much, read a lot of non-work related material and watched with pleasure as young and old enjoyed Xmas and then with dismay as the behaviour of others young and not so young impacted on them and others, their families and friends and indeed all of us.

There is no doubt that the closer to home violent incidents occur, the greater the impact.

So when a young water polo player has his life snuffed out as a result of another young man allegedly wanting to show his friends “something 3

funny” in the early hours of the morning, it impacts – and so it should.

The changing face of sport in summer here over the years demonstrates that innovation in sport is real.

So, too, is progress on more balanced participation when one thinks about the arrival of bigger and better competitions for women and girls in traditionally male dominated sports, a trend that will accelerate in the next few years.

2016 will see a Summer Olympics in Rio de Janeiro, after World Cups last year in cricket, football, netball and rugby union in which Australian teams performed admirably.

That’s not forgetting, and just as importantly for some, whether Kevvie Walters’ Maroons triumph over the Blues, whether the Cowboys, Firebirds and the Townsville Fire go back to back, whether the Roar can beat earlier off field drama to revisit premiership glory, whether the Broncs can go one better, whether the Reds, Lions and Suns and other Queensland sporting teams go well.

Teams like water polo’s Brisbane Barracudas, so used to success, and baseball’s Brisbane Bandits, the latter after their first ABL championship since 2006 and playing the ultimate decider at home for the first time in over 20 years.

Queenslanders will dominate the Australian Olympic team if our traditional sporting strengths and past performances are anything to go by.

And hopefully, in what would be fitting tribute, in its own way as significant as the Australian cricketers’ response to the tragic passing of Phil Hughes, the Brisbane Barracudas give it their best shot to win for Cole Miller.

Most of us won’t get to Rio “in the flesh” but thanks to the Seven Network and News Queensland, we’ll all know what happens there as well as the Paralympics.

State support for sport – A work in progress As QSport and its member State sporting organisations move towards the next triennial round of State Government support for their activities, it’s timely to reflect on the background to such support by successive State Governments, particularly over the past nearly two and a half decades.

For most of the past 25 years, organised sport in Queensland has benefited from not only significant community support for elite and participation levels of sport but also increasing amounts of government support for the work of largely volunteer run, not for profit State, regional and local sporting bodies in the organised, affiliation based 68 sports that are members of QSport as the major representative body for such sport in this State.

Whilst a much smaller number of other sports aren’t QSport members, their coverage participation wise is very small at an estimated less than 5% of total organised sports participation for the State.

With the introduction to Queensland of gambling machines in 1992, substantially increased State Government financial support began to flow to organised sport, thanks to a regulated percentage of net revenue to the State from gaming machine operations being allocated for sport and recreation development.

Indeed, governments at all three levels warmed to sport generally as “good for the local community, good for the State, good for the country”, for a variety of well documented reasons known to most politicians and bureaucrats. Of those

reasons, health and wellbeing of Queenslanders and enhancement of the Queensland economy via events have dominated recent State thinking.

QSport – the Sports Federation of Queensland Incorporated – was established in 1992 with some 40 member organisations on board and supported by the State Government of the day, with financial support forthcoming within 12 months of establishment and substantially increased support for most member organisations from 1993 onwards, support that has continued to this day.

Elite sport – or more accurately, support for some sports’ elite performers - was enhanced via the State’s Queensland Academy of Sport established in 1987 while support for major facility development surged as longstanding requirements for up to date major oval and rectangular stadiums in the populous south east of the State resulted in a slow burn, staged redevelopment of the Gabba commencing in the mid 1990’s and a one hit, all up redevelopment of Lang Park in 2001-3.

Smaller State level sporting bodies also were supported facility wise, including with the

development of Sports Houses adjacent to these two major stadiums and in Townsville.

Much of the above occurred against the backdrop of continued State growth and a home Summer Olympics for the country in 2000 in Sydney.

Queensland sport produced on and off the field with distinction for that milestone event and beyond and support from government continued to increase until 2012 and the arrival of the Newman LNP Government with its debt reduction / savings acquisition / value for money mantra.

Assisted by the previous ALP administration’s decision to “unhook” State support for sport from its previously regulated guaranteed support in favour of a commitment to maintain the overall level of support per annum, indexed for inflation, for the 2009-12 term, the State funding allocation overall for sport and recreation initially reduced in 2012-13 (to $133M) and 2013-14 (to $126M) but increased slightly for 2014-15 (to $128M).

three years for the Get in the Game program pledged during the State election campaign.

According to relevant State Budget papers, the last year of the Bligh ALP Government in 201112 resulted in some $140M being expended on sport and recreation development. With the ALP committed via its 2014 State Conference to ongoing financial support for State sporting organisations and peak bodies, the first PalaszczukPitt State Budget for 2015-16 in July 2015 returned the annual allocation to just under $140M and the upcoming 2016-17 State Budget in June seems the point by which the level of ongoing support for 2017 and beyond can be confirmed.

The current Government is committed to financial support for the 2018 Gold Coast Commonwealth Games and has made commitments to a major sporting facility development in Townsville and a new State Netball Centre in Brisbane.

The Government has made employment growth and skilling of Queenslanders central to its strategy, areas that involve its Ministers and Departments and arguably peak bodies like QSport and QORF, directly in their own right and in tandem via the Skills Alliance with that body’s specific workforce development bent.

and given the value of sport to the Queensland economy, to Queenslanders’ health and wellbeing and to social cohesion in Queensland communities, there would seem no good reason for the current annual allocation for sport and recreation to be deteriorated.

Indeed, a modest increase in the annual allocation would enable State sporting bodies to keep pace with rising costs through indexation of grants while a further modest increase could be earmarked for employment generation for sport, delivered in collaboration with QSport and State sporting organisations.

QSport and its member State sporting organisations have the same fundamental objectives as governments espouse in this area of public policy, ie increase Queenslanders’ participation in and involvement with sport. Supporting sport to progress is a win win option for sport and government and the communities they aim to serve.

The State’s best asset is its people and the efforts of largely not for profit, volunteer run sporting bodies need to continue to be supplemented with supportive organisational and workforce development to assist build capacity and a whole of government approach to optimise the benefits of sport.

ASC Chair’s plan to transform sport Many Australians continue to find time on weekends to browse through the major newspapers’ weekend editions.

So for sport administrators, paid and volunteer, who managed to read The Weekend Australian edition for 28-29 November last year, an “exclusive” on Page 44 by that paper’s Nicole Jeffrey would have made for interesting reading.

Some of the content in terms of the direction the Australian Sports Commission (ASC) Chairman John Wylie is purportedly heading in is not new but other information attributed to him in the article will have been news to most in “Australia’s sporting landscape”.

Apart from maintaining a line on the need for more national sporting organisation structure and governance reform, a line pursued in the ASC governance reform discussion paper floated in the second half of 2015, the ASC Chairman’s “manifesto for reform” includes a wish list of proposals that will have given most in sport a good deal to mull over as they headed into the festive season break.

bureaucracies don’t do “revolution” all that often, “evolution”, albeit sooner rather than later, is presumably what the ASC Chair and presumably the ASC Board is after.

That’s not forgetting how the AIS, the ASC, the State sports academies and institutes came to be and that sport was perceived to be a more integral part of school curriculum.

All that happened / used to happen in the 1980’s, some 25-35 years ago, as governments moved in on sport and sport then began to seem to be moved out of school curriculum or more accurately, the curriculum in many government run schools.

All of this is common knowledge and every few years, usually after a couple of Summer Olympics have come and gone, the Australian sporting

The five point manifesto for reform is reportedly “headlined by the proposal to create a national lottery to fund high-performance sport but including several other revolutionary ideas”, with “most of these (ideas)” to be “rolled out” after the Rio Olympics later this year.

If a national lottery for sport, a national organisation to oversee national spending on sports facilities, better coordination between the AIS and State sports academies and institutes, better coordination between national and State sporting associations / organisations and sport as a compulsory part of school curriculum were to come to pass, “revolutionary” would be one way to describe such an outcome.

system that has served us well over the decades is teased out by Federal politicians and bureaucrats via the likes of the Crawford Report, the Oakley Report and other similar exercises before them to see what Australian sport needs to be maintained and enhanced in the national interest.

Last time round, Crawford gave us some 39 recommendations to ponder.

All bar one – a national lottery for sport, the notion for which seemed to come in part from the existence of a UK lottery that supported sport, among other “for purpose” sectors – was supported for implementation by a gathering at the MCG of some 70 national sporting organisation CEOs, State sport and recreation agency heads, State sports academy / institute directors and State sports federation CEOs. When the dust settled and after the usual “watering down” to accommodate the usual “inter-governmental jurisdictional sensitivities”, another dozen recommendations joined the national lottery for sport on the cutting room floor.

I know. I was one of the 70.

John Wylie’s five point manifesto is worth considering. Indeed, it has to be considered by all in sport because the implications of their implementation, if that came to pass, are yet to be enunciated, let alone accepted.

One can understand the twin attractions of “leaving something in better shape than when one arrived” and “laying out a vision for change”, particularly to someone appointed to chair a national statutory body charged with advancing the national interest via sport, an aspect of Australian life that we spend a fair bit of time engaged with in various ways.

As the longstanding CEO of one of the five mainland State sports federations and the Secretary of Community Sport Australia, I would want to, indeed need to, know more about John Wylie’s national lottery proposal, given I and my State counterparts have spent time over the past two years looking at a lottery for community sport, as well as other ideas in his manifesto for reform.

Having a heads up on where Australian sport post Rio is likely headed is handy, particularly if you are expected to reflect the views of others in the Australian sporting system.

So, on with the chase for more information in the weeks and months ahead, given post Rio is not that far away.

The 2015 Queensland Sport Awards Presentation was successfully conducted by QSport on Monday 30 November 2015 in the Plaza Ballroom Hall at the Brisbane Convention and Exhibition Centre. The night maintained QSport’s profile and standing in sport and wider circles with another professional presentation in front of 785 attendees. Numerous congratulations and compliments have been received as well as positive feedback from guests and sponsors.

Eleven Award category winners were announced including golfer Jason Day named the CourierMail Channel 7 Queensland Sport Star of the Year.

Winners covered eight sports, with netball and golf to the fore taking out three and two categories respectively.

Former Australian netball captain Vicki Wilson was installed as the 15th Legend in the Queensland Sport Hall of Fame and was there on the night with family and friends to accept the award.

Fame in Jason Akermanis (AFL); the late Eddie Bonis (rugby union) represented by QRU President and Hall of Famer Tony Shaw; the late Max Howell (sport historian) represented by his widow Lingyu Xie and Chris Scott (cycling).

Publicity for the event was extensive with significant coverage from News Queensland, Channel 7 and 4BC. The Sunday Mail ran a series of articles on the Hall of Fame inductees as well as finalists for the Sports Star of the Year. They also ran substantial editorial pieces on Vicki Wilson. Similarly Channel 7 promoted the other Sports Star finalists in the week leading up to the Awards in its nightly news.

As part of QSport’s sponsorship agreement with News Queensland, advertisements in The Courier-Mail promoting the Awards ran from 18 to 24 November and concluded on 1 December, the day after the Awards with an advertisement acknowledging the winners, inductees and sponsors.
