Sharon Bokan, Colorado State University Extension Boulder County According to the National Oceanic and Atmospheric Administration (NOAA), most of Northern Colorado is considered to be in severe drought. According to the Climate Prediction Center at NOAA, due to a la Niña weather pattern, the drought will continue at least through the winter into February 2022.

So, what does this mean for the average homeowner or landowner? We need to be planning how we can help plants survive the drought conditions while conserving water. Here are some suggestions to help your plants survive a drought.

A long-term project to make your landscape more drought resistant is to utilize native plants in your landscape. As you need to replace plants or decide to make changes consider using native plants as opposed to more water intensive nonnative plants. Native plants are adapted to our drastic changes in precipitation and have learned how to survive under drought conditions. Native plants can be as attractive as introduced plants and also provide habitat for native pollinators.

Another technique to preserve moisture is using mulches. They

slow down the evaporation of soil moisture keeping it available to plant roots. Place 2 – 4” of mulch around plants but not directly in contact with the trunk or stems.

Having mulch up next to the trunk can lead to insect, wildlife or disease problems. Water at least your newly planted young trees, shrubs and perennials once or twice a month if we don’t receive significant precipitation.

Check the soil before watering to make sure you need to water.

Once trees are established, they don’t need watering as often as they have large established root systems. Water when the air temperature is 40o F or higher and the soil is not frozen. Apply the water mid-day to allow the water to soak into the soil. Make sure that you don’t water trees and shrubs at the trunk or branch base as roots go out 2 – 3 times the outer most branches so you’ll miss getting water to most of the root system. Use a sprinkler to water a larger area around the plant to get water to more of the root system.

For those who own larger acreages and might have grazing animals, you’ll need to reduce the winter grazing in order to preserve more stubble in your grasses. Grasses not only store energy in their root systems but they also store a good portion of their energy in the lower portion of their stems. This energy is

critical for the plants’ survival and to start growing the next year. Grazing plants down to the ground removes all this energy, may damage next year’s buds and stresses the plants when they start growing in the spring. Even if we get precipitation in the spring, it may not be sufficient for plant growth and to replace depleted soil moisture, so the plants continue to be stressed. Stressed plants like humans are not healthy and over time may produce less forage. Limit grazing times to short exercise times (30 minutes) for horses and expect to feed more hay. Preserving your forage plant health speeds recovery when we do receive precipitation.

A little planning, watering and grazing restraint can help plants survive drought.

but also due to the lack of delivery quality control. For instance, my eldest son who is in the midst of a remodel ordered a new bathtub from a home products store. When it finally arrived (late, of course), a representative called to tell him it was damaged; my son needed to come in and decide if he wanted it. He went to the store and discovered a forklift’s two front prongs had gone through the tub; it had two giant holes on one side.

“So do you want it?” the store clerk asked. “We can give you a discount.” I’m not making this up. I wish I were.

I’m wondering who would possibly take possession of a bathtub with two huge holes?

Perhaps the folks who make Cialis™ commercials? For some unknown reason they show older people in side-by-side bathtubs in outdoor settings.

Who does this? Is this what younger people who make commercials think older folks do – remain clinically apart at all times? Do they think this is “acceptable older people sexy” – no actual physical contact? Lord help us.

Anyway, back to supply chain woes: Due to the lack of products (or the possibility of such), many of us are feeling like we need to stock up on the stuff

that’s important to us. It seems the fastest way to get people to buy things is just to hint that perhaps they won’t be able to do so in the future. What a fun psychological experience for us all!

For instance, the first week of the pandemic I ordered lipstick and under garments. Turns out these were not terribly in demand in our household during quarantining, but I stand by these choices. It takes a mature woman about 20 hours of egochallenging time to try on under garments to find satisfactory products. Once we find ones we like, we want to stock up before manufacturers stop making them. And lipstick is just fun. An inexpensive swipe of happiness.

No wonder lipstick sales go up during wars or recessions, but probably not during worldwide pandemics due to the whole mask issue.

But now at month 21 I’m stocking up on my favorite wine (due to a wine bottle shortage I once read about) and Soft Scrub™ (as it flies off our grocery store shelf). But let me make clear that my purchases do not mean I’ll be cleaning while drinking wine (and wearing lipstick and comfortable under garments). Maybe by month 30, but not yet.

What will month 30 hold for us all? Who knows? I say we all try and enjoy the holiday season despite everything - shortages or more bad pandemic news.

Maybe things will get better sooner than expected. We can only hope. At least hope needs no supply chain, though a little wine and lipstick can probably make it appear a bit brighter.

Mortgage rate forecast for December: Higher rates likely, with a COVID-19 wildcard this shorter-term mortgage to follow the same trends as its 30year counterpart.

Erik J. Martin Bankrate.com (TNS) Santa Claus may be coming to town, but he’s likely bringing higher mortgage rates with him.

Approaching the holidays, all signs pointed to rising rates in the days and weeks ahead — at least until a new coronavirus mutation sparked new fears that the pandemic might enter a new phase.

The World Health Organization warned this week that the omicron variant poses “very high” global risk — and is likely to spread internationally.

While it’s too soon to know the effect on mortgage rates, this latest twist means the pandemic could continue to roil consumer spending, disrupt travel plans and frighten investors. The coronavirus scare of 2020 sent mortgage rates to record lows, and a new round of uncertainty could cloud the rate picture.

In January 2020, the average rate on a 30-year mortgage fell below 3%, according to Bankrate’s national survey of lenders. But by New Year’s Eve, those rates may have increased by 40 basis points — if the omicrom variant proves mild.

What kind of rate can you expect for your upcoming mortgage purchase or refinance loan? We’ve talked to the experts and gotten their rate predictions for December and beyond.

Dreaming of a white Christmas (and lower rates)

The warning signs about increasing inflation haven’t subsided in recent weeks, leaving many industry insiders pessimistic about the mortgage rate environment, even if recent jobs reports look promising, wider economic data appear bullish, and the recently passed infrastructure bill appears to be a 6

Experts say all signs point to rising mortgage rates in the days and weeks ahead.

step in the right direction.

“With inflation elevated and the Federal Reserve holding true to its promise to begin tapering bond purchases, mortgage rates will continue moving higher by the end of the year,” says Greg McBride, Bankrate’s chief financial analyst.

He foresees the 30-year fixed rate clocking in as high as 3.5%, on average, compared to an average rate of up to 2.7% for a 15-year mortgage, by the end of the month.

Nadia Evangelou, the senior economist and director of forecasting for the National Association of Realtors, is firmly in McBride’s camp.

“Inflation has risen to its highest point since 1990. If it remains elevated for a longer period, that will drift up mortgage rates even higher,” she says. “Meanwhile, the Fed will slowly reduce its monthly bond purchases. This strategy is expected to move up bond yields, as the supply of these bonds

will increase in the broader economy and bond prices will drop. Following the trend of the 10-year Treasury yield, mortgage rates will go up as well.”

Len Kiefer, deputy chief economist for mortgage giant Freddie Mac, says his organization also expects elevated rates this month, but perhaps not quite as high as others anticipate.

“We forecast that the 30-year fixed mortgage will be around 3.2% in December. This forecast implies that rates will be headed higher in the near term,” says Kiefer. “Mortgage rates generally follow U.S. Treasury yields, and we expect that these will continue to increase – although at a modest pace. Treasury yields are higher due to a variety of factors, including a recovering economy, higher short-term inflation, and anticipated tightening of monetary policy.”

Eager to learn if higher December rates are just a fluke?

Brace yourself for bad news: Several factors point to further rate jumps in the first quarter of 2022.

“Mortgage rates will continue to rise in the year ahead due to elevated inflation. When inflation increases, lenders demand higher interest rates as compensation for the decrease in purchasing power,” Evangelou says. “Also, consider that the job market continues to recover.

Mortgage rates tend to rise when employment grows and the unemployment rate falls.”

Consider, too, that the Fed’s own projections indicate a likely interest rate increase or two in 2022. But if inflation continues to grow at its present pace, this rate hike may come sooner than expected next year.

“And when the Fed increases its interest rates, banks do, too.

When that happens, mortgage rates go up for borrowers,” adds Evangelou, who believes the 30-year mortgage and 15-year mortgage will average 3.5% and 2.8% across 2022.

McBride says the uptrend in rates will be limited, however, by occasional bouts of market volatility and worries about slower economic growth in 2022.

“Nevertheless, continued economic expansion, elevated inflation, and a less stimulative Federal Reserve are all suggestive of higher, rather than lower, mortgage rates in the year ahead,” says McBride, who predicts rates respectively inching up to 3.6% and 2.8% for the 30year and 15-year mortgage loan, on average, by the end of March 2022. “If the perception is that December 4, 2021

the Fed is behind the inflation curve, this will fuel an uptick in rates.”

If Kiefer’s calculation that the 30-year rate will average 3.4% in the first three months of 2022 proves correct, that means rates will have reached their highest level since the pandemic hit in spring 2020.

“The good news is that higher interest rates will reflect a stronger economy that continues to recover and return toward normalcy,” says Kiefer. “Of course, negative surprises on the pandemic could lead to lower interest rates, but continued progress on COVID-19 would likely yield higher rates. The market has so far shrugged off high recent inflation readings, interpreting much of the higher recent inflation to be transitory; but if market participants begin to view inflation as more persistent, that could result in higher rates.”

Our panel of pros isn’t alone in their prognoses for costlier

mortgage loans next year. In its most recent forecast, Fannie Mae anticipates the benchmark 30-year fixed-rate mortgage to average 3.2% in the first quarter of 2022 and 3.3% throughout the entire year. The Mortgage Bankers Association foresees rates averaging 3.3% in the first quarter and 4.0% for the full year of 2022. And according to Selma Hepp, deputy chief economist for CoreLogic, the 30-year fixed rate should hover around 3.4% by the end of 2022.

Gift yourself a home or refi now, if you’re ready

Purchasing a home is a major commitment that no one should rush into. But in today’s hot market, home buyers may need to move decisively after carefully considering their financial situation.

“With mortgage interest rates and house prices forecasted to increase over the next year, purchasing today will likely be

more affordable than waiting,” suggests Kiefer. “Prospective buyers will want to consider their current credit profile and household balance sheet first, as well as how long they plan to stay in their new home, what their current employment situation is, how much other debt they have to service, and how well they have been able to manage their payments on existing debt obligations.”

Evangelou agrees.

“It makes sense to wait only if mortgage rates or home prices are going to fall, which isn’t likely going to happen in the year ahead,” she says. “Meanwhile, rent prices have increased, and they may rise even further as demand for rental homes gets stronger. Thus, I advise potential buyers to lock in a rate now.”

If refinancing is on your radar, now is the time to act, assuming your financial house is in order, McBride advises.

“Even with the recent rate increases, refinance rates are still

lower than anything seen before the summer of last year,” he says. “Don’t let the opportunity pass you by. Particularly with the cost of so many other things on the rise, the ability to trim your mortgage payments in a meaningful way can create valuable breathing room in your household budget.”

Don’t let the prospect of a more expensive rate environment spoil your holiday cheer.

“By historical standards, mortgage interest rates remain super low,” Kiefer explains.

“Rates would have to increase by nearly 2 full percentage points to match the highest they’ve been in just the past five years.”

Loading up on powerful, efficient and effective power equipment to make it through Colorado’s most severe months doesn’t have to mean leaving a massive carbon footprint.

In the past, keeping up a range of equipment to help deal with the Centennial State’s conditions meant stocking up on machines that were usually gas-powered. Snowblowers are a necessary piece of equipment for most homeowners in Colorado climates, now there’s no reason to breathe fumes and burn gas to clear a driveway. In terms of household appliances, this translates into a new generation of machines designed to make the old, gas-powered models obsolete.

“For members looking for environmentally friendly ways to power their lives, choosing electric is an easy solution.

Whether through electric lawn mowers or electric water heaters, it’s a means to reducing our overall energy costs while helping our environment.”

In addition to the ecological benefits of such equipment, consumers who switch to electric trimmers, snowblowers, water heaters and other items will feel the gains in their pocketbook. According to Taggart, PVREA and other energy companies across Colorado are finding more and more ways to make energy more cost-efficient and renewable, even as the price of fossil fuels continues to rise. This could translate into direct savings for consumers who opt to plug in their favorite machines, instead of filling them up with gasoline.

These Time-of-Use rates may make sense for some lifestyles.

Gone are the days when the electric version of any given yard, home or outdoors machine was less powerful, sleek and impressive than its fuel-driven counterpart. Electric options aren’t only more efficient, but they’re increasingly more portable, more versatile and safer than the gas-powered alternatives. They’re also safer, cleaner and easier to store, according to Taggart. Part 1 - Gift of a Lifetime for First-Time Home Buyers

For 29% of first-time home buyers, saving for a down payment

BY DUANE on a home DUGGAN is the most Realtor and Author challenging step RE/MAX of Boulder in the home buying process, according to the 2021 Profile of Home Buyers and Sellers report by the National Association of REALTORS® (NAR). Jessica Lautz, vice president of demographics and behavioral insights at NAR, says, “…in the current environment, these buyers also face soaring rent prices and high student debt balances, which makes it extremely difficult to save for a down payment.” Now, couple those issues with the high price of real estate in the area, and the conditions are formidable for first-time home buyers to afford a

home. In an appreciating market, purchasing a first home becomes harder as time goes on because home prices continue to rise. The saying goes: “You can’t out-save the market.”

NAR also states that 28% of first-time buyers depended on a gift from a relative or friend to help with the down payment. This brings us today’s topic, which is how to gift money to help a home buyer purchase their first home.

In 2021, you can give up to $15,000 in cash or assets to another person without having to worry about the federal gift tax.

For a married couple giving to a child, that adds up to $30,000.

In addition to a first-time buyer’s savings, that could be enough to make a home purchase possible.

However, in many cases it isn’t. If a couple decides to gift more than $30,000, they will need to file a gift tax return. Before making a gift, check with your tax advisor

to see what works best in your situation.

Another idea is the First-Time Homebuyer Savings Account (FHSA). This type of account was approved by Colorado State Legislature (House Bill 16-1467) and became available in 2017. Any Coloradoan can set up this account to be used towards a down payment and anything included on the settlement statement such as closing costs, inspections, and lender fees. Setting up an FHSA allows the down payment to grow free of Colorado taxes on any gains in the account. Up to $50,000 in principal can be placed in the account and it can grow to up to $150,000 tax-free.

The tax benefit isn’t all that remarkable in and of itself, but it does help. Perhaps even more important is that it creates an automatic system for monthly contributions to ensure that the savings grow. In addition to any gifted funds they might receive, first-time home buyers can make their own contributions to the FHSA. There will be an annual contribution cap of $14,000 ($28,000 if filing jointly). There is no time limit on how long the account can be open. That means a grandparent can even open an account now to start saving for their newborn grandbaby’s future home.

To qualify for a FHSA you need to be a first-time homebuyer, but there are exceptions. If you were married and owned a home with your spouse but you have been

divorced for three years, you still qualify. You can buy a home with someone that has owned a home, just as long as you haven’t owned a home before.

It is easy to get started! Almost any kind of account you can have set up in a financial institution can be in a FHSA Account. Examples are savings accounts, money market account, CDs, stocks, bonds, mutual funds and even insurance. If you are just getting started you can open up a new account, or you can designate an existing account to become your FHSA. In this season of giving, why not get someone started with a gift and then help create a plan for monthly contributions to an FHSA to save up for a specific down payment by a specific date. Be sure to consult a financial planner, accountant, mortgage loan officer, and REALTOR® to create a plan that’s just right for you and the first-time homebuyer.

How does ‘red-tagging’ work?

Paul F. P. Pogue Ask Angi (TNS) If you’ve ever had a significant problem with your gas-powered HVAC system, you’ve probably heard the term “red-tagged.”

(And if you haven’t yet, there’s every chance you will someday, given that most HVAC systems have a lifespan between 10 and 20 years.) Whatever the circumstances, red-tagging means that you need to prioritize repairs immediately.

A red tag may be placed by an HVAC tech or a worker for the utility company. This means a gas-powered appliance cannot be safely operated until a situation is resolved. Furnaces, stoves, water heaters and gas dryers are all subject to being red-tagged.

Different states and utility companies have their own regulations about how redtagging works, so if you get one, it’s a good idea to read up on your local laws. In some cases, only utility company workers can issue a red tag.

Numerous problems can lead to a red tag. Some of the most common are carbon monoxide leaks, gas leaks, and fire hazards.

into the living area, which is extremely dangerous.

Most of the time, red tags will follow one of two types.

Type A red tags mean the situation presents immediate danger, such as some kind of gas leak. The technician will shut down your gas immediately until the issue can be fixed.

Type B tags indicate a serious problem with no immediate danger. In these cases, you should get the issue repaired as soon as possible, but the gas can still be running in the meantime. In some cases, it might be applied by a utility inspector who will require you to resolve the problem in a certain amount of time.

If you’re worried that the redtagging may have taken place in error, hire another reliable HVAC company for a second opinion.

Repair costs for red-tagged furnaces can vary greatly. It could be anything from a poorly sealed line to a broken central unit.

Your HVAC pro should be able to provide a detailed explanation of the problem and a written estimate for the work that will need to be done. A cracked heat exchanger will usually cost around $1,500 to repair.

If your older furnace has been red-tagged with a major issue, it may be a better idea to replace it entirely rather than repair. A furnace older than 15 years probably needs to be replaced rather than repaired; even if you’ve kept it in pristine condition and maintenance, it

People who decorate for the holidays appear friendlier, study finds Avery Newmark Atlanta Journal-Constitution (TNS) If you haven’t already started decorating for Christmas, get to it. People who decorate for the holidays are happier and appear friendlier to their neighbors, according to research listed in the Journal of Environmental Psychology.

The study is based on previous and present research where participants were asked to rate the friendliness of strangers based on pictures of their houses.

The homeowners self-reported their sociability by rating their social contact with neighbors as low or high. Homes that were decorated with twinkling lights and bows, even if the people who lived there were not social, were rated high because the houses appeared more “lived in” and “open.” Undecorated homes were given low sociability scores.

“As expected, a main effect for the decorated factor indicated that raters used Christmas decorations as a cue that the residents were friendly and cohesive. Decoration interacted with sociability in a

complex but interpretable way,” researchers wrote.

The results highlighted the social impact of Christmas decorations and how they’re used to communicate with neighbors.

Researchers also suggested that decorating your home’s exterior for the holidays could be a way to participate in social activities and gatherings in the neighborhood.
