Harmonisation - Overcoming change

By Ray Schaffer MALL to medium enterprises (SME) are planning how to deal with changes with the introduction of the Model Work Health and Safety Bill 2011 (WHS), coming into effect 1st January next year.

Under the new WHS law (See: Section 28 of the Work Health and Safety Bill 2011), it stipulates the duties of the workers must be better communicated by the employers.

For the employer, this means that there will be a need for a new approach to worker education and training.

Resistance to change is part of the human experience.

Pharmaceutical company Sanofi-aventis recently brought significant change into its organisation.

“What we do is help people to plan a career. We help them develop their skills levels and offer them opportunities and incentives that go beyond money,” human resources director of Sanofi-aventis Ronan Carolan told The Australian.

Once developed by senior management, the company’s strategy is then communicated down though all levels to the shop-floor. Too often, management of a business, regardless of size, develops a strategy that is seen by the executives as not only necessary, but also beneficial to the company.

The ‘change’ is the trigger for eliciting worker fear, anxiety, stress and resistance to the changes imposed by management.

Small to medium enterprises are planning ahead of the Model Health and Safety Bill.

Communicating change Communicating the new business strategy must begin with a change to the induction training offered to employees.

At this time, workers are educated and trained to understand that the individual has a role to play as a stakeholder into the company.

The new WHS law’s requirement that each worker is responsible for their own safety and that of fellow workers is communicated with examples being drawn from the shop-floor.

This is followed up with an ongoing training program that includes catering for the skills needed by each team – a pod of workers who work together whether on a process line, or in an office or as a

warehouse picking/stacking team.

The key to success is as follows: the team leader focuses on helping each worker toward committing the change to be made; the leader encourages each player to believe he or she has a role to play in the change process; the leader is sensitive to the needs of each player. In this way, workers come to a far better understanding of management’s newly imposed rules.

Self-retracting lifeline training The essential guidelines for self-retracting lifelines, writes Rick Millar.

ALL protection training is crucial for any worker who performs work at height. Without the proper training, workers may not realise the severe consequences of a fall: serious injury or even death. Self-retracting lifelines (SRL) are becoming more common on job sites, because they reduce fall distance and fall clearance requirements.

SRL Training Tips Many self-retracting lifeline users are unaware of how to use SRLs on varying surfaces, and also how to inspect, maintain and store the device. It is vital for any training program to include the following considerations.

SRLs on Walking Surfaces/Leading Edges: Not all self-retracting lifelines are designed for walking surfaces/leading edges; some are designed for ladder climbing and other purposes. Trainees should be taught that the device they are using must be appropriate for the surface and task. SRLs used on walking surfaces should have a reinforced lifeline with an energy absorber at the end nearest to the user. If one isn’t built in, a separate device should be attached inline between the dorsal D-ring of the user’s harness and the snap hook of the lifeline. This energy absorber is in addition to the energy absorber built into the device, and is necessary for situations in which the user goes over a sharp edge. In this situation,

the cable may not slide, potentially damaging the cable and exerting high arresting forces on the user. The energy absorber on the user’s back prevents this.

SRLs and Lateral Movement: Trainees should be taught to mount the SRL to a central anchorage to point directly overhead, when moving side-toside with a self-retracting lifeline, and to limit their movement away from the anchorage point. The further the worker travels from the anchorage point, the more it can counteract the benefits of the SRL, in that a fall may result in a swing fall – a pendulum-like motion resulting from a fall that occurs in a position which is located

horizontally away from the anchorage.

SRLs on Horizontal Lifelines: A self-retracting lifeline significantly reduces the amount of fall distance when used with a horizontal lifeline. It is commonly used in the construction industry and also when there are no overhead anchorage points. Like lateral movement, there is an increased danger of a swing fall when using an SRL with a horizontal lifeline, particularly if the SRL is not fitted with a device that helps it track along the horizontal lifeline. Users should be taught to apply the clearance charts provided with SRLs. SRL Maintenance and Storage: Maintaining self-retracting lifelines and storing them appropriately greatly extends the products’ longevity. Trainees should be taught how to inspect the SRL prior to use. This involves examining the device, both visually and manually, and making sure it engages correctly by performing a lock test. Most selfretracting lifelines on the market today have impact indicators that show if a unit has been involved in a fall. If the SRL has been impacted, it should be taken out of service and sent to an authorised service centre for repair.

If workers properly care for SRLs, they should last until they either fail an inspection or are impacted in a fall.

IMPORTANT steps for preventing falls in the work place by Branach.

Level 1: Undertake the work on the ground or on a solid construction This first level aims to eliminate the hazard. The Victorian code of practice suggests a host of measures, from using extendable handles on window cleaning equipment, and paint rollers to tilt-slab concrete wall construction, as alternatives to working at height.

Level 2: Undertake the work using a passive fall protection device ‘Passive fall protection device’ covers a range of height safety products that once installed, need no alteration. Examples include: fixed or mobile scaffolds, safety step platforms, guard rails, scissor lifts and cherry pickers.

Level 3: Undertake the work using a work positioning system If neither eliminating the risk or level 2 controls is practicable, consider ‘work positioning’ or ‘fall restraint’ systems.

They prevent workers falling over an unprotected edge and are typically harnesses attached by lanyards to roof anchors or static lines, or harnesses with ropes and friction device.

Level 4: Undertake the work using a fall injury prevention system Whilst work positioning systems prevent the fall from occurring at all, level 4 controls merely minimise the distance of the fall. Examples include: safety nets, wire mesh, catch platforms and individual fall arrest systems (IFAS). All must be installed by people with specialist technical skills and workers

using IFAS must also be highly trained.

Both the authorities and safety professionals acknowledge that a fall arrest system requires considerable skill to use safely, and in the event of an arrested fall, is likely to cause some physical injury to the user. Workers using IFAS should never work alone and an emergency plan needs to be put in place to allow for a speedy rescue.

Level 5: Undertake the work from ladders or implement administrative controls The last resort for working safely at height encompasses ladders and procedures, or ‘administrative controls’ such as instruction and training on the implementation of safe work practices.

This safety certification allows users to take the certified safety product data, and include these products in calculating the safety level of their entire control safety system.

The e-stop push buttons are reportedly a critical component for automation systems, as they are used to cease motion to help prevent injury to workers or damage to machinery.

According to Rockwell, in an emergency that might escalate into a hazardous situation, an operator would press the e-stop button to stop the machine or equipment, preventing further risk to the worker or the system.
