State Budget increases allocation for sport and recreation in 2015-16 The Palaszczuk Government Budget for Queensland brought down in mid-July by Treasurer Curtis Pitt increases the financial year allocation for sport and recreation development over the corresponding allocation for 2014-15.

The Budget media release from Sport and Racing Minister Bill Byrne indicates $176milllion will be spent in 201516 “to stimulate greater grassroots participation in sport and recreation, maintain Queensland’s elite venues and underpin the racing industry”.

With $38million allocated for racing infrastructure projects, the balance is up over last financial year’s announced Budget figure of $129million.

Key initiatives include $15million this year, with a further $15million in 2016-17, to build a State Netball Centre at the Queensland Sport and Athletics Centre at Nathan in Brisbane and funding of more than $80million approved for allocation over the next three years for the Get in the Game initiative, a $10million increase over the previous three years.

Office This edition of Sportswatch will appear sometime in late winter in early to mid-August in hard copy form on the desks of our regular readers, on the QSport website for those directed there or cruising onto that site via browsing and for the first time, via email to members and some others.

As such, it appears a step forward and that’s because it is, as it gives consumers of this quarterly publication now into its third decade another avenue of access.

This edition going electronic owes special thanks to one Michael Crutcher, former editor of The Courier-Mail and recently a contributor to a QSport members Information Session on Stakeholder Engagement, one of the best received such activities we’ve run in recent years.

As one of QSport’s suppliers, we value Michael’s inputs to the work of the State’s sports collective and thank him for his preparedness to assist in this and other ways.

QSport is fortunate to have such suppliers of services and suppliers of funds that enable QSport to provide support to enhance sport development.

The single biggest funding suppliers historically have been successive State Governments, of both political persuasions, that have until 2014 supported QSport’s core functions of representation / advocacy, information sharing / education / networking, and promotion / recognition.

Since the beginning of 2014, both a reduction in funding and a redirection away from advocacy towards total service delivery impacted on QSport, necessitating a move towards philanthropy as an alternative source of financial support to do what QSport members advise they want QSport to continue to do.

What QSport does and what the State Government gets for its money in terms of performance against the objectives set for financial support of the two industry peak bodies is currently being evaluated

by KPMG. QSport looks forward to considering the conclusions of this review in collaboration with the State Government, a government which has committed to consultation on changes to programs with stakeholders before changes are effected.

Elsewhere in this edition is a Fundraising Snapshot from QSport supporter the Australian Sports Foundation (ASF) which indicates that in the 2014/15 financial year, donations to sport across the country through the ASF increased from $17million to over $24million.

The contents of this snapshot make for interesting reading and QSport can speak positively about this Commonwealth initiative that will see funds directed to QSport for the first time this year assisting with the costs of our major recognition program and helping push QSport back towards an operating surplus after last year’s third only deficit in the past 18 years.

While the ASF and the State Government are significant contributors to sport development, QSport also deems important the contribution of other supporters, particularly sponsors which contribute significantly to the major functions coming up towards the end of the year, climaxing with the annual Queensland Sport Awards / Hall of Fame Presentation, currently scheduled for Monday evening, 30 November at the Brisbane Convention & Exhibition Centre.

All sponsors are currently being approached regarding maintaining their involvement with this annual event that recognises Queensland’s past 3

and present sporting achievers, on and off the field of play.

By mid-August, the Palaszczuk Government will have been in office for six months. With jobs growth, lower unemployment and a stronger economy among the main goals enunciated in the recent State Budget, there is plenty to think about and much to do.

While employment in sport is not as high as in other sectors, sport has very much to contribute to the ongoing health and wellbeing of Queenslanders and the Queensland economy.

Most of that contribution comes from people who as volunteers don’t get paid for their efforts or as spectators at events pay for the privilege.

State Budget delivers for Commonwealth Games The 2015-16 State Budget continues the roll-out of funding for the Gold Coast 2018 Commonwealth Games with $174.6million for the development of facilities on the Gold Coast and in Brisbane.

The outlay reflects the Government’s commitment to investing in infrastructure and facilities for the Games which will ensure a high value legacy for Queensland beyond the actual event.

Minister for the 2018 Games Kate Jones’ Budget media release indicates the Games will create up to 30,000 jobs and with less than 1,000 days to go, momentum is building.

The State Budget also includes $30.8 million for Stadiums Queensland to maintain its major venues including Suncorp Stadium, the Gabba and the Brisbane Entertainment Centre and cover the Government’s contribution towards the new State Netball Centre.

The Budget allocation includes capital grants of $83.5million for the Carrara Precinct, encompassing the Carrara Sport and Leisure Centre and Carrara Indoor Stadium, and $30.8million of the Coomera Sports and Leisure Centre.

In addition, $39.5milion is allocated to the Queensland State Velodrome for track cycling.

Work on the Centre, funding for which was flagged after the Queensland Firebirds’ amazing come from behind Trans Tasman Netball Grand Final win, is expected to commence later this year and take two years to complete.

Sport Events Boost for National Economies With articles in this edition of Sportswatch commenting on government funding allocations to assist develop both grassroots participation and major sporting events, it is worth noting the value major sporting events bring to the economies of the locations in which these events are held.

Tucked away down the bottom of Page 65 in the Sport section of The Courier-Mail on July 1 was a short four paragraph piece on the value this year’s Cricket World Cup which advanced that this event was the biggest sports event Australia has hosted since the 2000 Sydney Olympic Games.

It stated that the ODI tournament generated more than $1billion for the Australian and New Zealand economies when it was held in February and March, according to research by consultancy firm Pricewaterhouse Coopers.

It continued on to advise that the event created the equivalent of 8,320 full time jobs and attracted

more than a million spectators, including 145,000 international visitors, and was larger than the 2003 Rugby World Cup, 2006 Commonwealth Games and the Asian Cup Football Tournament held here earlier this year.

With the recent State Budget including increases for health and education and sport and recreation, it was only a matter of days before sport returned a dividend to the State’s economy.

In less than 48 hours, nearly 150,000 filed into Suncorp Stadium and Cbus Stadium to watch Liverpool and the Roar, Manchester City and Melbourne City, the Wallabies and the Springboks, and the Broncos and Wests Tigers and hotels, motels, restaurants, and other businesses in Brisbane and on the Gold Coast reaped the benefit of sport and sports tourism – all in cold old South East Queensland, ironically as snow fell on the Granite Belt.

2015 SPORTS FUNDRAISING SNAPSHOT In the 2014/15 financial year, donations to sport through the ASF increased from $17m to over $24m This was achieved through the continued collaboration with partners, development of clear and integrated strategies and innovation through technology.

Women dominate top sport related appointments The Palaszczuk Government has plumbed for women to fill two of its most senior sport related roles, with lawyer Sophie Devitt and bureaucrat Tamara O’Shea appointed as Chair of the Board of Stadiums Queensland and Director-General of the Department of National Parks, Sport and Racing (DNPSR) respectively.

Sophie Devitt has served on the Stadiums Board for the past eight years and along with sports journalist and broadcaster Victoria Carthew, was retained in the six person Board line-up named recently by Sport and Racing Minister Bill Byrne which included four women.

QSport CEO Peter Cummiskey, who served as a Director for the past four years, did not seek reappointment.

Dr John Glaister, the DNPSR Director-General since 2012, has been replaced by Tamara O’Shea who

moves from the Department of Environment and Heritage to take on her first agency head role.

Her previous employment includes over 30 years experience at State and Federal level across program delivery, policy development and governance, working in senior executive roles with Departments of Environment and Resource Management, Local Government, Sport and Recreation, Social Security and Immigration and Ethnic Affairs.

She is an advocate for emerging and aspiring females across industry and government and has been a key speaker at leadership events including last year’s Women in Leadership Summit.

The enhancement of female participation in sport and recreation continues as a priority issue for her Department under the current Government.

Get Out, Get Active Funding for women and girls The Queensland Government has committed $1.5 million to fund another round of Get Out, Get Active community-based activities over the next three years as part of its Start Playing Stay Playing initiative getting women and girls active for life.

“We’re now pleased to expand the program to cater for all women and girls and have no doubt this round will be just as popular.”

Following the success of round one of the program funded at $200,000, Sport and Racing Minister Bill Byrne said the $1.5 million commitment was the largest of its kind in Queensland and would provide the strongest launch pad for women and girls to foster life-long participation skills in recent years.

“We are 100% behind activities and sports that encourage girls and women to get out and get active – it certainly enriches codes like AFL and it promotes a lifelong interest in health and fitness and in being an active participant in local clubs and communities,” CEO Michael Conlan said.

“Local councils are urged to apply for up to $20,000 under round two of Get Out, Get Active to provide opportunities for women and girls to participate in sport and active recreation,” Minister Byrne said.

“AFL as a sport for women is expanding every year with more than 51,000 Queensland women and girls strapping on the boots in 2014 representing a 30% increase in participation across all programs in 2014 from the previous year.

“This builds on round one of the program which assisted 19 councils to provide more sport and active recreation participation opportunities for Queensland women.

“So we think it is fantastic to see the State Government providing more opportunities for girls in particular to get active.”

“Through this funding we saw some wonderful projects get off the ground with women taking up free or affordable opportunities to make new activities more accessible.

AFL Queensland is one State sporting organisation to lend its support to the State Government’s program.

Minister Byrne encouraged councils across Queensland to submit a proposal to help even more women and girls active in sport and recreation.

Sporting Schools launched

by Federal Sport Minister; Vale Ron Clarke It’s not often that participant level sport scores banner headlines on the front page of The CourierMail but that’s exactly what that paper’s readers woke to see on Monday, July 20.

The day that Federal Sport Minister Sussan Ley formally launched the Commonwealth’s Sporting Schools initiative, Queensland’s major daily newspaper ran “CAN’T CATCH CAN’T KICK” above the news that $100million would be provided to support the provision of sporting activity in primary schools across the country to address increasing concerns about the ability of young children to perform basic skills such as catching or kicking a ball and the ramifications of those features for the health and wellbeing of children over time.

The Sporting Schools initiative was launched by Minister Ley with Australian Sports Commission (ASC) CEO Simon Hollingsworth at Sydney’s Werrington Public School.

“Sporting Schools has been a collaborative effort between the Australian Government, the ASC and more than 30 of Australia’s national sporting organisations to drive participation in sport” the ASC CEO said.

The Australian Institute of Sport (AIS) has also developed a new online resource offering tips to parents about how they could nurture their child’s growing interest in sport and convert it into a lifetime love of participation.

The Sporting Schools initiative replaces the Commonwealth’s Active after Schools Communities program.

Queensland and Australian sport, indeed international sport, has acknowledged the passing of one of Australian and world athletics great in Ron Clarke who passed away mid-June aged 78 after a battle with illness.

Ron Clarke AO MBE was inducted into the Sport Australia Hall of Fame as part of the inaugural group in 1985 for his contribution to the sport of athletics and will hold his place in the record books of time.

He enjoyed an illustrious career in world long distance running and in nearly a decade on the international circuit broke 18 official world records.

For a period from 1965 to 1972, he held every world record from the two miles to the one hour run.

No other athlete in history has every matched the feat.

The two enduring memories of Clarke are his lighting of the Olympic flame at the start of the Melbourne Games in 1956 and of the incident involving John Landy during the mile race at the 1956 Games when he tripped Landy and thereby created one of the most unforgettable moments in Australian sporting history.

Landy considered himself at fault, so stopped to check on Clarke and apologise, before chasing the field to win the race.

Clarke competed in two Olympics and three Commonwealth Games, winning silver but not gold, and as Mayor of Gold Coast, was instrumental in the successful bid for the 2018 Gold Coast Commonwealth Games.
