Conference registration and hotel room reservation opens at 9 a.m. January 14, 2025, at conference.psats.org. Online registration will save you time and money because your township can do a “group” registration and at a lower cost! If this is your first conference, please register for one of our two free “What You Need to Know About the Conference” webinars scheduled for April 3, 2025. You’ll find the link at conference.psats.org

TO NOT MISS THE PSATS CONFERENCE

1. EDUCATION:

The conference features a diverse range of educational sessions covering various aspects of township governance, administration, and best practices. These sessions are led by knowledgeable speakers and provide attendees with practical insights, tools, and strategies to enhance their effectiveness in managing townships.

2. NETWORKING:

The conference brings together professionals, experts, and leaders in township governance and administration. Networking with peers and industry experts provides invaluable opportunities for collaboration, idea exchange, and learning from others’ experiences.

3. BUSINESS MEETING:

One of the most important actions townships and county associations take at the conference is voting on resolutions to guide PSATS’ legislative agenda for the following year. These are the bills and policies that you direct the Association to pursue in Harrisburg and Washington.

4. EXHIBIT SHOW:

With close to 300 exhibitors, attendees can expect a wide array of products and services on display. From technology solutions to infrastructure developments, equipment, consulting services, and more.

AUTHORITY TO ATTEND

Section 1402(d) of the Township Code authorizes the board of supervisors to designate one or more of the following elected or appointed officials to attend the annual conference as a delegate: the supervisors, township secretary, township treasurer, and/or township manager. Each township that has paid State Association dues for the current year must appoint one of these delegates to be the voting delegate at the state conference. The township secretary is the official person to certify the voting delegate from your township. Also, Section 607(4) of the Township Code authorizes the board of supervisors to send any other township employee, including roadmasters and public works employees, or other elected or appointed officials, such as township solicitors and engineers, planning commission members, and emergency management coordinators, to the conference.

WAGE AND EXPENSE REIMBURSEMENT

Section 1402(g)(2) of the Township Code authorizes townships to compensate their employees, including supervisors who are employed by the township (either full- or part-time), at their regular employee rate while attending the annual conference. Section 1402(g)(3) allows townships to compensate supervisors who are not employed by the township with full or partial reimbursement for lost wages while attending the annual conference. The board of supervisors has the discretion to authorize this reimbursement but must establish a policy. Section 1402(g)(1) of the Township Code authorizes all township attendees to be reimbursed for:

• the conference registration fee;

• mileage for the use of a personal vehicle or actual transportation expenses for traveling to and from the conference; and

• all other actual expenses that the township board of supervisors may have agreed to pay.

Every township attendee must submit to their local board an itemized account of expenses incurred at the conference. No attendee may receive expense reimbursement for more than four days, including the time and mileage for traveling to and from the conference. Guests are not authorized to receive reimbursement for any expenses.

Tips for the Legislative Grassroots Reception

• Personally invite your legislator to attend and let them know you will be there!

• Actively seek out your legislator at the reception. This is the perfect opportunity to engage them on specific issues, update them on things happening in your township, and build a stronger relationship.

• Plan ahead! Think about topics important to your township and use real experiences to explain them to your legislator.

• Introduce your legislator to fellow supervisors.

• Be sure to exchange contact information with your legislator if you don’t already have it!

• If you’re unsure about the issues, stop by the PSATS Legislative Update before the Grassroots Reception to learn more about what’s happening in Harrisburg.

Business Meeting Voting & Resolutions

Importance of Resolutions

One of the most important actions township officials can take at the Annual Conference is voting on proposed resolutions. A resolution adopted at the Annual Conference directs PSATS policy and advocacy for the next five years and tells the state legislature and state agencies what townships need.

Resolutions may be proposed by county associations, PSATS standing committees, and the Association’s Executive Board. The PSATS Resolutions Committee reviews and discusses all submitted resolutions and votes to support or oppose each one. The Resolutions Committee also reviews all resolutions that have been on the Association’s books for five years and determines which should be considered by the delegates for readoption.

The criteria below should be followed when proposing resolutions:

• Does it directly impact an essential function or authority of townships?

• Does it amend or change a state or federal law, regulation, or court decision that directly impacts townships?

• Does it include clear language to communicate the desired objective?

• Is it actionable and measurable?

• Does it directly benefit townships?

Voting on Resolutions

During the business session on Tuesday, May 6, voting delegates vote on the resolutions. Resolutions that have been supported by the Resolutions Committee are automatically taken up for discussion and then a vote.

Resolutions that the committee has opposed must receive a motion from the floor from a delegate of a non-sponsoring county association and a second from a voting delegate of a second non-sponsoring county association before they can be discussed and brought to a vote. If no one makes a motion, the resolution fails.

As the Annual Conference approaches, every township should make sure that it has designated a voting delegate who understands and takes seriously their responsibility to act on behalf of the township.

Be Sure to Appoint Your Township’s Voting Delegate

The Township Code requires each township board to officially designate one of its attendees as the “voting” delegate, who must be certified by the township secretary when registering that person. Selecting your voting delegate should best be decided at your organization meeting to prepare for registration. Your township’s voting delegate will help set Association policy by voting on resolutions and electing the officers and Executive Committee members who will lead PSATS into the future.

Appointing a voting delegate is an important step because it ensures that your township has a voice during discussions on important legislative issues.

Each member township that has paid its dues is entitled to one voting delegate at the annual conference, who must be a township supervisor, manager, secretary, or treasurer. Each county association may also appoint one voting delegate for each 10 townships in the county or portion thereof and is guaranteed a minimum of two voting delegates.

What Is the PSATS ID #?

Attendee vs. Contact Email

An attendee email is for the individual attending the conference. The contact email is for an individual who wants to be copied on email correspondence.

An Employee or Official Change

Did you have a change in a registered employee or official? Email conference@psats.org or call (717) 7630930, ext. 190, and PSATS can update the registration to the new individual.

Cancellation Policies

Conference registration cancellations received through April 14, 2025, will be assessed an administrative fee of $50 per member/non-member registration and $25 per guest registration. No refunds will be made for conference registration cancellations received after April 14, 2025. No cancellation/refunds will be given on any food or events after April 28.

Badge Information

Your badge is your entrance pass. If you lose your badge, a replacement will cost $50.

Guests must register for the conference and wear their name badges for access to all the conference activities and special events, including the exhibit areas and receptions. The guest registration is only for guests of township officials and employees.

How Do I Make a Reservation?

Reservations are made directly after registering at conference.psats.org. Reservations for the PSATS Conference MUST be made through PSATS for the room block rate. Any reservations made outside of PSATS will not be eligible for PSATS room block rates. The room rates do not reflect applicable state and local room occupancy taxes (currently 11%; subject to change). Reservations will be available on a first-come, first-served basis. A credit card will be required to guarantee the hotel reservation. Check with hotel about their payment and cancellation policies.

Deadline for PSATS Room Rate

The PSATS hotel reservation group rate ends April 25, 2025. After this date, availability may be limited, and room rates are subject to change.

Hotel Changes/Cancellations

Changes and cancellations prior to April 25, 2025, can be made by contacting conference@psats.org or (717) 763-0930, ext. 190. To change or cancel your reservation after April 25, 2025, contact the hotel directly. Refer to your reservation confirmation email for your hotel’s cancellation policy. You may be charged a fee. Additionally, “no shows” will be billed.

There are limited rooms available for hospitality suites, and requests will be taken in the order they are received. Hospitality suites must be open (at minimum) Sunday, Monday, and Tuesday evenings, May 4-6, 2025. Hospitality rooms range from $210 to $503 per night. Room rates do not reflect applicable state and local room occupancy taxes (currently 11%; subject to change).

Note: There is a limit of two hotel rooms (hospitality suite) per application.

Note: The Hershey Lodge requires a minimum of $300 per day food/non-alcoholic beverage purchase from those reserving hospitality suites. Depending on what suite is reserved, the Hershey Lodge may charge $200 to remove furniture for hospitality function.

Shuttle Schedule

BETWEEN HERSHEY LODGE AND OTHER CONFERENCE LODGING

PSATS is offering a shuttle service that will run on the following schedule:

Sunday, May 4: Noon to 10 p.m. Monday, May 5: 7 a.m. to 10 p.m. Tuesday, May 6: 7 a.m. to 11 p.m.

The free shuttle will pick up and drop off passengers at the Chocolate Lobby entrance of the Hershey Lodge and at the shuttle pickup location of each conference hotel.

BETWEEN THE HERSHEY LODGE AND GIANT CENTER

PSATS is offering a shuttle service that will run on the following schedule:

Monday, May 5: 7 a.m. to 8 p.m. Tuesday, May 6: 7 a.m. to 8 p.m.

The free shuttle will pick up and drop off passengers at the Chocolate Lobby entrance of the Hershey Lodge and at the trolley stop #2 in the Giant Center parking lot, which is marked by a “PSATS” banner.

Please note: There is no satellite parking shuttle running on Sunday to the Giant Center.

To ensure seats, registration for this guest tour closes February 28 – so sign up right away! The bus departs the Lodge at 9:15 a.m. and Noah runs from 11 a.m. until 1:30 p.m. A hearty family-stye lunch will then be served at the nearby Hershey Farm Restaurant at 2:15 p.m. to 3:45 p.m. After lunch, guests can shop at its store or tour the grounds until the bus departs at 4:30 p.m. to return to the Lodge by 5:30 p.m.

The Lodge has several restaurants open to conference attendees.

• The Bears’ Den: Lunch and dinner (plus a full-service bar).

• Cocoa Beanery: Coffee, snacks, sandwiches, and ice cream.

• Revelry: Dinner (plus a full-service bar).

• Fire & Grain: Breakfast and dinner (plus a full-service bar).

• Stacks: Breakfast and lunch inside or on the patio.

• Cocoa Cabana: Refreshments by the pool.

Located in Cocoa Suite 1 & Cocoa Terrace. Grab a donut, pour some coffee, and chat with PSATS Executive Director David Sanko.
