PRESIDENT’S CORNER Don Blank, Board Vice President

ALERT. Coming in July will be one of the most important things you can do for your community. You have heard that a task force has developed a Landowner survey. It will be ready for distribution soon, and will provide both full-time and part-time residents the opportunity to help shape our future. I can’t emphasize enough how valuable the information gathered will be for Port Royal Plantation as we move forward into the next decade. This is your chance to express your likes, dislikes, and desires. It’s truly a situation of “if you don’t tell us what you think, you can’t complain about what happens in our community”. If you don’t participate in this survey you are leaving the future of Port Royal to others. I urge you to take the time to complete the survey either on-line or on hard copy. It is very comprehensive, with questions based on Landowner input. It won’t take long, but what you tell us will impact the decisions of many future Boards of Directors. Be on the lookout in July for an eblast with the details. Please, please participate. We need your input. It’s also summer pool season, and I again want to remind everyone to be courteous to others, and especially to respect our pool attendants. They have a tough job balancing rules, fun in the pool, and peaceful enjoyment for everyone. If you see someone being rude or disrespectful, please step in and support our attendants, and call Security if you see something that should not be occurring at the pool or Beach House. Don’t just let it happen and talk about it later to friends and neighbors. Be proactive so our staff can address problems when they occur. There also have been reports of an occasional problem with the beach chairs on some of the beach paths. If you have chairs on the paths, please make sure they are properly stored and have the required decal. It’s going to be a great summer filled with good times on the beach, at the pool, and at our new Beach House. Enjoy it all.

VOLUNTEER OPPORTUNITY HELP RESTORE THE ARBORETUM In October 2016, Hurricane Matthew caused significant damage on the island. One of the areas hardest hit was our Arboretum, downing hundreds of beautiful trees and disrupting the wetlands ponds. In the three years since Hurricane Matthew many things have been done to begin restoring the area. As part of a long-term plan developed by a land management consultant, new sapling trees have been planted in greenhouse tubes. These saplings will take two to three years to grow enough to have the tubes removed. To accelerate restoration with planting of larger trees and improved maintenance, a committee is being formed to develop a fundraising campaign. Uh-oh…It’s Hurricane Season With hurricane season officially here, I would like to remind everyone how important it is to be prepared. Decide when you will start making plans to evacuate. It is best to plan ahead and pick an evacuation location that works best for you. In many cases, if you wait to watch the weather or track the storm you could be forced to evacuate further than you desire. When Irma came up the coast with all the evacuees from Florida and Georgia, hotel rooms inland became scarce. Most hotels offer free cancellation policies so it’s a good idea to plan ahead. If you have pets, hotels often lift their no pet policy (additional charges may apply) during a state of emergency. Below are questions you should be asking your insurance provider/broker. Do I have flood insurance? Flood insurance is offered through the Federal Flood Program. There are some basics to flood insurance; the maximum coverage for a policy is $250,000 on the dwelling and $100,000 contents. Many insurance companies offer what is called “excess flood coverage” to bring your flood coverage up to more than what the Federal Flood Program provides. It’s advisable to check with your provider/broker to determine if this is something you should consider, especially if your home is close to the beach or lagoons. Factors that affect rates can include but are not limited to location and elevation the year the home was built, ventilation and other factors related to construction and building codes. There have been major adjustments to flood insurance regulations, so it is best to speak with an insurance agent to get up-to-date information and answers to questions related to your specific property. (http://www.hhireb.com/insuring-property/) Do I have Homeowners Association (HOA) assessment for loss coverage? It is recommended that you add HOA loss assessment to your policy to cover HOA assessments for common area cleanup. Port Royal is currently repaying a Line of Credit loan as funds are collected from Transfer Fees. However, if another major weather event impacts the plantation before the line of credit is paid off, and before a disaster recovery fund is established, the Association may be forced to assess Landowners. If you have HOA loss assessment coverage your financial impact should be reduced. Do I have additional living expense coverage? If your home is heavily damaged, you may not be able to live in it for an extended period while repairs are being done. And, we could have a situation that prevents residents from returning to the Island for a long time and you may need to stay in a hotel or somewhere for extra days. Many homeowner and/or wind and hail policies offer additional living expense coverage to help with that cost, so it is a good idea to check your coverage. Do I have wind and hail coverage? It is very important to check with your provider/broker to determine if your homeowners’ policy includes wind, named storm, hurricane and hail coverage. Many traditional homeowner policies do, but not all provide this coverage. As an option, South Carolina offers a separate policy issued through the South Carolina Wind and Hail Association. Regardless of whose coverage you have, look carefully at the types and deductibles in the policy. Insurance companies offer many different options, so it is important to work with your provider/broker to determine what is best for you. While a higher deductible may save you some annual insurance money, if we have another Matthew level storm, the amount covered by insurance after the deductible might not be sufficient. And remember, wind and hail insurance does not cover flood water damage caused by a storm. That falls under flood insurance. (http://www.hhireb.com/insuringproperty/) It is important to understand the financial impact a major weather event will have on you and your property, and to understand your financial risk when buying insurance. A good insurance agent or broker should be able to provide professional guidance. You should also discuss what your expectations are for your coverage. Make sure you know who the claims contact person will be and when they should be contacted once you have a need.

SECURITY REPORT Rob Wilkinson, Director of Security

Let us know if you go... During the last hurricane evacuation order over a hundred residents did not reply to our evacuation notification request. The Emergency Management Team for the Town of Hilton Head depends on us to give them an accurate count of residents remaining in the community during a mandatory evacuation. They rely on the information for staffing levels during an emergency event. If a Landowner does not respond, we have to assume that they did not evacuate. In the event of an evacuation, please take the time to complete the emergency evacuation notice form that will be available on our website and/or in a link from an Association email. Restricted Gate Access In case of an emergency event like a mandatory evacuation, only Port Royal Plantation Landowners and Residents will be granted access to the community. In the past, we had a number of individuals approach the gate requesting to come in to check on pets, property and various other reasons. When creating your family’s emergency plan, please keep this policy in mind. It is not intended to make an emergency situation more difficult, but to protect the community as a whole. We will clearly communicate when this policy � goes into effect during an emergency event. Plan Ahead I urge Residents and Landowners to make plans now for unexpected events. Prepare an emergency kit and make an emergency family plan. In case of a hurricane, consider multiple evacuation options to determine where you will be comfortable for the duration of the evacuation, and where you can take your pets. Friends and family who reside outside of the cone of uncertainty or inland may be your best option. We have copies of the Town’s “Citizens Guide to Emergency Preparedness” at both the gate and the pass office. You may also find a digital copy on our website under News and Updates and Emergency Weather. Share the news During emergency situations, the Association will communicate via email, the community message board and Facebook. Our staff at the gate will also talk to individuals as they enter the Community. We encourage all residents to sign up for alerts from the County, Town and Sheriff’s office to get the best information on up to date emergency situations. We also ask you to take a moment to talk to neighbors, especially those who may not be watching the news or checking emails. A note of thanks from a grateful Port Royal resident… Dear Port Royal Security, My wife, Georgia Dunbar and I have been residents of Port Royal Plantation for over 17 years. During that time, she was diagnosed with Parkinson’s Disease. As anyone knows who has lived with this progressive illness it is a very cruel decline into diminished physical abilities. As her disease progressed, we found it necessary to call upon the assistance of the Port Royal Security Service. Sadly, Georgia passed away on May 15, 2019. I wish to express my sincere appreciation and gratitude to all of you for your patient and compassionate assistance. Tom Dunbar

PLANS APPROVAL BOARD Jan Ingram, PAB Administrator

FENCES I have received calls from realtors and property owners asking about fences. People would like to fence in their back yard for their dogs or children, or to keep alligators out of their yard. Section 2.1.g of the PAB Guidelines states the following: No walls or fences are allowed, other than: 1. those attached to the main building and within the build-able area; 2. those allowed/required by specific subdivision rules; and 3. fences along a property line adjacent to a golf course where golf cart traffic could enter the lot. Such fence shall be set back one foot from the golf course property line, shall be less than 18 inches high, and shall be of unobtrusive design like a single split rail natural wood fence. Section 2.5.g of the PAB Guidelines further states the following for pools: Fences may be permitted surrounding swimming pools, providing it is within the build-able area. These fences shall be attached at both ends to the home and shall be of a decorative steel or aluminum material, maximum 4 feet tall, with an open, and airy design, e.g. a wrought iron fence. The accepted colors are black or dark green. The fence shall be landscaped on the outside to minimize its appearance. Plant sizes shall meet all the landscaping criteria found in Section 3.3.4. Before installing a fence, you must submit an application to the PAB, along with a Site Plan to show where on your property the fence would be located. MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

BE PREPARED Can you believe we are already four weeks into Hurricane Season 2019? You can protect your property and home before the next storm threatens by taking some simple steps. Preparing Your Property for a Storm: ● If you are going on vacation or will be away for an extended time, identify an interior location to store all outdoor furniture, decorations, garbage cans and anything else that is not tied down. ● Any trees or branches that could hit your home in a storm should be trimmed and other vegetation should be thinned out to reduce wind resistance. It is good to do this work at the beginning of storm season and not wait until a hurricane watch or warning has been issued. When a Storm is Imminent: Outside Your Home ● Remove a screen panel on each side of your screened in porch or pool enclosure to allow wind to flow through, to cut down wind resistance. ● Disconnect propane gas at the tank. Bring your barbecue grill and propane tank inside until the storm is over. This may be your only means of cooking during a power outage, but remember to only grill outdoors and after the storm has passed. ● Anything that is stored on a beach path must be removed and put away. ● Swimming Pools: You should drain your swimming pool 6”-12” to allow for possible heavy rainfall, but do not drain it completely. Shock the pool by adding additional chlorine. Stock up on chlorine to keep your pool water clean. In the event of a prolonged power outage, you will not be able to run the filter. Disconnect power to your pool pump, but do not wrap in plastic. If there is flooding, water will collect in the plastic and ruin the pump. Use your own discretion about throwing outdoor furniture in the pool. If it sinks to the bottom, it will not blow away but you risk damaging the pool’s finish. Do not throw in any metal furniture that is subject to rust. Inside Your Home ● Gather non-perishable food, candles, matches, first aid kits, battery operated radios, batteries, flashlights, etc. Have these ready at all times. ● Refrigeration/Water: Turn your refrigerator and freezer to the coldest setting. Freeze water in plastic jugs to help keep your freezer cold in case of a power outage. Stock up on jugs of bottled water – at least seven gallons per person – one gallon per person per day, and fill the bathtub with water for non-drinking use. ● Elevate personal belongings as much as possible, secure and lock all windows and doors, ensure that all valuable electronics are unplugged and elevated and stored away from windows. Please do not wait until the last minute for hurricane preparations. Review your family plan and check your hurricane supply list. Be prepared and, if told to evacuate, please do so and stay safe.

OUR COMMUNITY PR PROPOSED SEA TURTLE ORDINANCE CHANGE The public is invited to provide input on the sea turtle protection ordinance. The Town of Hilton Head Island will host a public meeting at the Beach House on Tuesday, July 2 at 5:00 pm to gather input on proposed changes to the lighting standards to improve sea turtle hatchling survival rates. The proposed changes include: �� Switch to sea turtle friendly (amber) light bulbs, �� Install tinting or solar screens on all windows and glass doors visible from the beach. The current ordinance only requires tinting or screens on windows and glass doors above the first floor. �� New tinting and solar screens must allow only 20% indoor-to-outdoor light transmittance. �� During sea turtle season (May – October), glass doors and windows must be closed or treatments (blinds, drapes, curtains) must be used if interior lights can be seen from the beach. If approved, changes will be effective immediately for new construction and fixtures. Existing construction and

The Sea Turtle Beach Patrol would like to invite Landowners interested in joining the Port Royal Turtle Trackers. The group will help to patrol the beach, fill in holes to protect the turtles and track nesting patterns. Currently, all the beachfront communities on the Island have a charter and the Sea Turtle Beach Patrol is eager for Port Royal to join. We are looking for volunteers to help manage and participate. The Sea Turtle Beach Patrol, along with leaders of the other community charters, will hold an open meeting for interested Landowners at 10:00 am on Thursday, July 11 at the Beach House.

OUR COMMUNITY PR DOGS ON THE BEACH HOUSE LOWER DECK The Beach House Rules and Procedures were recently amended to allow dogs on the lower deck. They must be on a leash and still are not permitted inside the Beach House, screened porch or on the upper deck.

Beach Leash Laws The following information is directly from the Town of Hilton Head Island: Animals on the Beach �� Are not permitted - Between 10 am and 5 pm Friday before Memorial Day through Labor Day ��

Between 10 am and 5 pm April 1 through Thursday before Memorial Day.

Between 10 am and 5 pm Tuesday after Labor Day through September 30.

Persons in control of animals on the beach are required to remove and properly dispose of the animal's excrement.

It is illegal to allow pets to chase or harass wildlife - Municipal Code Title 8 Chapter 1 (10).

BICYCLE TAGS AND DECALS

As a friendly reminder, all bicycles that are permitted by a Landowner on our roadways are required to have a decal or a tag. The Security Department is stepping up our enforcement to stop those who are not authorized to ride in our community. Recently, our officers have stopped individuals without tags and they were authorized guests of a Landowner. For bicycles owned by Landowners, we have a bicycle decal that can be picked up at our pass office. The paper tags for bicycles authorized for short term stays can be retrieved at the gate or pass office by either the guest or the Landowner. Please remember to request bicycle tags for your guests.

OUR COMMUNITY PR COMMUNITY EVENT ORGANIZERS Greetings from the group formerly known as the Whippersnappers. As you may have heard, we have changed our name to the Community Events Organizers! Our volunteer committee is passionate about building community relationships and hosting events throughout the year that foster a sense of belonging in our beautiful Port Royal Plantation. So our name change and our expanded role make this a perfect fit! So far this year, we have hosted a very fun and authentic Mardi Gras Party in March, and then, in collaboration with PR Administration, we hosted the May Beach House celebration party. It was a lot of work, but well worth it! With a great turn out, great food and entertainment and great weather, who could ask for anything more? And a BIG thank you to all our resident volunteers who helped us pull off this amazing celebration! This summer we are hosting several ‘Food Truck Fridays’ at the Beach House. You may have already visited one or two in June, but we have more planned, one in July and two in August. Stay tuned as we work out the details for these events! And keep your eyes open for a few more surprises we are planning for later this year! And, as always, thank you all for your continued support of our team and our events! OUR COMMUNITY PR Planning Study Update The Port Royal Plantation Planning Survey form has been finalized and will soon be ready for completion by Landowners. Your input as a household is critical to the future of our Plantation! We need your feedback on a variety of topics, e.g. our amenities, how we manage our resources, and what else we might want to consider doing for our community. A link to the survey document will be sent to all Landowners who currently receive emails from Port Royal Association of Landowners. You can easily complete the survey online or, if you prefer, you may obtain a paper copy from the Administration office. Only one survey response will be accepted for each property. The Task Force will analyze the results and report the findings to the Board and Landowners in the fourth quarter of this year.
