Governments set sport funding parameters for next financial year

With the recent Commonwealth Games now well and truly done, sports and governments have moved into the usua May-June round of budgets and program announcements that feature annually on the agendas of those interested in the enhancement of sport.

The recent Federal Budget for 2018-19 (and beyond) announced a range of additional funding for sports participation enhancement, with release of elite sport support details to come in the near future, around the same time as the Federal Government’s national plan for sport is unveiled.

Details of the support released in the Federal Budget appear in the text of the Australian Sports Commission media release on Page 8.

The Queensland Budget due for announcement in mid-June is expected to enhance support for sport and recreation in the financial year ahead as the sector looks to anticipated consultation on the Government’s Queensland Sport and Active Recreation Strategy for 2018-20.

Delivery by a Deputy Premier and Treasurer in Jackie Trad evokes memories of another such dual portfolio performer of the past in the late Terry Mackenroth who passed away at the end of April.

Elsewhere in this late Autumn edition of Sportswatch are photos of some of the action at the 2018 Commonwealth Games on the Gold Coast.

I also received late call ups from the City of Gold Coast for some other events, none of which I was able to accept due to other commitments but appreciated all the same.

I have written only one letter to date about the Games and that was to the City of Gold Coast Mayor Tom Tate to congratulate his city and the region on the successful staging of the Games.

I specifically mentioned the sports side of the Games, not referring to the ceremonies which bookended the Games proper.

From what I saw of the Games themselves in the flesh and on the Seven Network’s coverage and in The Courier-Mail / Sunday Mail coverage, the Games of 2018 were as good as Glasgow 2014.

Having sat on the original Queensland Government Games Bid Reference Committee which looked at the ins and outs of a 2018 Gold Coast event for then Premier Anna Bligh and her Cabinet and having paid my own way to Glasgow as a then Stadiums Queensland Board member to look at the facilities required for the 2014 Games, I had more than just a passing interest in the Games just completed and how they turned out.

My role in the lead up to the Games from 2014 to April 2018, given I ceased to be a Stadiums Queensland Board member in mid 2015, was to assist in promoting the Games to QSport members and the Sportswatch circulation list and providing responses on request to some questions about Games legacy down to helping find a phone number for 1982 Games marathon gold medal winner Rob de Castella.

I saw a lot more of the 2014 Glasgow Games than the 2018 version down the M1 because I organised to be there and was assisted via accreditation organised by then Australian Commonwealth Games CEO Perry Crosswhite to see at first hand most of the Scottish venues.

Late last year, Perry Crosswhite asked me if I would like to be a visiting Team Attaché, an invitation I had to decline due to a mix of one-off family commitments and work related activity at QSport that precluded my easily repeating the Glasgow experience.

That said, I did purchase tickets for a number of events at this year’s Games on the Gold Coast and thanks to a Squash Australia invite, also attended a session of that sport’s program at Oxenford.

I travelled from home down and back by public transport without a hitch and the venues, volunteers and vibe for the actual sporting events was all fine by me.

And on a final day that turned out to provide a disappointing end to a multisport event that ticked pretty well all the other boxes, I drove down the M1 to thank Perry Crosswhite for Glasgow, for thinking of me in some way for the Gold Coast and for his long and faithful service to the Commonwealth Games over many years.

Writing this around Anzac Day when the word legacy has another context, I concluded that apart from infrastructure that major events like the Games deliver for ongoing community use and enjoyment, the Games of 2018 opened up eyes to the Gold Coast as a place for people elsewhere and to sport as an activity, a pursuit for excellence in some, and a unifier of interest for a time and for some, all time.

No doubt some people who saw the pictures of the Gold Coast will visit in future and no doubt some people who saw the pictures of the sports will participate in future.

Quantifying both resultant “spikes” is a task that follows all such major events worldwide but in the end, it’s fair to say that the 2018 Games did produce and will in future reap a largely positive outcome for the Coast and sport.

As the second half of the year approaches, thoughts will soon turn to development of the next Queensland Sport and Active Recreation Strategy – both a challenge and an opportunity for government and the industry.

Arguably the most influential Queensland State Minister for Sport since the early 1990’s in former Deputy Premier and Treasurer Terry Mackenroth passed away recently after a short illness associated with cancer.

Major media coverage of his premature passing at 68 years of age ensured that the Queensland community he served with distinction over nearly three decades came to know what a significant contributor he was to his local community in the southern and eastern suburbs of Brisbane, the various State Governments he served in and in opposition in government, his sporting interests and in sport more generally.

A feature of the tributes was the support from both sides of the political fence and how the commentary reminded many of the respect in which he was held.

Devoted to his wife Mary and the wider Mackenroth family, eulogies delivered by Premier Annastacia Palaszczuk and his nephew Paul Mackenroth at the State funeral amplified the picture of someone dedicated to helping where he could, and then some, in his many varied pursuits.

QSport and yours truly as its CEO benefited not only from the financial support he provided as Sports Minister from 1999 to 2005 but also his counsel.

Suncorp Stadium, completion of the Gabba, Sport House South and his encouragement of QSport to quickly move to raise funds to help Far North Queenslanders after Cyclone Larry – they are just some of the things I will recall over time about The Fox. PETER CUMMISKEY

ASC welcomes funding to get Australians more active With the release of the Federal Budget on 8th May, Australian Sports Commission (ASC) chief executive Kate Palmer said the organisation is looking forward to helping Australians become more active and healthy after receiving a boost in the Federal Budget to drive participation initiatives for community sport.

The funding is particularly directed towards getting children and older Australians more active and improving community sport environments, including infrastructure.

The additional participation funding includes: •

$50.4 million over four years to increase the investment in sport organisations for participation outcomes. This would include increased investment in junior sport pathways such as the national Local Sporting Champions grants program;

•

This funding will enable the ASC and our partner organisations to reach and enrich the lives of more Australians through sport and physical activity.

“We have a responsibility to ensure our children learn and develop through movement. This funding will enable the ASC to continue managing the successful Sporting Schools program, funding some 5200 primary school and 500 targeted high schools across the country.

“Equally, we want sport and physical activity to be maintained for life and it’s essential we engage with older Australians so they continue to benefit from the physical, mental and social value of sport and physical activity.

“We will announce soon plans to enhance sporting environments, both in terms of community infrastructure and policies to address safety, fairness and inclusiveness.

•

$41.7 million to continue managing the Australian Government’s Sporting Schools program until the end of the 2019 calendar year;

•

$29.7 million in 2018-19 for a grants program to improve local community sport infrastructure, and;

Palmer said the ASC was committed to leading and connecting Australian sport at all levels, from community participation to elite representation.

•

$22.9 million over two years for a new grants program aimed at increasing the physical activity of Australians aged 65 and older.

“We have seen with the recent Gold Coast Commonwealth Games the effect that our amazing athletes can have in inspiring our nation and strengthening community spirit.

•

Palmer said: “The ASC welcomes this funding for community sport because a thriving sport system begins with a healthy, vibrant participation base.

“The ASC, led by our high performance arm the AIS, is continuing to work with the Australian Government to inform high performance measures and funding for Australian sport into the future.”

“This funding recognises the ASC’s important leadership role in building a healthier, happier and more productive nation.”

Digital technologies are driving substantial changes and can create significant impacts – on workers, for organisations, for social engagements and in how we engage in our lives, our sport, our workplaces.

Digital transformation and the establishment of effective digital ecosystems are seen as ways to help organisations improve performance and build connections; and some sporting organisations throughout

Australia are beginning to engage in the process. The reasons for this vary, but may include a desire for more robust online engagements, to reduce costs, to improve communications across their sport structures, to implement improved service, to accelerate member recruitment, or to streamline data capture, reporting and interrogation.

The session included contributions from: •

David Fagan who will talk on the topic of Digital Disruption. David is the Director of Corporate Transition and Adjunct Professor at the Queensland University of Technology. He was editor and editorin-chief for The Courier-Mail for 10 years and is the author of Wake Up: The 9 hashtags of digital disruption (2017);

•

Murray Stewart, CEO of Rowing Queensland. Rowing have been undertaking a process of investigation, design and implementation of a digital system and Murray will share the rowing experience;

•

Claire Bourke, Board Member ATHRA. The Australian Trail Horse Riding Association is entirely volunteer-led and run. Claire will talk about the process, challenges and evolving results from their process of developing and sustaining a nationally integrated management system.

The topic and the case for the workshop was identified mid last year ini QSport’s discussions with members and also during Minister for Sport Mick de Brenni’s Sport Innovation Workshop in October.

Research Report Elite Student-Athlete Program Investment Universities’ higher elite athlete program investment sees studentathletes’ Olympic performance soar March 2018 Don Knapp Australian University Sport began tracking the performance of student-athletes at Olympic Games in preparation for its Winning Edge funding submission to the Australian Sports Commission in 2012. At the 2004 Athens Games, 104 student-athletes were selected in the Australian Olympic team, or 23% of the total. The 23% student-athlete cohort won 39% of Australia’s medals in Athens (Knapp, D., & James, S., 2012). A revelation of findings at the time.

For the 2012 London Games, there were 164 student-athletes selected in the Australian team, or 40% of the total. The 40% student-athlete cohort won 63% of Australia’s medal in London (Knapp, D., & James, S., 2012).

Flash forward to the 2016 Rio Olympic Games. Of the 82 medals brought home by Australian Olympians, student-athletes won 50 of those medals, or 62% (James, S., 2017). How do we explain the growth in both the number of student-athletes selected in Olympic teams, and the fact that studentathletes win medals at a higher rate than non-student-athletes? A logical correlation does exist.

The growth of elite athlete programs on university campuses sector-wide is remarkable, particularly since the London Olympics. In 2013, the median number of elite student-athletes supported by the AIS Elite Athlete Friendly University Program and/or financial support on university campuses was 57. By 2017, the median number of student-athletes supported on university campuses grew to 105 (CERM, University of South Australia, 2017). This represents a growth rate of 46%. As nearly all universities also support elite-athletes with financial or value-in-kind support, one can safely assume that universities have increased investment in elite athlete programs on campuses by approximately 46% since 2013.

There are plenty of examples evidencing the growth of campusbased elite athlete programs worthy of citing: x There are approximately 16 Olympic swimming athletes studying and training at Bond and Griffith Universities combined. x University of Sunshine Coast has doubled the size of its High Performance Elite Student Athlete Program from 60 participants in 2015, to 120 participants in 2018. x University of Technology Sydney (UTS) has increased its’ elite athlete scholarship offering by 100% over the last 3 years, offering $10,000 per annum benefits to top tier recipients. x The largest known scholarship, the Georgina Hope Rinehart Swimming Excellence Program (Bond University) offers a “full ride” for recipients, valued at $30,000 per annum.

Institutions that historically produce the most Olympic and Commonwealth Games medal winners include The University of Sydney, The University of Melbourne, The University of Queensland, Griffith University and RMIT University. University of Canberra, University of Technology Sydney and Deakin University also do well. These universities are big contributors to elite support in Australia.

It is not only elite athlete programs having an impact on our campuses today. There is an increasing body of evidence supporting the value of sport in the higher education context, including links between sport participation and positive impacts on student experience in core areas such as student recruitment, retention, achievement and graduate outcomes. Sport generally is making a substantial contribution to the objectives and outcomes of our universities, as well as Australia’s national sporting goals.

G2018 The best games ever?

Having attended every Commonwealth Games since the 1990 version in Auckland, and having been directly involved in the organisation of both recent Australian hosted games as well as responsible for the Australian Team participation at the 1998, 2002, 2006, 2010 and 2014 Games, it is my conclusion that the 2018 Gold Coast Commonwealth Games was the best yet held.

They say that everything is relative and this could be true with respect to the above statement.

However in terms of size, number and variety of sports, technical quality of sport delivery, volunteer enthusiasm and participation, community embracement, balance of private and public sector support, athlete and team services (including the quality and practicability of the athlete’s Village), fit for purpose games venues, governance and management of the Organising Committee, quality of sport performance balanced by wide participation from the competing nations, and overall level of satisfaction from all games partners, in my view, the 2018 Games were better than any of the previous versions held in the past three decades.

•

Transportation of games family, workforce and spectators;

•

Identification, location and establishment of Games venues;

•

Attraction, engagement, training and retention of quality workforce including volunteers;

•

Promotion and selling the benefits of supporting an event in a regional location to the business sector headquartered in Sydney and Melbourne;

•

Site identification, planning, funding, construction and delivery of a high-quality athlete’s Village.

The plans put in place in the early years with respect to the above challenges were remarkably accurate and prophetic unlike many early

In some respects the 2018 Games was experimental and risky. The aim was to host a large (71 nations and 6500plus athletes/officials) world-wide sports event in a regional sized city.

Whilst everyone thought this was a good idea no one was certain the event could be delivered with the required quality and completeness that past games achieved which were held in large cities.

These large cities have had, in the most part, existing abundant high standard sports venues and extensive mass transport systems. City of Gold Coast did not have either.

In the planning phase, 2009-2011, the major challenges facing prospective hosts seeking to organise on the Gold Coast, an event of the magnitude of a Commonwealth Games, were identified. These included: Perry Crosswhite

G2018 The best games ever? (cont.) planning for previous games where significant (and expensive) changes were required. Over time little alteration was required to the plans put forward when the bid was accepted in November 2011.

There were the inevitable transport delays at the beginning of the Games however these were rectified with efficiency and creativity. The Games venues were mostly existing augmented by significant overlay construction which, for a regional sized city, is the best option. The Games workforce was outstanding in most areas with the number and quality of the volunteers a highlight.

The marketing of the Games to the private sector was innovative and comprehensive achieving a significant level of support beyond what was envisaged. And the athlete’s village was judged by many knowledgeable and experienced games observers as the best ever.

In addition to all of the above the sports competition which most importantly highlighted the participation and performance of the athletes, was outstanding in the GC2018 Games.

Whatever the Commonwealth Games is, or is perceived to be, it is, foremost, a sporting event.

From the beginning the GC2018 organisers accepted this and every action they took had the welfare of the athletes and officials taking part in the games sporting competition as the primary focus.

It was because of this that the 2018 Games was the best ever for me, and what I will always remember were the special moments of athlete performance. When all of the media hype, public excitement and commercial energy of the Games has faded and been forgotten I will always remember the performances of Australian athletes winning gold, some of which include: – •

Kurt Fearnley and Michael Shelley in the Marathon;

•

Katrin Garfoot in the Women’s Cycling Time Trial;

•

Australia’s Men’s Hockey team led by Australian Team Flag Bearer, Mark Knowles, winning at the sixth consecutive Commonwealth Games tournament;

•

Australian Track and Field dark horses, Brandon Starc, in the High Jump, and Kurtis Marschall in the Pole Vault;

•

Swimmer Bronte Campbell edging out her sister, Cate in the 100m Freestyle;

•

Australian Men and Women’s Basketball Team dominating the Games competition completing the double as they did in 2006;

For me these athletes and all the others from the 71 teams made the GC2018 great and golden.
