

As we reach the midpoint of 2025, I want to take a moment to express my sincere gratitude to every one of you. Since our founding in 1981, PCI has grown and thrived through the dedication and resilience of our people and this year is another testament to what we can accomplish together.
We’ve made outstanding progress on several major projects, including reaching 95% completion on FM 624, advancing the Frio City Drainage project, Zarzamora Overpass environmental approval, and moving closer to finalizing the FM 3351 schematic/environmental. Construction on the Turbine project continues strong, and we’ve successfully completed schematic support on the 410 SW Corridor. We’ve also seen meaningful progress from all departments on Cuatro Vientos, the Sutton Rest Stop, Kowald Lane, SH 249 — just to name a few. Our Operations department completed replacing our server this year along with completing the expansion of our office, all while keeping the office in order.
While the recent TxDOT slowdown is real and has impacted the timing of several projects, I’m encouraged that the company will remain on track. I’m optimistic that as our clients’ new fiscal year begins this September, we’ll see several projects — including our large SPUI project in Corpus Christi — move forward again.
In the meantime, let’s continue doing what we do best: staying productive, adaptable, and committed to delivering excellence. Please stay in close communication with your supervisors to ensure you remain billable. You may be asked to support other departments during this period. See this as an opportunity to gain insight into the full scope of services we offer and how your work connects with and supports others across the company.
Now more than ever, let’s remain grateful for the work we have and continue delivering the highquality, personal service that defines PCI. Over the July 4th weekend, the Texas Hill Country received record amounts of rainfall that resulted in devastating flooding along the Guadalupe River and its tributaries.
As a result, these floods have left a lasting impact on families, homes, and communities. Our thoughts and prayers are with everyone affected, and we stand with you as neighbors and fellow Texans.
In true Texas spirit, we know that Texans come together in times of need. Now is that time.

Daniel has joined our Survey Department as the newest Survey Field Technician. Daniel - or Danny - graduated from East Central High and is joining PCI after working for Pape-Dawson, where he brings extensive experience conducting survey work in the field. In his free time, Danny shoots pool recreationally for the Billiard Association League of San Antonio (BALSA). We're happy to have you on the team, Danny!

Huge shout-out to Kelsey, who has been an absolute rockstar on our FM 1015 project with the TxDOT Pharr District! Kelsey has been instrumental in keeping track of all the moving pieces for this complex project and developed a displacement log that has been a GAME CHANGER. We’re proud to spotlight Dr. Chris Dayton, who has been invited to serve on the Advisory Board for the Texas Archeological Research Laboratory (TARL) at the University of Texas at Austin.
TARL is a nationally renowned research institution and the state’s premier archeological repository, holding millions of artifacts and millions of pages of records from the approximately 100,000 known archeological sites in Texas. TARL also has the unique responsibility of assigning official numbers to new sites as they are discovered and working with the Texas Historical Commission (THC) to update the Texas Archeological Sites Atlas. As a member of the Advisory Board, Chris will contribute his extensive technical and management experience to help guide TARL’s mission, with a focus on operational efficiency, integration with the consultant community, and sustainable long-term stewardship of archeological collections.
This is an exciting opportunity for Chris and for PCI as a whole, as it recognizes Chris’s strong reputation as a leader in the field and reinforces PCI’s growing presence in archeological consulting and cultural resource management.

As part of its long-range planning efforts, the City of San Antonio Transportation Department proposed an amendment to the City’s Major Thoroughfare Plan (MTP)—a key component of the Comprehensive Plan that guides the future location and classification of major roads within the San Antonio metropolitan area.
The amendment introduced a proposed new-location eastwest corridor, known as the South Texas Parkway, aimed at enhancing mobility in the southern portion of the city. This future corridor would:
• Provide improved east/west connectivity from Loop 410 to Pleasanton Road
• Establish connection between I-35 and I-37 in areas where they don't currently exist
To support this initiative, PCI’s Environmental Department partnered with Pape-Dawson Engineers to prepare an environmental constraints analysis that helped the City identify a recommended alignment that avoids sensitive environmental features and minimizes potential impacts.
Leading the effort was Kelsey Jutila, who conducted a comprehensive desktop review,
• Ensure appropriate classification of connectors, which guides right-of-way dedication and future development
GIS analysis, and mapping of constraints across 15 miles and more than 21,00 acres of the proposed corridor. The results provided the City and engineers with vital data to make informed, resourceconscious decisions during the early planning stages.
We’re excited to share that the MTP amendment was officially approved by City Council in May 2025, marking a major step forward for this future corridor and the City’s broader vision for connectivity and sustainable growth.

Big news from the Environmental Department— we’ve officially received NEPA clearance for the City of Seguin’s Rudeloff Road Phase 2 project!
The City of Seguin, in partnership with TxDOT, proposed a new-location extension of Rudeloff Road from Huber Road to SH 123 (at FM 20) in northern Seguin. The new corridor will provide critical regional connectivity between SH 46, SH 123, and SH 130—supporting one of the fastest-growing areas in the state. Between 2020 and 2021, Seguin’s growth rate was more than four times the statewide average, with subdivisions and development rapidly
transforming the landscape.
In response to this growth, the City brought on BGE as the prime consultant in 2021 to develop schematic design for this new extension. As a trusted partner from Phase 1 (which widened the existing Rudeloff Road), BGE once again teamed up with PCI to lead the environmental efforts for Phase 2.
After four years of persistence, teamwork, and a few curveballs, the project received NEPA clearance in June 2025—a major milestone for our team and our client!
The environmental effort was led by myself, with Kailey Van Skiver serving as Deputy Project Manager. Kailey juggled countless project components and delivered consistently stellar work—thank you for being
such a rock throughout this process!
I’m also proud to recognize the following team members whose contributions helped bring this project across the finish line:
• Warren Brown – completed the Hazardous Materials Initial Site Assessment and ensured our billing stayed on track!
• Sadey Cox – prepared six Phase I Environmental Site Assessments (ESAs) to support the City’s right-ofway acquisition efforts.
• Carolina Garcia – completed the Traffic Noise Analysis.
• Lena Camarillo – led the waters of the U.S. fieldwork and managed the public meeting logistics.
• Robert Elizondo and Lianna Ybarra – did a fantastic job

Lastly, I’d like to dedicate this milestone to John Colquhoun, PE, our friend and former colleague at BGE, who led the project with brilliance and dedication until his passing earlier this year. His legacy lives on in this project, and we’re honored to have worked alongside him.

In June, PCI executives attended the mid-year leadership workshop at Barons Creekside in Fredericksburg. The leadership assessed their progress on the action items identified during the 2024 Strategic Planning Conference. They also used this time to prepare for this year’s conference, scheduled for November. Through honest reflection and forward planning, they're continuing to align the company’s strategy with our Core Values and insights from our leadership and employee feedback - because meaningful change starts from within.
Hugo's son placed 5th in the National Drone Championship in Tulsa, OK, an event that drew nearly 50 competing teams! Congrats!!
Brooklyn is Now a Regional Champion! Following her standout performance at the Level 7 State Gymnastics Meet in March, Brooklyn Lopez, daughter of Jackie Lopez, continued her winning streak at Regionals in Wichita, Kansas! Competing against top gymnastics from across Arkansas, Colorado, Kansas, New Mexico, Oklahoma, Texas, and Wyoming, Brooklyn represented the state of Texas and took home the title of Level 7 Regional Champion, earning 1st place overall.

In May, PCI engineers Hind, Andrew, Ignacio, Diamond, and Isaiah attended the 3rd Annual Bowling Tournament at Bowlero. This event, hosted by the San Antonio chapter of Engineers without Borders, would help fund a roadway improvement project in Nicaragua to secure safe access to medicine, food, and other human needs during flood season.
Lianna and Aaron Elizondo tied the knot on March 22, 2025, in a beautiful ceremony surrounded by family and friends. The couple exchanged vows at the historic San Fernando Cathedral in San Antonio, Texas, one of the oldest cathedrals in the United States.
Following the ceremony, guests gathered to celebrate for the reception held at the McNay Art Museum, where art, elegance, and love came together for an unforgettable evening.
In June, Jeremy proposed to Tamara at Zilker Park - the same place they had their first date over 3 years ago - with help from two of Tamara’s close friends, who cleverly disguised the surprise as a girls’ picnic. What began as a church friendship in 2021 has grown into a beautiful love story, and now they’re saying yes to forever! Congratulations to them both!
