LETTER FROM THE COO

Hello PCI Team,

As we head into the final stretch of 2025, I want to take a moment to thank every member of our PCI family for your continued dedication and hard work. This year has brought its share of challenges, but it has also showcased the strength, adaptability, and teamwork that define PCI.

We continue to make strong progress across a wide range of projects and initiatives and maintain great relationships with our clients. The quality of our work and the professionalism of our teams continue to speak for themselves.

Beyond project work, I’ve been especially proud of the way all of you stay active in the community and within our industry. We’ve had outstanding representation and participation at conferences, professional events, and community volunteer opportunities, creating opportunities for learning, networking, and growth. Your participation not only strengthens our professional network but also reinforces our company’s reputation for excellence and integrity. And your volunteer efforts and engagement are truly inspiring, with exceptional turnout and enthusiasm across the board.

As we look ahead to the final months of the year, I remain confident that we’ll close out 2025 on a high note. Our focus, persistence, and reputation for quality will continue to position us well going into the new year. We’ve built strong momentum through our collaboration, attention to detail, and willingness to support one another across departments.

Let’s keep supporting one another, staying adaptable, and continuing to deliver the high-quality, personal service that sets us apart.

I look forward to seeing everyone at the PCI End of Year Event at Sea Word next month and thank you for everything you do each day to make PCI successful. You are appreciated.

New to PCI

ISAIAH GALLEGOS

SENIOR SURVEY TECHNICIAN

Isaiah has joined our Survey Department as our new Senior Survey Technician. He brings extensive field and survey experience, joining us from his previous role at American Meridian, LLC, in Arlington, TX. A graduate of New Mexico State University with a bachelor's degree in Surveying Engineering, Isaiah is currently pursuing his professional goals of obtaining his RPLS license, recently passed his Fundamentals of Surveying, and has recently submitted his application for his SIT license. We look forward to the contributions he'll bring to the firm. In his free time, Isaiah enjoys bike rides with his kids, reading, and cooking. We're thrilled to have you on board, Isaiah!

SURVEY FIELD TECHNICIAN

Jaime has joined our Survey Department as the newest Survey Field Technician, bringing several years of hands-on experience in land surveying, construction, and field technology. His background includes work with RRP Austin Surveying Company, Cash Construction, and Tesla's Gigafactory, where he developed strong skills in precision measurement, data collection, and field operations. Jaime is passionate about accuracy, efficiency, and continuous learning, and we're excited to have him on board as part of our PCI team!

GAYLE BARKSDALE

OFFICE ADMINISTRATOR

Gayle has joined our Operations Department as our newest Office Administrator. Originally from Alabama, Gayle has made Texas her home. She earned her degree from UT Austin and spent nearly 30 years with the State of Texas as a software development project manager. In her new role here with PCI, Gayle will oversee office operations at our Round Rock location and provide administrative support to our PI and Environmental teams. Outside of work, Gayle enjoys walking dogs from her local shelter, staying active at the gym, and spending time with friends and family. We're happy to have you on the team, Gayle!

MEGAN LOWDER

SURVEY FIELD TECHNICIAN

Megan has joined our Survey Department as a Survey Field Technician. She comes to PCI from Pape-Dawson, bringing several years of valuable field experience. Megan is also pursuing her bachelors in surveying and aims to obtain her RPLS license in the future. We're excited to support your professional growth, Megan, and delighted to have you on the team!

Employee Spotlight

Big thanks to John Mendoza for your help preparing the EPIC Sheet for our East Chacon Hike-and-Bike Trail project! Your attention to detail and support were much appreciated. THANK YOU!

In the first two weeks of September, Leigh absolutely rocked it: first supporting me with the I-27 Advisory Committee Meeting, then seamlessly shifting gears to lead the COSA Complete Streets Design Guide Open House. Her hard work, professionalism, and positive energy made both efforts a success.

I'd like to express my gratitude to Lena, Lianna, and Marin for stepping in and offering invaluable support during a recent period of heavy workload. Their positivity and thoughtfulness made all the difference.

BIG THANKS to Alex for going above and beyond these past few weeks! When unexpected challenges popped up - a lead out sick one weekend and a heavy workload the next - Alex jumped in to help finalize and submit not one, but two [PRIME] PCI proposals. Huge appreciation as well to our proposal contributors and operations team for their teamwork, attention to detail, and commitment during these busy stretches. We're grateful for yoru exceptional support!

A huge shout-out to the OPERATIONS TEAM! They've been incredible partners in supporting our Marketing and Proposal efforts - always ready to jump in, pivot, and event stay late when needed. They don't just get it done; they constantly look for ways to help and make an impact. Their behind-the-scenes contributions are huge, and I couldn't be more grateful to have them here at PCI. Thank you, Operations Team!

Huge kudos to Robert E., Tamara R., and Elissa G. for a stellar COSA Complete Streets Design Guide Open House on Sept. 9 at the UTSA Downtown campus. Thanks to your prep, poise, and people-first approach, we saw a great turnout on a Tuesday evening. Your attention to detail, hospitality, professionalism, and on-site leadership kept engagement high and logistics seamless. Thank you!

Lianna Ybarra presents at the TxDOT Environmental Conference! PCI is thrilled and proud that Lianna Ybarra was given the honor of speaking on a panel – Connecting Texas Communities by Building Roads Drive by Feedback and Local Partnerships at the recent TxDOT Environmental Conference.

She shared the stage with TxDOT San Antonio's Scott Nelson and the TxDOT TPP PI section's Amy Redmond to showcase the outstanding public involvement efforts on the SH 16 (Bandera Road) Project. The SH 16 (Bandera Road) Project has been an eight-year, community-driven journey to develop a solution for the 8th most congested road in the region, and one of the top 100 most congested roadways in Texas. Lianna shared our team’s approach to community engagement, transparency, and collaboration, answered questions, and then helped staff a "pop up" open house with exhibits featuring the great PI work performed. Congratulations on this achievement!!

PI Dept has been busy!!!

In the past three months, we finished out our public meeting series for VIA Silver Line and held three VIA employee open houses, met with critical stakeholders multiple times for a proposed pedestrian bridge in Houston, held public meetings for the City of Seguin AND Guadalupe County Major Throughfare Plans, supported a fully virtual "chat room" public meeting for the Houston District, held three pop up meetings and a public meeting for the City of San Antonio, and supported multiple VIP stakeholder committee meetings for TxDOT. Phew! In that time we've done a lot of new and unique things like:

• Two of the VIA employee open houses started at 4:30 a.m. to serve the needs of VIA's bus drivers!

• The Houston District chat room meeting was first of its kind for TxDOT!

• The Tri-City Olmos Basin Park Bike Ride + Hike Event was a pop up meeting fully plussed up with multiple booths and fully activated the entire park!

• The Guadalupe County Public meeting had over 430 attendees — wow, a record for us!

Thanks to the entire team for the hard work supporting our clients and the communities we serve.

Improving

Communities Together, One Project at a Time

As many of you know, the ongoing government shutdown has impacted the distribution of SNAP (Food Stamp) benefits and the funding for Meals on Wheels – programs that provide vital food assistance to families and seniors across San Antonio.

In line with our mission of “Improving Communities Together, One Project at a Time,” we will be hosting a Food Donation Drive to support the San Antonio Food Bank. We invite everyone to contribute what they can to help those in need during this time, especially as the holiday season approaches.

Thank you for your generosity and commitment to our community.

WHEN:

Nov. 3 - 7, 2025

WHERE: Food donations will be collected in the San Antonio Office Lounge.

Round Rock office: Due to logistics challenges, you can participate by bringing donation items to the SAT office or making a monetary donation to the food bank of your choice on behalf of Poznecki-Camarillo.

PCI AT UNIVERSITY CAREER FAIRS

Our team had a great time at the Texas A&M University at College Station and University of Texas at San Antonio Career Fairs connecting with bright, motivated students eager to launch their careers and make their mark in the industry. Their enthusiasm and curiosity were contagious, and it was exciting to share what life at PCI is all about. It was inspiring to meet so many future professionals who share a passion for building better communities. They are our future and events like this really bring out the energy, conversations, and overall positive experience of representing PCI and the work we do.

PCI ATTENDS THE TXDOT ENVIRONMENTAL CONFERENCE

Several PCI team members attended the 2025 TxDOT Environmental Conference in Houston. It was a dynamic event focused on advancing environmental planning and collaboration across Texas. We were especially proud to see Lianna take the stage as a panelist for Connecting Texas Communities by Building Roads Driven by Feedback and Local Partnerships, alongside TxDOT's Scott Nelson and Amy Redmond. The conference offered great learning, networking, and inspiration for our continued work connecting Texas communities.

OUR IAP2 CONFERENCE CREW CAME BACK INSPIRED!

Will, Robert, Tamara, and Elizabeth came back from the IAP2 North American Conference buzzing with ideas and pride in the work we do every day. Highlights included: learning that language access is about connection, not just translation; that strong emotions in meetings often mean people care deeply; and that engagement works best when we meet people where they are -- culturally, digitally, and personally. The conference also reiterated the importance of closing the feedback loop, leading with empathy, and creating space for respectful dialogue even when it’s tough. Best of all, it was reaffirming to see how many of these best practices PCI already puts into action. A successful conference all around!

Leigh has been busy studying for her WSET Level 3 in wine and will be taking the exam next March. In the meantime, she's been volunteering her time with the Rotary Club of San Antonio and the San Antonio Stock Show & Rodeo to help hone her tasting skills.

right: For the 4th year in a row, Leigh was a volunteer judge for the SA Stock Show & Rodeo Wine Competition. Over 1000 bottles were submitted this year. Leigh judged on the first day - Sept. 29 - and tasted over 70 of those 1000 wines. This competition helps raise scholarships for students entering into viticulture or related degree programs in college.

Bundle of Joy Alert:

Welcome Baby Grayson!

Our little miracle, Grayson Matteo Mendoza, arrived early at 34 weeks on September 1, 2025, weighing 4 lbs 1 oz. After spending his first weeks in the NICU, we were overjoyed to finally bring him home on October 4.

Grayson made his debut a bit early after Karyna developed preeclampsia later in pregnancy. We are incredibly thankful to God that he’s healthy, gaining weight, and thriving -- and that Mom is doing great, too!

We went through some challenges, but every moment was worth it for this sweet blessing.

And a huge thank you to everyone who helped us with the diaper raffle! We’re well stocked (for quite a while!) and so grateful for your love and support.

Bowling Tournament

Pins were flying and spirits were high at our September bowling tournament held on Friday, Sept. 26 at the Oak Hills Bowling Center. Six teams faced off in a close competition filled with laughter, high-fives, and friendly rivalry. With some seriously creative names and cool shirts, the spirit and camaraderie were on full display. It was a nail-biter to the end, but one team came out on top - The Rolling Stones! Thanks to all who could join in on the fun. Congrats to the 2025 champions! ...and see you next year!

Be Mindful of Noise, Especially in Open Spaces — Loud conversations can disrupt those around you. When possible, keep your voice at a moderate level and take calls or extended chats into private areas or designated meeting rooms.

Snacks and drinks are here for everyone to enjoy; let’s be considerate. Whether you’re in the break room or a shared workspace, remember to clean up after yourself, especially after eating or using the microwave or toaster oven.

Please note that while the building’s cleaning crew handles sweeping, mopping, vacuuming, and emptying trash cans, they do not clean appliances like the refrigerator, microwave, or toaster. We kindly ask that everyone take responsibility for cleaning up after themselves in these areas.

Treat Equipment With Care — Handle company devices responsibly and report any issues. These are shared resources meant to support everyone’s productivity.
