QSport and BCEC celebrate 20 years at this year’s Sport Awards Presentation On Monday evening 30 November, QSport will stage the 21st annual Queensland Sport Awards Presentation at the Brisbane Convention and Exhibition Centre, 20 years exactly to the day the inaugural Awards Presentation was conducted there back in 1995.

As arguably the most utilised and best known structure in Brisbane’s South Bank precinct is “looking through a lens at 20 fabulous years,” QSport acknowledges the absolutely vital, indeed unique, contribution the Centre and its management and staff have made and continue to make to what has stood the test of time as the country’s biggest State based Sport Awards event.

Rivalled in size only by the WA counterpart, Queensland’s annual program of recognition of the State’s past and present top sporting achievers has been enhanced since 2009 by the addition of the Hall of Fame component that again this year will see another four inductees and the 15th Legend of Queensland Sport take centre stage before The Courier-Mail / Channel 7 Queensland Sport Star of the Year for 2015 is announced at the climax of this Queensland Sport “Night of the Year”.

Office In order to have this Spring edition of Sportswatch out by the time of QSport’s Members and Sponsors Luncheon on 28 October, this column was drafted initially the morning after the North Queensland Cowboys’ maiden NRL Premiership Grand Final victory over a gallant Brisbane Broncos in Sydney.

I thought after seeing the Queensland Firebirds’ come from behind win over a similarly gallant Sydney Swifts in the Trans-Tasman decider earlier in the year that I’d seen the best comeback, the ultimate “steal”, for 2015.

Well, like so many others, I was wrong, if “wrong” is the “right” expression!

There’s a lot written and said about the ups and downs, the highs and lows in sport. Indeed, it’s the range of emotions that sport can engender that makes it what it is.

There’s also a lot seen and heard about Queenslanders in sport, most of it true and almost all of it good, so much so that when you reflect on the broad, beaming smiles of a Johnathan Thurston or a Laura Geitz, one can’t contemplate anything that’s not good about those two wonderful ambassadors for their sports, their State and their country.

Then there’s Jason Day. Not a bad smile on him, either.

And Emily Seebohm, Bronte Campbell and Mitch Larkin. Plenty of big smiles, there, too. And plenty for us to smile about as well.

And then there’s Mick Fanning. Plenty for him to smile about, when you think back about how close he came to not being able to crack a grin again – ever!

All of the above is what’s good about sport, about Queensland, about life exemplified by courage and determination, will to win, to achieve to be able to reflect on a journey travelled and a challenge surmounted, with family and friends.

The likes of Day, Geitz and Thurston and some, if not all, of the others mentioned above and where they hail from remind us of the vastness of Queensland – vast in size, vast in the spread of our population, vast in the diversity of sports found here, vast in the range of achievers that rise above the ruck to stamp themselves with authority and authenticity on our local, State and national psyche.

So, drafting this piece on a public holiday, in the quiet of early morning, made one feel good about one’s involvement in this thing called sport and specifically Queensland sport.

On a weekend when the Wallabies tipped the Poms out of their own Rugby World Cup, when our biggest sporting competitions in the AFL and NRL drew to a close, sport reigned supreme in the minds of most in the State where the sun does shine, where sporting heroes like Thurston, Geitz and Day, the swimmers, the surfer, others like our Origin team, the Ipswich Jets, the Townsville Fire and the Broncs rise up to lift us above the mundane.

So, what else does one take from the achievers above?

Well, what about a prediction, what about a Federal Coalition Government putting some of our money into stumping up the rest of the where with all for the new sporting facility in Townsville Johnathan Thurston so deftly asked for on the NRL Grand Final dais, a dais shared with the Prime Minister, in a venue where more than a few Federal politicians no doubt could be found enjoying the night.

Given how much money has been pumped by Federal Governments over the years into the likes of the MCG, the SCG, Adelaide Oval and Carrara in the run up to Federal elections, stand by for something from Canberra for a commitment to a piece of infrastructure for sport and the community in Townsville, home to so many of 3

our service personnel, in North Queensland, in Northern Australia.

The Firebirds’ Trans-Tasman success earlier this year saw the State Government respond with an investment in the future of that sport in this State.

The State’s $100million pledge towards a new sporting facility in Townsville lays on the table.

How long will it be before the Feds come good for sport in the north, hopefully for more than just the Cowboys and rugby league?

Given the importance of Queensland in the political context and given the money going into South Queensland for the Commonwealth Games, quite a few million for North Queensland in Northern Australia presents as a reasonable proposition all round.

It’s a role a Federal Government can play, as well as continue to tell sports how they could / should govern themselves, evidenced by the latest version of continuing governance reform out and about from the Australian Sports Commission for consideration and discussion in due course with the promoters of change in Canberra.

Underpinning all this at both State and Federal level is the notion of governments as investors and the governance reform discussion ultimately poses questions of “why change” and “for what benefit.”

They’re the things that people in sport need to ascertain before changes to structures can be reasonably negotiated.

That said, the invitation from the the Australian Sports Commission to consider the contents of the relevant discussion paper and provide feedback is welcomed and it is incumbent on all so invited to do just that, albeit the concept of governance reform is not new, a fact canvassed on pages 13-14.

Interesting times ahead.

The Cost of ‘Worry’ Worry has a cost. That cost can be money, time, attention, contentment or reduction in members or volunteers. Worry can cost your association or club the chance of accomplishing something great. If risk can be defined as “uncertainty,” and worry can be defined as “a state of uncertainty,” then worry is a risk.

And if worry is a risk, it should be managed. Worry should be on every committee’s agenda.

Risk management has been accused of being the Department of Worry, as if we create worry.

But we do not. As a colleague of mine says, risk management “should be the Department of Better.”

The opposite of worry is not contentment or success or bliss. The opposite of worry by definition is faith. It is faith that gives you complete trust or

confidence in someone or something.

So how do risk advisors turn worry into faith? We focus on what we do best: planning, systems and action. Shine a light on worry down to its roots: “the unknown tomorrow.” Then create a plan and act on that plan.

Risk advisors should be relied upon as standardbearers for faith, the opposite of worrying. Our goal should be to build faith into the plan.

As risk managers, we feel relevant when we help associations and clubs succeed. Wouldn’t you be proud to hear from your members or boss, “This is our risk manager. He builds faith into our strategic plan.”

There is an old American proverb that states, “Action is worry’s worst enemy.” If action is truly the antidote to worry, then why do so many organizations fail to act, at least to the point where

CEO Forum held at QAS On 16 September, the Queensland Academy of Sport held the fifth annual CEO forum for State Sporting organisations that are associated with the QAS or are Commonwealth Games or Olympic/ Paralympic sports. These forums are held not only for their networking opportunity for SSOs and QAS staff, but for the QAS to brief all CEO’s on any national high performance sporting issues as well as provide updates on the innovations, initiatives and changes happening at the Queensland Academy of Sport.

For those unfamiliar with AMS, the web-based data management tool integrates with the Australian Institute of Sport and National Sporting Organisations to collect data and provide reporting functions on athlete performance and standards. It can be used as a hub for anything related to athlete performance, including training monitoring, treatment consultation notes, screening and testing results as well as match and game results.

This year’s forum proved to be another success, with attendance of over 20 state sporting organisations and welcoming Richard Watson, Deputy DirectorGeneral of NPSR and Chief Executive Officer of QSport, Peter Cummiskey. Presentations were made by several QAS staff members covering the topics of athlete management, sports research and athlete health and there was significant engagement from SSO’s on each of the topics.

Troy provided insight on determining the value of AMS to your organisation, understanding the reasons for capturing particular data and communicating to staff, coaches and athletes the importance of regularly inputting and reviewing the data. Compliance rates within athletes are much higher when they are made aware of the value of inputting their training data into the system, receiving regular quality feedback that is then used to influence training regimes and generate informed discussions with the support teams.

Richard Watson began the presentations with an overview of the GIS Project trial currently underway in Sport and Recreation Services with the involvement of 12 sporting organisations in various capacities. This geographical information software is being used to collect and analyse sports participation across Queensland to assist in improved planning for future developments.

The case study demonstrated the broad applications of the software, with user-created searches to focus on club locations, capacity and membership and presenting this data alongside relevant information such as population projections and school locations. Data can be examined on a regional and local level, as well as drilling down for further details on the information presented visually on the map. Sport and Recreation Services are looking to present GIS more fully and involved additional sporting organisations from next year.

Continuing the focus on software innovation, High Performance Director Troy Ayres spoke on the Athlete Management System (AMS) and the Sportswatch - Spring 2015

There is still great potential for future uses of AMS; developing predictive models for injury and performance, improved visualisations to highlight key data and relationships and improving centralisation of data through developing third party application programming interfaces (APIs) to communicate with AMS. Troy also provided a recap of the latest AMS ‘Show and Tell’ Sessions, run each quarter to showcase best practice processes and innovation in the use of AMS. The Centre of Excellence Manager Jeff Greenhill followed with an update on the research activities underway at QAS, working to develop the QAS as a major knowledge and resource hub for the development of elite athletes in Queensland and 11

facilitate the sharing of research results. Jeff highlighted the role of the Centre of Excellence to operate as a strategic alliance between the QAS and universities, Australian and international sports academies and institutes, and government, industry and business partners to establish and support collaborative groups to conduct research.

QAS is increasingly acting as an industry partner in applying for external competitive research grants through agencies such as the Australian Institute of Sport, Australian Research Council and National Health and Medical Research Council. Flagged areas of future growth in sports research included increased attention from sport management on high performance sport capabilities, growing interest in technology development through sport and improved athlete monitoring capabilities to better manage loads and predict and prevent injury and optimise performance.

Mary Toomey, of the QAS Performance Health team, spoke to the speciďŹ cs of improved athlete monitoring capabilities, particularly through the use of AMS. There is an increasing shift in approaching athlete health with a proactive strategy, rather than simply reacting to injuries as they occur. The argument for this approach is that it allows for practitioner engagement to be about more than just dealing with injuries and illness as they occur.

This is part of an increased focus on identifying risks and risk reduction strategies, including collaborative work with all other athlete service providers to aim for optimal management of injuries when they do occur. It also assists athletes in realising their performance potential, by positioning optimal health and injury status as a critical component of their development. As a case study, Mary demonstrated how monitoring both load and athlete response to load can be a useful measure in this proactive strategy. By collating data through systems such as AMS, you can show the impact of load from multiple training environments on developing athletes and draw relationships between injuries and sudden changes in load.

The QAS wrapped up the forum by demonstrating how current work continues to drive to meet Australia’s Winning Edge targets. With Rio 2016 less than a year away, and the Gold Coast Commonwealth Games and Tokyo 2020 on the horizon, it is important to keep these targets in mind. The QAS looks forward to working closely with sports to provide world-class coaching and support services to developing and elite level athletes as they prepare for these important events.

Governance Reform – It’s Not New? Like others of my ilk, I can remember when sport was sport, played on weekends, and business was business, done Monday to Friday.

Those days are long gone as sports have become business as a means to an end, to develop and grow their sports.

Along with this has come “goodbye” to amateurism and “hello” to professionalism or more correctly, “money, money and money” and increasing competition, a reality for most sports and certainly business.

Decades ago, “governance” would have been thought by some to be a mispronunciation of a term reserved for females who ventured out into rural and more often remote outback locales to look after land owners’ offspring.

No longer. Today and for the past thirty years, governance has been variously embraced in sport, with Australian Rules football, the game

indigenous to Australia, on that road earlier arguably than any other.

Unlike today, it didn’t start at the urgings of government but rather from within, where the issues of “why change” and “for what benefits” were ultimately thrust on the code’s administrators.

In Victoria, where the game began, it was more a matter of survival for more than a few of its dominant VFL quasi national competition clubs and ultimately the whole competition.

In other States, it was obvious that for the code to optimise its position nationally, change was necessary.

Western Australian football embraced it (not without pain), South Australia at first opposed it but then splintered within for engagement to be thrust upon it, and in the code’s lesser developed states of New South Wales and Queensland, support was inevitable, as it was in traditional code stronghold Tasmania.

Independent Commissions in the VFL and then other States followed, the VFL expanded into the AFL and with its Commission assuming responsibility as “keeper of the code”, the decades old, well-intentioned but moribund federated national code governance structure in the National Australian Football Council (NAFC) voluntarily wound up, handed over $0.5million to the AFL Commission on the condition it be used for development, put the blazers in mothballs and disappeared off the face of the earth. I know – I was an NAFC Director when it happened.

A few good broadcasting rights deals on, the unitary AFL, rolling in more money, money and money than imagined twenty years ago, rolls on, investing in code growth and development via franchises like the Suns and Giants and bodies like AFL Queensland and their counterparts across the land.

It aint perfect and they say “money aint everything” but it sure is better off than many other sports and a blue print, in part, for others to follow as they evolve from where they are to where they want to go, grappling with change external as well as internal.

It’s worth remembering that all conquering Hawthorn, worthy three peat premiers in 2015, were lined up for merger with cellar-dweller Melbourne just twenty years ago but with logic and common sense mixed with emotion and passion, “good governed” their way out

of the mire and onto becoming a 72,000 plus membership supported giant.

And while Melbourne is not in exactly the same rude health, they’re not on their own.

Given one of sport’s realities is one doesn’t win all the time, one does need to be able to survive and survive well, regardless of on field performance.

That’s true for all, from national down the hierarchical chart to State, regional and local level.

How they are stitched together is the key, with structures only as good as the people who inhabit them and the relationships between individuals who can share rather than shore up power and influence.

In the end, sports have to evolve their governance arrangements, structures and relationships, something not lost on those advancing the latest invitation to consider continuing governance reform, advancing themselves as investors with their publicly funded cheque book.

How it’s done impacts on how it’s received and considered but “why change” and “for what benefit” remain the questions to be answered, sport by sport, involving national and State and through States, local dimensions, not ruling out that money, money and money is in play and as history shows, everybody has a price.

Sport Plan scoring goals in second year report card The six themes and goals of the Sport Plan, and a key achievement reached to date, are as follows:

The City’s plan to grow its sporting economy and make the Gold Coast a hub of sports events, training camps and community sport is thriving.

A progress report on the Gold Coast Sport Plan 2013-2023, presented to the Economic Development Committee recently, showed the plan’s six major actions were all on track, with some milestones already being achieved.

Mayor Tom Tate said the plan to develop a more sustainable and inclusive sports economy was forging ahead.

“Among the achievements to date are the attraction of 27 training camps, generating $2.4 million for the local economy; allowing community use of school sports infrastructure; the attraction of new events to Metricon and C-Bus Super Stadiums; and some solid growth with Active and Healthy participants,” he said.

Cr Tate said the City had also secured 30 new second and third tier sport events (for example, the under 15 National Girls Hockey) as well as exhibition games, via the Sport Business Investment Attraction Program, with an estimated direct economic return of almost $8.45 million.

“With the Gold Coast 2018 Commonwealth Games™ (GC2018) bringing a renewed focus on sport within the city, it’s important we position it as a hub of both professional and grassroots sporting activity.

1. Sport and recreation infrastructure: to create a sustainable sporting community with quality fit for purpose facilities – community use of school sports infrastructure.

2. Active and healthy community: to grow participation in sport and recreation within the city - increase in Active and Healthy participants from 160,000 to 178,000.

3. Sport and recreation industry: to build capacity and quality of sports organisations, clubs, educational institutions and businesses to deliver a sustainable and competitive sporting industry – a Memorandum of Understanding with the State Government.

4. Thriving national sports codes: to support strong financially viable and competitive national sports codes who engage the community and lead the sport and recreation sector – attraction of new events to Metricon and C-Bus Super Stadiums.

5. Sports events destination: to build and leverage the city’s sports events portfolio to drive the economy and enhance the city reputation – the securing of the second and third tier events (as quoted above).

6. International connections through sport: to utilise opportunities in key sport markets by building international connections, attracting high performance training camps, sport business and sport tourism – the 25 training camps (as quoted above).

“The Sport Plan aims to create a forward-thinking, collaborative approach to sport and recreation provision, from amateur to professional levels.
