PRESIDENT’S CORNER Doug Bolton, Board President

2020 Budget Planning I would like to thank everyone who participated in the Landowner survey. This is the first comprehensive survey for Port Royal Plantation since 2010. The information from the survey will help future boards of directors understand what is important to the majority of Landowners. The Task Force is reviewing the survey results and will be providing a summary to the board, followed by posting the information on the Association website The staff and Board of Directors are currently working on our 2020 budget. Staff has been working for several months to prepare a draft budget and the Board will discuss their suggestions and ideas in a special workshop this month. The 2020 budget is more complicated because it covers both operational costs and additional funding for areas in our community that need improvement. Over my six years on the Board many things have been have accomplished, the biggest being the new Beach House. However, there are other areas that now need serious attention. Based on a comprehensive evaluation done by staff, the leisure paths need fairly significant repairs. There are drainage areas that need improvement but do not fall within the Town of Hilton Island’s maintenance agreement. And there are areas in the community that are on budget cycles for landscape trimming and pine straw, both of which increase our costs during different years. Maintenance improvement costs in the 2020 draft budget will include drainage improvement projects that can be expensive due to engineering studies required for liability protection. Another improvement being considered for 2020 is beach access points that frequently have standing water. And there are landscape improvements budgeted to address areas in the community that are currently having issues or old overgrown plant material. At the workshop the Board will also be discussing major improvements to our leisure paths. We have over six miles of paved paths in the plantation. While the asset replacement fund has annual amounts for repairs to paths, some areas need to be replaced. Staff’s report on the paths breaks them down into 100-foot segments and rates their condition. We recognize that there will be costs for some needed items that are not normally part of the operational budget. Be assured, the Board will evaluate all of these carefully and work within the available funding options to maintain the community. I am looking forward to the summer heat easing up and our beautiful fall weather taking over so we can all enjoy being outdoors without melting.

Beach House I hope you and your family had a wonderful summer and have enjoyed the new Beach House and pool area. There has been a lot of activity at the Beach House and pool area since it opened on January 9, 2019. It is great to see so many Landowners enjoying these amenities. However, there are a few things we need to point out. Everyone should remember that these are shared spaces for the enjoyment of all Landowners. �� Ocean Room – This large room can be divided into an A section which is 1/3 of the full Ocean Room, on the left side as you look out toward the beach, and a B section which is 2/3 of the full space with direct access to the kitchen. Section B also includes the covered ocean-front terrace deck, accessed through the large doors, and is available with a reservation by approved Landowner groups and for private functions. Please respect those who have reserved this deck by not interfering with a private function. The lease information and reservation process are available on the website (include link).

�� Kitchen – The kitchen was designed to be a catering space with light cooking. This space is included in rental of the full or B side of the Ocean Room. It is not available to those using only the A section. �� Community Room, Screen Porch, Rear Lower Deck and Swimming Pool are available to all Landowners at all times. They are not available to reserve, rent or meant to be taken over by any one group of Landowners. A good rule of thumb in the Community Room is if your group is using more than two tables you are most likely restricting the use of that space by other Landowners. To avoid any conflicts or embarrassment, please do not treat this as your private space. Security may enforce this rule as necessary. If you would like to have a private function, please reserve one of the Ocean Room spaces. �� No Smoking – all areas are smoke-free �� Pets – No dogs or pets are permitted in the building or screen porch. The Beach House area and pool are the Association's biggest assets and both are very popular with Landowners. It is important all Landowners enjoy the space and respect one another by following the rules and procedures. Hurricane Season Hurricane season is upon us and thankfully so far it’s been quiet. September and October are generally more active for tropical storms and hurricanes, so now is a good time to check your hurricane preparedness plan. Just a few reminders: �� Plan ahead and have an evacuation route. If possible, evacuate early to avoid the traffic. ��

Review and understand your insurance coverage.

�� Make sure all your emergency contact information is up to date. �� If you are a part-time Landowner, please take steps now to secure all outdoor furniture and items that could possibly be blown away. Port Royal Planning Survey Update We received over 640 Landowner responses to the Port Royal Plantation Planning Survey. This high participation clearly indicates that Landowners were very receptive to our request for their opinions about current Plantation operations, as well as issues we should address as a community both short and long term. It’s great to know that we have such an actively involved community. The Planning Study Task Force will analyze the survey results and a report will be presented to the Board and Landowners in the fourth quarter of this year. The survey results will be posted on the web site. Landowner feedback on some issues that might need to be addressed in 2020 will be presented to the Board during the upcoming budgeting process. SECURITY REPORT Rob Wilkinson, Director of Security

Contractor Passes In recent months we have been finding some contractors working, or attempting to work, using guest passes instead of commercial contractor passes or decals. We are often asked why we charge for contractors who come into the Plantation to work at a Landowner’s home. The simple answer is to generate revenue to help with some of our budgeted expenses, such as road maintenance and security, If we were to generate the same income we receive from pass and decal sales by dividing it among all Landowners and adding it to the Annual Assessment the assessment would increase approximately $500 per year per residential unit. That would be a significant cost to pass on to all Landowners. The security staff has the responsibility to enforce the Rules and Procedures of Port Royal Plantation. According to the Port Royal Plantation Rules and Procedures, B-8 found on page 3, All contractors or other commercial interests must purchase either a single day pass or annual decal for entry into the Plantation. A violation of this rule is enforced with a citation to the Landowner and may be subject to a fine through our covenant violation process. We are grateful that the majority of the community adheres to the rule. However, a few Landonwers are either not aware of the process or try to avoid the commercial pass fee. If the contractor you are using does not have an annual decal, you must request a commercial contractor pass, and not a guest pass. Either you, the Landowner, or your contractor must pay the $10 fee to obtain the proper pass. When entering your contractors in DwellingLive please select the ‘contractor’ pass type and if you call in a pass, please specify that it is for a contractor. Please remind anyone doing work on your property that all contractors are required to purchase a pass or decal prior to entering the gate.

Flood Certificates From time to time Landowners call me to find out if we have a Flood Elevation Certificate on file for their property. Most often, if the home is no older than 25 years, we will have the certificate on file in the Administration Office and sometimes, even if the home is older than that, we may have the certificate on file. However, if you are looking for the certificate and we don’t have it in our records, the Town of Hilton Head Island can assist you. You can click here and look for the certificate for your property. If your home was constructed prior to 1984, you can contact Beaufort County Building Codes Department via email at wbcodes@bcgov.net or call them at 843-255-2065. If you are unable to locate a certificate for your property, you can contact any SC Registered Land Surveyor to prepare a certificate for you for their fee.

MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

Even though the doors of summer are quickly closing, there is still plenty of time to perform any needed yard maintenance and landscaping duties. The maintenance staff and Hilton Head Landscapes are working hard to maintain the common areas. It is important for Landowners to their property maintained properly. This includes lawns that are kept neatly mowed, trimmed and reasonably weed-free. Significant amounts of leaves, branches and other debris should be cleared from lawns as well. Trees and shrubs should be pruned regularly to prevent an overgrown appearance, and any vines that are growing in trees or shrubs should be removed. Tree stumps that are visible from the street should be mitigated by having a tree company grind the stump, or by cutting it level to the ground and covering it with a natural ground cover. All bedding areas should be covered with ground cover, such as pine straw or another type of mulch. Landscape gravel or stones and bare earth areas are not permitted. These landscaped bed areas must remain free of unsightly weeds and large debris. Owners of unimproved lots must keep their property maintained. Any dead trees and fallen branches should be removed and any brush, tall weeds and grass that reaches a height of 12 inches needs to be mowed or bush hogged to provide an attractive and acceptable appearance. A properly maintained property enhances property values, shows respect for neighbors, improves the appearance of the community, and complies with the Association’s Rules and Procedures. We are happy to announce that Port Royal Plantation is working with the Boys & Girls Club of Hilton Head Island on their annual Pedal Hilton Head Island fundraising event. Pedal HHI is a celebration of our Island’s music, culture and two-wheeled lifestyle and funds raised from this event benefit the programs servicing the over 250 local kids who use the Boys & Girls Club of Hilton Head Island every day. The event will take place on Sunday, November 17, starting from Coligny Plaza. Approximately 6 miles of the 20-mile route will take place through and showcase our very own beautiful community of Port Royal Plantation. To keep riders safe and minimize the inconvenience of Port Royal residents we are looking for 15-20 volunteers to help with route marshaling in 60-90 minute shifts. Arboretum

October 9, 2016 – Devastation!

The Arboretum Restoration Team was recently formed by a group of Landowners to raise funds through voluntary donations to restore the Arboretum on an accelerated timetable. This will include completing the cleanup, re-establishing the paths and walkways, and replanting trees and shrubs of a self-sustaining size. A letter signed by the Landowner group was mailed to Landowners in mid-August explaining the goals of the campaign and asking for donations to accelerate the growth of the trees and shrubs planted in the Arboretum. If you have not received the letter you can click here to download a copy. Two of our neighbors have generously offered to match, dollar for dollar, every donation made by September 30 up to a total of $17,500. Please pledge early to double the impact of your donation. The third anniversary of Hurricane Matthew, October 8, 2019, will be our target date for planting the first of our new trees. If you have not yet sent your check, please make it out to Port Royal Plantation and add “Arboretum” in the memo line. OUR COMMUNITY There is a hint of cooler weather on the horizon. September is the perfect time to start your fall garden. All your leafy vegetables love cooler temperatures, including collards, mustard, kale and, of course, the standard romaine and leaf lettuces. Broccoli, cabbage and cauliflower will also do well, especially as seedlings. Make sure to keep the soil moist and side-dress the plants with a slow-release 5-10-10 fertilizer once the first set of leaves sprout. These plants are considered heavy feeders so apply fertilizer several times during the growing period.

September 15 through October 1 is also the time to spread pre-emergence herbicides to control the winter weeds in our warm-season grasses. Labor Day and Valentine’s Day are dates to mark on your calendar for weed control. This is the time of year to consider having your soil tested. Bring a small sandwich size bag of soil from your lawn or garden to the Beaufort County Government Center on 18 John Galt Road Beaufort, SC. The Clemson Extension Office is available there to accept your sample for testing. On September 24 we will hold another “potluck” meeting at the Beach House at 5:30 pm. We hope to see many members as well as any other residents who are interested in gardening. While all our plots are occupied at the moment, we have a waiting list for any plots that become vacant.
